International Travel

Consistent with UNC System guidance, University-related international travel requires prior approval. Travelers should familiarize themselves with conditions in destination countries:

  • U.S. State Department – Travel Advisories: Travel Advisories (state.gov)
  • CDC Travel Health Notices: Travel Health Notices | Travelers’ Health | CDC

Approval is required only for university-related travel, not personal travel.

Personal travel is:

  • travel for reasons not associated with employment or education abroad activities with the university
  • travel before or after university related business travel or education abroad programs for visiting friends or family, independent cultural exploration and sightseeing, volunteer opportunities, or other interests.

International Travel Approval forms will be returned if they are incomplete, including box #4 for advancement of the university’s mission, and a signature for the Assumption of Risk.

Request Approval for University-Related International Travel

Faculty, staff and post-doc travel, 1. download and complete the international travel approval form ., 2. obtain designated approver signature on the international travel approval form..

  • Designated approvers include Deans, Department Chairs, Division Chiefs, Center and Area Directors

3. Upload the approved International Travel Approval form into Concur.

* complete these additional steps if you are faculty or staff traveling with undergraduate students:.

  • Register your group of students in the HeelsAbroad portal .
  • Complete required  Faculty Program Director Health & Safety training in Carolina Talent .

If you are traveling to a Level 1 or Level 2 country and your designated approver has approved, YOUR TRAVEL IS APPROVED. Upload your form into Concur and proceed with your travel planning.

If you are traveling to a Level 3 or Level 4 country and your designated approver has approved, your request will be reviewed in Concur by the Office of the Vice Provost for Global Affairs. Once you see an approval in Concur, your travel is approved.

Graduate Student Research Travel

1. obtain approval from your advisor.

Have your advisor complete the  Advisor Approval Form.

2. Submit requests through Rapid Admin Service Request (RASR).

Under the Graduate School tab, under Travel , select “Graduate Student Request for International Travel.”

In RASR, international travel must be approved by the graduate student’s:

  • Department chair or director of graduate studies
  • Appropriate senior administrator (school dean or dean’s designee, typically a senior associate dean)

By approving the request, the dean or senior administrator is affirming that they have determined that the articulated benefits to the University outweigh the risks associated with the travel.

You may follow the approval process of your request in RASR under the MY RASR Form Submission (blue tab).

Travel to Level 3 and Level 4 destinations often requires additional time. Please email Jill Wilhelm if you have questions.

School of Medicine: Faculty, Staff, and Post-Doc Travel

2. obtain designated approver signature on the international travel approval form..

School of Medicine: Medical Student, Resident & Fellow Travel

1. som approval.

Complete the School of Medicine International Travel Approval form and obtain approval from the appropriate School of Medicine official. The form must be signed before uploading it to RASR.

  • Approver for medical students is the Dr. Alice Chuang, Associate Dean for Student Affairs.
  • Approver for residents and fellows is the Dr. Kerry Thomas, Designated Institutional Official.

By approving the request, the Associate Dean or DIO has determined that the articulated benefits to the University outweigh the risks associated with the travel.

2. Submit approved request through Rapid Admin Service Request (RASR).

Study abroad programs.

UNC-Chapel Hill is successfully administering study abroad programs through the Study Abroad Office and Kenan-Flagler Business School.

Students participating in a UNC study abroad program do not need to submit an individual request for a travel exception. For study abroad, approval is sought and granted for the program, and all student participants in the program are covered.

Faculty and staff traveling with students on an approved study abroad trip must submit the International Travel Approval form and have their travel approved in Concur, as outlined in the Faculty, Staff, Post-Doc travel section above. All faculty and staff leading study abroad programs are also required to complete an online health & safety training prior to departure.

Undergraduate international travel outside study abroad

All travel will be reviewed for academic merit and risk and must be approved by the provost before any funding may be released or travel proceeds. Travel will only be approved to countries with a U.S. Department of State Level 1 or 2 Travel Advisory.

