When you think travel insurance , you definitely don’t think of Etiqa. For the uninitiated, Etiqa is Malaysian bank Maybank’s insurance arm, and it’s a relatively new player in this field.  Which explains why Etiqa travel insurance is one of the cheapest travel insurance options in Singapore. It’s cheap because it’s unknown.

But as much as everyone loves cheap travel insurance, nobody wants to end up with a lao hong plan that doesn’t cover anything, right? So let’s find out if Etiqa travel insurance is any good.

1. Etiqa Travel Insurance Summary

There are two Etiqa travel insurance plans currently available, namely the Etiqa Tiq Travel Insurance which covers Covid-19 and pre-existing medical conditions, and the Etiqa Travel Infinite Covid travel insurance which offers higher overseas medical coverage.

How to choose which Etiqa travel insurance suits you better? If you don’t have any life threatening pre-existing medical conditions, you should get the Etiqa Tiq Travel Insurance (No Pre-Ex).

As with all travel insurance plans, Etiqa travel insurance plans’ premiums are based on the country you’re travelling to. They are split into three categories:

  • Zone 1 (ASEAN) : Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Thailand, Philippines and Vietnam
  • Zone 2 (Asia, Australia) : All of Zone 1, Armenia, Australia, Azerbaijan, Bahrain, Bangladesh, China (excluding Tibet), Cyprus, Georgia, Hong Kong, India, Israel, Japan, Jordan, Kazakhstan, Kuwait, Kyrgyzstan, Lebanon, Macau, Maldives, Mauritius, Mongolia, Nepal, New Zealand, Oman, Pakistan, Palestine, Qatar, Saudi Arabia, South Korea, Sri Lanka, Taiwan, Tajikistan, Timor-Leste, Turkey, Turkmenistan, United Arab Emirates and Uzbekistan
  • Zone 3 (Worldwide) : All of Zone 1 and 2, Nepal, Tibet and Worldwide/the rest of the world excluding Democratic Republic of Congo, Iran, Libya, North Korea, Somalia, South Sudan, Sudan and Yemen

2. Etiqa Travel Infinite – Covid Travel Insurance

For most of us regular holiday-goers without outstanding pre-existing medical conditions, the Etiqa Travel Infinite would usually seem like the travel insurance plan we’ll likely go for. (Pre-existing conditions travel insurance usually cost more.) However, you need to buy this plan from one of Etiqa’s 18 partner tour agencies such as Chan Brothers. Ah, it’s one of those tour group type of travel insurance plans.

Anyway, here’s a summary of Etiqa Travel Infinite travel insurance plan’s key coverage, and benefits:

Since these Etiqa travel insurance plans are offered to tour agencies, you can see that the medical treatment and hospitalisation, emergency medical evacuation coverage are quite high. Likewise, other miscellaneous trip itinerary and logistics-related coverage are extremely high too. Trip cancellation, for example, starts from $5,000 – a whole lot more than Direct Asia travel insurance ‘s travel cancellation coverage of $3,000, and AIG travel insurance ‘s travel cancellation coverage of $2,500.

Etiqa Travel Infinite does not automatically include Covid-19 coverage. Instead, it comes as an add-on Covid-19 rider at an additional price.

Again, since this Etiqa Travel Infinite plan caters to tour groups, the Covid-19 rider’s coverage is pretty decent. You get a high $3,000 to $5,000 coverage for any Covid-19 related trip cancellations or disruptions, adequate $100,000 to $300,000 overseas Covid-19 medical expenses, and even a $100/day quarantine allowance. Etiqa Travel Infinite’s Covid-19 coverage is on par with reputable insurance providers such as Sompo travel insurance , but it’s considered pretty good compared to a budget travel insurance, e.g. Direct Asia.

3. Etiqa Tiq Travel Insurance

The other Etiqa travel insurance plan that you can buy directly online is called Tiq Travel Insurance. It comes in two variants:

  • Pre-Existing Plan
  • Normal Plan (no pre-existing medical conditions)

Here, we first review the normal (non pre-ex) Tiq travel insurance plan.

Etiqa Tiq Travel Insurance (Normal)’s key coverage and benefits:

Compared to its competitors, Etiqa’s travel insurance coverage is adequate and comparable to what other travel insurance companies are providing. Take MSIG travel insurance for example, overseas medical expenses range from $250,000 to $1,000,000 while Etiqa Tiq’s coverage is $200,000 to $1,000,000.

However, very much like budget travel insurance provider Direct Asia , Etiqa’s Tiq travel insurance separates the main travel insurance plan from its Covid-19 rider. When you add the main travel insurance plan’s premiums and Covid-19 rider’s prices together, it’s as good as paying for a reliable insurance brand such as Sompo .

Again, Etiqa Tiq Travel Insurance’s Covid-19 rider is pretty good compared to other budget travel insurance providers such as Direct Asia. When compared against established insurance companies such as MSIG travel insurance, Tiq travel insurance’s Covid-19 coverage is adequate and on par.

4. Etiqa Pre-Ex Travel Insurance

The other variant of the Etiqa Tiq Travel Insurance is the pre-existing medical conditions plan.

There aren’t many travel insurance plans thats cover pre-existing medical conditions out there. Other than this Etiqa Tiq Pre-Ex Travel Insurance that you’re looking at,  MSIG travel insurance  and  NTUC travel insurance  offer pre-existing medical conditions and Covid travel insurance as well.

Etiqa tiq pre-ex travel insurance’s key coverage and benefits:.

In terms of benefits and medical coverage, there really isn’t very much difference between the Tiq Travel Insurance non pre-ex and pre-ex versions. The only difference? Higher premiums and price. The pre-ex plans are twice more expensive than the non pre-ex plans for good reason – a price that I would honestly pay for if I were travelling with my mother, for example, who has a medical history.

Etiqa’s Tiq Pre-Ex Travel Insurance does not offer Covid-19 coverage .

5. Extreme Sports and Outdoor Adventure

Etiqa travel insurance is a good one for outdoorsy types and adventure junkies as quite a range of leisure outdoor activities are covered. (There’s nothing I hate more than seeing a long list of activity exclusions hidden in size 6 font in the policy wording.)

Most leisure and recreational type of holiday outdoor activities such as hot air balloon, skiing are explicitly stated as not excluded – aka covered by Etiqa.

If you’re in for rock climbing with ropes and equipment, you will need a more niche and specialised Extreme Sports travel insurance rider offered by Direct Asia travel insurance instead.

4. Etiqa Travel Insurance Terms and Conditions

Some terms and conditions found in Etiqa travel insurance’s policy wording that you should take note of:

  • Air Miles and Hotel Reward Points : Tickets and bookings made with airline miles programmes, hotel membership reward points, and credit card points etc. will not be covered or claimable.
  • Loss of Personal Belongings : If you’ve lost your personal baggage or belongings, you need to report the loss or theft to the local police, hotel, airlines, airport etc. wherever you were within 24 hours, and get printed reports for claims.
  • Travel Postponement benefit: Will only be claimable if you bought your travel insurance more than 3 days before departure date (except for death reasons).
  • Pre-Existing Medical Conditions : You must prove that you’ve been diligently following your doctor’s treatments, medications, and routine tests etc. You are not eligible if you were admitted to the hospital or A&E in the past year due to your pre-existing medical condition.
  • Pet Hotel Add-On : Only covers dogs and cats.

5. Etiqa Travel Insurance Claim Review

Although Etiqa has been around in Singapore for reportedly over 55 years (says their website), you’ll be hard pressed to find reviews from actual customers who have successfully claimed from Etiqa travel insurance before. Instead, there are mixed reviews of Etiqa’s customer service team – some great, mostly negative.

Here are some emergency hotlines you should keep in handy if you’re buying Etiqa’s travel insurance plans:

8. Etiqa Travel Insurance Review

If you’re like me – a budget traveller who love the outdoors – Etiqa travel insurance is a great fit. It’s cheap, covers pretty much every adventure activity, and the emergency assistance and medical coverage benefits are solid.

As a bonus, you can skip the hotline and get in touch with the customer service via Whatsapp (although there are many bad reviews about that).

By the way, big families travelling together will appreciate the fact that Etiqa’s family plans cover up to 8(!) children. “Children” even encompasses young adults up to 25 years old as long as they are full-time tertiary students in Singapore. The Tiq Pre-Ex travel insurance also gives your elderly parents pretty comprehensive coverage – and peace of mind – while travelling.

Etiqa travel insurance is NOT for you if you’re more of a princess who just. cannot. deal. with flight delays and disappearing luggage. The benefits in this aspect are very poor. Maybe try fly carry-on only with this one.

Travellers seeking wallet-friendly travel insurance plans in Singapore can benefit with Etiqa's travel insurance plans. Consistently being one of the cheapest plans, Etiqa's Tiq travel insurance combines attractive prices with comprehensive coverage that will please most travellers. However, if your criteria is trip inconvenience coverage, you may not get the coverage you need.

Tiq Travel Insurance: What You Need to Know

The main reason you should consider Tiq by Etiqa's travel insurance is its affordability. Tiq's Entry and Savvy plans stand out in particular for offering among the cheapest prices for entry-level and mid-tier travel insurance plans on the Singapore market. Its coverage runs fairly average, but it provides cover for adventurous activity so it can be a good option of students or budget travellers who prefer to be active on their holidays. Etiqa is also a leader in innovation as the first insurer in the Singapore market to provide automatic real-time flight delay claims approval, meaning that you can be reimbursed for your flight delays as soon as they occur.

However, Etiqa may not be the best choice for people who booked luxury trips or need high levels of trip inconvenience coverage. In most cases, Etiqa's travel insurance plans fall below average compared to their peers for trip inconvenience benefits like missed connections, delays, cancellations and baggage loss as well as some medical coverage. Furthermore, its benefits are fairly standard so you won't find much if you are looking for niche coverage like sports equipment, wedding or pregnancy benefits. Thus, we don't recommend Tiq for people who are willing to spend extra for copious amounts of coverage or require niche benefits like sports equipment coverage or pregnancy benefits.

Notable Exclusions

Though Etiqa is lenient with sports-related medical events you can claim, it will not cover your sports equipment, including skis and snowboards. Medical exclusions are standard, including pre-existing conditions (unless you're buying the Pre-Ex plan), pregnancy-related events, mental disorder, suicide and purposeful self-injury. Other main exclusions include participating in illegal activity, participating in war and trips exceeding 182 days.

Tiq Travel Insurance Entry Plan

Etiqa has carved out a place for itself in the market for budget travel insurance plans with its Entry plan. It offers some of the lowest prices for coverage within ASEAN and Asia without cutting out the necessary protection you expect in a travel insurance policy. We think this is a great plan for the consumer who is interested in getting as cheap a plan as possible without having to compromise too much on the very features you're looking for in travel insurance anyway. For instance, students and budget travellers who are active will benefit from the low prices, adventurous activity coverage and a solid offering of benefits that cover the most likely travel woes. That said, it is possible to find even cheaper travel insurance plans, like with FWD and Budget Direct, so those looking for rock bottom prices may not find the Entry plan to be the best fit.

Tiq Travel Insurance Savvy Plan

If you're looking for an affordable mid-level, single trip plan, then Etiqa will deliver. Week-long and longer trips cost 20%-40% below average to insure and premiums drop by as much as 50% from the market average for family plans, making Etiqa's Tiq Savvy plan one of the most competitively priced mid-tier plans. However, it offers quite below-average coverage for a mid-tier plan, so those hoping to pay extra for considerably more coverage may not find the Savvy plan's upgrades to be worthwhile, as there are budget plans that can offer more coverage for the same price (or lower). Lastly, Frequent travellers should take note that the Savvy's annual plans cost around the average compared to other mid-tier plans on the market. Therefore, cost-conscious travellers may find a better deal with insurers like DirectAsia and FWD.

