Note: Online visitor registration is not allowed at all facilities. If you are not allowed to register online, please register in person at the facility.

  • From the Log On page, click the "Register Today" button.
  • On the Log On Information page, enter a valid e-mail address in the fields provided.
  • Click the "Next" button.
  • On the Personal Information page, enter the required information in the fields provided.
  • On the Personal Identification page, choose an identification type from the drop down list.
  • Enter the required information in the fields provided.
  • On the Verify Information page, review your Personal Information.
  • If the information is correct, click to check the box "I verify the above information is correct." If the information is not correct, click a navigation link on the right side of the page to return to a previous page (example: Personal Information). Continue through the pages until you return to the Verify Information page.
  • Do not use spaces.
  • All characters are UPPERCASE or numbers.
  • Do not use the letter "O"; use 0 (zero) instead.
  • Click the "Finish" button. You will receive a confirmation e-mail containing your password.
  • Why do I have to provide my e-mail address? Back to top The e-mail address is one of your unique identifiers in the visitation scheduling system. The email address can be used to log into the system to schedule visits, to send your initial password, and to notify you of a canceled visitation.
  • Why do I have to provide my phone number? Back to top The phone number may be used to notify you of a canceled visitation.
  • Do not use the letter "O"; use the number 0 (zero) instead.

If you continue to have trouble with the security code, you may generate a new code by refreshing the page.

  • Make sure you completed registration. If you did not see the Visitor Added page, your registration was not completed and you will not receive a confirmation e-mail.
  • The confirmation e-mail is sent out immediately after you register; however, it may take up to several hours for an e-mail to be received.
  • Check your SPAM, BULK or JUNK folder for the e-mail.
  • Make sure that you entered the correct e-mail address.

If you do not receive your e-mail, please contact the facility for assistance.

Note: Passwords are case sensitive.

  • From the Log On page, click the "Forgot your Password?" link.
  • On the Reset Password page, enter the e-mail address you have saved in the visitation scheduling system.
  • Enter the Security Code displayed within the colorful box in the field provided.
  • Click the "Reset Password" button. You will also receive a confirmation e-mail containing your new password.
  • Click the "Return to Login" link to access the visitation scheduling system.
  • Log on to the visitation scheduling system.
  • From any page, hover your mouse cursor over the My Account tab.
  • Click the link that corresponds to the information you wish to update.
  • Click the "Update" button. A message will display stating your information has been successfully updated.
  • From any page, hover your mouse cursor over the My Account tab, click on the Manage Inmates option.
  • On the Manage Inmates page, click the "Add to My Inmates" link.
  • If you know the Inmate ID, enter the Inmate ID in the field provided and click the "Add Inmate" button; or,
  • If you do not know the Inmate ID, search for the inmate by name. Enter at least the first two letters of the first and last name and click the "Search" button. Inmates that match the search criteria entered will appear in a list. Click the "Add" link that corresponds to name of the person you wish to visit.

A message will display that the inmate has been successfully added.

On the Manage My Inmates page, the inmate has been added and is available for visits. You may edit or remove the inmate from here.

Note: If the facility uses an approval process, approved inmates may appear in your My Inmates list without any action from you. Also, inmates you have added to your My Inmates list may appear as "Not Approved". You must be an approved visitor of an inmate before you can select them for a visit. Please contact the inmate to be added to his/her approval list.

If the adult visitor will never visit the facility without you it is recommended to register them through this process. Proceed to Step 1 below.

If the adult visitor may visit the facility without you it is recommended that they register themselves in the visitation scheduling system. Please see: How do I register in the visitation scheduling system? One of the visitors will need to request scheduling privileges and the second visitor must accept the invitation to appear in each other's My Visitors list. Please see: How do I request another visitor become part of My Visitors list?

  • From any page, hover your mouse cursor over the My Account tab, click on the Manage Visitors option.
  • On the Manage Visitors page, under Add to My Visitors or Minor Visitors, click the link to create/register a new adult visitor.
  • Enter and/or edit the information.
  • Click the "Add" or "Add Minor" button.

You may edit or remove the Visitor/Minor from here.

Note: If you entered an email address in for the visitor, they will receive a registration notification.

Note: Both you and the other visitor must be registered in the visitation scheduling system separately.

  • From the Manage Visitors page, click the link to request another visitor to become part of your My Visitors list.
  • Enter the Visitor ID in the field provided. Visitor ID's are located under the main heading to the right of the visitor's name on the right hand side of the page.
  • Click the "Make Request" button.

The visitor will be notified of your request via e-mail. The visitor will have the option to Accept, Reject or Block your request. On your Manage My Visitors page, you will see your request under Waiting for Response. If approved, the visitor will appear in your My Visitor list and on the Manage Visitors page. You may now schedule visits with that visitor.

  • On the top of the page, under the main menu, a red icon with a number will appear over the user notification icon indicating that you have a pending visitor request. You may also see pending requests by going to the My Visitors page.
  • Under Waiting for Response, click the "Accept", "Reject", or "Block" link next to the visitor's name.

Note: If the minor has already been registered in the system by another user, contact the facility to have the minor added to your "My Visitors" list.

Note: The facility selects the age at which a minor must be registered as an adult.