Students Traveling Independently

Undergraduate students may initiate a request for approval of their independent education abroad activities through the HeelsAbroad portal administered by the Study Abroad Office: https://go.unc.edu/independent-edabroad . A complete request for approval must be submitted no later than 45 days prior to the student’s departure date.

Students Traveling with UNC Faculty/Staff

Students who plan to travel internationally with two or more students and a faculty or staff member on not-for-credit experiences must register their travel after their faculty leaders have received notification of approval. The Study Abroad Office will contact students directly with more information about how to register.

Other Travel

At this time, no exception process exists for other categories of travel. Please email Jill Wilhelm at [email protected] .

Deans and other designated officials weighing whether the benefits to UNC-Chapel Hill of the proposed travel outweigh the risks should review International Travel Guidance (updated May 11, 2023).

International Health and Evacuation Insurance

Students, faculty, and staff are required to have international health insurance coverage when traveling abroad on University-affiliated business.

After approval and prior to travel, please contact Janet Hoernke in  Risk Management Services and Mission Continuity (+1.919.962.6681; [email protected] ) to be enrolled in the required Travel and Study Abroad insurance . A copy of your International Travel Approval form will be needed. (Students on education abroad programs will be automatically enrolled by their school/college administrator.)

Students and faculty/staff leading study abroad programs are authorized to access the UNC System group GeoBlue insurance policy for personal travel for up to 30 combined days before or after university-related travel.

Currently, the restrictions and special procedures regarding University-affiliated travel as described above supersede the provisions outlined in the legacy Policy Concerning Global Study, Travel and Research.

Office of State Budget and Management (OSBM) Budget Manual

As a State agency, UNC Chapel Hill is subject to the Office of State Budget and Management’s (OSBM) policies.

  • 5.2.29 Authorization for Out-of-Country Travel (for employees): All out-of-country travel must be authorized by the agency [university] head or such department official designated by him or her.
  • 5.5 Travel Policies for Non-State Employees [non-employees (5.5.1) and post-secondary students (student employees and non-employee students) (5.5.2)]:  Traveling on state business whose expenses are paid by the State are subject to state regulations.

This policy was created to ensure compliance with state and University regulations; establish guidelines for approval, control and accounting for employees and others who travel on University business; and ensure fairness for both the traveler and the University.

Policy on Export Controls

If you are traveling outside the country, sending items overseas, inviting a visiting scholar to your lab on campus, or related activities, then export control regulations likely apply. Export controls are federal laws that govern the transfer of items, materials, equipment, commodities, biologics, software, encryption, and/or technical information to foreign nationals, wherever located. Many University activities fall under these very comprehensive regulations, and violations of these laws carry both individual liability and significant penalties.

Emergency Communications

Carolina faculty, staff and students who experience an emergency while traveling abroad on University business should contact UNC Police at +1.919.962.8100 .

UNC Police is first in the chain of response. Students should ask UNC Police to contact the dean of students on call to find the appropriate resources for assistance. UNC Police will assist faculty and staff with identifying a human resources administrator or Employee Assistance Program officer who can help coordinate support.

For emergency evacuation and other 24/7 health insurance assistance, call GeoBlue collect from outside the U.S. at +1.610.254.8771, toll free within the U.S. at +1.844.268.2686, or via email at [email protected] . In an emergency, seek appropriate medical care immediately, and then call GeoBlue. Insurance coverage must be purchased in advance of travel.

Office of Business and Finance

How to be reimbursed for work related travel expenses.

Travel reimbursements and arrangements are managed by the UNC Travel Office. The  UNC Travel Guide  provides an overview of processes for most University business travel. For detailed information and guidance on booking travel, submitting travel reimbursements, using the Concur Travel system, understanding university policy, and more, please visit the Travel Office Web Page .

Concur is the University of North Carolina at Chapel Hill’s software program for pre-travel approval, travel booking and travel and business entertainment expense reimbursements. In addition, purchases made on the new University Travel & Expense (T&E) Card will be reconciled in Concur Expense. All faculty and staff began using Concur for travel on April 27, 2021. Students and Guest Travelers will continue to use CABS, Web Travel and ConnectCarolina until further notice.