Tiq Travel Insurance Luxury Plan

Etiqa's premium offering, the Luxury Plan, is fairly undistinguished in that it offers below-average to average levels of coverage compared to other top-shelf travel insurance plans while also running near the middle of the pack in terms of pricing. We think that if you're seeking maximum levels of coverage or great value in a premium travel insurance plan, there are superior choices available to you, such as the DirectAsia's DA500 plan .

Though Etiqa doesn't have outright sports coverage, it does allow some adventurous activity such as skiing/snowboarding, hiking, scuba diving (above 30 metres), sky-diving, bungee jumping, hang-gliding, paragliding, parachuting and hot air balloon rides. However, there is no option for sports equipment coverage.

Apart from the Child Education Cover, Rental Car Excess Cover, Pet Hotel Cover and Sport Equipment Protector that Etiqa currently offers, Etiqa has added a comprehensive COVID-19 add-on protecting you before, during and after your trip. However, the COVID-19 add-on coverage is only available to travellers who are fully vaccinated, and fulfil the pre-departure & post-arrival tests requirements imposed by the destination country or transport operator.

To submit a claim with Etiqa, you can either contact Etiqa to get the claims procedures or complete the online claim form and submit it along with the necessary original documentation. If you have a TiqConnect account, you can submit your claims through TiqConnect. You can also conveniently contact their customer care officers via Whatsapp at the number provided below. That said, Tiq Travel Insurance also offers convenient automatic claims 3-hour flight delays (you don't even have to submit a claim) and instant claims encashment via PayNow, which makes it easier than most other insurers to file a claim when a travel inconvenience occurs.

Etiqa Travel Insurance Review

  • Tiq by Etiqa Travel Insurance plans provide travel insurance for both single and annual trips.

Eligibility

To qualify for coverage under this Policy:

  • You must be either a Singapore Resident (Singaporean, PR, holder of valid Work Pass, Long Term Visit Pass, or Student Pass) or a Transit Traveler.
  • You must be at least eighteen (18) years old at the time of the Insurance commencement.
  • You and other Insured Persons under the Policy must not be residents of any country specified in Etiqa’s Zone   country exclusions .
  • Any child(ren) included as an Insured Person under the Policy must be your Legal Child.

For Transit Travellers, please note that this insurance policy will only provide coverage for a round-trip journey that commences and returns to Singapore within the policy’s effective coverage period.

Premium Rates

The premium rates are based on a trip for a week as well as annual coverage within the ASEAN region and globally.

Individuals below 70 years old

Each individual covered by the policy is entitled to the maximum benefit as specified in the   Table of Benefits   (pages 10-13 of the Policy Wordings).

Benefits Explained

Section 1: personal accident (accidental death & permanent disablement).

In the event that you, the Insured Person(s) is engaged in an Accident and sustain Injury or face fatality within the following 12 months, the Insurer will provide compensation to you or your legal representative, as specified in Section 1 of the Table of Benefits.

Please note that the total sum of all benefits paid out will not surpass 100% of the Capital Sum insured, as outlined in the Scale of Compensation as follows:

Section 1A: Accidental Death and Permanent Disablement

Coverage begins three (3) consecutive hours prior to you leaving your residence or office for a direct trip to the departure point in Singapore, leading to your overseas destination. The coverage ends upon:

  • The expiration of the insurance period stated in the Policy;
  • Your return to your permanent residence; or
  • Within 3 hours of your arrival in Singapore, whichever occurs earlier.

Exclusions for Section 1:

The Insurer will not indemnify any claims related to permanent disablement or death arising from illness or infectious diseases.

Section 2: Reimbursement of Overseas Medical Expenses

Under this section, the Insurer will reimburse you, the Insured Person, for medical expenses incurred overseas due to injury or illness.

This coverage applies solely and independently of any other causes. 

The total reimbursement for medical expenses incurred overseas will not exceed the limit specified in the chosen plan from the   Table of Benefits .

This benefit also covers expenses related to treatment by a physician, which are necessary due to injury or illness suffered solely and independently of any other causes while overseas. The coverage for each overseas trip is up to a total of $500.

If you are eligible for a refund or reimbursement from another source, or if there is existing insurance covering the events mentioned in this section, the Insurer will only be liable for the excess amount not covered by such other source or insurance, subject to the applicable limits.

Section 3: Reimbursement of Medical Expenses in Singapore (Applicable for Savvy, Luxury, Pre-Ex Savvy, and Pre-Ex Luxury Plans Only):

Under this section, the Policy will reimburse you, the insured Person, for medical expenses incurred in Singapore, up to the limit specified in the Table of Benefits. These expenses cover medical treatment or follow-up medical treatment in Singapore for injuries or illnesses sustained while overseas.

This benefit also includes expenses for follow-up treatment in Singapore by a physician, up to $50, for injuries or illnesses sustained overseas.

You must adhere to the following time limits for seeking medical treatment:

  • If prior medical treatment has not been sought overseas, you must seek medical treatment in Singapore within forty-eight (48) hours from the date of return to Singapore. 

From the date of the first medical treatment in Singapore, you have a maximum of thirty (30) days to continue medical treatment in Singapore, within the limit stated under the Table of Benefits; or

  • If medical treatment has already been sought overseas, you have up to a maximum of thirty (30) days from the date of return to Singapore to continue medical treatment in Singapore, up to the limit specified under the Table of Benefits.

The total medical expenses incurred in Singapore will not exceed the limit stated under the Table of Benefits. If you are eligible for a refund or reimbursement from another source, or if there is existing insurance covering the events outlined in this Section, the Insurer will only be responsible for the excess amount not covered by such other source or insurance.

Section 4: Overseas Hospital Income

In the event that you, the Insured Person, is hospitalised overseas due to accidental bodily injury or illness contracted during your overseas stay, the Insurer will provide a payment of two hundred dollars ($200) for each twenty-four (24) hours, up to the limit specified in the Table of Benefits. This payment will be disbursed after the confinement period and upon the your return to Singapore.

Section 5: Hospital Allowance in Singapore:

In the event that you, the Insured Person, is hospitalised immediately upon your return to Singapore due to bodily injury or illness contracted overseas, the Insurer will pay the amount of one hundred dollars ($100) for each twenty-four (24) hours, up to the limit specified in the Table of Benefits. This payment will be made after the period of confinement in Singapore.

Section 6: Hospital Visitation

  • Hospital Confinement without Family Member:

In the event that you, the Insured Person, is hospitalised overseas for more than five (5) consecutive days due to injury or illness, and it is deemed medically inappropriate to relocate them or bring them back to Singapore for treatment, and no adult family member is present with them, we will cover the following, up to the limit specified in the chosen plan under Section 6:

Reasonable travel expenses (economy class airfare, rail, or sea transport fare) incurred by one relative or friend traveling from Singapore to the location your hospitalisation.

Reasonable hotel accommodation expenses for the relative or friend, allowing them to visit and stay with you throughout your hospitalisation period.

    2. Hospital Confinement with Family Member:

If you are hospitalised overseas for more than five (5) consecutive days due to injury or illness, and it is medically inappropriate to relocate you or bring you back to Singapore, and an adult family member is present with you during the trip, the Policy will cover, up to the limit specified in the selected plan under Section 6:

Administrative charges for postponement of the family member’s return travel to Singapore.

Reasonable hotel accommodation expenses incurred by the family member, starting from the 6th day of your hospitalisation.

The Insurer will determine the assessment of reasonable accommodation and travel expenses. Coverage under Section 6(b) will not apply if the family member is eligible for a refund of these expenses from another source, including other insurance policies or Section 14 of this Policy.

Section 7: Compassionate Visit

In the unfortunate event that you, the Insured Person, suffer a bodily injury or illness leading to your demise overseas, and no adult family member is present, the Insurer will provide reimbursement up to the limit stated in the Table of Benefits. 

This will cover the essential expenses for one relative or friend who travels to assist in the final arrangements at your destination.

It’s important to note that this policy will cover claims under either Section 6 or Section 7 for the same event, but not for both sections simultaneously.

Section 8: Child(ren) Guardian

In case you, the Insured adult person, are hospitalised overseas and have a child(ren) below the age of eighteen (18) years accompanying them, and there is no other adult present with the child(ren), the Insurer will cover the necessary expenses. This includes reasonable travel and hotel accommodation costs for a relative to accompany your child(ren) back to Singapore, within the limits specified in the Table of Benefits.

Section 9: Emergency Telephone Charges

The Insurer will refund you, the Insured Person, up to two hundred dollars ($200) for all telephone charges accumulated while seeking the services of AGA during a medical assistance or emergency situation, for which a medical claim will be submitted under Section 2.

Section 10: Emergency Medical Evacuation

Emergency expenses for medical evacuation, repatriation, and repatriation of mortal remains.

The Insurer, in collaboration with AGA, will organise and cover the costs for the services, up to a maximum limit of $1,500,000 per occurrence for Section 10 and 11, subject to the listed exclusions.

In the event of an Injury or Illness occurring while you, the Insured Person, is Overseas, and if AGA or an authorised representative deems it medically appropriate to move you to another location or back to Singapore for treatment, AGA or your representative will facilitate the evacuation using the most suitable means based on the severity of your condition. The Insurer will directly cover the specified expenses for such evacuation as outlined in the Selected Plan under Section 10.

The evacuation methods organised by AGA or your representative may include air ambulances, ground ambulances, regular air transportation, trains, or any other suitable means of transportation. 

All decisions regarding transportation methods and the final destination will be made by AGA or the authorised representative, solely based on medical necessity. Covered expenses encompass services provided and/or arranged by AGA for the transportation, including medical services and necessary medical supplies incurred due to the emergency medical evacuation.

Exclusions for Section 10

The Insurer will not cover:

  • Expenses incurred for services provided by another party that you are not obligated to pay, or any costs already included in the scheduled Trip, such as the unused portion of the return air ticket for the scheduled Trip; and/or
  • Expenses for services not pre-approved and organised by AGA or an authorised AGA representative, unless the Insurer determines that such expenses were unavoidably incurred due to circumstances beyond your control, your Relative, or Travel Companion, or in cases where AGA was unresponsive during the emergency. 

In any case, the Insurer retains the right to reimburse you solely for expenses related to services that AGA would have provided under identical circumstances and up to the limit specified in the Selected Plan under Section 10.

Section 11: Repatriation of Mortal Remains to Singapore

In the event of you, the Insured Person, suffer an Injury or Illness Overseas that leads to demise within 30 days from the Injury or the onset of the Illness, AGA or an authorised AGA representative will handle the necessary procedures for repatriating your mortal remains to Singapore. 

The Policy will cover the reasonable expenses incurred Overseas for services and supplies provided by the mortician or undertaker, including essential items like a basic casket, embalmment, and cremation if chosen. However, this coverage excludes costs related to religious ceremonies or rites.

All arrangements for repatriation must be approved and coordinated through AGA, unless exceptional circumstances prevent such arrangements due to reasons beyond the control of your estate. In such cases, alternative arrangements must be reasonable and subject to our approval.

Exclusions Applicable to Section 11 – Repatriation of Mortal Remains to Singapore

  • Any expenses related to services provided by another party for which you are not financially responsible, or any expenses already covered within the cost of a scheduled Trip. This includes, but is not limited to, the unused portion of the return air ticket for the scheduled Trip; and/or
  • Any expenses incurred for the transportation of your remains that were not approved and arranged by AGA or an authorised representative of AGA.