Note: A minor visitor cannot schedule a visit with an inmate. They must be scheduled with a registered adult.

  • From any page, hover your mouse cursor over the My Account tab, click on the Manage Visitor option.
  • On the Manage Visitors page, under Minor Visitors, click the link to register and add a new minor visitor to your My Visitors list.
  • Enter the required information.
  • Click the "Register and Add" button.
  • On the Manage Visitors page, the Minor has been added and is available for visits. You may edit or remove the Minor from your My Visitors list.
  • Your child must first be added to the visitation scheduling system as a minor visitor. If you have not yet added your child, please see: How do I add a minor visitor?
  • Once your child has been added to the visitation scheduling system as a minor visitor, please see: How do I schedule a visit?

Note: There are several scheduling shortcuts on the homepage that allow you to select only one additional visitor. These shortcuts are not recommended for planning a visit in which there are more than two visitors.

  • From any page, click on the Visitation tab.

On the Choose Visitor page, select additional visitors you would like to take part in the visit by checking the box next to their name. Click Next.

If you have not added the visitor to your My Visitors list, click the "Add a New Visitor" link. Follow the steps in Questions 10-13 to add a visitor to your My Visitors list.

On the Choose Inmate page, select the inmate you wish to visit from the list of inmates in the dropdown. Click Next.

If you haven't added inmates to your My Inmates, click the "Search for an Inmate" link.

Enter the required search criteria and click the "Search" button. Inmates that match the search criteria entered will appear in a list at the bottom. Click the "Select" link that corresponds to the name of the person you wish to visit.

Note: The selected inmate will be automatically added to your My Inmates list.

Note: If the facility uses an approval process, you must be an approved visitor of an inmate before you can select them for a visit.

On the Choose the Date/Time/Location page, select a date by clicking on the calendar icon and selecting the date or by entering the date for the visit by typing it in the field provided.

Note: Certain days might not be available for selection based upon facility scheduling policies, special events (Holidays, weather closures, etc.), and/or facility established restrictions.

  • OPTIONAL. Choose a Visitation Center from the dropdown list. If you do not have a preference, choose No Preference.
  • OPTIONAL. Choose a Time of Day range from the dropdown list. If you do not have a preference, choose No Preference.
  • Click the "Search" button.
  • If no visitation times are available based upon your selection, a message will display. Change your selection criteria and click "Search" again. See question: Why are there no visitation times available?
  • Click the "Select" link that corresponds to the desired visitation time.
  • Choose the Relationship the visitor(s) has with the inmate from the dropdown list.

Review your selections. If you wish to make changes to your selections, click the "Change" link next to the item you wish to change. If you wish to add additional visitors to the visit, click the "Add Additional" link.

Note: As a result of adding visitors to the visit, you may be directed to the Choose the Date/Time/Location page to reselect your desired visitation time. Follow steps 4 through 19.

  • Click the checkbox to confirm that you agree to the Facility's Visitation Policy.
  • When the information displayed is correct, click the "Confirm" button.

On the Summary page, a message will display stating your visitation has been confirmed and the status of the visit will change to Confirmed. You will also receive a confirmation via e-mail. If you do not receive confirmation back, it may be necessary to reselect the date, time and/or location of the visit.

If you do not receive confirmation and the visit status changes to Conflict, click "Change" next to the Time and Date section. You will be directed to the Choose the Date/Time/Location page to reselect your desired visitation time. Follow steps 4 through 19.

There may not be any visitation times available due to any of the following conditions:

  • All available time slots have been taken.
  • The facility does not allow visitation during the chosen time period. This may be a temporary or permanent change to the visitation schedule.
  • The inmate already used up their allowed number of visits during the chosen time period.
  • The visitor already used up their allowed number of visits during the chosen time period.
  • The inmate has a restriction or event that does not allow scheduling during the chosen time period.
  • The visitor has a restriction that does not allow them to schedule a visit with the inmate for the chosen time period.

On the Home Page for the visit, click the red "X" that coincides with the visit you would like to cancel, or click on any part of the visit information to access the Summary Page. On the Summary Page, in the right hand column click "Cancel Visit".

Note: The facility may restrict when a visit may be canceled.

A pop-up message will display asking you to confirm that you want to cancel the visit. Click the "Yes" button to cancel.

  • This visit will be removed from Upcoming Visits and will appear under the heading Canceled Visits until the originally schedule time has passed.

An automated email and/or phone notification will be sent if the visit was canceled by the facility. If you did not receive a notification, you may need to update your account information on file. To update your account information, see question: How do I update my account information?

A visit may be canceled by the facility due to the following reasons:

  • The inmate has been moved to a different location and the visit cannot be rescheduled.
  • The inmate has been released.
  • One or more of the visitation stations has become unavailable.
  • The facility has changed the visitation schedule. This may be a temporary or permanent change.
  • The inmate or visitor has been placed on restriction.
  • From any page, hover your mouse cursor over the Visitation tab.
  • Click "View Visit History".

From the View Visit History page, click on any part of the visit information to view the originally scheduled visit information.

