The eTravel System Rolls Out On 15 Apr — Here’s What to Know

The Philippines seeks to expedite arrival procedures with the new eTravel System. This exciting new development comes from the Bureau of Immigration’s initiative to minimise requirements when entering and exiting the country. Most airlines will require information from the system before flights, so read on before travelling!

eTravel System streamlines immigration requirements

The new system is an improved COVID-19 precaution for Philippine international airports. Essentially, it is a paperless version of the One Health Pass and condenses requirements for visitors to the Philippines. Bear in mind that registration to its website must be done 72 hours before arrival to the Philippines.

While the system has been active since last year, its full implementation starts on 15 April 2023. Meanwhile, printed cards for departure and arrival cards from One Health Pass will remain active until 1 May 2023.

Airlines implement the improvement

Some airlines will implement the eTravel System much sooner than others. So far, Philippine Airlines and AirAsia Philippines announced that they will implement the system right away. The QR code produced after registration should be presented before departure or during the Bureau of Quarantine (BOQ) inspection upon arrival.

Asian country to start scrapping paper-based departure cards, from Saturday

• Passengers flying in and out of the Philippines from April 15 must fill out online departure cards via the eTravel portal — etravel.gov.ph
• Outbound travellers urged to do it from 72 hours or three hours prior to departure. 
• New system will be rolled out in full from Saturday, according to Philippine immigration authorities.

Manila: From Saturday, April 15, 2023, paper-based departure cards will be done away with completely, the Philippines’ Bureau of Immigration (BI) has announced Friday.

As such, passengers must fill out the online departure cards via the eTravel portal — etravel.gov.ph.

The platform was initially launched in December 2022.

With the e-Travel system, flying in and out of the Asian is expected to be faster and more convenient as the digital system will be rolled out — in full — from Saturday (April 15), the Bureau of Immigration (BI) announced Friday.

The system provides integrated border control, health surveillance, and economic data analysis, the bureau said.

Immigration Commissioner Norman Tansingco told the Philippine News Agency (PNA) that the high-tech system requires all passengers and crew members arriving in the Philippines to register through the secure portal [www.etravel.gov.ph] not earlier than 72 hours from their intended arrival.

What happens from April 15

Outbound travellers should be able to access the site [etravel.gov.ph] as early as 72 hours and no later than 3 hours prior to their scheduled flight.

Meanwhile, the “One Health Permit” platform, which the government had previously used for travel health declaration checklist, has been replaced by the eTravel platform.

The eTravel system's implementation will simplify the formalities for departing passenger and speed things up without compromising security, said Tansingco.

As a result, quicker and more efficient immigration processes are expected at the country’s major travel gateways.

“This is a major step in streamlining documents presented by departing travelers, allowing for faster and more efficient immigration processing,” Tansingco said in a statement.

How to use e-Travel platform:

(1) Log in to the web portal etravel.gov.ph before your flight

(2) Fill up all the required fields in the online form.

(3) Hit the submit button.

(4) You will get an acknowledgement email.

As for data privacy, the government assures that enough safeguards are in place to protect customer data from going into the wrong hands.

The National Privacy Commission (NPC), the Department of Transportation (DoTr), the Department of Health (DOH), the Department of Information and Communications Technology (DICT), the Department of Tourism (DOT), the Bureau of Quarantine (BoQ), and the Bureau of Customs (BoC) are all partners in the eTravel system project.

PH's e-Travel System begins full implementation on April 15. Here's how to register

Good news, byaheros: You can now expect to spend less time navigating Philippine airports as the Bureau of Immigration has begun the full implementation of the country's e-Travel System today, April 15.

The electronic travel system aims to streamline the country's immigration procedure by providing travelers and crew members entering and departing the country an option to fill out their departure cards, in addition to health declaration forms, online before arriving at the airport.

The e-Travel System was initially launched in December of last year as a replacement for the paper arrival card and One Health Pass travelers must accomplish for immigration clearance.

BI Commissioner Norman Tangsingco said that the inclusion of the departure form is part of the country's way to integrate border control, health surveillance, and economic data analysis in a single data collection platform.

"Not only does this speed up immigration clearance, this initiative also ensures. interoperability among border management agencies and saves government resources," the commissioner explained in a statement .

Since the new system moves toward a paperless procedure, travelers and crew members entering and leaving the Philippines must register their travel information at  https://etravel.gov.ph /  before leaving or arriving the country .