Exclusions Applicable Only to Sections 10 & 11

The following treatments, items, conditions, activities, and your related or consequential expenses are not covered under these sections, and AGA &/or the Insurer will not be responsible for:

  • Pre-existing conditions for which you have been hospitalised during the 12 months before the Trip or any medical condition diagnosed or treated by a Medical Practitioner, including prescribed drugs, within 6 months before the Trip.
  • Emergency Medical Evacuation or repatriation costs not pre-approved in writing by AGA and/or not arranged by AGA in advance. However, this exclusion does not apply to Emergency Medical Evacuation from remote or primitive areas where contacting AGA in advance is not feasible and delay could reasonably lead to loss of life or extreme harm to you.
  • Events occurring while you are within Singapore or your home country.
  • Expenses if you travel outside Singapore against the advice of a Medical Practitioner or to obtain medical treatment or rest and recuperation after a prior accident or illness.
  • Expenses if you are not suffering from a Serious Medical Condition or if the treatment can be reasonably delayed until your return to Singapore.
  • Treatment or expenses related to childbirth or pregnancy (except abnormal pregnancy or vital complications endangering the life of the mother or unborn child/children). In any case, coverage does not extend to childbirth, miscarriage (spontaneous abortion), or pregnancy after the sixth month.
  • Expenses related to Accidents or Injuries occurring during engagement in Extreme Sports, mountaineering, rock climbing necessitating rope use, underwater activities requiring artificial breathing apparatus, except leisure scuba diving no deeper than thirty (30) meters, speed contests, racing of any kind other than on foot, and all professional sports.
  • Expenses incurred for emotional, mental illness, and psychiatric disorders not arising from physical and strictly medical reasons.
  • Self-inflicted injury, suicide, drug addiction or abuse, alcohol abuse, sexually transmitted diseases, Acquired Immune Deficiency Syndrome (AIDS), or any AIDS-related conditions or diseases.
  • Treatment performed or ordered by a non-registered Medical Practitioner not following the standard medical practice as defined in the treatment country.
  • The cost of burial in your home country.
  • Expenses resulting from participation in war, riot, civil commotion, or any illegal act, including resulting in imprisonment or while serving in a police or military unit.

Section 12: Trip Cancellation and Loss of Deposit

This section ensures your peace of mind. If certain unforeseen events occur within 60 days before your trip, leading to its cancellation, the Insurer got you covered:

  • Personal Events: If you, your spouse, child, parent, parent-in-law, grandparent, grandchild, brother, or sister face death, injury, or illness, causing the cancellation, the Insurer will reimburse your prepaid travel and accommodation expenses up to the limit specified in your plan.
  • Unexpected Events: Major unexpected events preventing you from travelling to your main destination are covered.
  • Damage to Residence: If your permanent residence suffers serious damage, you’re protected.
  • Legal Obligations: If you’re called as a witness in a Singaporean court or face compulsory quarantine, and it forces your trip cancellation, we’ve got your back.

Special Provision: If the cancellation results from the unexpected death of a relative or travel companion within 60 days before the trip, making your travel impossible, the Insurer will cover the replacement administrative expenses for changing travellers before the trip begins. This is a helpful alternative to (1) above.

In this section, “Cancellation” refers to the unavoidable termination of your trip after it’s arranged but before it commences. The Insurer’s coverage starts only when the policy is in effect. 

This coverage is effective only if:

  • Early Purchase: This policy is effective only if it’s purchased before you become aware of any circumstances that might disrupt your planned trip. The earlier, the better.
  • Documentary Proof: You need proof that you attempted to seek a refund from the transport or accommodation provider first. If your refund request is denied, we step in. We cover the remaining irrecoverable expenses after deducting any refunds you receive from the provider.
  • Timely Communication: It’s crucial to inform your travel agent, tour operator, or transport/accommodation providers as soon as you’re aware of any changes in your travel plans. Timely communication ensures a smooth process and helps us assist you effectively.

Exclusions for Section 12 Coverage

It’s important to understand the situations where coverage won’t apply:

  • Government Regulations: Loss caused directly or indirectly by government regulations or control is not covered.
  • Public Conveyance or Provider Cancellations: Loss caused by cancellations from public conveyances or other travel/accommodation providers is excluded.
  • Double Coverage: Any loss covered by another existing insurance scheme or government program is not eligible for compensation.
  • Non-Transport or Accommodation Expenses: Prepaid expenses for local excursions, tours, seminars, and other non-transport/accommodation charges won’t be reimbursed.
  • Last-Minute Purchases: If this policy is bought less than three (3) days before departure (except in cases of your or your Relative or Travel Companion’s death due to an Accident), coverage is not applicable.
  • Known Events: Loss resulting from a Major Unexpected Event that was publicly known when you booked the trip or purchased this policy won’t be covered.
  • Air Miles or Holiday Points: Compensation for air miles or holiday points used to pay for the trip is not included.
  • Late Notifications: Additional costs due to delayed communication with relevant transport or accommodation providers about changes in travel plans are excluded.

Please note: This policy will pay for claims under either Section 12 or 13 for the same event, but not both. 

Section 13: Bankruptcy of the Travel Agent

This section ensures you’re protected if your trip is cancelled due to your travel agent’s insolvency. Here’s how it works:

The Insurer will reimburse you up to the specified limit in your chosen plan if your trip is cancelled because the travel agent you booked with goes bankrupt.

Exclusions for Section 13

  • Provider Cancellations: Loss caused by cancellations from public conveyances or other travel/accommodation providers is excluded.
  • Provider Reimbursement: If the hotel, airline, travel agent, or any other provider refunds your money, this policy won’t pay.
  • Pre-existing Financial Issues: Insolvency or bankruptcy filed before purchasing this insurance won’t be covered.
  • Last-Minute Purchases: If this insurance is bought less than three (3) days before departure (inclusive of the departure date), it won’t be valid.

Section 14: Trip Curtailment (Including Hijacking)

This section provides coverage if you need to cut your trip short due to unexpected events. Here’s what it covers:

The Insurer will pay for your lost deposit, additional travel expenses, and the pro-rated amount for each incomplete day of your remaining trip after adjusting for any recovered sums. The coverage limit is as stated in the Table of Benefits.

Eligible Events for Trip Curtailment

  • Serious Bodily Injury or Illness: If you suffer a serious bodily injury or illness, and a written medical advice supports your need to return to Singapore.
  • Hijacking: Coverage is provided if the aircraft you’re travelling on is hijacked.
  • Unexpected Death or Injury/Illness: If there’s an unexpected death, injury, or illness of your relative or travel companion, leading to your decision to return home.
  • Major Unexpected Event: If an unforeseen major event occurs, preventing you from continuing your scheduled trip.
  • Medical Quarantine: If medical advice mandates quarantine, hindering you from continuing your trip.

Please Note: You need a medical certificate from the treating Medical Practitioner to confirm serious bodily injury or illness, ensuring your claim can be processed.

Exclusions Applicable to Section 14

This section outlines situations where coverage will not be provided for trip curtailment. It’s important to be aware of these exclusions:

  • Government Regulations and Service Provider Errors: Claims resulting from government regulations, amendments, or delays in the booked trip. This includes errors, omissions, or defaults by service providers, travel agents, or tour operators.
  • Lack of Necessary Documents: Coverage is not applicable if you fail to obtain the required travel documents.
  • Business, Financial, or Contractual Obligations: Claims related to your business, financial, or contractual obligations, or those of your travel companion, are not covered.
  • Personal Disinclination or Financial Constraints: Coverage will not be provided if you choose not to travel due to personal reasons or financial constraints.

Section 15: Personal Effects Including Laptop Computer

The Policy provides comprehensive coverage to ensure your peace of mind throughout your trip.

Coverage Highlights:

Imagine you find yourself in an unforeseen situation, perhaps due to a natural disaster at your planned destination. In such cases, your personal belongings, including items purchased during your trip and those already in your possession, are protected. This coverage isn’t limited to the cost of lost or damaged items; it extends to your clothing and personal effects stored in the lost baggage or items you are wearing or carrying.

The items must either be owned by you, in your custody, or entrusted to you to be eligible for coverage. There are specific limits in place: a maximum of $250 per item or pair/set of items. Additionally, if you carry a laptop computer, it is covered up to $1,000, and this applies to one item per policy.

The Insurer understands that sometimes accidents happen. That’s why they consider wear and tear and depreciation when settling claims. In case of loss or damage, they may choose to make a payment, reinstate, or repair the damaged personal baggage, always striving to provide the best solution for your situation.

The Insurer will use the following table as a guide to determine the items’ fair value:

In the event of lost or damaged baggage, report the incident within 24 hours. Additionally, inform the hotel, airline, or any service provider involved, as they have jurisdiction at the location of the loss.

When making a claim, ensure you have proof of denial from the airline or service provider. This documentation is essential for proper claim processing.

To ensure a successful claim, it’s important for you to take reasonable precautions. This includes:

  • Never Leaving Baggage Unattended: Always keep an eye on your baggage and personal effects, especially in public places. Avoid leaving them unattended to minimise the risk of loss or theft.
  • Ensuring Safety: Take necessary precautions to safeguard your personal property and baggage. Being vigilant enhances the security of your belongings.

Claims for lost or damaged baggage should be made directly to the airline or service provider first. If a payment is made under this policy, proof of compensation received from the airline or service provider must be provided, or proof of denial if compensation is denied.

Exclusions for Section 15: Protecting Your Valuables

  • Failure to Report Promptly: The Insurer is unable to process claims for losses not reported to the police or transport carrier within 24 hours of discovery.
  • Excluded Items: Certain items are not covered, including animals, motor vehicles, boats, perishables, antiques, art objects, and more. Additionally, losses due to wear and tear, insects, or inherent damage are not eligible for coverage.
  • Loss Due to External Factors: Loss or damage resulting from government actions, insurrections, or customs regulations, as well as losses covered by other insurance policies, are excluded.
  • Unattended Property: Loss or damage to baggage left unattended in public places is not covered, emphasising the importance of vigilance.
  • Negligence and Wilful Acts: Claims cannot be made for losses due to your negligence, wilful acts, or carelessness.
  • Excluded Items: Various items like fragile articles, cash, credit cards, and travel documents are not covered. Additionally, losses due to mysterious disappearances are excluded.

Please note that this policy allows claims under Sections 15, 16, or 18 for the same event but restricts payment to only one of these sections. 

Section 16: Baggage Delay

  • Minimum Delay Requirement: The Insurer will not provide compensation unless the delay in receiving checked-in baggage exceeds six (6) hours after you arrive at the baggage pick-up point Overseas or in Singapore.
  • Maximum Compensation Limit: The compensation provided is limited to $100 for every six (6) consecutive hours, with a maximum payout as per the Table of Benefits. This amount is applicable per claim, not per individual piece of baggage.
  • Documentation Requirement: To process a claim, a Property Irregularity Report or equivalent document issued by the carrier is essential. This report should specify the date and time of the loss and the date and time the baggage was eventually delivered to you.
  • Restriction on Multiple Claims: This policy allows claims under Sections 15, 16, or 18 for the same event, but only one of these sections will be compensated. Claims cannot be made under multiple sections for the same baggage delay event.