  • Visitors MUST  register here or upon their arrival at Harris County - The 701 Jail, although it's highly recommended you register well in advance.
  • After registering, you can schedule a visit up to seven days in advance.
  • Sometimes the day and time you want to visit may not be available, so schedule well in advance.
  • Arrive 30 minutes before your scheduled visit.
  • You are required to have a valid, government issued picture ID.
  • You MUST have a printed confirmation of the visit that will be emailed to you. If not, the visitor center will print it for you.
  • Only one person is allowed to visit at a time.
  • Children are not allowed.
  • Visits are 20 minutes in length.
  • Wear a mask and expect to have your temperature taken.
  • Storage lockers are provided for all your stuff you bring in.
  • Attorneys may visit inmates 24 hours a day, seven days a week.
  • No minister visits will be allowed at any jail location from 12:30PM to 2:00PM.

Can I visit an inmate in Harris County - The 701 Jail custody?

Yes, Harris County - The 701 Jail, as well as all jails, allow you to visit an inmate.

By federal law, every jail must make provisions for offenders in custody, whether they are pretrial or convicted and sentenced, to receive visits from friends or family. 

Every state has their own policies regarding the amount of time that a jail must provide offenders in their custody, and then every facility gets to set their own rules, number of times, schedules, etc.   Some jails only allow 30 minutes a month. Others as much as an hour every day.

Before visiting, your inmate will have to have put you on an ‘inmate visitor’s list.' Jails can limit this approved list to as few as five people to as many as twenty.

The jail will most likely run a targeted background check on you, checking for outstanding warrants, criminal convictions and other red flags that may indicate to them that you could be a problem for the jail, a bad influence on the inmate or just be someone whose past puts you in violation of their policies.

There are three different types of visitation: •    Video visitation  •    In-person non-contact visitation •    Contact visitation

For security and staffing reasons, many jails have switched to video visitation only. Video visitation, also referred to as remote visitation, is monitored and recorded by the facility. Video visits can either take place using kiosks in the jail’s lobby, from your computer at home, or using an app on your phone.

Most jails, now that the COVID pandemic is behind us, have gone back to ‘in-person non-contact visitation’ even if they have also retained the video visitation programs. In-person visitation takes place in a booth of sorts, with a thick plastic shield separating the inmate and their visitor. Communication is done using old-fashioned telephone receivers like you see in phone booths.

Contact visitation between inmates and visitors in jails is rare. New York is one state that allows this. In a few other states, inmates who have been sentenced for non-violent offenses and are close to being released, may sometimes be allowed contact visits with special permission. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit.

Contact visits are also often allowed between inmates and their lawyer, law enforcement officials, and clergy. The downside of any contact visit is that before returning to their units, inmates must undergo a full strip search, which is demoralizing and invasive.

Can I visit an inmate in state prison custody?

Yes, prisons allow you to visit an inmate. Every state has their own limits on the minimum amount of time an inmate is allowed to have for visits from friends or family, however in federal prison, inmates are allowed a minimum of four hours per month.

Once an offender is sentenced to prison, your inmate will have to fill out a document listing you as an approved visitor. If you are not on this list you will not be allowed to visit.

Prisons have always allowed contact visits. A contact visit allows the inmate and visitor a brief hug or kiss, or handshake, both at the beginning and the conclusion of a visit. Some state prisons allow inmates and their visitor to hold hands, as long as the hands are on the table where the guards can see them.

However, given the ongoing problem of contraband - namely drugs and tobacco - being smuggled into the prisons by visitors, even the state prisons are moving to non-contact and video visitation. One way the visitors pass drugs to inmates is when they kiss. The drugs, wrapped in a small balloon, are then swallowed by the inmate who passes them through their digestive system later in the privacy of their cell.

The factors that decide on the number of visitors are: 1.    How many people can fit into the visitation area comfortably. 2.    How many staff can oversee the visitation area. 3.    The more people visiting an inmate the more likely that if there is an argument, it is harder to control.

Most jails limit the number of visitors to no more than three or four, with a maximum of two of them being adults.

When doing a video visit from home, there is no limit on how many people can take part in a visit.

What are the inmate visitation rules for Harris County - The 701 Jail?

Every jail and every prison have their own unique set of rules that must be followed when visiting an inmate, but in general, these are the guidelines:

Most important, you must first be on the inmate's approved visitation list that they create. •    Expect to have a background check done. •    Expect to be searched, go through a metal detector or pass a drug sniffing dog. •    You must be at least 18 years of age.  •    You must have a valid, government issued photo ID. •    Recently released inmates are either not allowed or must wait 6-12 months before being approved. •    Felons must get special permission. •    Children are allowed but must be with parent(s) or legal guardian. Birth certificate(s) or other legal proof is mandatory. •    Often babies are not allowed, but if they are, you will be allowed one diaper, one bottle and one teething ring, and maybe a baby carrier. •    Parents must be always in control of children. •    You must stay seated at all times. •    You cannot be under the influence of drugs or alcohol. •    No arguments, loud voices or fighting allowed. •    No cell phones or any electronic equipment allowed. •    No cigarettes, drugs, lighters allowed. •    No purses, handbags or backpacks allowed. •    No weapons allowed. •    It is likely that your ID and your car key will be the only things allowed on the visit.

What are the inmate visitation dress codes for Harris County - The 701 Jail?

In general, all jails and prisons are the same when it comes to dress codes and what you are NOT allowed to wear to a visit. The Harris County - The 701 Jail is no different.