Concur Step-by-Step Guide

Concur Quick-Start Guide

Before you access concur, please set up your Concur profile . For staff, please set up your supervisor as your default approver ; for faculty, we would route your file to Associate Dean of Faculty for approval based on the feature of your trip/expense. 

PRE-TRAVEL APPROVAL

  • Submit a travel request on Concur for all overnight travels at least 30 days ahead of time.
  • Use a short travel description and your last name as the request header. For example, "ABC Conference 2023_your last name".
  • No travel request for day trips (mileages and/or parking reimbursement only). No per-diems for day trips.
  • No travel request for none-travel related expenses (membership dues, business meals, etc) but the expense report would be routed to the supervisor for approval.

BOOKING TRAVEL

Ground travel  | vehicles.

  • The University encourages using a state-owned vehicle or vehicle leased through a state contract. If a vehicle is not available, travelers should use the least expensive method of transportation available to meet their business needs.
  • Rental vehicles should be reserved through the State's contract with  EHI.
  • Reservations may be made online, via   Concur Travel , or directly with the agents at World Travel by email  [email protected]  or by phone at 877-602-4950.
  • Rental vehicles can also be booked directly with Enterprise outside of Concur. Book with code NC53E02 to get university rate.
  • Charge to T&E Card or university direct bill if you don't have a T&E card or pay out of pocket.
  • If a personal vehicle is used, see the Travel Allowances, Mileage and Per Diem Rates web page for mileage reimbursement rates.
  • Save gas receipts (rental vehicles only) and parking receipts (personal and rental vehicles) for reconciliation of T&E Card expenses or reimbursement.

REGISTRATION |   Conferences and Continued Learning

  • Charge to T&E Card or departmental P-Card.
  • Optional activities not included in conference registration are NOT reimbursable.

LODGING | Hotels

  • May only be booked if location is +35 miles from traveler's home.
  • Travelers are encouraged to take advantage of negotiated lodging rates, when available. If the traveler does not have access to negotiated lodging rates, they are encouraged to book online via Concur Travel or directly with the agents at World Travel, Inc.
  • Book on T&E Card or personal credit card. Check with the business office for direct billing whenever possible.
  • Guidance on allowable rates, including high-cost cities, can be found in Procedure 1502.1.
  • Save itemized receipt “Folio” and submit when trip is completed.

LODGING |   Third Party Vendors (e.g., Airbnb, VRBO)

  • Requires pre-travel authorization.
  • Once approved, the traveler is responsible for booking accommodation and signing the lease.

AUTHORIZED TRAVEL AGENCY

  • World Travel, Inc. supports all travel reservations made online via Concur Travel as well as reservations made directly with their designated team of agents.

REIMBURSEMENTS

  • Submit reimbursements within 30 days of completing trip. All travel should be booked using a T&E card, if available, or booking & reimbursements will be processed through the Concur Travel system . Contact the Business Office for help using this system.
  • Effective for travel beginning March 1, 2023, the University will now utilize the per rates set by the US General Services Administration (GSA), US Department of State and Department of Defense as applicable. Here is the instuction of alow to apply the Travel allowance in your expense report on Concur. 
  • Keep all other trip or business-related receipts, including out-of-pocket expenses.
  • Lost receipts can only be reimbursed up to $20 with explanation memo or lost receipt affidavit.
  • Submit conference agenda, if applicable, with reimbursement request to ensure refund approval.

Reimbursement cutoff:

To comply with IRS rules, the University will begin to enforce a firm cutoff for how long employees are able to request reimbursement for business expenses, including travel. These changes will go into effect January 1, 2024.

  • Requests must be submitted within 60 days of the trip end date to be eligible for reimbursement and for the reimbursement to be non-taxable.
  • Requests submitted after 60 days will be reimbursed but may be taxable.
  • Requests submitted 180 days or more after the expense is incurred will not be reimbursed.

