Trips from 1 January 2023 onwards

From 1 January 2023, Intrepid will no longer require travelers to provide proof of vaccination against COVID-19 (excluding all Polar trips and select adventure cruises).

However, we continue to strongly recommend that all Intrepid travelers and leaders get vaccinated to protect themselves and others.

When is the best time to visit Paraguay?

Paraguay experiences two distinct seasons, hot and cool. Humid and rainy days are distributed fairly evenly between the two seasons, although as a general rule, the east of the country gets substantial rainfall throughout the year while the semi-arid far west receives hardly any at all.

The hot season (October to April) sees average daily highs of around 95°F (35°C) and typically muggy, cloudy weather. Northwestern Paraguay has a tropical climate with wetter, hotter summers than the rest of the country. January is usually the hottest month of the year.

The winter season (May to September) brings cooler, changeable weather. Cold polar air blows in from Antarctica and lowers the air temperature to averages of between 42-71°F (6°C and 21°C). July is the coldest month of the year. 

Since the heat in summer can be intense, the best time to visit is between May and September when the weather is more temperate and pleasant. Partygoers should also look at visiting in February when the country erupts into Carnival.

Do I need a visa to travel to Paraguay?

Citizens from most countries in the EU, Central America and South America do not need a visa for stays of less than 90 days with a valid passport. 

Citizens of Australia, Canada, New Zealand, and the United States can apply for a 90-day visa on arrival at Silvio Pettirossi International Airport. If arriving at a different airport, you may need to arrange a visa in advance. A reciprocity fee applies and varies according to nationality. 

Visitors from other countries must obtain a visa prior to travel.

Is tipping customary in Paraguay?

While tipping isn't mandatory in Paraguay, generosity is always appreciated so feel free to add spare change or round up your restaurant bill. Although some restaurants and bars may already include a 10% service charge within the bill, you could add more if the service is particularly good. Taxi drivers generally don't expect tips.

What's the internet access like in Paraguay?

Wi-fi can be found in cafes, restaurants, bars and hotels in large cities and towns frequented by tourists. Internet availability is less widespread in rural and remote areas, so be prepared to disconnect for a while when traveling out of the city.

Can I use my cell phone while in Paraguay?

You should be able to use your cell phone in Paraguay's cities, but prepare for less coverage in remote or mountainous areas. Ensure you have global roaming enabled before leaving your home country.

What are the washrooms like in Paraguay?

Public washrooms aren’t always readily available in Paraguay and, when they are, you'll often be required to pay a fee to use them. Most bus terminals will charge around USD 0.25 for access and a small supply of paper. It’s advisable that you use the washrooms in restaurants and hotels when you can.

Paraguay's plumbing systems are still rather antiquated, so it’s important to remember not to flush toilet paper and dispose of paper in the bin provided instead. Most buses will have an on-board toilet, but budget services (or services in remote areas) may not. It's a good idea to carry your own toilet paper and hand sanitizer, as these aren't always provided.

Can I drink the water in Paraguay?

Drinking tap water in Paraguay isn't recommended. For environmental reasons, try to avoid buying bottled water. Instead, fill a reusable water bottle or canteen with filtered water – ask your leader where this can be found. In rural areas where it’s not possible to buy bottled water, it's recommended that water be treated before drinking. It's also advisable to avoid ice in drinks and peel fruit and vegetables before eating.

Are credit cards accepted widely in Paraguay?

Credit cards are widely accepted in Paraguay’s large cities and towns, especially VISA and Mastercard, and can be used at most top-end hotels, restaurants, shops and other tourist establishments. Keep in mind that credit cards may not be accepted so readily in small towns and rural areas, so always have alternative payment methods available.

What is ATM access like in Paraguay?

ATMs can be found in most of Paraguay's major cities and tourist areas. ATMs are far less common in rural areas and small villages so ensure you have enough cash to cover purchases when traveling away from the larger cities.

Is Paraguay a safe destination for LGBTQIA+ travelers?

It's generally advised that LGBTQIA+ travelers should exercise caution while traveling in Paraguay. While homosexuality is legal and LGBTQIA+ recognition is growing, the country remains conservative and homosexuality isn't yet widely accepted and the Paraguayan government has no plans to recognize same-sex marriage in the near future.