Section 17: Loss of Travel Document (Including Money)

  • Reporting Requirement: To qualify for indemnity, any loss of travel documents, money, or related expenses must be reported to the local police within twenty-four (24) hours of the incident. A copy of the police report is mandatory for processing the claim.
  • Eligible Loss Causes: The Policy will only indemnify you for costs incurred due to robbery, burglary, theft, or Natural Disasters while Overseas. Losses not arising from these specified events are not covered.
  • Limitation on Replacement Passports: If replacement passports are to be obtained upon your return to Singapore, the coverage is limited to the actual cost of obtaining the passports. Transport or other incidental costs incurred in Singapore are not covered.
  • Maximum Reimbursement for Cash Loss: The policy reimburses you up to $350 (based on the selected plan) for the loss of cash, travellers’ cheques, or bank notes due to robbery, burglary, theft, or Natural Disasters Overseas. Claims must be supported by written documentation from the local Police and reported within twenty-four (24) hours of the loss.

Exclusion for Section 17: Loss of Travel Document (Including Money)

The Policy will not pay for:

  • Exchange Rate or Depreciation Loss: Any shortage in the claimed amount due to fluctuations in the exchange rate or depreciation in the currency’s value is not covered under this policy.
  • Unreported Loss of Travellers’ Cheques: Loss of travellers’ cheques must be immediately reported to the local branch or agent of the issuing authority. Failure to report the loss promptly may result in non-payment of the claim.

Section 18: Travel Delay Coverage

In the event that the departure of your scheduled public conveyance or any licensed air, land, or water transport, part of an organised tour, is delayed for three (3) consecutive hours or more due to major unexpected events, civil unrest, riot, commotion, strike, adverse weather conditions, mechanical breakdown, or structural defect, this Policy will cover accordingly.

Exclusions for Section 18: Travel Delay

  • Short Delays: Delays lasting less than three (3) consecutive hours are not covered under this policy.
  • Excluded Transport: Delays involving taxis, private cars, or any unlicensed conveyances are not eligible for compensation.
  • Non-Covered Causes: Delays not caused by major unexpected events, such as civil unrest, riot, commotion, strike, adverse weather conditions, or mechanical breakdown/derangement are excluded from coverage.
  • Delays in Singapore: Compensation for delays within Singapore is capped at a maximum of $50, provided the delay extends for a minimum of three (3) hours.
  • Failure to Follow Itinerary: Resulting from your failure to adhere to the provided itinerary, including failure to check in as per the supplied schedule. Also, if you do not obtain written confirmation from the carriers or your agents regarding the number of hours delayed and the reason for the delay.
  • Known Events: Arising from major unexpected events, civil unrest, riot, commotion, strike, adverse weather conditions, or actual or suspected mechanical breakdown/derangement or structural defect of the public conveyance. However, this exclusion applies if these events were publicly known at the time you booked the trip or purchased this insurance, whichever occurred last.

Note: This policy will pay for any claim under either Section 18 or 19 for the same event but not for both.

Section 19: Flight Diversion

Under this policy, the Insurer will provide compensation to you, the Insured Person, in the event of flight diversion:

  • Compensation Amount: You will receive $100 for every six (6) consecutive hours of delay.
  • Maximum Limit: The compensation is capped at a maximum limit of $300.

Conditions for Coverage:

Reasons for Diversion: Compensation will be provided if the scheduled flight is diverted due to a major unexpected event, adverse weather conditions, actual or suspected mechanical breakdown or derangement, or structural defect of the air carrier. These conditions must prevent you from continuing your trip or result in a delayed arrival at the planned destination.

Exclusion for Section 19: Flight Diversion

This policy does not cover flight diversions resulting from a major unexpected event or adverse weather conditions that were publicly known at the time the you booked your trip or purchased this insurance, whichever occurred last.

Please note that this policy will only pay for any claim under either Section 18 or 19 for the same event, not for more than one of these sections.

Section 20: Flight Overbooking

In the event that you, the Insured Person, are unable to board the aircraft while overseas due to flight overbooking, despite having a confirmed reservation from the airline, and no alternative transportation is provided within six (6) consecutive hours, the insurer will compensate up to the limit specified in the Table of Benefits. This benefit is applicable once for each trip originating from Singapore.

Please be aware that this policy will cover claims under either Section 20 or 21 for the same event, but not for more than one of these sections.

Section 21: Travel Misconnection

In the event that you, the Insured Person, missed a confirmed onward travel connection while overseas at the transfer point due to the late arrival of your incoming confirmed connecting carrier, or any air, land, or water conveyance operating under a valid license in the country you are in (except taxis and private cars), and no alternative onward transportation is provided within six (6) consecutive hours from your arrival, the Insurer will cover reasonable expenses for hotel accommodation, meals, or refreshments up to the specified limit in the Table of Benefits.

Exclusion applicable to Section 21

The Insurer will not pay for any claims under this section if you, the Insured Person’s incoming carrier was scheduled to arrive after the stated check-in time required by the connecting carrier.

Please note: This policy will only cover claims under either Section 20 or 21 for the same event, but not for more than one of these sections.

Section 22: Travel Postponement

Here’s what the Policy covers:

  • Personal Emergencies: The Policy will cover if there’s a death, serious illness, or injury affecting you, your family, or your travel companion. Also, if you’re put under compulsory quarantine.
  • Unforeseen Events: Major unexpected events that hinders your travel plans.
  • Home Trouble: Serious damage to your home in Singapore due to a fire or natural that happens within 1 week before your departure.
  • Legal Obligations: Unexpected court appearance.
  • Guardian’s Postponement: If you’re a child and your legal guardian, who’s also your travelling companion, has to cancel due to any of the reasons above, we’ve got your delay sorted out.

Exclusions for Section 22

  • Government Regulations: Any loss or charge stemming from government regulations or control won’t be covered.
  • Cancellation by Providers: If your plans change due to cancellation by the carrier or any other travel or accommodation provider, it’s not covered.
  • Overlap with Other Insurances: If the situation is already covered by another insurance scheme or government program, we can’t provide additional coverage.
  • Refunds from Providers: If hotels, airlines, travel agents, or other providers refund your money, we won’t double-pay.
  • Last-Minute Purchases: If you buy this insurance less than three (3) days before departure, it won’t cover postponement unless it’s due to your death or the death of a Relative or Travel Companion caused by an accident.
  • Known Unexpected Events: If the unexpected event was publicly known when you booked your trip or purchased this insurance, it won’t be covered.
  • Air Miles and Points: Compensation for air miles, holiday points, memberships, or credit card redemptions used to pay for the trip won’t be covered.

Section 23: Personal Liability Abroad

Under Section 23 of the Policy, the Insurer provides coverage for legal liability to a third party during your overseas trip, including:

  • Death or accidental Bodily Injury to a third party; or
  • Accidental loss of or damage to a third party’s property.

This coverage extends up to the specified limit.

Exclusions for Section 23

  • Property Exclusion: Benefits do not apply to property belonging to your family member or employee, or property considered legally as your employee.
  • Family and Employee Liability: No coverage for liability towards family members, employees, or those legally considered employees.
  • Personal Property: No coverage for liability involving property owned or controlled by yourself.
  • Contractual Liability: Liability assumed under a contract is not covered.
  • Intentional or Unlawful Acts: No coverage for liability arising from your intentional, malicious, or unlawful acts.
  • Specific Possessions: Liability involving vehicles, aircraft, watercraft, firearms, or animals is not covered.
  • Ownership or Occupation: Liability related to owning or occupying land or buildings (except temporary residences) is excluded.
  • Trade, Business, or Profession: Liability related to any trade, business, or profession is not covered.
  • Criminal Acts: No coverage for liability arising from criminal acts or legal costs related to criminal proceedings.
  • Participation in Races: Liability arising from participation in motor rallies, car, motorcycle, boat, or aerial racing is excluded.
  • Jurisdiction: Judgments not obtained from a court of competent jurisdiction within Singapore are not covered.
  • Punitive Damages: Punitive, aggravated, or exemplary damages are not covered.

Additionally, as a condition for our liability, you must not make any payments, admit liability, or engage in litigation without the Insurer’s written approval.

Section 24: Hijacking / Kidnapping and Hostage

If the plane you’re on gets hijacked for more than six hours, the Insurer will pay up to $250 (depending on the plan) for every six consecutive hours, up to the limit in the benefits table.

The Insurer will also pay the same amount if you are held hostage due to a kidnapping during the trip.

Exclusion to Section 24

  • Fraudulent or Criminal Acts: If you are involved in fraudulent, dishonest, or criminal activities.
  • Specific Locations: Events occurring in your country of residence, regions like Central or Southern America, Africa, or any country where United Nations armed forces are active.
  • Property Loss: Actual loss or damage to any type of property, including intellectual property, as a result of kidnapping and hostage situations.

As a condition prior to assuming liability, the Insurer requires:

  • Proof of Event: Clear evidence that the event has taken place.
  • Immediate Notification: Prompt oral and written notification of the incident and regular updates on any ongoing activities during the event.
  • Law Enforcement Involvement: If it is in your best interest, notify the relevant national or other appropriate law enforcement agency with jurisdiction over the matter.

Section 25 – Automatic Extension Of Cover

If you, the Insured Person, is unable to complete the return leg of your planned trip due to:

  • Serious Bodily Injury or Serious Illness affecting you, or
  • Unavoidable delays of the scheduled Public Conveyance caused by strike, adverse weather, or mechanical issues,

Your insurance coverage will be extended automatically. This extension lasts for up to seven (7) consecutive days at no extra cost. However, you must provide relevant documents proving the situation to the Insurer.

Section 26: Act of Terrorism Cover (in aggregate for the above Sections 1 to 25)

The Insurer provides coverage for death or permanent disablement resulting from any Act of Terrorism. Compensation will be paid up to the limit specified in the Table of Benefits.

Section 27: Home Contents Cover (for Savvy & Luxury plans only)

The Insurer will compensate you for loss or damage to your Home Contents within your Home caused solely and directly by a fire or burglary during your Trip.

Section 28: Extension of Coverage for Pre-existing Conditions (for Pre-Ex Plans only)

This section specifically pertains to Tiq Travel Insurance Pre-Ex Plans and applies exclusively to single return trips lasting up to thirty (30) days.

For any claim under Section 28, you or your representative must promptly contact AGA when circumstances permit.

To qualify for Tiq Travel Insurance Pre-Ex Plan cover, you must meet the following criteria:

  • You must adhere to your treating doctor’s advice regarding all pre-existing medical conditions. This includes not refusing or delaying any monitoring, medical appointments, tests, medications, treatments, or surgeries.
  • You must not have any medical condition or symptoms for which you have not consulted a doctor, or for which they are awaiting medical tests, results, diagnoses, treatments, or surgeries.
  • In the last 12 months, you must not have had any pre-existing medical condition that necessitated:
  • Multiple visits to a hospital’s Accident and Emergency Department.
  • Inpatient stays in a hospital for more than three consecutive days.
  • Multiple inpatient stays in a hospital

What is Covered

During a trip outside Singapore, if you, the Insured Person, experiences an acute onset of a pre-existing medical condition, the Insurer will extend the benefits under the following sections:

Section 2 – Medical Expenses Incurred Overseas: Covers medical expenses you incurred by up to thirty (30) days from the date of the acute onset of the pre-existing medical condition during the trip.

Section 4 – Overseas Hospital Income: Provides coverage for overseas hospital expenses incurred due to the acute onset of a pre-existing medical condition during the trip.

Section 10 – Emergency Medical Evacuation: Covers expenses related to emergency medical evacuation necessitated by the acute onset of a pre-existing medical condition during the trip.

Section 11 – Repatriation of Mortal Remains: Covers the expenses for repatriating mortal remains to Singapore, if the acute onset of a pre-existing medical condition results in demise during the trip.

The maximum amount payable for the sections extended under this Section 28 is specified in the Table of Benefits. Please note that these limits are sub-limits of the respective sections extended and are not in addition to the limits stated in each section.