PERSONAL MILEAGE LIMITS

Effective for travel which begins on or after Monday, Dec. 11, 2023 , the University has updated Procedure 1501.4 on Ground Transportation Expenses including Mileage Rates . When driving a personal vehicle for business purposes, mileage will be reimbursed as follows:

  • Mileage up to 350 miles (round-trip) will be reimbursed at the full IRS rate.
  • Mileage which exceeds 350 miles (round-trip) will be reimbursed at the full IRS rate for the first 350 miles and reimbursed at 50 percent (50%) of the full IRS rate for all miles over 350.
  • Mileage which exceeds 750 miles (round-trip) will require that the traveler provide a comparable round-trip, economy class airfare ticket quote from Concur or World Tarvel, Inc. obtained at least 21 days prior to the trip. 
  • If the airfare cost is more economical than the mileage reimbursement, the traveler will only be reimbursed up to the cost of the airfare ticket. 
  • Exceptions may apply if there is a valid business need to drive to a destination instead of flying.
  • Mileage reimbursements for Data Collectors will be reimbursed at the full IRS rate, regardless of the number of miles driven.

When entering mileage on a Travel Request in Concur, travelers should enter their round-trip mileage as one expense. This will allow the system to notify them of the reimbursement changes listed above. Further guidance on submitting mileage expenses for reimbursement will be provided in the coming weeks. COMBINING UNIVERSITY BUSINESS TRAVEL WITH PERSONAL TRAVEL

Extended Trips for Personal Days of Travel or Additional Destinations: The process will be the same:

  • Obtain a quote from Concur Travel/World Travel for your trip as if you were simply traveling for your business dates/destinations of travel.  This documentation will need to be maintained and included with your Expense Report in Concur.
  • Obtain the cost from Concur Travel/World Travel for your desired itinerary.  If the desired itinerary is the same price or is less expensive, you’re all set!  If the desired itinerary is more expensive, however, then you will be responsible for the difference in price from the quote obtained above.
  • Any difference in price which is owed to the university will be repaid during the Expense Report process in Concur.

Airfare Which Includes Non-University Travelers :

  • Please contact World Travel directly at 877-602-4950 or via email at [email protected] .  They will book all travelers together and be able to process separate forms of payment for the non-UNC travelers.
  • When reserving lodging for a trip which includes non-university travelers , you may be interested in booking larger or alternative lodging to accommodate the number of travelers.  The University is only responsible for the cost of lodging at a single-occupancy rate.  Similar to the airfare requirements above, you will need to obtain a cost comparison at the time of booking showing the cost of equivalent, single-occupancy lodging.  Any difference in cost for larger or alternative accommodations will be the responsibility of the traveler.
  • On the Request Header in Concur , please be sure to answer Yes if the trip includes personal travel and provide the dates of personal travel as well. 

The University should not incur any increase in cost for travel which combines University Business Travel with Personal Travel.  Please be sure to only request reimbursement for your Business Travel expenses on the Expense Report in Concur .  If expenses are paid on your T&E Card which need to be repaid in part or in whole, you will utilize the “Non-reimbursable/Personal” expense type to reconcile these transactions.

INTERNATIONAL TRAVEL

All the international travel need to be approved by the Dean, please fill the International Travel Approval Form and attach it to your travel request on Concur. Health insurance is  required  for international travel. For any questions, please contact Janet Hoernke [email protected] from the Risk Management Team. Please fill in the  Insurance Roster  as much as you could, email it with your Dean approved form to Su Dong [email protected] . The Business Office will submit the forms to the Risk Management team, you will get notifications from them soon.

TRAVEL FOR STUDENTS, FELLOWS, GUESTS OR JOB CANDIDATES

Use  Paying for Travel Expenses by Traveler Type  chart to determine which form of payment should be used based on the expense type and the person traveling on behalf of the University. Travel and Expense (T&E) Cards may only be used to pay for the accountholder’s travel expenses; except in limited circumstances for student as noted in the chart. Students should fill the  Travel Form for Student   after their travel, the staff can submit the travel form to the ticketing system for the students.

Pharmacology travel policy.

Please note: We are updating travel information on this page due to the change over to using Concur. Updates are still in progress.