Asuncion – Guided tour of the beautiful and traditional towns surrounding Asuncion

Enjoy breakfast at the hotel and afterwards depart for a full day tour – a combination of handcrafts, culture, history and nature. Visiting the artisanal city of Ita, traditionally know for making the “Gallinita de la Suerte”, a small chicken made of clay, used as a lucky charm. Then continue to Paraguarí followed by Sapucai, the city of the railway. After this, visit Piribebuy and Caacupe before moving on to San Bernardino, located right by the side of the famous Ypacarai Lake. On the way back to Asuncion, stop off in the city of Itaugua, famous for its fabric handcraft.

Explore the city of Asuncion, la “Madre de Ciudades”

After breakfast, get to know the nation’s capital, Asuncion. Nicknamed the “Mother of Cities” Asuncion is one of the first cities in South America to be founded by European explorers. The city is a colorful combination of modern and colonial architecture. Explore areas such as Independence House, the National Cathedral, the Government Palace, the Railway Station, the National Heroes Pantheon and Mariscal Lopez Avenue known as Avenue of the Embassies. End your tour in the popular artisan market, La Recova. Transfer to Central Chaco, arriving in time for dinner.

Gran Chaco – Step in to the wild

The word Chaco means “abundance of wildlife” and Gran Chaco more than lives up to its name: conditions are ideal for nature lovers and anglers. Depart early for a full day of bird watching in Campo Maria and its surroundings, also visit the Salty Lagoon, full of birds and other mammals and you may even spot some big cats.

Central Chaco – Home to the Mennonites

This morning, you will visit the great Mennonite colonies and producing cooperatives of the region. The Chaco is a remarkable area consisting of an almost featureless plain, with a substantial population of Indigenous people. Their only paved highway, Route TransChaco, leads to the religious community of Filadelfia, where Mennonites settled in the late 1920’s.

Yaguaron – Visit the spectacular Franciscan church

Transfer to Encarnacion, visiting Yaguaron and San Ignacio Jesuitic Museum en route. Yaguaron is known for its large baroque church and fine Franciscan missionary carvings. In the main square of the city there is a statue of the beatified Roque Gonzalez, showing how important the priest was to the development of the mission. The 12 Stations of the Cross line a pleasant path up the hill behind Yaguaron to a small chapel – from here there is an amazing view of the surrounding countryside.

Ciudad del Este – See the impressive Jesuit creations

Transfer to Ciudad Del Este visiting the Jesuit Missions of Trinidad del Paraná and Jesus de Tavarangué en route. It was declared a World Heritage Site in 1993 by UNESCO. In addition to their artistic interest, these missions are a reminder of the Jesuits’ Christianization of the Rio de la Plata basin in the 17th and 18th centuries.

Ciudad Del Este – Monday Falls and Itaipu Dam

Enjoy breakfast and depart early for a full day visit to Monday Falls National Park with a wonderful panoramic view of the waterfall. 45 meters tall and approximately 120 meters wide the falls are truly breathtaking. The name “Monday” (pronounced “mon-da-ugh”) originates from Guarani language and means: “robbed river”. In the afternoon visit the Itaipu Power Dam (Paraguayan side), the largest dam in South America. With more power than 10 nuclear power stations it has supplied the second largest city on the planet with zero-emission electricity since 1984.

Asunción – Transfer and departure

The absolute best time to visit Paraguay is during the dry (winter) season, from May to September. The temperature is comfortable and the humidity is lower than in the summer season. Wintertime is the peak tourist season of Paraguay, most festivals are hosted during this period. It can be advisable to avoid visiting Paraguay during the summers season (October to April). During this season high temperatures and humidity is recorded, the country also receives the most rainfall of the year.

One Week in Paraguay: The Ultimate Itinerary

Paraguay is a small landlocked country which boasts stunning waterfalls, a wild history, and truly remote areas where roads are sparsely found. As one of the least visited countries in South America, its lack of tourism can be both a welcome change from the heavily trafficked neighboring countries of Argentina and Brazil, but also frustrating due to lack of infrastructure. Expect to spend a lot of time on buses between destinations, but know that this will give you time to slowly get to know the countryside and maybe even its people as you talk to fellow passengers and chipa (a cheesy, anise-flavored bread) sellers.