Here's a step-by-step guide on the process:

1. Once you're on the website, begin your registration by supplying the following details: t ype of passport, t ravel type, t ransportation type, d ate of departure, and e-mail address.

2. Proceed to create a personal profile  that contains the following:

• Passport number
• Citizenship
• Country of birth
• Mobile number

3. Provide the address of your permanent residence, including the country and municipality.

4. Proceed to register your travel information:

• Date of departure
• Country of destination and destination address
• Purpose of travel
• Traveler type
• Name of airline and flight number
• Airport of departure

5. Lastly, confirm the details specified on the summary of your registration then submit.

After you have submitted the necessary information, the system will generate a QR code, either in green or red, as proof of registration.  Take note that you must download, take a screenshot of it, or print it before presenting it  to the  attending staff upon boarding or arrival in the country.   

A green QR card says that you are safe to travel since you have registered and completed the necessary documents. Then, you will be guided to the express lane where your card will be scanned and the immigration officer will confirm your flight details. At this point, there is no need to undergo an interview or present physical copy of documents.   

On the other hand, a red QR card means that you have missed one or some documents. You will then be required to manually update your documents and undergo an interview at the airport to determine whether you are safe for travel.     

Also, the interview is a measure to determine if you will be quarantined or need to undergo a rapid Antigen test. 

Remember that the QR code can only be used once and not repeated times. This is to ensure that the system still complies with the Data Privacy Act. 

If you happen to input wrong information in the e-Travel platform, you may still change them as long as you are not processed, verified, and tagged by border health officers. Just click the “Edit Registration” on the website and change the wrong information and details.

Only Filipino passengers departing the country are required to register "72 hours but not less than three hours from their scheduled departure," the BI said.

Meanwhile, those who failed to register or update their e-Travel record may do so online before undergoing immigration inspection or may fill out paper departure cards at the immigration area.

Tangsingco noted, though, that   "the paper-based arrival and departure cards can only be used by passengers who are incapable of e-Travel registration and in the event that the e-Travel site is inaccessible."

Prior to the update on the e-Travel System, the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) expanded its website to allow travelers to pay their travel tax online before their scheduled flights.

MANILA, Philippines — The full deployment of the e-Travel System will begin on April 15 for inbound and outbound passengers, the Bureau of Immigration (BI) said Friday.

E-Travel System is an online site where travelers can declare their arrival and health information, which aims to streamline traveling to and from the Philippines. It was initially launched in December 2021.

The BI said this new system would replace traditional paper-based registrations in Philippine airports for local and international travel.

“Not only does this speed up immigration clearance, [but] this initiative also ensures interoperability among border management agencies and saves government resources,” BI Commissioner Norman Tansingco said in a statement.

Under the e-travel system, arriving passengers must register to the portal within 72 hours before their scheduled arrival time.

Departing passengers must also register within 72 hours but not less than 3 hours from their scheduled departure.

Tansingco reiterated that paper-based registration would only be offered to passengers incapable of using the e-travel system in case the portal is inaccessible. He also noted that the e-Travel portal is free of charge. —Maria Liezl Projella, trainee

Entry Guidelines

As per IATF Resolution No. 2 (s. 2022) on the ENTRY, QUARANTINE and TESTING Requirements of inbound travelers to the Philippines

A. FULLY VACCINATED (Filipino and Foreign Travelers)

- No pre-departure COVID-19 Test requirement - Must have received the 2nd dose in a 2-dose series or a single dose COVID-19 vaccine more than fourteen (14) days prior to the date and time of departure from the country of origin/port of embarkation.

B. UNVACCINATED or PARTIALLY VACCINATED (Filipino and Foreign Travelers)

1. Travelers 15 years and older shall present a remotely supervised/laboratory-based Rapid Antigen Test administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, or other similar establishment taken 24 hours prior to the date and time of departure from country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided that, he/she has not left the airport premises or has not been admitted into another country during such lay-over. 2. Travelers 15 years and older who fail to present a negative pre-departure testing shall be required to undergo a laboratory-based Antigen Test UPON ARRIVAL at the airport. 3. ACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the quarantine protocols of their parent/s or an accompanying adult/guardian traveling with them. 4. UNACCOMPANIED minors below 15 years of age who are NOT VACCINATED for any reason whatsoever shall follow the protocols set forth in Section B (1) and (2) above. NOTE:- Any inbound traveler, whether Filipino or Foreign national, who shall test positive for COVID-19 through rapid antigen test shall be subjected to the latest prevailing quarantine and isolation protocols of the DOH.