Concur is the University of North Carolina at Chapel Hill’s new software program for pre-travel approval, travel booking, and travel and business entertainment expense reimbursements. In addition, purchases made on the new University Travel & Expense (T&E) Card will be reconciled in Concur Expense. All Faculty and Staff will begin using Concur for Travel beginning April 27, 2021. Students and Guest Travelers will continue to use CABS, Web Travel, and ConnectCarolina until further notice.

We have established a shared email address for all travel-related questions and requests. Please email  [email protected]  for all travel correspondence.

For Students and guests

Students and guests will continue to use the same Web Travel/CABS request system.

  • Obtain pre-authorization from the department/unit in advance of booking travel.
  • Work with department/unit business office to book airfare through a University’s  Authorized Travel Agency , World Travel, Inc. Payment will be direct billed through CABS (Central Airfare Billing System). See  Airfare-Direct Billing for details.
  • Submit expense reports for internal departments/units approvals within 30 days of trip return and respond promptly to requests for details and documentation.

For Faculty, Staff and Postdocs

  • Prior Authorization: Obtain pre-travel approval by submitting a Concur Request for all travel which includes airfare, lodging, and/or meal per diem. The established naming convention for all travel requests is: “Name of Location_Purpose of Travel” Example: Vanderbilt University_Invited Talk or Waynesboro Virginia_MAMP Conference
  • Booking & Payment: Utilize the  Concur Travel  booking tool or contact the University’s  Authorized Travel Agency  to book airfare.
  • T&E Card Account holders will make payment on their T&E Card. Non-T&E cardholders will utilize the University’s direct bill payment method.

*T&E cardholders do not book any travel on a personal credit card and expect reimbursement. For now (August 2021), non-T&E cardholders will pay out of pocket for everything other than airfare and registration and be reimbursed by submitting an Expense Report in Concur.

  • Conference Registration fees and Professional Business-Related Membership Dues may be paid on the T&E Card. Non-T&E Cardholders should use their P-Card.

*T&E cardholders do not book any travel on a personal credit card and expect reimbursement.

  • Non-Hotel Lodging Authorization Request Form
  • Do not use the T&E card to pay for your meals while traveling. The T&E card is only allowed to pay for meals associated with business entertainment expenses (involving at least one other person, and in that case it is processed separately in Concur and is not considered a travel expense).
  • Reimbursement: Submit expense reports for approval in Concur Expense; reports may be submitted through the web-based version of Concur or through the Concur Mobile App.

If a Business Entertainment Expense is paid for out of pocket , the reimbursement request should be submitted on an Expense Report in Concur.  If taxes were included in the purchase, they must be removed from the reimbursement request.

Everyone To Know Before They Go

The University traveler is responsible for

  • Faculty and staff should familiarize themselves with how to access and utilize the  Concur
  • UNC-Chapel Hill travel spending policies.
  • Travel status begin and end times, including times when a trip mixes business and personal activities.
  • If there are any funding sources or departmental restrictions.
  • Any unapproved expenses will not be paid/reimbursed.
  • Never to use university resources to pay for personal expenses.
  • Keep costs to a minimum while meeting the traveler’s scheduling and business needs.
  • Retain all expense receipts for reimbursement.
  • Report allowable expenses and claim reimbursement in an ethical and responsible manner.
  • Notify the unit/department business office of any unused University resources (i.e., unused prepaid airline tickets, excess travel advance funds).
  • When traveling abroad, please review the UNC Global’s  Preparing for International Travel Page  and enroll in the  Travel Health Insurance program .
  • If traveler is hand carrying or shipping out of the country any research equipment, biological material or non-biological scientific samples, see  Policy on Export Controls  before proceeding.

2024 Fiscal Year-End Closing Dates and Procedures

The purpose of this memorandum is to provide information regarding fiscal year-end procedures and critical campus-wide and statewide due dates for a successful fiscal year-end closing on June 30, 2024.

Please note that these dates will vary compared to previous fiscal year-ends. It is imperative that all appropriate invoices, vouchers and transactions are submitted in a timely manner and only crucial and approved future purchases and expenditures are incurred.

