TRAVEL PERMIT TO AFGHANISTAN

Afghans who (1) are citizens of Italy and other countries, (2) were born outside Afghanistan and (3) do NOT have an Afghan Passport, need to obtain a Travel Permit Letter before traveling to Afghanistan. Please read the following information and instructions carefully. ALL document copies should be attested (attesting the copy as the original only) by the JUSTICE OF PEACE before sending them to the Embassy.

Checklist of requirements

Please read the following information and instructions carefully:

•    a) Travel Permit Letter. The applicant should complete the Travel Permit Letter form.    b) Passport. A copy of applicant’s passport. The passport should, at least, have 6-month validity;    c) Birth Certificate. A copy of applicant’s birth certificate;    d) Current Residential Address. A copy of driver license, utility bill or bank statement confirming the current residential address of the applicant.    e) Parent's Consent Letter. Consent letter needs to be completed and signed by parents (mother and father). Embassy needs passport copies of the parents (mother and father). Embassy needs passport copies of parents (mother and father). The consent letter and copies of the passports need to be attested. The consent letter form can be downloaded from here.

تمدید پاسپورت بر اساس نیازهای عاجل و درخواست‌های مکرر اتباع افغانستان، جنرال قونسلگری افغانستان در ونکوور به اطلاع می‌رساند که افغان‌های دارای پاسپورت‌های  ماشین خوان (پاسپورت های که دست نویس قدیمی نیستند)، می‌توانند برای تمدید پاسپورت خود برای مدت اعتبار پنج ساله، در خواست نمایند. لطفاً قبل از درخواست تمدید پاسپورت، به شرایط ذیل توجه کنید و اسناد لازم را تهیه نمایید: • فورم درخواست تمدید: این فورم باید به دو زبان انگلیسی و دری/فارسی یا پشتو بصورت دقیق و خوانا خانه پری شود. لطفاً فورم درخواست تمدید پاسپورت را در پایین این صفحه دریابید. • پاسپورت قبلی: فقط پاسپورت افغانی ماشین خوان (پاسپورتی که دست نویس قدیمی نیست) واجد شرایط تمدید است و لطفاً اصل پاسپورت را غرض نصب استیکر تمدید به این جنرال قونسلگری ارسال کنید. • شناسنامه/سند هویت:  کاپی یک سند هویتی که وضعیت شما را در کانادا و یا ایالات متحده امریکا نشان می دهد (به عنوان مثال، کاپی کارت اقامت دایمی یا کاپی پاسپورت کانادایی/امریکائی، /جواز سیر گواهینامه رانندگی، یا کاپی ورق فرود/رسیدن به کانادا/امریکا یا سناسنامه مدعی پناهندگی در صورتیکه اسناد هویت ذکر شده را نداشته باشید). لطفاً تمام کارتها/اسناد هویت خود را در یک صفحه تا حد ممکن کاپی کنید و صرف کاپی یکی از اسناد فوق را ارسال کنید . در صورت داشتن سوالی در مورد اسناد، با شماره بخش قونسلی در تماس شوید. • پ اکت   برگشتی ثبت شده و پیش پرداخت (به آدرس خود تان). متقاضیان خارج از ولایت بریتیش کولمبیای کانادا و یا آنهائیکه در ایالات متحده امریکا اقامت دارند مکلف به ارائه یک پاکت اکسپرس/ثبت شده پیش پرداخت با آدرس خود هستند (یک پاکت حاوی پاسپورت و اسناد از آدرس خود تان به آدرس جنرال قونسلگری و یک پاکت خالی با لیبل برگشت از آدرس جنرال قونسلگری به آدرس خود تان ترتیبت شود و در بین پاکت ارسالی به قونسلگری گذاشته شود). جنرال قونسلگری در ونکوور پاسپورت تمدید شده شما را به آدرس تان که روی پاکت با لیبل برگشتی درج است، ارسال می کند. لطفاً توجه داشته باشید که سایر انواع پاکت ها پذیرفته نمی شود. همچنان متقاضیان باید "شماره پیگیری" پست اکسپرس را یادداشت کنند تا بتوانند پست خود را پیگیری کنند. چنین خدمات را شرکت های پستی مانند "یو پی اس" یا "فدکس" ارائه کرده می توانند.    آدرس پستی این جنرال قونسلگری چنین است:  7825 Edmonds Street, Burnaby, BC, Canada, V3N1B9 هزینه تمدید پاسپورت  تمام هزینه ها باید به صورت "مانی آردر"  قابل پرداخت به و تحت عنوان "جنرال قونسلگری افغانستان در ونکوور" باشد. مانی آردر های که عنوانی جنرال قونسلگری نیستند، قابل پذیرش نمی باشند. همچنان، پول نقد یا از طریق کارت بانکی قابل پذیرش نیست.  طی مراحل عادی: 120 دالر امریکایی با اعتبار پنج ساله (طی حدود 15 روز کاری). طی مراحل عاجل: 150 دالر امریکایی با اعتبار پنج ساله (طی 2 الی6 روز کاری برای پاسپورت های که از طریق پست رسیده و همچنان برای کسانیکه در عین روز حضوری به قونسلگری مراجعه می کنند و در همان روز اجراآت میشود.). توجه: ایجاب می نماید تا متقاضیان مقیم ایالات متحده از بانک های خود تقاضا کنند که "مانی آردر" یا سند مشابه صادر شده از بانک که قابل پرداخت در کانادا باشد، را عنوانی "جنرال قونسلگری افغانستان در ونکوور" صادر کنند و از تسویه و قابل واریز شدن آنها در کانادا اطمینان حاصل کنند. لطفا "مانی آردر ها" را در پاکت/بسته خود قرار دهید و برای ما پست کنید. اگر پاسپورت شما منقضی شده باشد، هزینه جریمه مبلغ 5 دالر برای هر سه ماه یا هر سال 20 دالر طبق قانون محاسبه می شود. اگر پاسپورت شما بیش از سه سال جریمه داشته باشد (انقضای آن بیش از سه سال باشد)، لطفاً تنها سه سال جریمه را محاسبه و در "مانی آردر" شامل کنید و باقی سالهای فراتر از سه سال، معاف میشوند. هزینه های جریمه باید در "مانی آردر "جداگانه ای تهیه شود که به جنرال قونسلگری افغانستان در ونکوور پرداخت می شود. یادداشت: نظر به شرایط غیر عادی، پاسپورت جدید موجود نیست تا صادر شود و صرف پاسپورت های قبلی تمدید می گردند. 