While there’s much more to do in Paraguay than what is mentioned in this itinerary, such as visiting the Chaco region or chugging upriver to the wetlands of the Rio Paraguay, the addition of the more remote locations would tack on another one to two weeks to your trip. The following itinerary gives a brief tour of the country, but if you can, definitely extend your trip and experience some of the country's most untouched areas.

Day 1: Asunción

Welcome to Paraguay! Whether you arrive by plane or bus, pull some cash out of the ATMs at the airport or bus terminal. Use Moovit or ask locals (if your Spanish is decent) to figure out which bus to take to your hotel, or grab a taxi or Uber to save time.

Drop your bags off and head to Mercado Cuatro (officially called Mercado Municipal 4) for a hot bowl of pira caldo, a traditional Paraguayan fish soup full of veggies and Paraguayan cheese. Browse the stalls to pick up souvenirs, like a guampo (a cup shaped like a horn) and a bombilla (metal filtered straw), for drinking tereré, a local yerba maté-infused tea.

Take a short taxi ride to the Panteón Nacional de los Héroes , the resting place of Paraguay’s infamous president Don Carlos Antonio López, who led the War of the Triple Alliance. Learn more about the lasting effects of the war in the country, as well as admire the building itself, inspired by Paris’ Les Invalides. After you’ve wandered around and seen the changing of the guard, visit the Museo del Barro where you can learn more about Paraguayan history and see indigenous art.

Eat diner at Bolsi , a diner serving Paraguayan plates like the tomato-smothered bife koygua, as well as an array of Brazilian and Argentine dishes. Finish the night at a jazz show at cultural center Dracena , and buy some provisions for a picnic lunch tomorrow.

Day 2: Parqué Nacional Ybycuí

Today is for experiencing the wilder side of Paraguay at Parqué Nacional Ybycuí. Book a private tour with transportation there and back with a company like Trico Tours , or ask your hotel if they can connect you with a private driver (the far cheaper option).

Eat a breakfast of fresh fruit and Paraguayan pastries at La Herencia , then meet your tour operator or driver to head to the park (about a two and a half hour trip). Slather on sunscreen, swim in the natural pools, and hike the trails to see the Guaraní and Escondido waterfalls. Check out La Rosada , one of the first iron foundries in South America, and eat a picnic lunch. Look out for the neon-blue morpho butterflies, some of the park's most famous residents.

After the ride back to Asunción, throw on your best outfit and take an Uber to Pakuri for dinner. This acclaimed institution mixes indigenous cooking methods and traditional Paraguayan recipes and serves up fresh cocktails and expert service. Try classics like the sopa paraguaya or chipa guazu (both in the cornbread family), or go more experimental and get the guava pork ribs.

Day 3: Caacupé and San Bernardino

Wake up early to take an Uber to the Terminal de Ómnibus de Asunción to catch a long-distance bus to Caacupé, about an hour and a half-long trip. Buy some chipa from a seller at the bus terminal or from one who hops on your bus en route.

Once you disembark, walk to the Catedral Basilica Nuestra Señora de los Milagros , the country’s largest church. Each year on December 8, one million pilgrims journey here for a special mass. Admire the ornate stained-glass windows which depict biblical scenes alongside Caacupé’s history. Walk up to the observation balcony for view of the city, and keep your eyes peeled for any supernatural phenomenon, as many miracles purportedly happen on the cathedral's grounds.

Hail a taxi to take you to Tava Glamping in San Bernardino, about 30 minutes away. Check in at Tava, then ask staff to help arrange for a ride to the center of San Bernadino. Eat lunch at one of the restaurants around Plaza Bernardino Caballero, like Quiero Fruta , where you can order a veggie or meat-filled tapioca taco (a common food in Paraguay) and fresh juice. After lunch, walk around Ypacarai Lake, take a boat ride, or head back to Tava for a sunset swim at the pool. Eat dinner at Restaurante Oktoberfest to experience some of the town’s German heritage.

Day 4: Encarnación and the Jesuit Ruins

Today’s the day to go to some of the least visited UNESCO World Heritage Sites on the planet: the ruins of the Jesuit Missions at Trinidad and Jesus. Feast on fresh papaya, kiwis, eggs, and coffee at the included breakfast at Tava, then go to the bus station. Take the bus to Encarnación, about six or seven hours. Buy lunch at the rest stops, or purchase more chipa from bus sellers. Listen for a language other than Spanish being spoken, as Guaraní is the second official tongue of the country.