Exclusion to Section 28

In addition to the   General Exclusions (pages 35-36) , this Section does not cover claims arising from:

  • Any pre-existing medical condition that worsens within thirty (30) days before the trip’s commencement, necessitating specialist consultation, investigative tests, surgery, altered treatment, medication, or dosage adjustments. (Note: Routine changes for lowering blood cholesterol are exempt.)
  • Terminal illness, regardless of whether the diagnosis occurred before or after obtaining this insurance.
  • Outpatient medical treatments are not covered under this section.
  • Medical expenses incurred in Singapore are not part of the coverage.

Optional Add-Ons

Section 29: child education cover.

In the unfortunate event that you, the Insured Person sustain a fatal injury due to an Accident during the Trip, and this injury is the sole cause of your death within six (6) months, the Insurer will provide:

  • A payment of $3,000 for each of your Legal Child.

The maximum payout for this section is capped at $15,000.

Section 30: Rental Car Excess Cover

In the case where you, the Insured Person, become contractually responsible for the excess or deductible for loss or damage to a rental car from a licensed rental agency overseas during the Trip, the Policy will cover:

Payment of the excess or deductible up to the specified limit.

Terms and Conditions under Section 30:

To be eligible for coverage, the following conditions must be met:

  • You must be a named driver or one of the named drivers of the rented private vehicle.
  • The loss or damage must be covered by the insurance policy of the rented car.
  • You must comply with all terms and conditions of the rental agreement.
  • The rental car must be obtained from a licensed car rental business.
  • At the time of the accident, you must have been licensed to drive the vehicle and not involved in speed trials, time trials, or under the influence of alcohol, drugs, or any substance abuse.

Section 31: Pet Hotel Cover

If you, the Insured Person, places your cat or dog in a kennel, cattery, or pet hotel during the Trip and are unable to collect your pet as agreed with the kennel/cattery or pet hotel for more than six (6) consecutive hours due to the delay of the final inbound common carrier to Singapore, the Insurer will provide coverage as follows:

  • Compensation of $50 for every full six (6) consecutive hours of delay per Insured Person. The maximum payout under this section is $1,000.

Section 32: Sports Equipment Protector

The Policy covers loss, theft, or accidental damage to you, the Insured Person(s)’ Sports Equipment while Overseas. The coverage includes payment, repair, or replacement (at the Insurer’s discretion) of the item. If an item is beyond economic repair, it will be treated as lost or stolen.

Covered Sports Equipment:

  • Diving gear
  • Fishing equipment
  • Ski equipment
  • Climbing gear

Coverage Details:

The Insurer will pay the reasonable cost of hiring replacement equipment if the covered items are accidentally damaged, stolen, or temporarily lost for more than eight (8) hours during the Overseas Trip, up to $100 per day for hiring costs.

The payment is up to the limit stated in the Table of Benefits.

You must provide proof of purchase such as receipts or credit card statements. The Insurer will pay the original price for the item or pair/set of items, deducting an allowance for wear, tear, and depreciation.

In the absence of proof of purchase, the Insurer will pay up to $50 per item, pair, or set, with a maximum limit of five (5) items, pairs, or sets.

For items that are part of a pair or set, the payment will be a proportionate part of the value of the pair or set. A pair or set of items is considered one item even if purchased separately and from different brands.

Coverage does not extend to any loss, destruction, or damage while the Sports Equipment are in use during sporting activities, practice, or play.

Covid 19 Add-Ons

Conditions for sections 33 to 39 coverage:.

Requirements for Coverage:

  • Coverage Specification: The coverage provided by Sections 33 to 39 is applicable only if specified on the Schedule.
  • Compliance with Vaccination and Testing Requirements: You must be fully vaccinated and meet the pre-departure and post-arrival testing requirements, if any, imposed by the destination country or transport provider at the time the Trip is booked.
  • Claim Submission: When submitting a COVID-19 benefit claim, you must provide the test result, if applicable, or proof of vaccination.

Section 33: Travel Postponement

The Insurer will compensate you, the Insured Person, as stated in the Schedule, if you need to postpone your trip due to a direct consequence of any COVID-19  Specified Cause  (page 3 of the Policy Wordings), occurring within fourteen (14) days before your scheduled departure.

Exclusions and Limitations for Section 33:

  • Other Insurance Coverage: The Policy do not cover losses compensated by other existing insurance schemes or government programs.
  • Non-Refundable Expenses: Expenses related to tours, seminars, courses, or charges unrelated to transport or accommodation, which are prepaid or non-refundable, are not covered.
  • Policy Purchase Timing: If this policy is bought less than three (3) days before the departure date (inclusive), no coverage is provided.
  • Known Border Closure: Losses due to a known border closure when booking the trip or purchasing this policy, whichever is later, are not covered.
  • Compensation Methods: Compensation for trip payment using air miles, holiday points, or other similar methods is not covered.
  • Change of Plans: Changes in travel plans made by you or others are not covered.
  • Financial or Business Obligations: Losses due to your financial circumstances or contractual/business obligations, your immediate family, or Travel Companion are not covered.

Important Note: This policy will only pay for claims under Sections 12, 13, 33, 34, and 38. Multiple claims under these sections are not permitted.

Section 34: Trip Cancellation and Loss of Deposit:

If, after purchasing this insurance, you, the Insured Person, has to cancel your Trip due to any COVID-19 Specified Cause, and this cancellation occurs within fourteen (14) days before the departure date (inclusive), the Insurer will reimburse the non-refundable travel and accommodation expenses paid in advance. The reimbursement amount is subject to the limit mentioned in the Table of Benefits.

Exclusions Applicable to Section 34:

  • Other Insurance or Government Programs: The Policy does not cover losses compensated by other existing insurance schemes or government programs.
  • Government Regulations: Losses due to regulations or orders by any country’s government or relevant authority regarding border closures are not covered.
  • Compensation Methods: Compensation for trip payments using air miles, holiday points, or similar methods is not covered.
  • Change of Plans: Any changes in travel plans not directly and necessarily caused by a COVID-19 Specified Cause, whether by you or others, are not covered.
  • Communication Delays: Any additional costs resulting from a delay in informing relevant transport or accommodation providers about changes in travel plans are not covered.

Important Note: This policy will only pay for claims under any one (1) of Sections 12, 13, 33, 34, and 38. Multiple claims under these sections are not permitted.

Important Information about Policy Coverage:

When the Coverage is Effective:

The coverage provided by the Insurer becomes active under the following circumstances:

  • Trip Awareness: The policy must be purchased before you become aware of any circumstances that could lead to the cancellation of your planned Trip.
  • Refund Attempts: You must provide documentary proof of the initial attempt to seek a refund of any prepaid expenses from the transport or accommodation provider. If this refund request is denied, the Insurer will cover the remaining irrecoverable transport or accommodation expenses after deducting the refunded amount from the provider.
  • Timely Notification: It is essential that the travel agent, tour operator, or transport/accommodation provider(s) are promptly informed as soon as you become aware of any change in travel plans. Timely communication is crucial to activate the coverage.

Note: The above conditions ensure that the coverage under this policy is valid and can be utilised effectively.

Section 35: Medical Expenses Incurred Overseas

The Policy will reimburse you, the Insured Person, for necessary Medical Expenses incurred within ninety (90) days while Overseas due to medical treatment of COVID-19, up to the limit stated in the Schedule. The total Medical Expenses incurred Overseas will not exceed the specified limit.

  • Reimbursement and Other Insurance Coverage

If you are eligible for a refund or reimbursement of the expenses from another source or has existing insurance covering the events mentioned in this Section, the Insurer will only cover the excess amount, subject to applicable limits.

It’s important to note that this Policy does not cover expenses related to Specialist treatments not referred by a General Practitioner Doctor. Additionally, costs incurred for mandatory diagnostic tests required for the trip, such as pre-departure and post-arrival tests, are not covered under this Policy.

Note: Understanding these terms is crucial to ensuring that medical expenses incurred overseas due to COVID-19 are appropriately reimbursed, and any overlapping insurance coverage is considered.

Section 36: Overseas COVID-19 Diagnosis Quarantine Allowance

The Insurer will provide compensation if you, the Insured Person, is placed under Compulsory Quarantine while Overseas. The Insurer will pay S$100 for every twenty-four (24) hours of quarantine, up to the limit stated in the Schedule.

  • Understanding the Quarantine Allowance:

For the purpose of this coverage, each day of quarantine, even if not consecutive, will be counted toward the total number of days of quarantine. This ensures that any non-consecutive days spent under Compulsory Quarantine are included in the coverage.

Important Note:

Please be aware that Section 36 – Overseas COVID-19 Diagnosis Quarantine Allowance does not cover Compulsory Quarantine within Singapore. It is essential to consider this limitation when planning and understanding the coverage provided under this section.

Section 37: Emergency Medical Evacuation & Repatriation of Mortal Remains to Singapore

The Insurer provides essential support when you, the Insured Person, is diagnosed with COVID-19 while Overseas. If, according to the sole judgment of AGA or its authorised representative, it is medically necessary to move you to another location or back to Singapore for treatment, AGA will organise the evacuation using suitable means. The Insurer will directly cover the associated expenses for this evacuation, up to the limit stated in the Schedule.

  • Understanding Emergency Evacuation

The method of evacuation, whether air ambulance, surface ambulance, regular air transportation, railroad, or any other appropriate means, will be decided by AGA based on medical necessity. All decisions regarding transportation and the final destination are made solely on medical grounds.

  • Covered Expenses

The covered expenses include services provided or arranged by AGA or its representative for your transportation. This includes medical services and necessary medical supplies incurred during the emergency evacuation.

  • Repatriation of Mortal Remains

If you passed away within thirty (30) days of being diagnosed with COVID-19 Overseas, AGA or its representative will manage the return of the mortal remains to Singapore. The Insurer will also cover the reasonable expenses incurred Overseas for services and supplies provided by the mortician or undertaker. This includes costs related to a basic casket, embalmment, and cremation if elected, up to the limit stated in the Schedule. However, please note that expenses related to religious ceremonies or rites are not included in this coverage.

All arrangements for repatriation must be approved and organised through AGA or its authorised representative, unless exceptional circumstances prevent arranging through AGA. In such cases, alternative arrangements deemed reasonable by the Insurer will be considered.

Exclusions Applicable to Section 37

  • Limitation of Expenses

The Insurer will not cover any expenses for a service that has not been approved and organised by AGA or its authorised representative. However, exceptions can be made if you, your relative, estate, or Travel Companion incurred such expenses due to circumstances beyond your control, or if AGA could not be reached during the emergency. 

Even in such cases, the Insurer retains the right to reimburse you only for those expenses that AGA or its authorised representative would have provided under similar circumstances, and up to the limit specified in the Schedule.

Section 38: Travel Curtailment & Disruption

  • Irrecoverable Loss of Deposit: The Insurer will indemnify you, the Insured Person, for any irrecoverable loss of deposit incurred due to trip curtailment or alteration caused by a COVID-19 Specified Cause.
  • Additional Traveling Expenses: The Policy will cover any additional travelling expenses necessarily incurred by you due to changes in the trip itinerary caused by a COVID-19 Specified Cause.
  • Pro-rated Amount for Incomplete Days: The Insurer will provide a pro-rated amount for each incomplete day of the remaining trip after adjusting for any sums recovered. This coverage applies if the trip is curtailed or altered due to a COVID-19 Specified Cause.

