MARCH 2024 STATUS

Currently, the Family Visit Visa also requires CEID verification for adults. This stage comes after the visa number is issued. The application status on Metrash will be “Under Process” with the visa number. On average this is taking 1-2 weeks. Since September, Family Visit Visa applications are being accepted for visitors aged 60 and above . Many recent applicants have already received their visa numbers. Additionally, visit visa extensions of up to 6 months are permitted for spouses and children. Since the first week of October 2023, there has been a delay in approvals for adults . Some applications are taking 3-4 weeks. Applications for family visit visas can be submitted online using the Metrash app. The new Immigration office at Al Duhail is now allowing entry for expatriates who want to make changes to their Visit Visa or Family RP applications or resubmit documents. You can park your car in the basement and proceed to the first floor.

04 December 2023 Update

The Ministry of Interior has clarified the eligibility criteria for Family Visit Visa as follows: 1. Applicant should have a minimum salary of QR 5000 . 2. The profession should be a non-labour category . 3 The applicant should have family accommodation duly accredited by relevant authorities. 4. The visitor must have health insurance . 5. The visitor must be a relative of the applying resident within the allowed degrees of relation.

Please note that the information provided above is not based on any official announcement but rather on the recent experiences of applicants who visited MOI Centers. Individual outcomes may vary depending on various factors.

Health Insurance For Family Visit Visa

Health insurance is now mandatory for a Family Visit Visa. Once your visa is approved, you will receive an SMS with a link to purchase the health insurance online.

Applicants can buy health insurance for QAR 50 per month from any of the registered insurance companies listed on the MOPH website. More details about visitors’ insurance are available here .

Attestation For Marriage Certificate

Until recently, most visit visa applications for spouses were approved without an attested marriage certificate. However, nowadays attestation is compulsory for marriage certificates .

For a Family Visit Visa, attestation is not mandatory for children’s birth certificates . It is mandatory for a Family Residence Visa.

Expatriate residents in Qatar can apply for a family visit visa subject to meeting minimum salary and professional requirements .

Minimum Salary For Family Visit Visa in Qatar

The minimum salary required to apply for a Family Visit Visa in Qatar for spouses and children is QR 5,000 per month.

A minimum monthly salary of QR 10,000 is required to apply for Family Visit Visas for other relatives.

Profession Requirement for Family Visit Visa in Qatar

Most expatriates with the required minimum salary are eligible to apply for a family visit visa. However, some applications may be rejected if the applicant’s profession on Qatar ID is labour-type.

Even if an application is rejected due to an ineligible profession, the Captain at the MOI Service Center has the power to change the decision.

Family Members That Can Be Hosted

  • First Degree: Wife, Children, Father, Mother
  • Second Degree: Brother, Sister, Grandfather, Grandmother, Grandchildren
  • Third Degree: Children of brother or sister, Paternal uncle or aunt (brother or sister of father), Maternal uncle or aunt (Brother or sister of mother)

If applying for a visit visa for wife and children

While applying through Metrash, the following documents should be uploaded:

  • Visitor’s passport copy (minimum validity of 6 months)
  • Proof of relationship (Wife: Marriage Certificate / Children: Birth Certificate)
  • Round-trip flight tickets

Employment details are not required when applying through the Metrash app, as currently labour contracts are linked with the Metrash system.

If applying for a visit visa for other relatives

Only married expatriates with family in Qatar can apply to sponsor other relatives.

  • Proof of relationship (Birth Certificate, Passport, etc.)

Qatar Family Visit Visa fee is QAR 200 for 30 days . The entry visa can be extended by paying QAR 200 per month.

  • Medical check-up: A medical check-up for a visa extension costs QAR 100.
  • Fine for overstaying: The fine for overstaying beyond the allowed period is QR 200 per day.

Qatar Family Visit Visas are initially issued for one month (30 days) . After the visitor enters Qatar and undergoes a medical test, the visa can be further extended for another five months for spouses and children (total 180 days) and two more months for other relatives (total 90 days).

Health insurance needs to be taken for the additional period.