What can I bring to visit an inmate in Harris County - The 701 Jail?

In general, the only thing you can bring into an inmate in a jail is either your ID and your car key, or if they have lockers, you can bring in the locker key. 

Prisons are a different story. Typically, prisons have vending machines in the visitation area and allow visitors to bring in a clear plastic purse with coins in it, usually totaling no more than $40.00.

What do I have to wear when visiting an inmate?

Refer to the answer above that explains the dress codes, but in general, if want to know what to wear to visit someone in jail, imagine you are visiting someone’s grandmother for the first time… wear that outfit.

Can we hold hands, hug or kiss during inmate visits?

There are no jails in the United States that allow contact visits as a matter of regular policy, except for jails in the state of New York. Thus, the concept of holding hands, kissing or hugging is not relevant.

On the other hand, prisons do allow contact visitors from friends and family. When this is the case, a brief kiss or hug (or handshake) is allowed at the start of the visit and the end of the visit. Holding hands above the table is sometimes allowed in prisons, but not in jails.

Can friends visit inmates in Harris County - The 701 Jail, or just family?

By law, every inmate is entitled to a visitor, whether family or friend. The only exception to that is youths that are being held in secure juvenile detention centers. The only people allowed to visit them are parents, grandparents, legal guardians, and in some cases, siblings.

In addition, they are also allowed visits from probation officers, lawyers and their caseworkers.

What is a video visit?

Video visitation, also known as remote visitation, is quickly becoming the preferred method for visiting an inmate in jail or prison for the following reasons: •    It requires little to no staff, versus the staff required to move inmates to and from the visit and watch over the visit. It saves the Harris County - The 701 Jail money. •    It removes any opportunity for contraband (drugs) to enter the facility. •    It can become a profit center for the facility, given that the revenue generated by visits is shared with the jail. •    While inmates prefer to see family and friends in person, video visitation allows them to visit with them more often, and on a whim. •    Video visitation gives the inmates and their visitors the feeling of more privacy. Video visitation from the perspective of the visitor allows them to visit from their home, their car, at work, and even allows them to take their device to a family or religious gathering. It allows them to give their inmate the feeling of belonging and not being forgotten.

Video visitation can take place on a computer, a tablet or a phone. 

Video visitation saves time. Instead of spending hours driving to the jail, checking in, filling out paperwork, potentially being searched, waiting, and then having a 15–30-minute visit, if it isn’t cancelled at the last minute, the visit can be done from anywhere during a short break in the visitor’s day.

If the visitor does not have access to a phone or computer, they can make an appointment ahead of time and use terminals in the lobby of the jail.

You must also be on the inmate's approved list, even for a video visit.

What is a conjugal visit?

A conjugal visit is a visit where the inmate is allowed to spend anywhere from several hours to a full weekend with their spouse. These visits are private, not recorded, and take place in a building, and an area of the prison away from the general population.

The purpose of the conjugal visit is to keep the inmate’s relationship with their spouse strong. Some conjugal visits also include the inmate’s children. A swing set and other recreational activities are available for the children to keep occupied.

There are no jails in the United States where conjugal visits are allowed, however the state prisons in California, Connecticut, Washington and New York all allow conjugal visits.

To be eligible, you need to be married, in good standing with the prison, have taken courses that prepare the inmates for these type of visits, and other requirements.

What jails or prisons allow conjugal visits?

Only California, Connecticut, Washington and New York state prisons allow conjugal visits. There are no jails in the United States that allow conjugal visits.

Other countries are much more liberal and some even allow prostitutes to visit the inmates on a weekly basis.

What can I do to appeal if my inmate visits are suspended?

An inmate can get their visitation privileges suspended for their behavior both because of their interactions with staff and inmates, or disobeying policy, or because of their behavior during visitation.

A visitor can get their visitation privileges suspended due to their behavior during an inmate visit or if they violate any of the rules and regulations of inmate visits and/or other jail policies such as mail, phone, email, etc.

If either the inmate or their visitor disagrees with the suspension of their visitation privileges, they need to write a letter explaining their position to the Jail Warden, County Sheriff or the Captain in charge of the facility’s visitation.

The letter should contain the following: •    Inmate’s full name they were booked under and their  Inmate ID# (booking #, etc.). If you know the Unit # and cell #, write that as well. •    The visitor’s (you) full name, Identification Card number (driver's license, state ID, passport, etc.), home address, telephone number and email address. •    Explanation of what occurred that led to the suspension, including the date, time, who was the staff member present, whether it was a face-to-face visit or video visit. •    Why do you believe the suspension was unwarranted. •    A full-blown apology if it was accidental. •    Why it’s important to the inmate to continue visitation. •    What type of suspension you agree to if it happens again.

You should also offer to come to the jail and present your case face-to-face if they are open to the request. It is harder to turn down a person when they are directly in front of you, asking for your help.

In situations like this it is always best to keep the correspondence cordial, professional and detailed. Do not attack the staff member personally. It is always possible that the staff member was having a bad day or was still feeling anxiety or anger from dealing with a previous issue.

Being a correctional officer in a jail or prison is a very difficult thing. They have be ‘on guard’ against physical attacks, manipulations, lies and really bad behavior at all times. They are ‘the enemy’ and they know it. By putting yourself in their shoes when writing or requesting a suspension be reconsidered, goes a long towards a final resolution that you will be pleased with.