BI's e-Travel System to roll out on April 15

A faster and more convenient immigration procedure via e-Travel System will be implemented by the Bureau of Immigration (BI) starting April 15.

In a press release, BI Commissioner Norman Tansingco said the e-Travel System is a single data collection platform for arriving and departing passengers. It aims to establish an integrated border control, health surveillance, and economic data analysis.

“All passengers and crew members arriving into the Philippines are required to register through etravel.gov.ph not earlier than 72 hours from their intended arrival,” BI said.

It added that those who will fail to do so may be assisted by airline staff upon their arrival and before assessment by the Bureau of Quarantine (BOQ).

As a replacement of the paper-based departure cards, only outbound Filipino passengers are required to register in the e-Travel System 72 hours but not less than three hours from their scheduled departure from the Philippines.

Departing Filipino passengers who will fail to register or update their e-Travel record may do this before undergoing immigration inspection or may fill out departure cards which are readily available inside the immigration area.

"The paper-based arrival and departure cards can only be used by passengers who are incapable of e-Travel registration and in the event that the e-Travel site is inaccessible,” said Tansingco.

He then clarified that registering and updating in the e-Travel portal is free of charge and fake sites who charge may be reported to the Cybercrime Investigation and Coordinating Center (CICC).

"Not only does this speed up immigration clearance, this initiative also ensures interoperability among border management agencies, and saves government resources,” he added.

The system is an initiative of a sub-technical working group of the Inter-Agency Task Force (IATF) chaired by the BI. It is a joint project of the agency with the Department of Information and Communications Technology (DICT), the Department of Tourism (DOT), the Bureau of Quarantine (BOQ), the Bureau of Customs (BOC), the Department of Health (DOH), the Department of Transportation (DOTr), the Department of Justice (DOJ), and the National Privacy Commission (NPC).

Already registered passengers may update their e-Travel status under the Edit Registration tab while crewmembers may update under the Registered Crew tab.

According to Tansingco: “The paper-based arrival and departure cards can only be used by passengers who are incapable of e-Travel registration and in the event that the e-Travel site is inaccessible.”

Moreover, the BI chief noted that registering and updating in the e-Travel portal is free of charge and fake sites who charge may be reported to the Cybercrime Investigation and Coordinating Center.

It had been years since I last visited the Philippines and I arrived in Manila unaware that eTravel registration, formally known as Philippine Travel Information System, is required to enter the country. Don’t make the same mistake I did.

Guide: Mandatory Philippines eTravel System

Upon arrival into Ninoy Aquino International Airport (MNL), I was among the first off the aircraft and bolted for passport control since I wanted to try to catch an early flight to Bangkok. The line was not long and I soon reached the front.

An immigration official asked me for my QR code, which left me with a blank look on my face. He referred me to the front of the line, where a sign provided more details on eTravel. Looking around, it seemed like everyone on the United flight was being turned away to do the same thing.

We were given arrivals forms onboard, but those were for customs, not immigration.

The process was fairly straightforward and complimentary wi-fi was available in the terminal. Details were collected including passport information, flight details, and destination info within the Philippines.  You can register here .

Once the process was complete, just click submit and a QR code will be generated, with a border in either green or red.

Data submitted in the eTravel is reviewed and verified by the Bureau of Quarantine (BOQ), hence, if you receive a green QR code, you may directly proceed with immigration inspection upon arrival. However, if you receive a red QR code, you will be required to undergo further inspection by BOQ before immigration formalities.

I was thankful the QR code was generated instantly for me and was green.

I proceeded back to the immigration counter (and watched many more people from the United flight turned away) before reaching the front again and having no trouble entering the country.

Very simple: save yourself hassle and register in advance with the Philippines eTravel system. Theoretically, United should have checked this in San Francisco prior to boarding my flight, but since it was only United’s second day of service to MNL I understand that some gaps were still in place. Register in advance here .

I travel October 2023. I too did not know of QRCode requirement. Immigration official asked for code. Like you, I looked puzzled. Official said don’t worry, type into his system for two minutes, and said you are good to go.