As the rules may change from time to time, an extension beyond 90 90-day stay is not guaranteed. If you are planning to extend for 5 more months (after one month) please confirm with the Immigration Department before purchasing additional insurance.

Number of Days To Enter Qatar After Visa Approval

Once the visa is approved, it will have the “visa valid till” date printed on the top. This is the last date for entry to Qatar (not the last date of stay in Qatar). Currently, it is 90 days from the date of visa approval . Visitors cannot use this visa after this date.

Traditionally, applying for a family visit visa was to visit any Ministry of Interior (MoI) Service Centre and submit copies of the documents along with the printed application form.

In 2018, Qatar introduced an online system where residents can apply for family visit visas through the Metrash2 mobile.

Through this service, you can upload all the required documents in the specified fields. You can also track the application status and pay the fees electronically once approved.

Below are the steps to apply for a Qatar Family Visit Visa using the Metrash mobile app.

Step 1. Open the Metrash2 app on your mobile and log in

Step 9. Upload the required photos or scans of the documents

  • Document scans/photos must be clear and readable .
  • For documents with multiple pages, you must combine both photos/scans to create one JPG file .
  • When uploading passports, photo and bio pages should be on the same side.
  • For “Marriage Certificate (Others)”, you can upload the attested backside of the marriage certificate.
  • Often a birth certificate is asked to prove your relationship with the visitor. If this is unavailable, you can also use any other document proving the relationship.

Step 10. You will receive an update after a few days

If there are any missing or mismatched documents, you will be notified to make the required changes. After verifying and approving the application, you will receive an application number.

The application status will change to “Under Process”, “Under Review” and again to “Under Process” before getting approved.

Step 11. Pay the required fee

Once the visa is approved, you have to pay the visa fee (QR 200) online via Metrash. To make the payment, go to the “Visa Fees Payment” icon on the “Visa Operation” page.

Step 12. Buy health insurance

From April 2023, health insurance needs to be taken after the visit visa is approved (not during application).

Once your visa is approved, you will receive a message to buy the insurance. While buying the insurance, enter the visa number and it will be updated in the Metrash system. The visa can be printed only after insurance has been purchased.

After this, you can download the visa copy and send it to the visitor for travel.

Qatar Visa Check Online

Enter the application number and application date or sponsor’s QID number. Make sure all the required details are filled in correctly, and you’ll be able to check your visa status.

The Ministry of Interior (MOI) no longer entertains offline applications for family visit visas. You are required to apply via the Metrash mobile app.

There may be several reasons why your family visit visa application is rejected. Often it is due to submitting wrong or insufficient documents.

If the document photo is not clear or not attested (in the case of a marriage certificate), you can do the attestation and resubmit again. However, it is imperative to understand the reason and fix it before applying again.

Applications can also be rejected if the applicant (a Qatar resident) does not comply with the required conditions (salary or profession). If the application is rejected due to the applicant not meeting the salary requirement, it would be difficult to get approved again.

However, in case of rejection due to profession, you can try to meet the Captain at the Immigration Office in Duhail , and request for reconsideration. Sometimes he would approve if the profession is acceptable.

If your application is still under review or process, you can cancel it by clicking on the right arrow on the status page. If this option is not available, you will have to visit any MOI Service Center.

As the initial visa is issued for one month only, the sponsor has to extend it within the first month to avoid any penalties.

Family Visit

If the return ticket is after 30 days, some airlines may not allow visitors to board the flight since the initial visa is only for 30 days. So make sure to book a flight ticket that can be modified with a minimum change fee. In this way, once the visitor reaches Qatar, the ticket dates can be modified.

As this is an online visa, some airlines may require an “OK to Board” status in their system before departure. You can get this status by showing the visa copy to the airline’s Doha office.

“Null” Status on Visit Visa Application Receipt

Please note that this is normal for all applicants. This document is only an acknowledgement that they received your application. Your application details will be in the system.

Visit Visa Application “Under Process” and “Under Review” Status

Applicants often get confused about changes to their visit visa application status. It is normal that each visit visa application moves through “Under Process” and “Under Review” statuses multiple times before approval.

If your application status changes between these two, you do not have to do anything. In most cases, the application will be approved within days of a status change.

