Peekskill’s next frontier: Will tour boats make it a port of call?

PEEKSKILL — The Evening Star, the only dedicated tour boat serving this city, churned along the Hudson River as the sun sank.

The scene aboard the motorized craft, which runs daily cruises including to just past the Bear Mountain Bridge, reminded passenger Beige Smith of water tours around the Statue of Liberty with her husband, before they moved to Pleasantville where they're now raising a family.  

But finding a river cruise in Westchester wasn’t nearly so easy.

“This one was like the only one we really could find that was around here,” she said. “It’s so beautiful along the riverfront — there are so many towns that really don’t take advantage of their waterfront as much as they could.”

However, more river boats may be coming in the near future to this city of nearly 25,000 residents in northern Westchester, from a 207-foot-long restored steamship to a modern tour boat from Manhattan.

Water tourism is something several Peekskill officials and a prominent developer see as the next frontier for the city’s revitalization, which has focused on a burgeoning restaurant scene, nightlife and hundreds of new apartments.

It’s not just Peekskill — potential for tour boats might shift Westchester’s connection to the Hudson River. Already, Yonkers has become a stop for touts of historic sailing vessels. In August, a Dutch replica of the Kalmar Nyckel, a 141-foot sailing vessel, docked for a weekend and a replica of the Amistad is expected to arrive for 3 to 4 days this month, city spokeswoman Christina Gilmartin said. 

"We believe by bringing the waterfront back to the residents through thoughtful developments and events," Gilmartin said, "Yonkers will continue to attract tour boats and other initiatives."

Build a new pier

Key to drawing a range of tour boats to Peekskill will be Fleischmann Pier, which juts out from Charles Point Park in the city's south end.

The problem: It’s in the wrong place to accommodate various boat sizes.

So Peekskill has applied for a $2 million grant for pier reconstruction and relocation. The city would cover an additional $650,000.

“We’re all ready to go out to build,” said city planning director Jean Friedman, who estimated construction could take two years.

A rebuilt 487-foot-long pier would be moved 25 to 34 feet north, to deeper water. A 16-foot-wide boarding ramp would be added to accommodate large vessels. Gangways for passengers would be Americans with Disability Act-compliant.

“It is anticipated that boats up to about 200 feet long will be able to dock at the end of the pier, and that a smaller boat could dock,” according to the city’s permit application for the project.

Also planned near the pier are three floating docks — short-term moorings for smaller boats — and a canoe and kayak ramp.

“It definitely adds to the tourism potential,” Friedman said of the pier project. “We’ve had interest from a number of tour boat companies.”

Manhattan to Peekskill?

Friedman said one possible tour boat service to seek for a Peekskill is New York City-based Circle Line Sightseeing Cruises.

Its motorized tour boats focus largely on voyages around Manhattan. But it also offers cruises to Bear Mountain — passing by Peekskill — on weekends and sometimes Mondays, from Sept. 21 through Nov. 10. It leaves from Manhattan’s Pier 83 and takes two to two and a half hours to reach Bear Mountain.

“We’ll take a look at it,” Gus Markou, president and chief executive of New York Cruise Lines, which runs Circle Line, said of any formal proposal for a run that visits Peekskill.

Markou’s boats do more than 4,000 trips a year. He said Circle Line sometimes does three or four trips annually out of Yonkers.

“We’d like to come more often north into the Hudson Valley,” he said.

Vintage steamer could arrive

Another possibility is audacious: What if a three-decked steamship that’s on the National Register of Historic Places made Peekskill a port of call?

Fundraising is ongoing to restore the S.S. Columbia, built in 1902, and move her from Buffalo to New York City, where the ship would focus on trips into the Hudson Valley.

“Peekskill, for us, is a really great stop,” said Ann Loeding, the S.S. Columbia restoration’s executive director. “It’s only a few hours up the river, the train station is right there, so it gives potential passengers options.

“It’s basically like a perfect day trip for people coming out of the city,” Loeding said.

Constructed near Detroit, the Columbia was originally designed to carry up to 3,200 passengers, according to a website dedicated to the ship. She even had a ballroom dance floor.

If Columbia comes, it would mark something of a return to the past.

In the 19th century, docks and piers were built all over Peekskill's bay, as a railroad was built to take materials and manufactured goods to the city's ports. In the early 20th century, passenger steamboats operated as a means of getting around. But tastes and technology changed and other transportation supplanted steamers.

Now, tourism may bring some of the old.

Peekskill's pitch as a port

The Columbia restoration’s planners studied various Hudson River locales for parking availability, public transportation, places people can walk to easily, and proximity of hotels and other lodging.

In Peekskill, a parking lot surrounded by a park is already in place where the new Fleichmann Pier would go. The parking lot connects to the popular north-south walking trail that runs nearly the length of the city riverfront and is dotted with parks, sculpture, the train station and its restaurant scene.

Cross the road out of the pier’s parking area, bear right, and there’s a 76-room Holiday Inn Express & Suites on John Walsh Boulevard.