I was denied boarding at Seattle airport for lack of Etravel QR code, Delta airlines staff thought it was mandatory at point of orogin outside the Philippines like in Seattle, it’s a hassle coz I have to pay my rebooked ticket to resume my flight to the Philippines

I ask for a refund for my rebooking cost at Delta as CAB authority ruled in my favor but Delta airlines just offered me 2000 dollars ticket voucher which I just took coz Delta airlines don’t offer cash refund just ticket voucher

Would you need that if we were in transit and catching a flight to Bangkok instead of entering the country?

No, it would not have been needed had I just proceeded to transit security.

I don’t believe there are any transit security areas at any of Manila’s 4 NAIA terminals. All arriving int’l passengers including transiting ones will have to clear immigration and customs…You should have been reminded upon check-in at your departure city about the mandatory e-travel requirement, ranging from 72 hours and up to 2 hours before departure. A few passengers have been deported and black-listed from future entry into the country due to this infraction.

There are inT3 but you have to ask an agent to take you. In T1 there is a clear separation for transit pax now that all PAL intl flights are using T1.

Singapore has something similar but it is registration, not QR code. There are about 3 computers to use by the checkpoint if you forgot. That’s nice for those without a phone.

Had similar experience in Bali last month. No mention by airline of qr code requirement. Filled it in while walking from plane to immigration (after ladies beside me told me it was a requirement)

if one fills it out beforehand there is no need to display the QR code though since it is automatic

Not everyone has a working cellphone with them. What do they do? Not allowed into the country?

There are sets of iPads locked on the eTravel page in that area.

Having a cellphone while traveling just makes life so much easier when things go wrong. Don’t understand why anyone would travel without one.

There are two lanes for Etravel inspection in immigration the express lane for those with QR code entitled in BOQ scanning machine and for those with no QR code BOQ personnel will assist them thru manual verification

I had the same thing in March, had no idea I had to do this. In immigration I scanned a QR code on my phone and did it in a few minutes. This October I did it ahead of time, and was never asked for it.

@ Jance: You must search the entry requirements of all host countries that you plan to visit before booking air tickets or leaving home. Then you must bring USD, a passport with 2-6 months validity, hard copies of reservations of flights and accommodations plus your tech gadgets. You should be grateful that English and USD are widely common and accepted around the globe. All airlines will not allow you to board if you do not produce air ticket to the next country. If you have no working phone overseas, you can eliminate many countries to visit on your list. Japan tops the list followed by South Korea, Taiwan, HK, etc.. Without a cell phone to navigate the transit system, you must be proficient at using it as well, you only choice is hiring a tour guide. These are basic knowledge and common practice for all travelers to any destinations.

I completed the online form prior to travel and got my QR code. Upon arrival at NAIA immigration nobody asked to see it. More inconsistent and pointless bureaucracy.

There are doubts in my mind that this is needed because in the three times I arrived in PH they never asked for the code (but I still did it knowing the requirements). Maybe it’s linked in the system so they’ll know if one registers or not

There’s still time for snow sports fans to get in a few runs, but we have suggestions for travelers who are more than ready for sunshine and warm weather, too. Plus, a total solar eclipse will be visible from several North American destinations, so you should start planning now if you want to see this astronomical event. Here are the best places to travel in April 2024 in the U.S. and around the world.

Located in northeastern New York State about 300 miles from Manhattan, the Adirondack Mountains will be one of the best areas in the Northeast to see the April 8 solar eclipse.  “Guests in the Lake Placid region will experience spectacular views of the eclipse over the Adirondack Mountains as day turns to night for a brief three minutes,” according to Matthew Wheeler, general manager of High Peaks Resort . In the meantime, activities include late-season skiing, the newly remodeled Lake Placid Olympic Center, outdoor adventure at New Vida Preserve, and the Lake Placid Olympic Museum, home to one of the world’s largest collections of Winter Olympics memorabilia. 

Where to Stay: High Peaks Resort is offering special eclipse packages and events. There’s also the Grand Adirondack Hotel , The Point on Saranac Lake, and The Lodge at Schroon Lake .

Spring is lovely in the nation’s capital, and the annual National Cherry Blossom Festival from March 20 to April 14 makes it a truly special time. I had the good fortune to be in Washington during the bloom a few years back, and I still recall the visitors’ awe, as well as my own, at the beauty of the delicate blossoms overhead and carpeting the ground at our feet. Mild weather encourages time outdoors strolling along the National Mall, The Wharf, and Union Market. The many fantastic museums in D.C. offer something for every interest, as well as perfect places to shelter on a chilly or rainy day.