MoI Announces Revised Regulations for Family Visit, Residence Visas

Doha, December 03 (QNA) - The Ministry of Interior (MoI) announced Sunday revised regulations and procedures on bringing residents' families to either visit or reside in the country, a move aiming at simplifying their entry and elevating the quality of services in line with the State's strategies.

In a statement, the MoI said the amended regulations would link the residents' families' entry with the provisions of the employees' e-contracts concerning salary and accommodation. For government and semi-government sector, employees must secure family accommodation through their employer or maintain a salary not less than QR 10,000, verified by an employment contract.

Regarding private sector employees, the procedures stated that they must hold a technical or specialized occupation, with a salary not less than QR 10,000, or QR 6,000 along with family housing verified in the employment contract.

Children within the mandatory education age bracket (6-18 years old) must be enrolled in licensed schools in the country or submit proof of their education enrollment outside the country through the educational platform supervised by the Ministry of Education and Higher Education. This requirement is mandatory for them receive or renew the residence permit.

For family visits, the sponsoring resident must have a profession not in the labor sectors, with a salary not less than QR 5,000 and family housing verified by the relevant authorities. The Ministry of Interior (MoI) has revised certain regulations and procedures to streamline and simplify the entry process for residents’ families intending to visit or reside in the country.

This initiative aims to elevate the quality of services in alignment with the state’s overarching approach.

Under the updated procedures, sponsoring families is subject upon the provisions in the employee’s electronic work contract concerning salary and accommodation.

Government and semi-government sector employees must secure family housing through their employer or maintain a salary not less than QR10,000, verified by an employment contract.

For private sector employees, the profession should belong to technical or specialized fields (non-labour), with a salary not less than QR10,000, or QR6,000 along with family housing verified in the employment contract.

Moreover, in family sponsorship cases, children should not exceed 25 years of age, and daughters must be unmarried.

It is also mandatory to provide health insurance covering the entire duration of their stay, effective from their date of entry into the country.

Additionally, children within the mandatory education age bracket (6-18 years old) must be enrolled in licensed schools within the country or provide evidence of their education enrollment outside the country through the educational platform supervised by the Ministry of Education and Higher Education.

This requirement is essential during the issuance or renewal of the residence permit.

Regarding family visits, the sponsoring resident’s profession must belong to non-labour sectors, with a salary not less than QR5,000. They should have family housing accredited by the relevant authorities. The visitor should be a relative within the permissible degrees of relation to the sponsoring resident, with no specific age restriction; however, it is mandatory to have health insurance covering the visitor’s period of stay in Qatar. These updated procedures and regulations are now in effect.

To ensure public convenience and ease, the General Directorate of Passports offers all its services electronically through the Metrash2 app and the Ministry of Interior’s official website.

The Ministry of Interior (MoI) has explained the requirements for getting visit visas for family members. These include having a minimum salary of QR5,000 to apply for visit visas for spouse and children and QR10,000 for other family members/relatives, such as parents, siblings and spouse's relatives.

This came at a virtual awareness seminar organised by the Unified Services Department (USD) and Humanitarian Services Office, in co-operation with the Public Relations Department at the MoI, on Thursday.

Lt-Col Dr Saad Owaida al-Ahbabi, head of the Service Offices Section at the USD, spoke about the MoI service centres in different parts of the country and explained the services they provide to the public, including citizens and residents.

Capt Abdullah Saeed al-Abdullah, officer at the Humanitarian Services Office, explained the functions of the Office and the humanitarian services it provides in co-ordination with a number of relevant institutions in the country under a single window.

Captain Mohamed Ali al-Rashid from the USD spoke in detail about the procedures to avail of the grace period for legalising the status of expatriates who have violated the residency law. The grace period started on October 10 and continues until December 31.

Applications for visit visas for spouse/children could be submitted through Metrash2 and require the following: the visit visa application form, no-objection letter from the employer, photocopy of the company card, copy of the passport of the visitor(s), copy of the applicant's ID card, health insurance, round-trip tickets, proof of relationship (wife - notarised marriage certificate/children - birth certificate) and work contract notarised by the Ministry of Labour. Also, the applicant needs a minimum salary of QR 5,000.