IMPORTANT NOTES:

• Applicants are encouraged to apply directly to the Consulate General, applications submitted to the Consulate General by any agency or on behalf will not be processed and will be returned to the applicant. 
• Ensure you write your full name in Dari/Pashto on the application. Application that are incomplete and/or missing necessary document will not be proceed. 
• Applicant will not receive a refund after submitting the application. 
• Applicants are requested to avoid making any travel arrangements before receiving their passports. The Consulate will not accept any responsibility for delay in processing passports applications or changes in clients travel plans. 
• Applicants that have not completed 18 years, will only be issued passport with 5 years validity.

Afghans based in Toronto - Canada and wish to obtain Machine-Readable Afghan Passports should read the following instructions carefully.

REQUIREMENTS FOR EXTENSION OF AFGHAN PASSPORT

• The Consulate General Of Afghanistan in Toronto is now extending expired Machine-readable passports (Not handwritten) for a validity period of five years • •  An application form must be filled carefully in CAPITAL letters in English and Dari/Pashto for each applicant, with special attention to name and surname’s spelling, date of birth (Day/Month/Year), height, occupation and other specifics and accurate current address in Canada or the United States. Application Form can be downloaded from the bottom of this page. • Applicants must send their original passport and along with the application. • For Afghans living in Canada: •  Payment of 121 United States Dollar must be deposited to the Consulate official account (TD bank account detail is posted blow). You may print the bank account details and bring it to TD bank to deposit the money and send us the original payment receipt. • For Afghans living in the United States: • •  For those applying from the United States, they must prepare and send a Money Order in the same amount of 121USD and address it to the Consulate of Afghanistan in Toronto. Blank Money Orders will not be accepted. • •  The applicants are required to prepare FedEx International Airway Bill or FedEx Account number to send back the passport. Please note that USPS return envelope cannot be processed in Canada. • Additional information: • •  The applicant must provide a copy of the Residence Permit, or a copy of their convention refugee documents • Applications are processed in order of their receipt date by the Consular Section. Applications that are incomplete and/or are missing necessary documents will not be processed.
 • •  After the Consulate receives and accepted the completed application(s) with all the necessary documents and payments, passports will normally be extended within two/four working weeks & urgent same day • Applicants are requested to avoid making any travel arrangements before receiving their passports. The Consulate will not accept any responsibility for delay in processing passports applications or changes in client’s travel plans. • All applicants are, hereby, notified that they should make sure to have all required supporting documents available before depositing a non-refundable service fee to the Consulate’s bank account. • All consular charges are only payable in USD. Payment in any other currency will NOT be accepted. • The payment must be received by the Consulate together with your application form before any assessment take place. • Payments in cash and personal cheque are NOT accepted under any circumstances. • Please attach the original Bank printed receipt along with your application. اجازه نامه سفر 

پروسه صدور اجازه نامه مسافرت به افغانستان: این سند برای افغان هایی که (1) شهروند آلمان هستند ، (2) دارای پاسپورت افغانی نیستند و (3) افغانستان به عنوان محل تولد / مبداء در پاسپورتهای آنها ذکر نشده است ، می توانند قبل از سفر به افغانستان نامه اجازه سفر دریافت کنند. این سند جایگزین ویزه ورودی برای بازدید از افغانستان می شود.