These coastal cities, located less than 100 miles from Los Angeles, are ideal for a spring (or summer) escape from the city. Oxnard is known for strawberries, and in April, the berries begin to ripen, continuing throughout the summer. The region produces one-third of the state’s strawberry volume, and visitors flock to the area to pick their own fruit and enjoy strawberry shortcakes, pies, ice cream, and beverages. Nearby Ventura, home to beaches, hiking trails, and ferries to Channel Islands National Park , will host the California Strawberry Festival at Ventura County Fairgrounds later in the year from May 18-19. 

Where to Stay: Zachari Dunes on Mandalay Beach in Oxnard reopened recently after a multi-million dollar transformation. Waypoint Ventura offers unique accommodations in restored vintage trailers.

Fans of wine, gorgeous scenery, and shoulder season travel will enjoy Napa Valley in April. Summer crowds are still months away, California poppies are in bloom, and you might catch the end of the wild mustard season’s bright yellow flowers . Tasting rooms are open, and Sullivan Rutherford Estate (a stunning winery I visited last year) offers Merlot Mastery , an immersive educational experience. At Silverado Resort , guests can up their racquet games with Pickleball Camp (April 20-21) and “Backhands, Vines, and Volleys” tennis camp (April 25-27), or go for a round of golf. Take in vineyard views from the Napa Valley Wine Train or enjoy the scenery with a drive among grapevines and fields of spring flowers.

Where to Stay: Meadowood Napa Valley is a personal favorite for its perfect combination of luxury and rustic atmosphere. I also enjoyed my stay at the romantic and elegant Poetry Inn where each suite is unique and all offer spectacular views.

Looking for spring skiing? Consider Utah’s capital your starting point and spend a few days in the city before you head for the slopes. You’ll find lively nightlife, restaurants, breweries, pubs, and views of snow-covered mountains to add to your anticipation. Less than 40 miles away, ski at Alta, Brighton, Solitude, Snowbird, and Park City, where there are snowy slopes for all levels of skiers, snowboarders, and winter sports fans. While I’m not a skier, I loved my winter visit to Park City where I tried snowshoeing (loved it!) and enjoyed the charming downtown and excellent restaurants.

Temperatures in the low 80s with sunny days and cool nights make April an ideal time to visit Tampa. Spring also brings the Tampa Bay Wine & Food Festival (April 9-13), with a Chef Showdown competition, tasting events, and celebrity guests. The annual Taste at The Straz on April 27, held at the Straz Center on Tampa’s Riverwalk, raises funds for its outstanding theater productions, operas, and concerts. Stroll along the river, explore Water Street , and take a boat ride (or rent your own as I did on a trip last year, floating along in a craft that resembled my old ‘57 Chevy). Another personal favorite is the Ybor City Historic Walking Tour , where you can learn about Tampa’s role as a center of cigar production.

Where to Stay: JW Marriott Tampa Water Street features Beacon , a rooftop lounge with panoramic views. The Tampa Edition is a new five-star hotel on Channelside Drive, and the boutique Hotel Haya is a great option in Ybor City.

Flowers are blooming in the city that never sleeps, and visitors can find cherry blossoms at the Brooklyn Botanic Garden, the Orchid Show at the New York Botanical Garden, and more than 30,000 varieties of flowers at the annual Macy’s Flower Show . The free event also includes seminars, demonstrations, and more. Spring showers are the perfect excuse to see a Broadway show, go shopping, or visit one of the best museums in New York City . There are also plenty of free things to do in NYC — stroll through Central Park, walk along the High Line, or enjoy the view from the Brooklyn Bridge. 

Where to Stay: The InterContinental New York Times Square is a luxury spot, steps from Broadway theaters. I recently spent two nights there — I loved the buffet breakfast and The Stinger bar and restaurant. The new Virgin Hotels New York City is located in NoMad, a central location ideal for tourists who want to see it all.

The “Garden Island” is Hawaii’s oldest and northernmost island. Kauai’s weather is wetter than the other islands, but the rewards for waiting out those showers are waterfalls and rainforests with lush vegetation. Because April is part of the island’s shoulder season, you might score a deal on flights or accommodations, and you can still catch the tail end (pun intended) of whale-watching season. From relaxing on Kauai’s gorgeous beaches to tubing along mountaintop canals, there are many ways to enjoy the island.