Visit visa applications for other family members, such as parents, siblings and spouse's relatives, could also be done through Metrash2 and require the following documents: the visit visa application form, no-objection letter from the employer, copy of the company card, copy of the passport of the visitor(s), copy of the applicant's ID card, copy of the wife's residency card (if she is a resident) and proof of relationship. The applicant needs to have the minimum salary of QR10,000.

It is a long list of documents if you are applying directly through the Ministry of Interior (MOI) than online ( Metrash2 Mobile Application. Download the application form and complete it. Following is the required list:

  • Salary Bank Statement for last six months including Bank Stamp on it.
  • Copy of your passport (Front & Back Page)
  • Copy of Qatar ID ( Front & Back Page)
  • Copy of Employer’s Qatar ID.
  • Attested copy of the Tenancy Contract by Municipality stating that accommodation will be provided.

After submitting all the documents, you can view your Qatar family residence visa status. Pay QR 200 visa Metrash or by visiting the immigration office if your visa gets approved. Download your visa by visiting MOI QATAR under Visa Services .

The immigration department in Qatar is called the “General Directorate of Passports” which is possible for managing the entry and exit of travelers, issuing residency permits, and managing other immigration-related matters.

Medical test is conducted by the medical commission department and is located at Al Muntazah Street, off the E-Ring Road. Their working hours are from Sunday to Thursday, 7:00 am to 7:00 pm.

The cost of the medical test in Qatar is QR 100 per person. Children are exempted from taking the test but their passport and visa copies must be presented to the Medical Commission. A payment of QR 100 is required to register them as healthy in the system

It is recommended that contact the medical center before going there because requirements vary according to medal test centers.

How to Check Family Visit Visa Medical Test Reports

To check the medical test reports for a family visit visa in Qatar, follow these steps:

  • Visit the official website of the Qatar Government’s Ministry of Public Health (MPOH) at https://eservices.moph.gov.qa/ .
  • Click on “Health E Transactions” and select “Inquiries” from the drop-down menu.
  • Choose “Visa Medical Report” and enter the QID number of the person for whom you are to check the report.
  • Enter the CAPTCHA code and click on “Search”
  • Preview your medical report now.

You may also check your medical test report from Metrash mobile app after 2-3 days of the medical test.

If you are unable to access the report online, you can also visit the Medical Commission office in person to obtain a copy of the report. It is important to note that medical reports are only valid for a limited time, maybe for 3 months. So make sure to check the expiration date.

Undergo the Fingerprinting Process for Family Visit Visa Qatar

Once, you have done the Medical test. You are supposed to provide fingerprints digitally to the Ministry of Interior. You need to follow these steps:

  • Prepare all the required documents such as Sponsor’s Passport and Qatar ID copy, Blood Group report, and two passport-size pictures with blue backgrounds.
  • Book an appointment with the Qatar Visa Center (QVC).
  • Visit them on appointment day.
  • Provide your biometric information and fingerprints which will be scanned electronically.
  • Proofread your information, If it is accurate proceed next.
  • Pay the fingerprint fee, if applicable.
  • QVC will forward your biometric information to the Qatar authorities for processing.
You should have a Blood-type / Blood Group Certificate for residence permit from local clinic. It will cost you around QR 30 to 50.

CEID collects fingerprints for all Qatar residents. Get the fingerprint application from CEID and keep the receipt after the session for future purposes. CEID headquarters is located after the Industrial area flyover on Salwa road

To apply for a family residence Permit Card in Qatar, you will need to follow these steps:

  • Fill out the application form
  • Copy of your passport and family member’s passport.
  • Copy of your Qatar ID card and your family member’s Qatar ID cards if applicable
  • Proof of your relationship with family such as marriage certificate, birth certificates, etc
  • Copy of your employment Contract and salary certificate
  • Proof of accommodation.
  • Medical Certificate for each family member.
  • Police Clearance Certificate for each member over the age of 18
  • Submit your application: you can submit your application and supporting documents to the Ministry of Interior’s General Directorate of Passports and Expatriates Affairs. You can also apply online or physically in any of the ministry service centers.
  • Pay the Fees: You will need to pay the application fee. This depends on the number of applicants.
  • Waiting for the Approval: Your Application will be reviewed by the authorities and you will be notified about the decision. This may take weeks or months.
  • Collect your residence permit: If your application is approved, you will need to collect your residence permit card from the Ministry of Interior’s service center.