As in past years, all fiscal year-end information will also be posted on the 2024 Fiscal Year-End webpage ( go.unc.edu/FYE ). Thank you for your stewardship in managing the University’s resources wisely and effectively.

Processing, Deposit and Payroll Dates

Procurement services and accounts payable dates, accounting services dates, commitment accounting dates, budget, planning and analysis dates, office of university cashier deposit dates, office of sponsored programs deposit dates, development office deposit dates, student accounts dates, payroll dates.

[Note that payroll dates refer to the lockout dates, beginning at noon unless otherwise stated. Departments should allow for sufficient time for approval routing for personnel actions].

Please note that Summer School payments will now follow the monthly payroll schedule. 2024 Summer School Session I will follow the M12 deadlines, and Summer School Session II will follow M01 deadlines.

Other Considerations

Accounts payable considerations.

If the receiving has not been entered into the system, payment cannot be made, and the purchase order will be charged against 2024-2025 budgets. Likewise, if the original vendor invoice is not received, payment cannot be made, and the purchase order will be charged against 2024-2025 budgets. Incomplete documentation may delay your payment request; be certain that the item is fully documented before submitting it for processing.

Accounting Considerations

Cash deficits in institutional trust and special fund accounts must be funded by May 24 through collection of receivables, transfers from other funds or other appropriate methods. Cash deficits may not be carried forward to the new fiscal year without approval of University Controller Manali Bettendorf or Associate Controller Chandrika Rao. If funds from University-related foundations on deposit in other accounts will be used to fund expenditures for fiscal year 2023-2024, the funds transfer request should be submitted by May 24 . If you anticipate a request to carry forward a deficit, please notify University Controller Manali Bettendorf or Associate Controller Chandrika Rao as soon as possible but no later than May 31, 2024.

Is the Trans-Siberian Railway expensive?

Before starting on your Trans-Siberian Railway adventure you naturally want to know what the entire trip will cost. Although this sounds like a simple question, it is pretty difficult to answer. The Trans-Siberian Railway price of travel depends on the following factors:

  • Which travel class do I want to use? The price for a first class ticket is about three times the price of a 3rd class ticket
  • Am I willing to buy the tickets myself and assume responsibility for the organisation of the trip?
  • How many stopovers do I want to make? The more breaks, the higher the total price.
  • What sort of accommodation do I want? Will it be a luxury hotel or will a hostel dormitory be sufficient?
  • What tours and excursions would I like to go on?
  • What is the current exchange rate for rubles?

Basically, everything from a luxury to a budget holiday is available. If you buy yourself a 3rd Class nonstop ticket at the counter, a few hundred Euros will cover the price. All you will experience is a week on the Trans-Siberian train and will see nothing of the cities on the way. There is, however, any amount of room for upward expansion. Everyone makes different choices about which aspects they are willing to spend money on. I personally prefer to save money on accommodation and railcar class, visit as many cities and do as many trips as possible. To enable better classification of your travel expenses I have contrasted two typical traveler types. In the third column you can calculate the total cost of your own journey on the Trans-Siberian Railway. Please keep in mind that these are only rough estimations and not exact prices.

The all-in costs seem fairly high at first. However, they cover everything and it is quite a long journey taking four weeks. Many people forget to consider that when looking at the list. We should also deduct the running costs for food and leisure at home. I think most visitors to this page will classify themselves somewhere between the two categories, that is around the € 2,000 – € 2,500 range. When comparing these prices with other travel packages, you get the impression that it is hardly worthwhile travelling individually on the Trans-Siberian Railway. Please keep in mind that most packages last no more than 14 days and you are herded like cattle through the most beautiful locations.

If you spend less time on the Trans-Siberian Railway you will, of course, pay less. I chose this particular travel length because I prefer not to do things by halves. If you fulfill your dream of travelling on the Trans-Siberian Railway, enjoy it and don’t rush things. But it’s up to you, of course. Try playing around with the form a bit to find the appropriate price for your trip.