Once you reach Encarnación, walk about 8 minutes to the Luxsur Hotel to check in and grab a late lunch at one of the nearby restaurants. Go back to the terminal and buy a ticket to Trinidad, then hop on the bus and inform the driver of your stop. Once you arrive, you'll be able to walk up to the ruins and purchase your ticket.

Walk through the massive courtyards and archways, where former settlements abounded in the 17th and 18th centuries, when Jesuit missionaries came to proselytized the Guaraní. You can read more about the history at the visitor center or stay for the evening light show. If you would prefer to see more ruins, hire one of the waiting motorbike taxis to head to the site at Jesús. To get back to Encarnación, stand on the other side of the road, and flag down one of the local buses that will take you back into town.

Day 5: San Rafael National Reserve

Load up on the breakfast buffet at Luxsur and walk the 10 blocks or so to the Paraná River for some beach time. Across the water, you’ll see the skyline of Posadas in Argentina, though your destination today is elsewhere: the conservation association ProCosara at the edge of the San Rafael Nature Reserve.

Take a dip in the Parana River, and relax on the shore. Walk along the coast to arrive at the Escalinata de San Pedro, both a colorful staircase and monument to area fisherwomen. On the walk back the hotel, stop by a supermarket to purchase snacks and food for your next four meals (unless you've arranged for ProCosara to provide your meals). Make a sandwich for a sack lunch on the bus, then check out of the hotel. Walk to the bus station, and take the bus Pastoreo line bus.

After a several-hours bus ride switching between smooth and bumpy terrain, meet one of the ProCosara staff at the bus stop. They’ll ferry you down red dirt roads until you arrive at the ProCosara base. ProCosara owns and protects some of the last swaths of the Atlantic Forest, home to bountiful bird life, howler monkeys, and indigenous peoples, whose quality of life have all been threatened due to deforestation and soy farming.

Drop your stuff at the cabin and take a short hike down one of the four trails before sitting on a massive felled tree to see a mind-blowing sunset. Make yourself an early dinner and chat with other guests, usually scientist or conservationists who’ve come to do research and can enlighten you about the area.

Day 6: San Rafael

Wake up and eat breakfast, spray yourself thoroughly with bug spray, and head out to hike the other three small trails. Though San Rafael is famous for howler monkeys you most likely won’t see them, unless you trek through the woods at 3 or 4 a.m. Instead, look for butterflies, striped snakes, red-headed woodpeckers, and other birds, as there are over 400 species here. You might even hear the call of the pale-legged weeping frog, which sounds like a race car revving its engine.

Go for a swim in the small lake when you’re finished, then ask staff if you can pick fruit in the citrus grove. Take a few oranges for the bus ride back to Encarnación, then have lunch on the deck of your cabin before your ride back to the bus station.

After another several hour bus ride, check in at Milord Boutique Hotel , a premiere hotel with a gourmet restaurant onsite. For dinner, order one of their salmon plates, like the salmon a la Milord with cherry tomatoes and fresh parsley on a bed of risotto. Take an evening walk along the coast before turning in early.

Day 7: Cuiad del Este and Iguzau Falls

Take an early morning bus to Cuiad del Este, about four and a half hours away. Check in at your hotel, then walk or take a taxi to the mall-area near the border with Brazil.  Pack your raincoat in your day bag, then eat lunch at one of the many restaurants next to Friendship Bridge.

Walk across to the bridge to Foz do Iguaçu, the Brazilian city where which surrounds Iguazu Falls, a system of 275 waterfalls and a natural wonder of the world. From there, you can take the local buses (they accept Paraguayan currency) or a taxi to Iguazu Falls. Make sure to purchase your ticket at one of the automated machines in front, then wait for the bus to take you to the trailhead. Walk the length of the trail and allow yourself plenty of time to snap pictures of the falls and the South American coati, as well as to stand in the spray of the Devil’s throat, the largest of the falls (put your raincoat on prior to walking out on the deck!).

Alternatively, if you’d rather stay in Paraguay, go for a free tour of Itaipu Dam, the second largest hydroelectric dam in the world supplying 80 percent of Paraguay’s energy. Combine it with a trip to Saltos del Monday , a nature reserve and adventure park with several falls more than 130-feet tall, where you can rappel and zipline.