I applied for a family visit visa for my in-laws yesterday and would like to share some experience for the newbies.

A) Required documents.

1) Application form (preferably in Arabic but English is accepted). 2) Passport copy of the traveler. 3) passport and RP copy of the sponsor. 4) passport and RP copy of sponsor's wife (if applicable and available) - this is a must in case of applications for in-laws. 5) NOC letter from company (must be in Arabic) - stating your exact designation, salary and accommodation (from company or not). 6) copy of labor contract attested by ministry of labor. 7) rental agreement (attestation by baladiya not needed) - this is debatable as i found some people giving applications without rental agreements and still being accepted.

B) go to any immigration center and apply (of course wait time counts and sometimes can be up-to 2 hours).

C) They will only give you a receipt (checking receipt). They will not charge money at this point.

D) Check for the status of the visa on the moi website (application number is on the receipt).

E) if approved go to immigration center and pay money.

Im not sure if you need to go to the immigration center or can pay online for Point E as the visas i applied for are still under process.

I applied for a family visit visa for my Wife in first interview its rejected, my next meeting will be after three months, during this period my wife going to deliver a baby, i so i would like to know about how to get my baby family resident if she will get the resident after three months.

A- in case of a wife, attested marriage certificate

B- in case of a partner's relative (in-laws,...), passport and RP copy of sponsor's partner

C- in case of children, attested birth certificate.

D- in case of a family member >60 years of age, a medical report (approved by Qatar Embassy in your country) stating that he/she is fit to travel

if you're applying for more than one family member,you need to fill independant application documents for each: so 3 visitors= 3 copies of ur passeport, 3 company letters, 3 visit visa applications...

Done it last week and you have the option to enter your credit card details and email address, once payment is done you get an email with the visa copy, alternatively once you make the payment you can visit moi website and go to visa tracking and printing and get a copy.

if you dont have metrash2, you can use any SSM machines by the MOI eg. Landmark, etc

but you need a SMART CARD.

Here are some main requirements for a foreigner to be eligible to sponsor his family.

  • The sponsor must have a residence permit.
  • The sponsor must have his residence permit in Qatar, the first and basic requirement. You must have your Qatar ID card and residence card before applying for a family residence permit if you are a sponsor.

Professional Requirement

The sponsor should not be a laborer, driver, cleaner, delivery boy, etc. He must be a technician or a specialized professional. For example, doctors, engineers, Managing directors, or high-salary grade jobholders can apply for a family residence permit. Laborers are not eligible to sponsor their families as they have lower salary scales.

The Salary Requirement to Apply for a Family Residence Permit

The foreign employee's salary must be QR 10,000 to sponsor his family. The employees with QR 7000 salary with the family housing granted by the company can also apply. The salary scale is fixed to ensure the sponsor can support his family's living costs in Qatar.

You must submit all required documents to get a family residence visa approval. You will get a one-month visa to allow your family to enter Qatar. Some other steps, like medical tests and fingerprints, are done after arrival. There is another simple process to bring the family on a visit visa. For it, you have to pay an extra fee of 500 QAR to change the visit visa without leaving the country. Some private employees must submit a six-month bank statement to complete this process.