Can I visit an inmate in the if I have a criminal record?

In most jails it is required that you fill out a visitation application prior to visiting an inmate. You also have to be approved to be a visitor by the inmate. Even when visiting by video, you will need to give your personal information which includes your driver’s license or state ID number. 

The jail will use this information to do a quick background check on you to see if you have a criminal history or have any outstanding active warrants.

It is most likely that you will also be asked on the application form if you have ever been arrested, been convicted, or spent time in the Harris County - The 701 Jail. If the answer is yes, they will want details, dates, etc.   If you lie about this and get caught, you will lose your right to visits for a period.  This is usually between one year and indefinitely.

If you are a convicted felon, you will have to apply directly to the sheriff. If you are a spouse, child or parent, you have a pretty good chance of getting approved than if you are just a friend. On the other hand, on rare occasions, some jails have adopted a zero-tolerance policy and never allow felons to visit.

If you recently did time in Harris County - The 701 Jail, it is most likely that you will not be approved for a visit for a period of six to twelve months, starting on the day of your release. It is rare, but some jails have adopted a zero-tolerance policy and never allow previous inmates to visit, even if your previous conviction was for a misdemeanor.

What if I have a criminal record and the inmate is my child, can I still visit?

As explained in the previous answer, there are generally multiple hoops you must jump through in order to be approved to visit an inmate, if you have a criminal record, specifically if you are a convicted felon, or have recently spent time as an inmate in the Harris County - The 701 Jail.

However, if you are a parent of a child in jail, that is one of the rare times that the jail will make an exception and allow you to visit.

Can a juvenile in jail or detention get visits?

Juvenile visits are limited to parents, legal guardians and grandparents. Sometimes siblings are allowed, but this is not always the case. If the caseworker or staff of the facility believe that it's in the best interests of the resident to have siblings visit, it will be approved.

Can children visit inmates in Harris County - The 701 Jail?

Most jails will allow inmates to receive visits from their children, however if the child is under age 18, they will need to be accompanied by an adult. Further the adult must be able to legally prove their relationship to the child using either a valid birth certificate, adoption papers or paperwork that proves they are the legal guardian.

If there is a ‘no contact’ order in place in which the inmate has lost their parental rights, and this is not disclosed to the jail, then the inmate may lose visitation rights with other visitors or lose other privileges within the jail, as this is a violation of the law.

Because the presence of children can be a distraction for inmates during visitation, and children require a certain number of things (toys, etc.) to keep them busy, many jails are now setting apart certain days, usually on the weekends, for children to visit.

Children also have to be on the inmate's approved visitor list.

Are babies allowed to visit inmates at the Harris County - The 701 Jail?

Most jails do allow babies to visit. They will require a birth certificate. And given the baby’s needs, they allow the parent to bring in extra items to the visitation room; an extra diaper, a few wipes, a clear bottle with fluid, a pacifier and a baby carrier, for example.

There are some jails however that never allow babies in the visiting room. The cutoff age is usually about two years old.

Who Can Visit an Inmate in Harris County - The 701 Jail

As long as you are over 18, (or a minor accompanied by an adult) and have proper identification you can visit an inmate at this facility with the following exceptions:

If you are currently on misdemeanor or felony probation you cannot visit. Each visitor’s identification is run through a nationwide check to determine whether the visitor is on probation or has an active warrant.

If there is a protective order in place between you and the inmate, you will not be allowed to visit and you could be arrested at the jail for attempting to visit.

If you have a warrant for your arrest anywhere in the country, you will be arrested at the jail either before, during or after your visit.

This facility allows only one adult to visit an inmate at a time.  Children not allowed.

Visitors who are 17-years-old must present a state or federally issued photo ID. Those 16 and under do not have to show ID but must be accompanied by someone who is 17 or older.

This facility will allow you to visit an inmate if you have a felony conviction in your past as long as you are not on probation or parole at the time of the visit.

The Harris County - The 701 Jail reserves the right to deny any person the right to enter the jail it chooses and for any reason.

The Harris County - The 701 Jail staff will turn anyone away who is not dressed appropriately for a visit.

The best way to be sure the visit takes place is to dress as if you are meeting someone's grandmother for the first time. 

Wear clothes that are not revealing.

Don't wear see-through material.

Have all undergarments covered (males and females) and avoid a lot of cleavage.

Shorts and skirts should reach mid-thigh.

Sleeves should be at least half-way to your elbow.

The following types of clothing are also prohibited:

Clothing promoting gang affiliation.

Anything displaying drugs, weapons or profanity.

Clothing depicting anything obscene.

This facility is extremely strict about dress code compliance. Be sure to bring a long-sleeved sweater or shirt and long pair of pants with you. This way if the guard takes issue with what you are wearing, you can quickly change and not miss your visit.

Jail visits are conducted in person behind plexi-glass.

Leave all personal belongings, except for your state ID in your vehicle or you can use a jail provided locker. You will be asked to turn the locker key in as soon as your visit is finished and you have had a minute to gather your things from the locker

Inmates are allowed a 20 minute visit once per day. You can go as many days per week as visits are allowed.