For dinner, head to the farmer’s market at Eugenio A. Garay and Arturo Gracete. Order one or several chipa asadors, a type of chipa grilled on wooden sticks, perfectly hot and extra cheesy. Head back to your hotel and prepare for your morning flight, either back to Asunción and homeward, or to São Paulo for more adventures in Brazil.

Paraguay travel guide

There’s a saying in Paraguay that people who visit always cry twice – once when they arrive and once when they leave. And you can see why emotions might run high in this lesser-travelled South American nation, whose beautiful, beguiling and baffling character is made all the more alluring by its relative obscurity.

After years in the wilderness – Paraguay has long been politically as well as geographically isolated – the country is gradually opening up to the outside world. Its tourism infrastructure remains undeveloped, but patient and pioneering travellers are rewarded for their endeavours.

Boasting an intoxicating blend of crumbling colonial cities, exotic natural wonders and indigenous tribes, visitors to Paraguay can also expect a warm welcome from the locals, who are unerringly polite, interested in outsiders and liberal with their dinner invitations (expect football chat to be on the menu).

Most travellers begin their Paraguayan adventure in the capital, Asuncion. A charming, colonial city, it’s one of South America’s more endearing capitals and is blessed with neoclassical façades, pretty piazzas and tree-lined boulevards.

It is also a place of contradictions; expensive sports cars whizz along crumbling cobbled streets, while traditional street vendors ply their trade in the shadows of modern shopping malls. Inequality is hard to ignore.

Outside the capital, Paraguay’s true beauty is revealed. The east is characterised by sweeping savannahs and dense forests, which are peppered with sleepy colonial towns barely changed since the turn of the 20th century.

Crumbling Jesuit missions and yerba maté plantations can be found in the southeast corner, while the largely unexplored northern region is blanketed by steamy marshes, shimmering lagoons and dense rainforests, which harbour exotic species such as the elusive puma.

And then there’s the wild, western region of Chaco; one of South America's great wilderness areas, it is home for many of Paraguay’s indigenous people, who live largely traditional lives amongst a myriad of spectacular flora and fauna.

Travel insurance

If you choose to travel, research your destinations and get appropriate travel insurance . Insurance should cover your itinerary, planned activities and expenses in an emergency.

This advice reflects the UK government’s understanding of current rules for people travelling on a full ‘British citizen’ passport from the UK, for the most common types of travel.

The authorities in Paraguay set and enforce entry rules. If you’re not sure how these requirements apply to you, contact the Paraguayan Embassy in the UK .

COVID-19 rules

There are no COVID-19 testing or vaccination requirements for travellers entering Paraguay.

Passport validity requirements

To enter Paraguay, your passport should be valid for the duration of your stay.

Check with your travel provider that your passport and other travel documents meet requirements. Renew your passport if you need to.

You will be denied entry if you do not have a valid travel document or try to use a passport that has been reported lost or stolen.

Make sure you get your passport stamped.

Make sure that an immigration official stamps, dates and signs your passport when you arrive. If you do not have an entry stamp in your passport, you will get a fine when you leave the country.

This is important if you enter Paraguay at a land border, typically the crossing between Ciudad del Este and Foz do Iguaçu in Brazil. Long-distance bus drivers sometimes tell foreign nationals that they can complete immigration formalities in Asunción. This is not true, and you will get a fine if you do not get your passport stamped at the point of entry.

Visa requirements

You do not need a visa to visit Paraguay. You will normally get permission to stay for 90 days on arrival.

If you want to stay for another 90 days, check with the  Paraguayan Immigration Department  (in Spanish). 

If you are travelling to Paraguay to work or study, you should contact the  Paraguayan Embassy in the UK or check the Ministry of Foreign Affairs visa information . 

Travelling with children

You need a parental permission document (‘Permiso del Menor’) to bring a child into or out of Paraguay if they are not travelling with both parents. The permission document must be certified by the  Paraguayan Embassy in the UK , or your nearest Paraguayan embassy. Vaccination requirements

At least 8 weeks before your trip, check the vaccinations and certificates you need in TravelHealthPro’s Paraguay guide .   

Depending on your circumstances, this may include a yellow fever vaccination certificate.

Customs rules

There are strict rules about goods you can take into or out of Paraguay . You must declare anything that may be prohibited or subject to tax or duty.