Documents you required for the Qatar Family Visa Application

  • A complete visa application form
  • Your passport copy with photo page and bio page
  • Your Qatar ID card copy.
  • Passport copies of all family members

  • First, download and register on your cell phone's Metrash2 (Android, iOS) application.
  • Open the Metrash2 application.
  • Log in to your Metrash2 account.
  • Select the "Visa" button or the icon on your screen.
  • After it, click on the "Issue Visa" icon followed by the "Family Visit" icon.
  • Now select "Family Visa Application" from the drop-down menu.
  • Then, click "New Application" and fill in the visitor's details, including Gender, Relation, Date of Birth, Passport Details, etc.
  • Select the" I agree on data validity" option to move on.
  • Now, you have to upload the documents. A button will be to 'Upload the Visitor's documents,' including Birth Certificate, Passport Copy, and Passport Copy (Others). Make sure that the document pictures or scans are readable and clear.
  • Upload all the required scans and documents and click the 'Next.' button.
  • Confirm the uploading of all your documents. It is the final step of the process.

  • You need the visa application form that is in Arabic.
  • Please fill out this visa application form and submit it to the Ministry of Interior (MoI) service center and other required documents.
  • The person at the counter can decide to accept the form or write comments asking you to meet the Officer for final approval.

When bringing your family members, please note that sons 25 years and above cannot be on their parents' visas. But there is no age limit for daughters until they are married. Adult children who overstep the age limits can get a Residence Permit from their parents for one extra year to find a job during that time.

If your adult children or spouse intend to work, they need to get special permission (called a Work Permit) to work legally in Qatar. It is also possible to use Metrash2 to obtain the Permit.

USCIS to Open International Field Offices in Qatar and Turkey

WASHINGTON— U.S. Citizenship and Immigration Services (USCIS) today announced the upcoming opening of international field offices in Doha, Qatar, and Ankara, Turkey, to increase capacity for refugee processing, strengthen strategic partnerships, and facilitate interagency cooperation.

“Opening these field offices establishes a USCIS presence and expertise in critical locations in the Middle East and is part of our commitment to the Biden-Harris administration’s efforts to facilitate safe, lawful, and orderly migration and family reunification,” said USCIS Director Ur M. Jaddou. “Our presence in Qatar and Turkey expands USCIS’ footprint outside the United States, supports our humanitarian mission, and strengthens the integrity of the U.S. immigration system.”

The Biden-Harris administration set the refugee admissions ceiling for fiscal year 2024 at 125,000 refugees. Establishing USCIS field offices in Qatar and Turkey will support the U.S. Refugee Admissions Program’s infrastructure in the region. It also will directly support long-established and increasing USCIS refugee processing circuit rides.

Qatar is a critical location and a regional refugee processing hub. Refugee coordinators from the U.S. Department of State’s  Bureau of Population, Refugees, and Migration (PRM), as well as a suboffice for the  Resettlement Support Center for the Middle East and North Africa , are already in Qatar. USCIS’ Doha Field Office will be located in the U.S. embassy facility at Camp As Sayliyah,   and staff will also periodically meet with the public for scheduled appointments at the U.S. Embassy in Qatar.

Turkey is also a critical location and regional refugee processing hub. The headquarters office for the  Resettlement Support Center for Turkey and the Middle East is in Turkey, as are  PRM refugee coordinators and a regional office for the  United Nations High Commissioner for Refugees . USCIS’ Ankara Field Office will be located in the U.S. Embassy Ankara.

USCIS staff will assume responsibility for processing  Form I-730, Refugee/Asylee Relative Petition , from State Department consular staff, assist with certain fraud detection-related activities, and provide other limited services. Services at both locations will be available only by appointment. USCIS will update the  International Immigration Offices webpage to include information about the field offices, services and appointments.

With the opening of the Doha Field Office on May 7, 2024, and the Ankara Field Office on May 9, 2024, USCIS will have 11 international field offices. Other international field offices include Beijing; Guangzhou, China; Guatemala City; Havana; Mexico City; Nairobi, Kenya; New Delhi; San Salvador, El Salvador; and Tegucigalpa, Honduras.

Qatar hails mediation ‘milestone’ as it hosts freed Ukrainian, Russian kids

Twenty reunited Ukrainian and Russian families are in Doha to receive support as part of Qatar’s ongoing mediation efforts.

President Volodymyr Zelenskyy says 16 Ukrainian children who “had previously been forcibly deported” to Russia after its 2022 invasion of Ukraine are recovering in Qatar following their release.

In a statement on X late on Wednesday, Zelenskyy said the group was freed and reunited with their families thanks to Qatari mediation efforts that have helped bring back dozens of children taken during the 27-month war.