Coordinate with friends and family to be sure everyone gets a chance to visit and to prevent showing up at the jail only to be turned away because someone already visited the inmate that day.

Postcards The Harris County - The 701 Jail allows inmates to receive unlimited pre-metered postcards like the type purchased from the post office. They also allow certain photo postcards as long as they have not been tampered with or contain images that may be considered to be obscene or violent in nature.

Envelopes The Harris County - The 701 Jail allows inmates to receive an unlimited amount of letters as long as they conform to the mail guidelines.  Letters should arrive in standard letter-sized envelopes and must have a complete return address, including your first and last name and address.

Newspapers You can purchase a newspaper subscription for an inmate but it must be mailed to the jail directly from the publisher and must include the Inmate’s Full Name, SPN, Housing Location & Cell Block.

Magazines Magazines are also allowed, but must be mailed directly from the publisher and include the inmate’s full name and SPN . Any magazine containing lewd photos, nudity, pornography, or anything promoting drugs or violence will be confiscated by jail staff and discarded.

Books If you wish to mail a book to an inmate you must have it sent from either the publisher or from a third-party vendor such as Amazon.com or Barnes and Noble.  Books must NOT contain images or content that are considered excessively violent, pornographic or obscene. In addition, the contents cannot present a threat to the security of the facility. Any book that does not meet the Harris County - The 701 Jail standards will be disposed of. Hard cover books will not be accepted by the jail due to their potential to be used as a weapon. All book shipments must include the inmate's name and SPN . Photos, fees and processing times.

You can have your photo taken at HCPL Passport Service locations for a fee of  $12.00.

You must submit one photo with your application.

Photos must be:

  • 2 x 2 inches (51 x 51 mm)
  • Photos must be in color (black and white photos cannot be accepted)
  • Photos must be printed on glossy or matte photo quality paper
  • Your photo must have been taken within 6 months of your application submission and reflect your current appearance.
  • If you wear glasses, take them off for the photo.
  • You must directly face the camera.  Profile shots will not be accepted. Your expression should be neutral with both eyes open and directly facing the camera. Photos with exaggerated expressions and squinting will not be accepted.
  • Your head should be between 1 inch and 1-3/8 inches (between 25 and 35 mm) from the bottom of your chin to the top of your hair. If you are submitting a digital image, then your head should be between 50% and 69% of the image's total height from the top of the head, including the hair, to the bottom of the chin.

IMPORTANT: Two (2) separate payments are required for each application

  • Passport Fee : This fee varies, and it can ONLY be paid in check or money order. Checks/money orders are payable to the U.S Department of State.
  • Acceptance Fee is $35.00. Make checks, money orders, or credit/debit cards payable to Harris County Public Library. Only exact change is accepted if paying cash. Passport photos are an additional $12.00 per application.

What is the passport card.

The passport card is the wallet-size travel document that can only be used to re-enter the United States at land border-crossings and sea ports-of-entry from Canada, Mexico, the Caribbean, and Bermuda. The card provides a less expensive, smaller, and convenient alternative to the passport book for those who travel frequently to these destinations by land or by sea.  The passport card cannot be used for international travel by air.

Do all HCPL branches offer passport services?

Currently, eight (8) branches offer passport services.

How do I apply for a passport card?

You use the same form that you would use to apply for a passport book (DS-11 or DS-82). There is a checkbox on the form for you to indicate that you are applying for a passport card.

If you already have a passport book and you are eligible to use Form DS-82 (renewal by mail), you may apply for a passport card using DS-82 even if this is your first passport card. Otherwise you will need to use form DS-11 to apply for a passport card.

Do I need to make an appointment?

Yes. Passport services are available by appointment only. Visit the Passport Services page to schedule an appointment.

Can I apply for the passport card and passport book at the same time using the same application?

Yes, simply check the appropriate box at the top of the form to indicate that you would like to apply for both products.

If you already have a passport book and are eligible to use  Form DS-82 , you may apply for your new passport card by mail using Form DS-82. You may renew your passport book at the same time using the same form.

What do I need to bring to my appointment?

This varies depending on the circumstances of the applicant, but for a standard passport application you will need the following:

  • Completed Form DS-11 (with BLACK ink only).
  • Proof of U.S. Citizenship
  • Current government-issued photo ID AND photocopy of ID.
  • Color passport photo (which can be taken at time of appointment for an additional $12 fee payable to Harris County Public Library)
  • Passport Fee (check, money order only. Payable to U.S. Department of State)
  • Acceptance Fee ($35.00. Checks, money orders, or credit/debit card payable to Harris County Public Library. If paying with cash, please have the exact amount).

Vice President Kamala Harris visiting Atlanta to tout small business investments

ATLANTA - Vice President Kamala Harris will be back in Atlanta on Monday kicking off the Biden administration's Economic Opportunity Tour.

The vice president's tour will kick off with a moderated conversation in Atlanta highlighting the economic opportunities created by the Biden-Harris Administration. 

The vice president will then travel to Detroit the following week and then head to other states across the country. 

Harris is playing a large role in the efforts to drum up support among African-American and young voters for the Democratic Party's reelection campaign.

With Georgia being considered a swing state, it's no surprise why Harris is making her 12th trip to the Peach State since she became vice president.