تمامی متقاضیان باید اسناد خویشرا مطابق دستورالعمل ها و اطلاعات ذیل تنظیم نموده و به قونسلگری مراجعه نمایند:

• ح ضور شخص متقاضی : اثبات هویت افغانی لازم است. اگر متقاضی اسناد و مدارک هویتی را از افغانستان در اختیار نداشته باشد ، با ایشان مصاحبه جهت تثبیت هویت شان صورت میگیرد. لطفاً هرگونه اسناد و مدارکی را که می تواند در تأیید هویت شما در جریان مصاحبه کمک کند ، باخود داشته باشید. • اسناد مورد نیاز: • الف) اجازه نامه سفر. متقاضی باید فرم درخواست اجازه نامه سفر را خانه پری نماید، . ب) پاسپورت آلمانی. کاپی پاسپورت متقاضی. حداقل پاسپورت باید دارای اعتبار 6 ماه باشد. ج) اثبات هویت افغانی (تذکره ، پاسپورتهای های سابق ، سند تولدی ، سایر اسناد معتبر قانونی). پا) پاکت نامه ثبت شده. یک پاکت نامه بازگشت به آدرس خود باید بخشی از بسته سند باشد و به جنرال قونسلگری ارسال شود. از این پاکت برای ارسال اجازه نامه سفر به متقاضی استفاده می شود. • فیس : جنرال قونسلگری 10 یورو را برای این خدمات هزینه می کند. این محصول توسط کارتهای اعتباری / بدهی توسط EFTPOS در جنرال قونسلی قابل پرداخت است.

Afghans based in Berlin, Brandenburg, Mecklenburg-Vorpommern, Sachsen, Sachse-Anhalt, Thüringen, Hamburg, Bremen, Schleswig-Holstein, Niedersachsen – Germany and wish to obtain an Afghan Machine-Readable Passport should read the following instructions carefully.

REQUIREMENTS FOR OBTAINING AFGHAN PASSPORT

• APPOINTMENTS: Applicants MUST book an appointment online prior to coming to the Embassy. Clients with no prior appointment will not be serviced. For booking an appointment please click on this link .
• VISIT IN PERSON: An applicant MUST visit the embassy in-person on the date and time of their appointment. Applications sent to the embassy via post and/or applications in the absence of the applicant will NOT be processed.
• APPLICATION: An application must be filled carefully in BLOCKED letters in English and Dari/Pashto for each applicant, with special attention to name and surname’s spelling, date of birth (Day/Month/Year), height, occupation and other specifics, and accurate current address in Germany. Application forms can be downloaded here.
• PASSPORT FEE: The fee for one passport with the duration of 5 years is 120.EURO (including extra 5. EURO Post Fee) and 220.EURO for 10 Years (including extra 5. EURO Post Fee), payable at the Embassy using debit or credit cards.
• The Embassy does NOT accept cash under any circumstances.
• TAZKIRA (AFGHAN NATIONAL ID): Applicants must provide their verified original Tazkira to the Embassy along with the application. In the event if the applicant’s Tazkira is not verified by Ministry of Foreign Affairs, a copy of it will be sent to the National Statistics and Information Authority (NSIA) in Afghanistan for verification. A new machine-readable passport will only be issued once the Tazkira is verified by NSIA, using the NSIA online system (https://www.econsulate.nsia.gov.af) All applicants who do not possess verified Tazkiras should apply for Absentee Tazkira (Please refer to relevant section for further information on Absentee Tazkiras). Starting from solar year 1396, Tazkiras issued in absence of the person which are not processed through the Embassy, are not valid.
• PHOTOS: 2 passport size (4x4.5 cm) recent photographs with a white background is required for an application.
• OLD HAND-WRITTEN PASSPORT: The applicant must return his/her old and/or expired hand-written passport(s) to the Embassy upon lodging the application, if available.
• CHILDREN: If a child was born in Germany and would like to apply for an Afghan passport, his/her parents, must provide: A) Tazkira of the parents, either original or copy. The above procedure on Tazkira will apply. B) Child’s Birth Certificate must be presented to the Embassy along with the application.The Certificate must contain the names of both father and mother of the child. C) Marriage Certificate of the parents must be presented to the Embassy along with the application.
• PROOF OF RESIDENCE: The applicant must provide a copy of the German Residence Permit.
• EXPRESS/REGISTERED SELF-ADDRESSED RETURN ENVELOPE: The applicants are required to provide an Express/Registered self-addressed envelope. Embassy will use the Express/Registered envelope to send your NEW passport to the designated address provided on the envelope. Please note that all other types of envelopes will not be accepted. The applicants are also required to note the “Tracking Number” of the Express Post to enable them to track their post.

PHOTO REQUIREMENTS:

• In color WITH A WHITE BACKGROUND
• Printed on matte or glossy photo-quality paper
• Sized such that the head is between 1 inch and 1 3/8 inches (between 25 and 35 mm) from the bottom of the chin to the top of the head
• Because the photo background is white, avoid white clothing and white scarves
• Taken within the last 6 months to reflect your current appearance
• Taken in full-face view directly facing the camera
• With a neutral facial expression and both eyes open

IMPORTANT NOTES:

• Applicants are encouraged to apply directly to the Embassy, applications submitted to the Embassy by any agency or on behalf will not be processed and will be returned to the applicant. 
• Ensure you write your full name in Dari/Pashto on the application.