Renowned for UNESCO World Heritage Sites including ancient temples and shrines, Kyoto is especially beautiful during spring when the cherry blossoms bloom. The pink and white sakura , reminders of rebirth after winter, are celebrated with festivals, parades, and nightly illumination. April weather is pleasant for exploring Kyoto’s gardens, teahouses, and historical sites and for savoring traditional kaiseki cuisine. This lake in northern Italy can thank James Bond and George Clooney for some of its fame, but the historic villas, resorts, and charming towns that line its shores get most of the credit. April is shoulder season, when the hotels are reopening and visitors begin to arrive. The summer months, naturally, are the popular season, but spring is beautiful and the weather is mild. A boat ride is the best way to see the elegant villas with intricate landscaping, and several are open to the public for tours. I toured Villa del Balbianello a few years ago and marveled at the grounds, the building, the art, and the history. Lake Como’s resorts are among Italy’s most beloved, as confirmed by Travel + Leisure’s readers in the 2023 World’s Best Awards . 

Where to Stay: Il Sereno topped the list, with Grand Hotel Villa Serbelloni and Villa D’Este also receiving high scores in 2023. I have wonderful memories of Grand Hotel Tremezzo — so I’m happy it’s a readers’ favorite, too.

You can combine a visit to a great city with diverse neighborhoods, fabulous restaurants, and mild weather with a convenient late-season ski trip when you visit Vancouver. Just 15 minutes from downtown Vancouver, Grouse Mountain offers skiing and snowboarding until early May as well as a skating pond, dining, and more. About two hours north, world-class snow sports await at Whistler Blackcomb with more than 200 runs over 8,000 acres of terrain. Home to Vancouver International Airport, nearby Richmond offers history, art, an authentic fishing village, and the Richmond Olympic Oval, an indoor multi-sport center.

The third largest of more than 60 islands that make up the British Virgin Islands, Virgin Gorda offers pristine beaches, luxury resorts, and national parks. Swimming, diving, snorkeling, and boating are among things to do, and hikers can enjoy the view from the top of Gorda Peak. According to Emily Oakes, vice president of business at Oil Nut Bay, “The crystal blue waters and temperate weather, along with fewer crowds compared to earlier in the year, make April a lovely time to visit our beautiful island. Travelers wishing to fully immerse themselves in the island can book tours to explore The Baths, see Devil’s Bay National Park, and even scuba dive to the Wreck of the Chikuzen.” Visitors can arrive by air from Miami, St. Thomas, and now from San Juan via a semi-private jet . Tortola , Jost Van Dyke, Anegada, and several private island resorts are also popular BVI destinations. 

Where to Stay: Rosewood Little Dix Bay , Bitter End Yacht Club , and Oil Nut Bay are among the best resorts in the British Virgin Islands, with luxe accommodations and ocean views.

Spring begins the European river cruise season, with most lines starting in mid-March. France is especially beautiful in April, and cruising is an ideal way to see many of the cities and small towns along the country’s rivers. April is the perfect time to visit the red rock playground of Moab. During this month, the temperature stays around 70 degrees Fahrenheit, creating ideal conditions for hiking, climbing, and mountain biking. During this time, the streets are transformed into a giant water fight, with locals and tourists armed with water guns, water balloons, and buckets. The great thing about New Orleans is that you can have a fantastic time just by walking around the city. There’s always live music on street corners or inside the jazz clubs between Bourbon Street and Frenchmen Street. From Amsterdam, take a 40-minute drive to Keukenhof , one of the world's most famous flower gardens, to see millions of tulips, hyacinths, daffodils, and other flowers in bloom. DUBAI, United Arab Emirates (AP) — The United Arab Emirates tried to wring itself out Thursday after the heaviest recorded rainfall ever to hit the desert nation , with its main airport allowing more flights even as floodwater still covered portions of major highways and communities.

Dubai International Airport, the world’s busiest for international travel , allowed global carriers on Thursday morning to again fly into Terminal 1 at the airfield. And long-haul carrier Emirates, crucial to East-West travel, began allowing local passengers to arrive at Terminal 3, their base of operations.

However, Dubai Airports CEO Paul Griffiths said in an interview with The Associated Press that the airfield needed at least another 24 hours to resume operations close to its usual schedule. Meanwhile, one desert community in Dubai saw floodwaters continue to rise Thursday to as much as 1 meter (3 feet) as civil defense officials struggled to pump out the water.