The vice president is set to arrive at Hartsfield-Jackson Atlanta International Airport around noon. She'll then take part in a conversation with Earn Your Leisure’s Rashad Bilal and Troy Millings, and fly back to Washington, D.C. a few hours later.

During the tour, Harris will highlight the investments made by the Biden-Harris Administration, which have reportedly supported communities and helped people thrive. This includes investments in small businesses, job creation, access to capital for underserved communities, investments in infrastructure, healthcare initiatives, debt relief programs, education investments, affordable housing efforts, childcare cost reductions, and wealth-building initiatives.

"President Biden and I are committed to creating an economy in which every person has the freedom to thrive," Harris said in a statement. "Our economic approach has delivered great progress, and we will continue to invest in you, your family, and your future."

The vice president will also outline additional steps that she and President Biden are taking to expand this work. She will be joined on the tour by Administration officials, members of Congress, local leaders, and other special guests.

Since the beginning of 2024, Harris has made more than 35 trips to 16 states, meeting with small business owners and entrepreneurs in underserved communities to discuss the challenges and opportunities they face.

Joe Biden is in Tampa today. Here’s what you need to know.

President Joe Biden is making a campaign stop in Tampa this afternoon, where he plans to emphasize his support for abortion rights.

It will be the first official stop for the Biden campaign in the Tampa Bay area during the 2024 election season, and it comes as his campaign looks to make the case that an increasingly conservative Florida is still winnable for Democrats.

Here’s what you need to know about Biden’s appearance.

Where and when is the event?

Biden will speak about abortion rights at Hillsborough Community College’s Dale Mabry campus in Tampa, according to an event invite circulated to supporters of the president. Attendees have been asked to arrive between noon and 2 p.m., per the invitation.

Why Florida, and why now?

In a call with reporters Monday afternoon, Biden’s team emphasized that he plans to invest in Florida ahead of this November’s rematch against presumptive Republican presidential nominee Donald Trump.

“With our enormous financial advantage, the Biden-Harris campaign can afford to invest in many paths to victory, and that includes Florida,” Biden spokesperson Michael Tyler said on the call.

At the same time that voters pick the next president, Floridians in November will decide on a ballot initiative that would enshrine abortion rights in the state Constitution. The Biden campaign is betting that abortion will prove to be a winning issue, highlighting the differences between Trump’s record on the issue and Biden’s.

For example, the Biden campaign is quick to note that Trump appointed three of the conservative U.S. Supreme Court justices who voted in 2022 to overturn federal abortion protections. As a result of that decision and the actions of Republican leaders, Florida is set to see a six-week abortion ban go into effect at the beginning of May.

“Trump will do everything he can to ban abortion nationwide,” Tyler said. “Whenever Trump has had power, he’s used it to take away rights from women.”

When asked about the Biden campaign’s criticisms, the Trump campaign said the president has made the country less safe for women.

“Joe Biden and the Democrats are radically out of touch with the majority of Americans in their support for abortion up until birth and even after birth and forcing taxpayers to fund it,” said Trump National Press Secretary Karoline Leavitt. (The Biden campaign has said it supports abortion until the point of fetal viability.)

Biden staffers are using Florida as an opportunity to talk about abortion as a national issue. The impending six-week abortion ban here will affect the entire southeast, Tyler noted on the call.

Will there be protesters?

Demonstrators who are against the United States’ support of Israel’s war on Hamas plan to make their voices heard today.

In an Instagram post last week, the Tampa Bay Area Dream Defenders called Biden “Genocide Joe,” writing, “The people of Tampa stand with Palestine and refuse to let this warmonger roam our streets!”

At least five other groups plan to have a presence as well: Tampa Bay Students for a Democratic Society, Tampa Alliance Against Racist and Political Repression, Freedom Road Socialist Organization, Young Lords Florida chapter and the Restorative Justice Coalition.

Several groups are planning to gather at the corner of Lois Avenue and Tampa Bay Boulevard at 1 p.m. today, according to a social media post.

Laura Rodriguez, an organizer with Tampa Bay Students for a Democratic Society, said Democrats need to replace Biden on the 2024 ballot.

“They need to pick a new candidate or suffer the consequences, Rodriguez said. “We’re done picking between the lesser of two evils.”

Vice President Harris returning to Wisconsin for third visit this year

Vice President Kamala Harris plans to return to Wisconsin next week for her third visit to the battleground state this year.

President Joe Biden’s campaign announced Thursday that Harris plans to campaign in La Crosse on Monday at an event  focused on abortion rights . The White House said Harris will also hold a second event there focused on the economy and health care.

Harris was  in Madison  last month and in Waukesha in January for  the first of her trips  focused on abortion.

On March 14, Harris toured a Minnesota clinic that provides abortions during a trip to the Twin Cities. It was believed to be a first for a vice president or president.

Wisconsin is one of a handful of presidential battleground states across the country. The latest Marquette University Law School poll, released Wednesday, showed the race between Biden and former President Donald Trump to be about even.

Trump campaigned in Wisconsin for the first time this year earlier this month, holding a rally in Green Bay. Biden was  in Madison last week  to announce his latest student loan forgiveness plan.

Trump won Wisconsin in 2016 but lost to Biden in 2020. Both races were decided by fewer than 23,000 votes.