Exclusions Applicable to Section 38

  • Other Insurance or Government Coverage: The Insurer will not pay for any loss or charges covered by existing insurance schemes or government programs.
  • Non-Transport or Accommodation Expenses: Charges not related to transport or accommodation, such as prepaid expenses for tours, seminars, or courses, will not be covered.
  • Last-Minute Policy Purchases: This policy will not cover cancellations if purchased less than three (3) days before the departure date, inclusive.
  • Government Orders and Regulations: The Insurer will not cover expenses resulting from regulations or orders issued by the government or relevant authorities of any country regarding border closures.
  • Air Miles or Holiday Points: Compensation for the use of air miles or holiday points, whether partial or full payment for the trip, will not be covered.
  • Personal Decisions: Changes in travel plans made by you or any other individual travelling will not be covered.
  • Financial Circumstances: The Insurer will not cover losses due to your financial circumstance, your immediate family member, or Travel Companion, or any contractual or business obligations they have.
  • Delayed Communication: Additional costs resulting from delayed communication with relevant transport or accommodation providers about changes in travel plans will not be covered.
  • Note: This Policy will only pay for any claims under one (1) of the specified Sections and not for more than one of these Sections.

Conditions of Coverage

  • Early Purchase: This coverage is effective only if this Policy is purchased before you become aware of any circumstances that could lead to the curtailment or disruption of a planned Trip.
  • Documentary Proof of Refund Attempt: The Insurer requires documentary proof of the your first attempt to seek a refund of any prepaid expenses from the transport or accommodation provider. If the refund request is denied, the Insurer will pay the balance of irrecoverable transport or accommodation expenses after deducting the refunded amount.
  • Timely Notification to Travel Providers: The effectiveness of this coverage also depends on the timely notification of changes to the travel agent, tour operator, transport, or accommodation providers. You must inform them at the earliest possible time once they are aware of any change in travel plans.

Section 39: Hospitalisation Benefit in Singapore

If you’re diagnosed with COVID-19 abroad and hospitalised upon your return to Singapore, you’ll receive a one-time lump sum benefit as stated in the Schedule. Please note that this benefit is applicable only if you’re hospitalised within twenty-four (24) hours from your return to Singapore.

Terms and conditions of covid 19 rider.

  • RT-PCR Test is part of the medical expenses limit and is ONLY covered for symptomatic patients
  • Hospitalization due to COVID 19 will only be covered IF medically required and necessary as determined by a medical practitioner based on the condition of the Insured patient.
  • Any quarantine expenses are NOT covered either as a requirement upon arrival in the foreign country (i.e., known risk) or as a requirement for a COVID positive Insured.
  • We do not cover any medical evacuation / repatriation of people with the active virus.
  • We do NOT cover the hospitalization expenses IF the quarantine facility for an asymptomatic or mild case patient is in a hospital in that particular country abroad.
  • Medical check-ups due to COVID 19 for symptomatic patients that do not require hospitalizations (i.e., mild cases) IS NOT covered; Only the RT PCR Tests are covered for MILD cases that would not require hospitalization.
  • For Trip Cancellation coverage (Prior to leaving the Philippines): “Serious illness understood as any unexpected alteration of the Insured's state of health that involves risk of death or implies hospitalization and makes it impossible to start the contracted trip”. If the reason for cancellation is due to COVID 19, the insured is obliged to submit a positive COVID 19 test performed 14 days before the start of the trip. [Contracting COVID 19 would require a positive COVID 19 test to validate that Insured has COVID 19, and would not rely on self-diagnosis or unsubstantiated doctors report.
  • EXCLUDES coverage on expenses due to prolonging the stay of a positive COVID 19 who cannot travel but is asymptomatic and has not required medical attention and carrying out COVID 19 tests as a preventive measure or in asymptomatic policyholders, expenses related to mandatory quarantines without medical criteria. For those who have undergone hospitalization, our policy has a standard wording that only allows allow automatic extension of up to 10 days only from the initial expiry date if extension is due to a covered illness.
  • Commercial gestures related to COVID 19 Coverages, by general definition, will not be allowed unless covered under the Terms and Conditions of this COVID 19 Travel Rider Indemnified Package.
  • We reserve the right to the possibility of cancelling the travel insurance subscription to certain destinations if we see the possibility of adverse loss experience or increase in utilization in that particular destination abroad.
  • This COVID Rider is specific to COVID-19 ONLY and will not extend to cover any other epidemic, pandemic and any communicable disease declared by any government agency, entity or in an executive order causing a state of emergency in any area and necessitating the setting up of appropriate quarantine measures therein.

The armed conflict in Ukraine has led to armed incursions and shelling in areas close to the Russian-Ukrainian border. Drone strikes, explosions, and fires have occurred further into Russia’s interior. The impacts of the armed conflict with Ukraine could also include:

  • partial military mobilization
  • restrictions on financial transactions
  • increasingly limited flight options

If you are in Russia, you should leave while commercial means are still available. If you remain in Russia, maintain a low profile. Canadians holding Russian citizenship may be subject to call-up for mandatory military service.

Terrorist attack in Krasnogorsk, Moscow Oblast

On March 22, 2024, a terrorist attack occurred at the Crocus City Hall, a concert venue in Krasnogorsk, just outside central Moscow. There are reports of gunfire and explosions. The incident resulted in multiple casualties and fires continue to burn around the site of the attack.

Local authorities have cordoned off the affected area and have cancelled upcoming mass gatherings in Moscow. Further attacks could occur at any time.

Armed conflict with Ukraine

On June 24, 2023, there were reports of military tensions in the Rostov region.

Flight availability, already reduced following Russia’s full-scale invasion of Ukraine, continues to be subject to unpredictable and significant limitations. If you are in Russia, you should leave while commercial means are still available.

Some financial transactions, including those with Canadian major credit and ATM cards, are not possible. As a result, you may not be able to use your credit card for purchases within Russia or to withdraw cash at an ATM. Availability of essential services may also be affected.

Communications related to the current situation are scrutinized by local authorities. You may face heavy consequences if you discuss, share or publish information related to the Russian invasion of Ukraine. Foreign journalists and other media workers in Russia may also face considerable risks.

Security conditions are unpredictable and could deteriorate without notice. The ability of our Embassy to provide consular services in Russia may become severely limited.

There have been armed incursions and shelling in areas close to the Russian-Ukrainian border, notably in Bryansk and Belgorod Oblasts. Drone strikes, explosions and fires have also occurred at key infrastructure sites and military installations further into Russia's interior and in cities, including in Moscow and St. Petersburg.

You may encounter an increased security presence with potential disruptions to transport and movement, especially in areas near Russian military installations.

Avoid all travel to Russia. If you decide to remain despite this advisory, be aware that:

  • you may have to stay in Russia longer than expected
  • you may be affected by shortages of essential products and services
  • you may not be able to use your banking cards for payment or to withdraw funds
  • you should not depend on the Government of Canada to help you leave the country

Additionally, while you remain in Russia, you should:

  • review your personal security plans on a daily basis
  • keep a low profile
  • refrain from discussing political developments in public or online
  • avoid areas where demonstrations and large gatherings are taking place
  • make sure you have an adequate supply of cash, essential items and medications
  • avoid any area where there are military installations or activity
  • monitor trustworthy news sources to stay informed on the evolving situation
  • make sure your travel documents are up-to-date, including those of your family
  • contact your air company to check on flight availability
  • communicate your travel plans to family and friends
  • register and update your contact information through the Registration of Canadians Abroad service and encourage other Canadian citizens in Russia to do so

Rostov Oblast

The Russian government has declared a state of emergency and maintains a significant military presence in Rostov Oblast. The situation along the Ukrainian border is unpredictable and could change quickly. Exercise extreme vigilance if you must travel to this region, as armed clashes and violence pose serious threats to your safety. If you are currently in this area, you should strongly consider leaving. The ability of the Embassy of Canada to Russia in Moscow to provide consular assistance in this district is extremely limited.

Republics of Chechnya, Dagestan and Ingushetia, and Stavropol Krai

Terrorist attacks are frequent in the Chechnya, Dagestan and Ingushetia republics and Stavropol region. The security situation is unstable and dangerous. Suicide bombings occur on a regular basis and targeted assassinations have also taken place. Unexploded mines and munitions are widespread. Kidnapping for ransom is also common.

You must obtain special permission from the Ministry of the Interior to enter certain areas and regions.

Republics of Kabardino-Balkaria (including the Mount Elbrus region), Karachai-Cherkessia and North Ossetia

Tensions are high in Russia’s border regions with Georgia and may affect the security situation in Kabardino-Balkaria, Karachai-Cherkessia and North Ossetia republics. Military operations are carried out with little or no notice, and are accompanied by travel restrictions. The border crossings to Azerbaijan and Georgia are subject to frequent, sometimes lengthy closures.

There is a threat of terrorism. Terrorist groups have called for attacks on Russian soil. Incidents resulting in death and injury have occurred most frequently in the North Caucasus region, Moscow and St. Petersburg, but may happen throughout the country. Terrorist attacks could occur at any time.

Targets could include:

  • government buildings, including schools
  • cultural venues, including concert halls, nightclubs, and event centres
  • places of worship
  • Russian airlines, airports and other transportation hubs and networks
  • public areas such as tourist attractions, restaurants, bars, coffee shops, shopping centres, markets, hotels and other sites frequented by foreigners

Always be aware of your surroundings when in public places.

Russian authorities have increased general security measures in Moscow and other large cities.

Violent crime

Crime against foreigners is a serious problem. Harassment and assaults are prevalent, particularly against foreigners of Asian and African descent. Some victims have died as a result of assaults. Foreigners in the areas to which we advise against all travel are particularly vulnerable. Several journalists and foreign aid personnel working in Russia have been killed or kidnapped. Criminals have targeted and destroyed well-marked aid convoys. Exercise extreme caution in crowds and open markets.

Petty crime

Petty crime, such as pickpocketing and purse snatching, occurs frequently and is often committed by groups of children and teenagers. Criminals use various techniques to distract the victims, including requests for help. In such situations, walk away quickly. Preferred areas for criminals include:

  • underground walkways
  • public transportation and transportation hubs
  • tourist sites
  • restaurants and markets
  • hotel rooms and residences (even when occupied and locked)

Reduce your risk of being targeted by travelling in groups with reputable tour agencies.

Avoid showing signs of affluence and ensure personal belongings, including passports and other travel documents, are secure at all times. Replacing travel documents and visas is difficult, and could considerably delay your return to Canada.

Criminal strategies

Criminals may also pose as police officers, particularly in St. Petersburg. Real police officers wear a visible personal identification number on their uniforms. Bogus checkpoints may be set up in rural areas to commit robbery.

Demonstrations and elections

Demonstrations take place. Even peaceful demonstrations can turn violent at any time. They can also lead to disruptions to traffic and public transportation.

  • Avoid areas where demonstrations and large gatherings are taking place
  • Follow the instructions of local authorities
  • Monitor local media for the latest information

Due to heightened political tensions, be vigilant and don’t discuss political developments in public.

Tensions on the Korean Peninsula

Tensions on the neighbouring Korean Peninsula could escalate with little notice and the security situation could deteriorate suddenly. Tensions may increase before, during and after North Korean nuclear and missile tests, military exercises or as the result of incidents or military activities at or near the inter-Korean border. Monitor developments, remain vigilant and follow the instructions of local authorities. 

Spiked food and drinks

Never leave food or drinks unattended or in the care of strangers. Be wary of accepting snacks, beverages, gum or cigarettes from new acquaintances. These items may contain drugs that could put you at risk of sexual assault and robbery.

There have been cases of foreigners developing friendships or romantic relationships over the Internet and becoming entangled in financial issues in Russia. Remain vigilant and be aware that we can’t help you recover lost funds or property in such cases.

Only exchange money at major banks. Foreigners have been scammed in the past when exchanging money on the street.

Traffic police may stop motorists to collect fraudulent cash fines on the spot.