“We were looking at the radar thinking, ‘Goodness, if this hits, then it’s going to be cataclysmic,’” Griffiths said of the storm. “And indeed it was.”

The airport ended up needing 22 tankers with vacuum pumps to get water off its grounds. Griffiths acknowledged that taxiways flooded during the rains, though the airport’s runways remained free of water to safely operate. Online videos of a FlyDubai flight landing with its reverse thrust spraying out water caught the world’s attention.

“It looks dramatic, but it actually isn’t that dramatic,” Griffiths said.

Emirates, whose operations had been struggling since the storm Tuesday, had stopped travelers flying out of the UAE from checking into their flights as they tried to move out connecting passengers. Pilots and flight crews also had a hard time reaching the airport given the water on roadways.

But on Thursday, Emirates lifted that order to allow customers into the airport. That saw some 2,000 people come into Terminal 3, again sparking long lines, Griffiths said.

Others who arrived at the airport described hourslong waits to get their baggage, with some just giving up to head home or to whatever hotel would have them.

The UAE, a hereditarily ruled, autocratic nation on the Arabian Peninsula, typically sees little rainfall in its arid desert climate. However, a massive storm forecasters had been warning about for days blew through the country’s seven sheikhdoms.

By the end of Tuesday, more than 142 millimeters (5.59 inches) of rainfall had soaked Dubai over 24 hours. An average year sees 94.7 millimeters (3.73 inches) of rain at Dubai International Airport. Other areas of the country saw even more precipitation.

Meanwhile, intense floods also have struck neighboring Oman in recent days. Authorities on Thursday raised the death toll from those storms to at least 21 killed.

The UAE’s drainage systems quickly became overwhelmed Tuesday, flooding out neighborhoods, business districts and even portions of the 12-lane Sheikh Zayed Road highway running through Dubai.

The state-run WAM news agency called the rain “a historic weather event” that surpassed “anything documented since the start of data collection in 1949.”

In a message to the nation late Wednesday, Emirati leader Sheikh Mohammed bin Zayed Al Nahyan, the ruler of Abu Dhabi, said authorities would “quickly work on studying the condition of infrastructure throughout the UAE and to limit the damage caused.”

On Thursday, people waded through oil-slicked floodwater to reach cars earlier abandoned, checking to see if their engines still ran. Tanker trucks with vacuums began reaching some areas outside of Dubai’s downtown core for the first time as well. Schools remain closed until next week.

Authorities have offered no overall damage or injury information from the floods, which killed at least one person.

However, at least one community saw the effects of the rainfall only get worse Thursday. Mudon, a development by the state-owned Dubai Properties, saw flooding in one neighborhood reach as much as 1 meter. Civil defense workers tried to pump the water out, but it was a struggle as people waded through the floodwater.

Residents of Mudon, who spoke to the AP on condition of anonymity given the UAE’s strict laws governing speech, described putting together the equivalent of nearly $2,000 to get a tanker to the community Wednesday. They alleged the developers did nothing to help prior to that, even as they called and emailed. They also said a nearby sewage processing facility failed, bringing more water into their homes.

“A lot of people were in denial of how bad it was,” one homeowner said as civil defense officials waded through the water, bringing bottled water on a raft.

Dubai Holding, a state-owned company that has Dubai Properties as an arm, did not respond to questions. It’s part of a wider nexus that U.S. diplomats have called “Dubai Inc.” — all properties overseen by the city-state’s ruling family.

The flooding sparked speculation that the UAE’s aggressive campaign of cloud seeding — flying small planes through clouds dispersing chemicals aimed at getting rain to fall — may have contributed to the deluge. But experts said the storm systems that produced the rain were forecast well in advance and that cloud seeding alone would not have caused such flooding.

Scientists also say climate change is responsible for more intense and more frequent extreme storms, droughts, floods and wildfires around the world. Dubai hosted the United Nations’ COP28 climate talks just last year.

Abu Dhabi’s state-linked newspaper The National in an editorial Thursday described the heavy rains as a warning to countries in the wider Persian Gulf region to “climate-proof their futures.”

“The scale of this task is more daunting than it appears even at first glance, because such changes involve changing the urban environment of a region that for as long as it has been inhabited, has experienced little but heat and sand,” the newspaper said.