Vice President Kamala Harris to visit Florida this week

SARASOTA, Fla. (WWSB) - Vice President Kamala Harris will be in Florida this week.

This comes just one week after President Biden’s visit to Tampa. Abortion is the main focus of both visits.

Harris is scheduled to campaign Wednesday in Jacksonville. Her visit comes on the same day that Florida’s 6-week abortion ban goes into effect.

Harris is expected to push hard on the topic as Democrats push to make reproductive freedom a key issue in the 2024 election.

You can visit the Netherlands without leaving central Iowa when the 2024 Pella's Tulip Time festival kicks off this week.

Experience Dutch culture and more than 300,000 blooming tulips during the three-day event consisting of crafts and food vendors, parades and tours. The Tulip Times Festival in Pella started in 1935 as an impromptu gathering of those with Dutch ancestry. From that meeting, a tradition blossomed.

When you visit Pella during Tulip Time, expect to see people in traditional Dutch clothing, eating Dutch foods and participating in street scrubbing and coffee time.

When is Tulip Time 2024?

The Tulip Time Festival will take place May 2, 3 and 4.

It kicks off Thursday at 8 a.m. when local museums open. By 8:30 a.m. tours and the Dutch Master Antique Auto Display will begin. From then on, there is at least one event every hour until 8:30 p.m. Thursday through Saturday. Sunday concludes with a thanksgiving and praise service. There is an hourly schedule available on the Pella Historical website .

Where to find tulips in Pella, Iowa?

The city is covered with flower gardens displaying thousands of tulips for free. Multiple locations offer displays and fields of celebrated flowers.

  • Scholte House Museum & Garden s , at the corner of Main and Broadway streets, has more than 35,000 tulips on display. It has resting places and a gazebo to gaze at the garden once cared for by Maria Scholte, the wife of Pella’s founder Domine Hendrik P. Scholte.
  • Fair Haven Memorial Garden at the corner of East Third and Union streets hosts more than 13,000 tulips for visitors to enjoy. It also includes two monuments listing more than 800 area veterans who served in World War II. The tulip garden is replaced with annuals when autumn arrives.
  • Central College's campus at 812 University St. boasts more than 15,000 tulips with a series of main tulip beds by the Graham Conference Center, Weller Flag Garden, east and north sides of Central Hall, Jordan Plaza and the Peace Mall.
  • Tulip Avenue in Central Park, 720 Franklin St., and Sunken Gardens Park , 1110 Main St., Pella plants tens of thousands of tulips in these two parks near the center of town. Tupip Avenue, in Central Park, connects the north fountain to the center of the park and is lined with tulips.

Where can I get tickets for Tulip Time?

Much of the Tulip Time festival can be viewed for free, but some events and attractions require paid tickets. Tickets are required for grandstand shows as well as for a wagon tour of the city, a tour of the windmill and historic village, and through the Scholte House Museum.

Tickets range from $5 for park seating during the stage shows to $20 for tours of the windmill and historic village.

Tickets can be purchased on-site or at pellahistorical.org .

How to park and pay at Tulip Time?

The streets of Pella are packed with people hoping to get their first look at the tulips blooming next to its sidewalks and in its city parks. Parking is limited near the downtown area and within walking distance. The spots tend to fill early in the morning, according to the Pella Historical Museums' website.

Parking lots that offer shuttle service for visitors to downtown Pella are available for $10 per vehicle for cash only. The shuttles run regularly from 9 a.m. to 10 p.m. and are included in the cost of parking.

Lots are located at:

  • Delta Inc. Building, 1417 Washington St., Friday and Saturday
  • Pella Christian High School, 300 Eagle Lane, Saturday only

Several churches in Pella are open for parking on a first come basis:

  • Calvary Church , 408 Maple St., has free parking with a shuttle to downtown.
  • Open Bible Church , 837 Washington St., is available for $15 each day.
  • Connect Church offers $5 parking at 914 Liberty St.
  • First Church , 605 Broadway St., is $15 a day.

Handicap parking is limited and is available on a first-come, first-served basis at the Pella Public Library parking lot.

How to view the Tulip Time parade?

There is not one but two parades each day of the tulip festival. The Volks parade begins at approximately 2:45 p.m. You can also view the Dutch culture parade under the stars and street lights at approximately 8:30 p.m.

The route goes north on Main Street then clockwise around the square and east on Franklin Street. The parade ends in front of the Historical Village.

What's at the Dutch Craft Market?

What's a trip to Pella without a local little shopping? The Dutch Craft Booth offers more than 100 booths with a variety of goods sold at each shop. The sale starts at 9 a.m. and closes at 7 p.m. at 1002 Franklin Street West Market Park.

What's the weather in Pella, Iowa for Tulip Time 2024?

Thursday is expected to have showers and possibly thunderstorms with a low of around 50 degrees. The rain is expected to continue into the evening with a 50% chance of precipitation, according to the National Weather Service .

Friday will be mostly sunny with a 30% chance of rain. Highs will be in the mid-60s with a low in the upper 40s.

Mostly sunny skies for Saturday with a 30% chance of rain in the afternoon . The temperature in Marion County will be in the upper 60s, while the evening will drop around into the upper 40s.