Taking money into and out of Paraguay

Declare any cash or travellers cheques if the value is 10,000 US dollars or more. You can make an online declaration in advance , or at computer terminals at the airport or place of arrival. You will get a certified declaration to show you brought it in with you.

Many ATMs accept bank cards. When exchanging money, use registered banks or a bureau de change. Do not change money with people on the street or on arrival at the airport as false banknotes are common.

There is a high threat of terrorist attack globally affecting UK interests and British nationals, including from groups and individuals who view the UK and British nationals as targets. Stay aware of your surroundings at all times.

Terrorist attacks in Paraguay cannot be ruled out.

Political situation

Demonstrations and protests.

There is often social conflict in Paraguay. Groups may set up blockades as a form of protest along the main roads and in downtown Asunción near government buildings. This disrupts public transport and leads to widespread delays often with little warning.

If this happens, avoid large gatherings, monitor local media and follow the guidance of local authorities.

Protecting yourself and your belongings

Bag-snatching and pickpocketing are a problem on public transport. Many foreigners choose to use taxis rather than take buses. Keep your bags within sight at all times when travelling, and be wary of anyone offering to help you.  

Muggers are occasionally violent and can be armed. Carrying large amounts of cash or wearing expensive jewellery can make you a target. To reduce the risk of attacks:

  • use ATMs inside buildings rather than on the street
  • call a licensed taxi from a landline or a hotel rather than hailing one in the street
  • keep items like mobile phones and wallets out of sight
  • keep valuables and passports in a safe place

You might be asked for photo ID if you pay by credit card. Many people choose to carry their photo ID in a money belt under their clothes, to keep it secure.

At night, keep away from isolated or poorly lit areas, and avoid the downtown areas of major cities.

Organised crime

Criminal organisations carry out drug trafficking and arms smuggling, often in the border regions. They have also carried out isolated violent attacks in Asunción and elsewhere. These attacks have usually been aimed at the Paraguayan security forces and people associated with rival gangs. Tourists have not been the target of such incidents, but bystanders could be affected.

In recent years there has been a small number of high-profile kidnappings. Although foreigners are not routinely targeted, you should be vigilant. See the safety advice for regions of Paraguay .

Laws and cultural differences

Personal id.

You must always carry ID. Carry a copy or printout of the photo page of your passport, and a copy of your entry stamp.

If you are resident in Paraguay, the authorities will issue you with an identity card.

Illegal drugs and prison sentences

There are severe penalties for trafficking and possession of illegal drugs. If you are caught in possession of or trafficking drugs, you may get a prison sentence, without bail. Prison standards are poor.

LGBT+ travellers

Same-sex sexual activity is not illegal and there is a small, active LGBT+ community in Asunción. Same-sex marriages are not recognised in Paraguay. Risks at public venues

Safety regulations at public venues may be non-existent or poorly enforced.   

Food stalls burning fuel and using power cables with poor electricity standards present a constant fire risk in markets. The risk is heightened because markets are often located in narrow streets and can be crowded.

Outdoor activities and adventure tourism

Swimming safety.

Many rivers have strong currents which make them dangerous for swimming. The River Paraguay around Asunción is highly polluted and not suitable for swimming.

Transport risks

Road travel.

If you are planning to drive in Paraguay, see information on driving abroad .

You can use a UK photocard driving licence to drive in Paraguay. If you still have a paper driving licence, you may need to update it to a photocard licence or get the correct version of the international driving permit ( IDP ) as well.

You’ll need to have your driving licence and your passport showing the entry stamp with you in the car.

There are regular police checks nationwide, usually to check the vehicle and driver’s documents (passport, entry stamp, driving licence) and carry out breathalyser tests. Police checks are common in Asunción, its neighbouring cities and the San Pedro and Concepción departments.

The legal blood alcohol limit is 0.00%. If a police officer suspects you of drink-driving, they can confiscate your licence on the spot. If you’re convicted, you can expect a heavy fine. 

Driving standards

Driving standards are poor and there are often traffic accidents, particularly involving motorbikes. Many motorcyclists drive with no crash helmets.

Some vehicles drive with no lights at night. Driving on country roads at night can be particularly dangerous.

Drivers in Paraguay often ignore stop signs, traffic lights and speed limits. In many areas, there are no road signs indicating hazards. Road signs are generally poor and can be confusing.