Credit card and automated banking machine (ABM) fraud occurs. Be cautious when using debit or credit cards:

  • pay careful attention when your cards are being handled by others
  • use ATMs located in well-lit public areas or inside a bank or business
  • avoid using card readers with an irregular or unusual feature
  • cover the keypad with one hand when entering your PIN
  • check for any unauthorized transactions on your account statements

Overseas fraud

Organized crime

Organized criminal groups are active throughout Russia, particularly in large cities. Extortion and corruption are common business practices, including among foreign businesses. Criminals demand protection money from their victims under threat of serious violence. Report extortion attempts to Russian authorities.

Surveillance

Authorities may place foreigners under surveillance. Hotel rooms, telephones, fax machines and e-mail messages may be monitored. Personal possessions in hotel rooms may be searched.

Power outages

Power outages and shortages occur often throughout Russia.

2SLGBTQI+ travellers

Discrimination against 2SLGBTQI+ individuals is common.

2SLGBTQI+ travellers, as well as their friends and families, have been targets of harassment and violence, particularly outside of Moscow.

Travel and your sexual orientation, gender identity, gender expression and sex characteristics

Road safety

Road conditions vary and are often poor outside major cities.

Drivers don’t respect traffic laws and often drive and park on pedestrian areas. Accidents are common. Pedestrians should be particularly careful. In the event of an accident, don’t move the vehicle until the police arrive, even if the car is obstructing traffic.

Drive only during the day.

In winter, road travel can be hazardous due to ice and snow.

Public transportation

When travelling by train, store valuables in a safe place and don’t leave the compartment unattended. Lock the door from the inside.

Most major cities have reliable public transportation including buses, subways or streetcars.

Use only registered taxis and don’t share a taxi with strangers. Foreigners have been victims of assault and robbery when using unregistered taxis.

Book taxis in advance either by phone or through taxi company apps. Avoid flagging down taxis on the street, but if you do, negotiate the price before getting into the taxi.

Marine transportation

Boat accidents are common due to the overloading and poor maintenance of some vessels. Safety standards differ from those in Canada. Exercise caution and common sense when using marine transportation. Don’t board vessels that appear overloaded or unseaworthy.

Finnish authorities have closed border crossings along the land border with Russia. As of December 15, 2023, all land border crossings are closed.

Entry requirements vary depending on the type of passport you use for travel.

Before you travel, check with your transportation company about passport requirements. Its rules on passport validity may be more stringent than the country’s entry rules.

While the Government of Canada issues passports with an “X” gender identifier, it cannot guarantee your entry or transit through other countries. You might face entry restrictions in countries that do not recognize the “X” gender identifier. Before you leave, check with the closest foreign representative for your destination.

You must be submitted your visa request online to the Embassy of the Russian Federation.

Foreign visitors must leave Russia once the visa validity period has ended. To extend a visa, a foreign national must arrange with the territorial units of the migration service authorities prior to the validity end date to start the extension process.

Tourist visa

You need a tourist visa if you are staying at a hotel or other commercial establishment. Ensure that the hotel registers your visa when you check in.

It is best if you book your travel through a travel agency, which will submit a tourist visa application on your behalf. Canadian travel agents work with Russian travel agencies or companies, which act as sponsors for tourist visas.

In cases of expired tourist visas or lost or stolen Canadian passports, only the visa-sponsoring travel agency is authorized to apply for a new tourist visa on your behalf. Extensions are not issued. Holders of expired visas face heavy fines or detention upon departure.

Guest visas

You need a guest visa if you intend to stay in private accommodations. The host must obtain an official invitation (priglashenie) from the nearest Russian visa and passport office (UFMS) and send it to you in Canada. You must then take the invitation, the visa application and your passport to a Russian embassy or consulate to apply for the visa.

Foreign diplomatic missions and consulates in Canada

Business visa

To get a business visa, you need to be sponsored by a Russian individual or organization (the host). It may take up to 3 months for the host to obtain approval for sponsorship from the Ministry of the Interior. Any subsequent change (replacement or extension) to the original visa must be made by the sponsor. A business visa is not a work permit.

You must have a valid visa to be allowed to leave Russia. If your visa expires, your sponsor must apply for an exit visa on your behalf. To avoid problems, including deportation, make sure your visa is valid beyond your intended departure date.

Visa exceptions

Contact your cruise company to find out if you need to apply for a Russian visa before your cruise starts. International cruise passengers may enter Russia at specific port cities without a visa for up to 72 hours. Your cruise ship tour guide must have all the authorizations required for your entry by the Russian authorities. While in Russia, make sure that you’re able to contact your cruise ship tour guide at any time, in case of emergency or any issue with local authorities.

Some Russian international airports have transit areas that allow for visa-free travel through Russia. If you plan to transit through Russia, check with your transportation carrier to see if transit visa exceptions apply to you.

Migration card

You must complete a migration card upon your arrival in Russia. These cards are usually distributed on flights and trains entering Russia or at points of entry, but sometimes they are not available, even at major international airports. Even if that’s the case, you are responsible to find a migration card and fill it out. You must keep and carry part B of the migration card throughout your stay. The card is required for hotel registration.

If the police request to see your migration card, you must comply. You must present it, your passport and your registered visa. You must also present the card to border officials upon departure.

If you hold a multiple-entry visa, you must fill out a new migration card every time you enter Russia.

Loss of this card can result in fines, serious delays or imprisonment at the time of departure.

Registration

All foreign visitors must register their arrival within 72 hours of entering the country (excluding weekends and national holidays). If you have made accommodation arrangements with a hotel for your entire trip, the hotel will take care of registering your stay with the authorities.

Visitors staying in private accommodations must register with the territorial office of the Federal Migration Service. Any Russian citizen with a resident registration (propiska) can register a foreigner staying at their home at a local police station or any post office. A small registration fee may apply. The visitor’s host must be present during the process.

Violation of the rules of migration registration may result in a fine. In some cases, visitors may face expulsion from Russia and a ban from re-entering of up to 5 years. 

Customs declaration form

Upon arrival in Russia, you must fill out a customs declaration form, then go through the red customs line and have the form stamped by a customs official. Without the stamp, any undeclared currency and valuables—including items that could be considered antique—may be confiscated upon departure.

You must declare amounts of currency exceeding US$10,000 at border crossings. You may also have to provide information on the origin of the money and its intended use. Currency exceeding the amount stated on the declaration form will be confiscated if you have not obtained an official bank receipt authorizing the clearance of these sums. The declaration form must be kept until departure.

Upon departure, you must fill out a second customs declaration form and present the two forms to a customs official. You must declare any amount greater than RUB3,000. If you fail to declare, in writing, the amount of currency in your possession, the undeclared currency and valuables may be confiscated and you may be detained and face criminal charges leading to imprisonment.

Special permits and restricted areas

Travel to and residency in several Russian cities and regions is restricted. You must obtain permission from local authorities prior to entering a restricted city or region. Failure to do so may result in arrest, fines and/or deportation. Attach an itinerary to your visa application to avoid delays. Some areas must be specifically indicated in the visa, and you may have to pay an extra fee to include them.

Passport requirements for individuals holding both Canadian and Russian citizenships

If you have dual citizenship, you must enter and leave Russia on a Russian passport.

If your Russian passport expires prior travelling to Russia, Russian authorities in Canada can extend it for entry into Russia only. If the passport expires during your stay in Russia, you must obtain a new one before leaving. Renewing a Russian passport may take several months.

If you enter Russia with a repatriation certificate issued by Russian authorities abroad, you may not be allowed to leave on a Canadian passport. This certificate is only valid for one-way travel into Russia.

Entry ban on vehicles with Russian license plates

In September 2023, the Baltic States (Latvia, Estonia and Lithuania) and Finland announced a ban on vehicles with Russian license plates entering their respective territories. The ban is enforced at the border as a result of existing European Union sanctions on the Russian Federation. Lithuania will allow an exception for travellers able to prove transit to the Russian exclave of Kaliningrad.

Other countries from the EU or the Schengen area have introduced similar bans. You should confirm with local authorities before travelling to the EU or Schengen area.  

Land border with Belarus

Only local residents are allowed to travel by land from Russia to Belarus. This restriction applies to cars, tour buses and trains.

Health entry requirements

If you are planning to remain in Russia for more than 3 months, you must provide a medical certificate of a negative test for HIV infection. The certificate must be valid for 3 months from the date of testing and include:

  • passport details (full name, date of birth, passport number and country of residence)
  • HIV test information (date of test, test results and signatures of the doctor who performed the test and the person examined)
  • the length of your intended stay in Russia

Other tests (such as for tuberculosis and leprosy) may be required for individuals staying in Russia for more than 3 months.

Routine vaccines

Be sure that your  routine vaccinations , as per your province or territory , are up-to-date before travelling, regardless of your destination.

Some of these vaccinations include measles-mumps-rubella (MMR), diphtheria, tetanus, pertussis, polio, varicella (chickenpox), influenza and others.

Pre-travel vaccines and medications

You may be at risk for preventable diseases while travelling in this destination. Talk to a travel health professional about which medications or vaccines may be right for you, based on your destination and itinerary. 

Yellow fever is a disease caused by a flavivirus from the bite of an infected mosquito.

Travellers get vaccinated either because it is required to enter a country or because it is recommended for their protection.

  • There is no risk of yellow fever in this country.

About Yellow Fever

Yellow Fever Vaccination Centres in Canada

There is a risk of hepatitis A in this destination. It is a disease of the liver. People can get hepatitis A if they ingest contaminated food or water, eat foods prepared by an infectious person, or if they have close physical contact (such as oral-anal sex) with an infectious person, although casual contact among people does not spread the virus.

Practise  safe food and water precautions and wash your hands often. Vaccination is recommended for all travellers to areas where hepatitis A is present.

Tick-borne encephalitis (TBE) is a risk in some areas of this destination. It is a viral disease that affects the central nervous system (brain and spinal cord). It is spread to humans by the bite of infected ticks or occasionally when unpasteurized milk products are consumed.

Travellers to areas where TBE is found may be at higher risk  during April to November, and the risk is highest for people who hike or camp in forested areas.

Protect yourself from tick bites . The vaccine is not available in Canada. It may be available in the destination you are travelling to.

Measles is a highly contagious viral disease. It can spread quickly from person to person by direct contact and through droplets in the air.

Anyone who is not protected against measles is at risk of being infected with it when travelling internationally.

Regardless of where you are going, talk to a health care professional before travelling to make sure you are fully protected against measles.

Japanese encephalitis is a viral infection that can cause swelling of the brain.  It is spread to humans through the bite of an infected mosquito. Risk is very low for most travellers. Travellers at relatively higher risk may want to consider vaccination for JE prior to travelling.

Travellers are at higher risk if they will be:

  • travelling long term (e.g. more than 30 days)
  • making multiple trips to endemic areas
  • staying for extended periods in rural areas
  • visiting an area suffering a JE outbreak
  • engaging in activities involving high contact with mosquitos (e.g., entomologists)

  Hepatitis B is a risk in every destination. It is a viral liver disease that is easily transmitted from one person to another through exposure to blood and body fluids containing the hepatitis B virus.  Travellers who may be exposed to blood or other bodily fluids (e.g., through sexual contact, medical treatment, sharing needles, tattooing, acupuncture or occupational exposure) are at higher risk of getting hepatitis B.

Hepatitis B vaccination is recommended for all travellers. Prevent hepatitis B infection by practicing safe sex, only using new and sterile drug equipment, and only getting tattoos and piercings in settings that follow public health regulations and standards.

Coronavirus disease (COVID-19) is an infectious viral disease. It can spread from person to person by direct contact and through droplets in the air.