The pier’s design will also prove crucial if the city wants Columbia.

“I would hate to see them spend a lot of money and then all of a sudden we can’t actually get there,” Loeding said.

Friedman, the city’s planning director, said construction documents for the pier include various provisions for the steamship to dock.

Loeding said Yonkers is potentially the only other Westchester place with pier capacity to host the steamship.

Sunset cruises and more

For now, the Evening Star awaits.

Operated by Trinity Cruise Company in Peekskill since 2011, the vessel, a former U.S. Coast Guard buoy tender, does as many as four tours a day during the week, from a 1 p.m. sightseeing expedition to a one-hour ride at 4 p.m., to a 6 p.m. sunset cruise.

Tickets range from $10 for children and $15 for adults for the one-hour trip to $14/$24 for a fall foliage cruise, to a $43 brunch-with-mimosas cruise and a $50 wine tasting cruise.

There are also tours set to music from a given era.

Smith and her husband, who used to do tours around New York Harbor and the Statue of Liberty when they lived in Astoria, had recently done their first tour on Evening Star as Pleasantville residents.

“And we loved it so much,” she said, “that we decided to bring our daughter for a boat ride.”

On the most recent cruise, the three were among about 30 passengers who gazed at the sites — historic homes on shore, staring up at the Bear Mountain Bridge from below, seeing the sun melt into the horizon.

Smith said setting out on a tour boat from Peekskill wouldn’t have occurred to her several years ago, when she was attending medical school in Valhalla. In those days, the city had not yet undergone redevelopment of its riverfront.

“It’s changed so much, it’s so lovely,” she said. “It gives more of an opportunity to find things to do as a family.”

Compared to escalating prices for boat tours in New York City, she said, the one from Peekskill suits families in another way.

“It doesn’t break the bank,” she said.

Historic Hudson River Towns

The glorious views of the Hudson Highlands from the City of Peekskill emphasize its strong relationship with the history of the nation.

George Washington considered the area a strategic key to the defense of the nation. He established headquarters at the Birdsall House and there, against his better judgment, signed Benedict Arnold's command of West Point.

Peekskill was razed twice by the British during the Revolutionary War, and some of the notable sites from that period can still be identified today.

From the late 1600s, when Jan Peeck established a trading post on Annsville Creek, Peekskill relied on the Hudson River for its business needs. During the 19th century, the city became a manufacturing center for stoves, plows, hats, and other iron and clothing products.

Boats of all descriptions stopped for passengers and cargo as they plied the river from New York to Albany. There are several locations in Peekskill thought to have been associated with the Underground Railroad.

Now in the midst of revitalization, with emphasis shifting to the arts, technology, and our Hudson River waterfront, Peekskill is fortunate to have reclaimed and retained much of the architecture and open space that defined its elegant past.

An Artists' District, a Business Improvement District, and renovation of several sizable buildings are breathing new life into our historic downtown. Pleasant restaurants, galleries, boutique shopping, and a weekly farmers' market entice residents and visitors. The Paramount Center for the Arts provides headline live entertainment and art movies for the entire region.

National Register Historic Districts Peekskill is home to two National Register Historic Districts: The commercial downtown area and the residential Fort Hill neighborhood just north of Main Street. Both districts have many intact 19th century buildings with various architectural styles that can be viewed on a walk through the neighborhoods.

Hudson River Kayaking Atlantic Kayak Tours, the largest sea-kayaking company in the tri-state area, paddles along the Hudson River from New York City to Albany, with several launches that are accessible by train from the Peekskill area. The staff is talented and friendly and the equipment is first rate. There is nothing like the experience of actually paddling on the Hudson River.

Birdsall House Plaque Although a group of activists wanted to preserve the Birsdsall House because of its use as a headquarters by General Washington during the War of Independence, it was razed in 1853 because it was an obstruction on Main (or North) Street. The tablet was installed in 1931 by the Friendly Town Association, on the south side of Main Street, near the corner of Division Street.

Lincoln Depot Museum Address: 10 South Water Street Phone: (914) 402-4318 The Lincoln Depot Museum is a restored 3,000-square foot 19th Century freight and passenger rail depot where President-elect Abraham Lincoln stopped to greet Westchester residents on February 19, 1861 during his inaugural train ride between Springfield, IL and Washington, DC. The museum’s theme, “New York and Abraham Lincoln: The Indispensable Relationship,” shows the impact of Lincoln to Peekskill and the Hudson Valley region and especially to New York as a whole. Through an outstanding collection of period artifacts, the museum details the importance of New York to Lincoln’s success and New York’s contribution to the Civil War. It is the only such museum in the entire State of New York and has gained national attention and interest.

The Peekskill Business Improvement District (BID) The Peekskill Business Improvement District (BID) was established in 1996 to develop, organize and sponsor programs and promote Peekskill's vibrant commercial business district. The BID holds various events throughout the year.

Open Saturdays, 2 - 4 p.m. from June - October, and by appointment.