Paraguay’s network of paved main roads is limited. Minor and rural roads remain unpaved and are often impassable during the rainy season. Even major paved roads, including in Asunción, can be flooded during heavy rain. Large potholes are a hazard on most roads, including in Asunción.

Public transport

Many taxis and buses do not meet European standards and rarely have functioning seat belts.

The ‘Terminal de Omnibus Asunción’ is the main bus terminal for long-distance journeys.

River travel

Many vessels do not meet the health and safety standards that would apply in the UK.

Extreme weather and natural disasters

Heavy rainfall and flooding can affect several areas, including some areas of Asunción and neighbouring cities. Monitor local media and follow the instructions of local authorities.

During especially hot and dry periods a single spark or flame can start a wildfire. Report fires to the emergency services immediately.

Paraguay-Brazil border

Transnational criminal organisations carry out drug trafficking and arms smuggling along Paraguay’s eastern border with Brazil. Most activity is from Pedro Juan Caballero south to Ciudad del Este, and to the Tri-Border Area where the borders of Paraguay, Brazil and Argentina meet.

Violent crime is on the increase in this area – take particular care in the departments (‘departamentos’) that border Brazil:

  • Amambay Department
  • Concepción Department
  • Alto Paraná Department
  • San Pedro Department
  • Canindeyú Department
  • Salto del Guairá Department

A small guerrilla-style group calling itself the Ejercito del Pueblo Paraguayo (EPP) operates in the north of the Department of San Pedro and the south of the Department of Concepción. The group typically targets police and the military. They attack the ranches of major landowners, often stealing large numbers of cattle. Their attacks can be violent, and include the use of explosives and firearms. In the last decade, they have kidnapped several high-profile people for ransom, most recently in 2022. Three people are still in captivity.   

Paraguay-Bolivia border

Illegal cross-border activities are common in this area, centred around drug trafficking.

Before you travel check that:

  • your destination can provide the healthcare you may need
  • you have appropriate travel insurance for local treatment or unexpected medical evacuation

This is particularly important if you have a health condition or are pregnant.

Call 141 and ask for an ambulance.

Contact your insurance company promptly if you’re referred to a medical facility for treatment.

Healthcare facilities in Paraguay

There are some good private medical facilities, but only in the major cities. Hospitals and GPs will expect immediate payment for medical services. Some types of medicines may not be available.

Elsewhere, facilities may not meet UK standards. Make sure you have adequate travel health insurance and accessible funds to cover the cost of any medical treatment and repatriation.

This is the first report in a series analyzing the work preferences of global talent in 2024 .

Ten years ago, we launched the Decoding Global Talent series of reports, excited to watch trends in the wide world of work. We never imagined how powerfully and rapidly various global forces—the pandemic, remote work, geopolitics, GenAI , and more—would disrupt work. Nevertheless, the turmoil of the past decade has had little impact on the enduring appeal of talent mobility.

Take Anne Granelli. We first interviewed her in 2014, when Anne, a biomedical researcher and native of Sweden, was living and working in New Delhi with her family, after a stint in Canada. “We really like the international atmosphere,” she shared then. “It’s a great opportunity to get different views and learn a lot.” We’ve continued to follow her story. Now 53, she is living and working in Dubai for a US-based medtech company. She recently observed, “Life is too short not to explore all the options.”

The options for working abroad are plentiful—as are the workers who are ready for new opportunities.

Employers and nations stand to benefit as well. But to reap the rewards, they must understand the preferences of mobile workers, which entails answering several key questions:

  • How have the top target destinations shifted?
  • Why do people aspire to move to specific countries?
  • What can future employers and the governments of destination countries do to court global talent?

About the Decoding Global Talent Series

  • The Decoding Global Talent series is the largest data source on the mobility preferences of workers globally. Our cumulative data set comprises almost 900,000 responses on where and how people want to work around the world.
  • It is a collaboration of BCG, The Network, and The Stepstone Group.
  • The current report explores trends in workforce mobility, including willingness to move abroad for work, and provides an updated ranking of top destination counties and cities.
  • In this year’s survey, we explored a new dimension of global mobility: the reasons why respondents favor particular destinations. We asked survey participants how they perceive certain countries and why they think they would be happy in those destinations.

Where Do People Want to Go?