‘Upscale the process’

Reporting from Doha, Al Jazeera’s Hashem Ahelbarra said Qatar’s mediation efforts began last year when Prime Minister and Foreign Minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani visited Russia and Ukraine, where he was asked to mediate the family reunification process.

Ukraine accuses Russia of illegally taking more than 19,000 of its children since the start of the 2022 invasion, of whom fewer than 400 have been returned. Russia denies that charge, saying it has transferred children for their safety away from warzones.

The fate of the children has been highly sensitive in Ukraine since the war began. Some of the children’s parents have been killed while others have been separated from carers by the fast-moving front lines at the start of the invasion. Some were living in Ukrainian orphanages in areas Russia then occupied.

At an upscale Doha hotel on Wednesday, Qatari International Cooperation Minister Lolwah al-Khater met visiting beneficiaries of the past exchanges.

“Today was a milestone for us in Qatar in this mediation process,” she told Al Jazeera. “We had 20 reunified families from both Ukraine and Russia with a high representation from both governments as well. We hope to upscale this process and to continue.”

Asked whether this could be a starting point to bring the warring sides together to discuss political issues, al-Khater said the focus of the mediation efforts from the beginning has been humanitarian matters.

“From there, we can discuss other portfolios as well,” al-Khater noted. “The humanitarian and the political are very much intertwined, so we’re hopeful that this will open also more venues in the future.”

KATHMANDU, Nepal (AP) — The emir of Qatar landed in Nepal Tuesday on his first-ever visit to the South Asian country, after visiting Bangladesh and the Philippines, where improving migrant workers’ conditions in the Gulf state and a Nepali student still held hostage by Hamas are expected to be on the agenda.

Sheikh Tamim bin Hamad Al Thani is set to meet Nepali dignitaries, including President Ram Chandra Poudyal and Prime Minister Pushpa Kamal Dahal during his two-day visit.

Qatar hosts an estimated 400,000 Nepali workers, most in construction and manual labor. Concerns about working in extreme heat — that could reach over 40 C (104 F) — inadequate living facilities and abuse have risen in recent years.

New York-based Human Rights Watch called on Qatar, Nepal and Bangladesh in a statement Sunday to prioritize labor protection for migrant workers during the emir’s visit.

“It is important ... to go beyond exchanging diplomatic pleasantries over their longstanding labor ties and seize this moment to publicly commit to concrete, enforceable protections that address the serious abuses that migrant workers in Qatar continue to face,” the statement quoted Michael Page, the agency’s deputy Middle East and North Africa director, as saying.

The statement added that while Qatar-based jobs have allowed migrant workers “to send remittances back home to their families,” many experience abuse, including “wage theft, contract violations, and chronic illness linked to unsafe working conditions.”

Nepali officials are also likely to seek Al Thani’s help in freeing a local , Bipin Joshi, who is held hostage by the Palestinian militant group Hamas. Joshi was among 17 Nepali students studying agriculture in Alumim kibbutz, near the Gaza Strip, when Hamas attacked Southern Israel on Oct.7. Ten of the students were killed, six injured and Joshi was held captive.

Though there has been no information on his condition or whereabouts, Nepali officials said they believed he was still alive.

Hamas’ sudden attack in October killed 1,200 people and some 250 others hostage were taken hostage. This has sparked a war that has so far killed more than 34,000 Palestinians in Gaza, at least two-thirds of them women and children, according to the local health ministry.

Qatar has been a key intermediary throughout the war in Gaza. It, along with the U.S. and Egypt, was instrumental in helping negotiate a brief halt to the fighting in November that led to the release of dozens of hostages.

A spokesman for Qatar’s Foreign Ministry said Tuesday his country was undergoing an assessment of its role in mediating talks between Israel and Hamas over a cease-fire in the Gaza Strip. He also said discussions were ongoing about Hamas’ presence in Qatar where the militant group has had a political office in the capital, Doha, for years.

France and Qatar mediated a deal in January for the shipment of medicine for the dozens of hostages held captive by Hamas.