It is recommended that all eligible travellers complete a COVID-19 vaccine series along with any additional recommended doses in Canada before travelling. Evidence shows that vaccines are very effective at preventing severe illness, hospitalization and death from COVID-19. While vaccination provides better protection against serious illness, you may still be at risk of infection from the virus that causes COVID-19. Anyone who has not completed a vaccine series is at increased risk of being infected with the virus that causes COVID-19 and is at greater risk for severe disease when travelling internationally.

Before travelling, verify your destination’s COVID-19 vaccination entry/exit requirements. Regardless of where you are going, talk to a health care professional before travelling to make sure you are adequately protected against COVID-19.

 The best way to protect yourself from seasonal influenza (flu) is to get vaccinated every year. Get the flu shot at least 2 weeks before travelling.  

 The flu occurs worldwide. 

  •  In the Northern Hemisphere, the flu season usually runs from November to   April.
  •  In the Southern Hemisphere, the flu season usually runs between April and   October.
  •  In the tropics, there is flu activity year round. 

The flu vaccine available in one hemisphere may only offer partial protection against the flu in the other hemisphere.

The flu virus spreads from person to person when they cough or sneeze or by touching objects and surfaces that have been contaminated with the virus. Clean your hands often and wear a mask if you have a fever or respiratory symptoms.

In this destination, rabies is carried by dogs and some wildlife, including bats. Rabies is a deadly disease that spreads to humans primarily through bites or scratches from an infected animal. While travelling, take precautions , including keeping your distance from animals (including free-roaming dogs), and closely supervising children.

If you are bitten or scratched by an animal while travelling, immediately wash the wound with soap and clean water and see a health care professional. Rabies treatment is often available in this destination. 

Before travel, discuss rabies vaccination with a health care professional. It may be recommended for travellers who are at high risk of exposure (e.g., occupational risk such as veterinarians and wildlife workers, children, adventure travellers and spelunkers, and others in close contact with animals). 

Safe food and water precautions

Many illnesses can be caused by eating food or drinking beverages contaminated by bacteria, parasites, toxins, or viruses, or by swimming or bathing in contaminated water.

  • Avoid getting water into your eyes, mouth or nose when swimming or participating in activities in freshwater (streams, canals, lakes), particularly after flooding or heavy rain. Water may look clean but could still be polluted or contaminated.
  • Avoid inhaling or swallowing water while bathing, showering, or swimming in pools or hot tubs. 

Travellers' diarrhea is the most common illness affecting travellers. It is spread from eating or drinking contaminated food or water.

Risk of developing travellers' diarrhea increases when travelling in regions with poor standards of hygiene and sanitation. Practise safe food and water precautions.

The most important treatment for travellers' diarrhea is rehydration (drinking lots of fluids). Carry oral rehydration salts when travelling.

Insect bite prevention

Many diseases are spread by the bites of infected insects such as mosquitoes, ticks, fleas or flies. When travelling to areas where infected insects may be present:

  • Use insect repellent (bug spray) on exposed skin
  • Cover up with light-coloured, loose clothes made of tightly woven materials such as nylon or polyester
  • Minimize exposure to insects
  • Use mosquito netting when sleeping outdoors or in buildings that are not fully enclosed

Crimean-Congo haemorrhagic fever is a viral disease that can cause fever, pain and bleeding under the skin.  In some cases, it can be fatal.  It spreads to humans through contact with infected animal blood or tissues, or from the bite of an infected tick.  Risk is generally low for most travellers.  Protect yourself from tick bites and avoid animals, particularly livestock.  There is no vaccine available for Crimean-Congo haemorrhagic fever.

Animal precautions

Some infections, such as rabies and influenza, can be shared between humans and animals. Certain types of activities may increase your chance of contact with animals, such as travelling in rural or forested areas, camping, hiking, and visiting wet markets (places where live animals are slaughtered and sold) or caves.

Travellers are cautioned to avoid contact with animals, including dogs, livestock (pigs, cows), monkeys, snakes, rodents, birds, and bats, and to avoid eating undercooked wild game.

Closely supervise children, as they are more likely to come in contact with animals.

Human cases of avian influenza have been reported in this destination. Avian influenza   is a viral infection that can spread quickly and easily among birds and in rare cases it can infect mammals, including people. The risk is low for most travellers.

Avoid contact with birds, including wild, farm, and backyard birds (alive or dead) and surfaces that may have bird droppings on them. Ensure all poultry dishes, including eggs and wild game, are properly cooked.

Travellers with a higher risk of exposure include those: 

  • visiting live bird/animal markets or poultry farms
  • working with poultry (such as chickens, turkeys, domestic ducks)
  • hunting, de-feathering, field dressing and butchering wild birds and wild mammals
  • working with wild birds for activities such as research, conservation, or rehabilitation
  • working with wild mammals, especially those that eat wild birds (e.g., foxes)

All eligible people are encouraged to get the seasonal influenza shot, which will protect them against human influenza viruses. While the seasonal influenza shot does not prevent infection with avian influenza, it can reduce the chance of getting sick with human and avian influenza viruses at the same time.

Person-to-person infections

Stay home if you’re sick and practise proper cough and sneeze etiquette , which includes coughing or sneezing into a tissue or the bend of your arm, not your hand. Reduce your risk of colds, the flu and other illnesses by:

  •   washing your hands often
  • avoiding or limiting the amount of time spent in closed spaces, crowded places, or at large-scale events (concerts, sporting events, rallies)
  • avoiding close physical contact with people who may be showing symptoms of illness 

Sexually transmitted infections (STIs) , HIV , and mpox are spread through blood and bodily fluids; use condoms, practise safe sex, and limit your number of sexual partners. Check with your local public health authority pre-travel to determine your eligibility for mpox vaccine.  

Tuberculosis is an infection caused by bacteria and usually affects the lungs.

For most travellers the risk of tuberculosis is low.

Travellers who may be at high risk while travelling in regions with risk of tuberculosis should discuss pre- and post-travel options with a health care professional.

High-risk travellers include those visiting or working in prisons, refugee camps, homeless shelters, or hospitals, or travellers visiting friends and relatives.

Medical services and facilities

Good health care is only available in major cities. Quality of care varies greatly throughout the country. A few quality facilities exist in larger cities and usually require cash payment upon admission. Medical evacuation, which can be very expensive, may be necessary in the event of serious illness or injury.

Make sure you get travel insurance that includes coverage for medical evacuation and hospital stays.

Travel health and safety

The decision to travel is the sole responsibility of the traveller. The traveller is also responsible for his or her own personal safety.

Be prepared. Do not expect medical services to be the same as in Canada. Pack a   travel health kit , especially if you will be travelling away from major city centres.

You must abide by local laws.

Identification

Authorities frequently perform random identity checks in public places.

You must carry the following identification documents at all times:

  • a valid passport with 2 blank pages for stamps
  • a valid Russian visa
  • an migration card
  • a stamped registration notification

You may be fined or detained for failing to provide proper documentation to Russian authorities.

Only the special police of the Federal Migration Bureau have the authority to arrest, detain and impose fines on improperly documented foreigners. If you are stopped in the street and requested to pay a fine, ask to see the officer’s name and identification and to contact the Embassy of Canada to Russia in Moscow.

Penalties for possession, use or trafficking of illegal drugs are severe. Convicted offenders can expect jail sentences and heavy fines.

Drugs, alcohol and travel

Minors participating in demonstrations

It is illegal for minors (those under 18) to participate in unauthorized protests. Adults who involve minors in such protests could face up to 15 days in jail and fines of up to RUB1 million.

Although the laws of Russia do not prohibit homosexual activity, Russian federal law prohibits public actions that are described as promoting homosexuality and “non-traditional sexual relations.”

Public actions that contravene or appear to contravene this law may lead to arrest, a fine and deportation. Examples of such actions include dissemination of information (for example, through public statements) and public displays of affection. Same sex marriage is not recognized in Russia. Homosexuality isn’t socially accepted.

Dual citizenship

Dual citizenship is not legally recognized in Russia.

If local authorities consider you a citizen of Russia, they may refuse to grant you access to Canadian consular services. This will prevent us from providing you with those services.

If you are also a Russian citizen and reside in Russia or hold permanent residency status in another country, you must declare this citizenship or residency status to your local migration office.

You may also be subject to certain legal obligations, including military service. You may be detained, imprisoned, or fined larges sums if you try to avoid military service. Seek advice from the nearest Russian embassy or consulate before travelling to Russia, or consult official sources from the Government of the Russian Federation.

International Child Abduction

The Hague Convention on the Civil Aspects of International Child Abduction is an international treaty. It can help parents with the return of children who have been removed to or retained in certain countries in violation of custody rights. It does not apply between Canada and Russia.

If your child was wrongfully taken to, or is being held in Russia by an abducting parent:

  • act as quickly as you can
  • consult a lawyer in Canada and in Russia to explore all the legal options for the return of your child
  • report the situation to the nearest Canadian government office abroad or to the Vulnerable Children’s Consular Unit at Global Affairs Canada by calling the Emergency Watch and Response Centre.

If your child was removed from a country other than Canada, consult a lawyer to determine if The Hague Convention applies.

Be aware that Canadian consular officials cannot interfere in private legal matters or in another country’s judicial affairs.

Religious activity

Religious activity is heavily regulated in Russia. If you plan to engage in religious activity, such as missionary work, make sure you are not inadvertently violating local laws.

You should carry an international driving permit.

International Driving Permit

You may drive with a Canadian driver’s licence if you carry it and a Russian translation. You must obtain a local permit if staying longer than 6 months.

The legal blood alcohol content limit is significantly lower than in Canada. Those found guilty of drinking and driving can expect heavy fines, suspension of their driving permit and immediate detention. Repeat offenders may face prison sentences.

The traffic police can impose fines on drivers for traffic violations. They can conduct identity checks on pedestrians, but they are not authorized to impose fines. The same is true of police in the underground metro systems.

Russia has very strict rules on the importation of medication. Certain prescription and over-the-counter drugs that are common in Canada may be prohibited, and large quantities of any medicine will be scrutinized.

If you are travelling with medication, even over-the-counter medication, you must have a doctor’s note translated to Russian confirming that you need the medication. Contact the Embassy of the Russian Federation for up-to-date information.

Imports and exports

The importation and use of electronic equipment are strictly controlled. Foreigners have faced charges of espionage for possessing improperly certified GPS devices, such as those used for geological mapping.

You must obtain a certificate from the Ministry of Culture to export items that appear old (prior to 1945) or may have cultural value. Customs officials may conduct thorough baggage searches and can arrest you if you don’t have the necessary certificate.

Contact the nearest Russian embassy or consulate, or consult the Federal Customs Service prior to departure for up-to-date information on customs requirements.

The currency of Russia is the Russian ruble (RUB).

It is illegal to pay for goods and services in foreign currency. You can exchange U.S. dollars at any exchange counter. Carry new, crisp bills; well-worn or used U.S. banknotes may not be accepted. ATMs are common in main cities. ATMs will accept cards with 4-digit pin numbers, but you may experience problems with cards with 5- or 6-digit pin codes. In major cities, you can usually exchange Euros and U.S. dollars at various banks.

Forest fires

Forest fires are common between July and September, particularly in Siberia. The air quality in areas near active fires may deteriorate due to heavy smoke.

In case of a major fire:

  • stay away from the affected area, particularly if you suffer from respiratory ailments
  • follow the instructions of local emergency services
  • monitor local media for up-to-date information on the situation

Seismic activity

Parts of Russia, such as Chechnya, the Kamchatka Peninsula and the Kuril Islands, are prone to seismic or volcanic activity.