In 2023, Australia, which has been steadily rising through the ranks since we initiated this series, finally topped the list of desirable country destinations .

Australia became more attractive to respondents from Asian countries, and it rose in popularity among respondents from North America, Africa, and several European countries, including the UK and Ireland. Amid an economic boom as the world emerged from the worst stages of the pandemic, Australia has been attractive to talent from abroad, offering job opportunities, visas, and great quality of life.

Overall, though, the upper echelon of the rankings hasn’t changed much. Canada and the US are still top-three talent destinations because of the attractive economic opportunities they offer and because they are, simultaneously, English-speaking countries and global melting pots.

The most dramatic change we found in the rankings was Spain’s reemergence among the top ten, after becoming less attractive during the pandemic (the country was hit hard early on).

Why Do People Choose a Specific Country?

We dug deeper to find out how people who are willing to move for work choose a destination, leaning on definitions and rankings from the Organisation for Economic Co-operation and Development in its 2023 Indicators of Talent Attractiveness report.

We looked at extrinsic factors —characteristics of countries. We found that one consistent, primary consideration supersedes individual country brands: the quality of job opportunities. Nevertheless, a few countries benefited from another prominent consideration: quality of life .

And we looked at intrinsic factors —practical considerations related to the individuals themselves. Overall, speaking the primary language or languages of the destination country matters a lot, especially among respondents who favor English-speaking countries. Personal recommendations from acquaintances who have experience with the destination country make a difference, too, as does having a diaspora of the same nationality in the target destination.

People’s interest in moving abroad for work is significant, as are the benefits for employers and national and local economies. We recommend that businesses and governments target several key strategic areas and offer mobile talent advice along each step of the journey that they will be taking.

The Three Key distinction is the highest hotel honor in The MICHELIN Guide. Earning One Key (80 properties) or Two Keys (33 properties) is difficult enough, but only 11 hotels earned Three Keys in the United States. Of those, four can be found in New York City. The Three Key hotels excel in all five criteria used to judge hotels by our Inspectors. But in this series , we thought it fitting to focus on just one of those criteria — the most photogenic of the five — architecture and interior design. California Governor Newsom launches abortion travel ban ad campaign in Alabama

California Governor Gavin Newsom is taking aim at states considering abortion travel bans with the launch of a new ad campaign.

Newsom's Campaign for Democracy ad is set to air in Alabama starting Monday. The governor tweeted out the ad in a social media post Sunday morning.

The text with the video post reads, "Alabama's abortion ban has no exceptions for rape or incest. Now, Republicans are trying to criminalize young women's travel to receive abortion care. We cannot let them get away with this."

The 30-second commercial shows two nervous young women driving in a car passing a sign that reads "State Line 1 Mile." 

"We're almost there. You're gonna make it," the passenger tells the woman behind the wheel just before they hear a siren and are pulled over by a state trooper.

"Trump Republicans want to criminalize young Alabama women who travel for reproductive care," a voiceover says as the state trooper walks up to the car.

"Miss, I'm going to need you to step out of the vehicle and take a pregnancy test," the trooper says, waving a test stick in one hand. The next shot shows the driver leaning on the hood of her car as the trooper puts her in handcuffs.

"Stop them by taking action at RightToTravel.org ," the voiceover intones as the ad ends.

Alabama is currently weighing a bill that would make it a crime to help women travel outside the state in order to receive an abortion. The ad is part of a larger effort to combat travel bans across the United States. Newsom was behind a similar ad that ran in Tennessee.

The RightToTravel.org website says that those two states and Oklahoma are considering bills that ban minors from traveling out of state to get an abortion without parental consent, even if it's a case of incest or if there is abuse in the family.

It isn't the first action the governor has taken in the political battle over abortion since the U.S. Supreme Court overturned Roe v. Wade in June of 2022. Two days after the ruling, Newsom partnered with the governors of Oregon and Washington to issue a multi-state commitment promising to defend access to reproductive health care, including abortion and contraceptives.

In September of that year, he launched a billboard campaign in seven of the most restrictive anti-abortion states urging women seeking the procedure to come to California for treatment. He also signed more than a dozen new abortion laws  protecting women's reproductive rights and ordered the state to end its contract with Walgreens after the pharmacy giant  indicated it would not sell an abortion pill by mail in some conservative-led states .
