WASHINGTON – From April 3-9, Secretary of the Treasury Janet L. Yellen will travel to the People’s Republic of China (PRC) for bilateral meetings and other engagements.

Secretary Yellen’s visit to China will build on the intensive diplomacy she has engaged in to responsibly manage the bilateral economic relationship and advance American interests. Following initial meetings with the PRC’s new economic team last July in Beijing, Secretary Yellen met with her counterpart Vice Premier He Lifeng in San Francisco, California, in advance of President Biden’s meeting with President Xi. At Secretary Yellen and Vice Premier’s direction, both sides jointly launched Economic and Financial Working Groups , which report to the Secretary and Vice Premier, and which have met three times.

In an April 2023 speech , Secretary Yellen laid out three principles guiding America’s economic relationship with the PRC. These principals continue to guide our engagement today. The United States proceeds with confidence in our economic strength thanks to our historically strong recovery and the investments the Biden Administration is making in America’s productive capacity. In the context of this relationship, America first seeks to secure our national security interests along with those of our allies and to protect human rights. Second, we seek a healthy economic relationship with China that provides a level playing field for American workers and firms. Finally, we also seek to cooperate where we can on key bilateral and global priorities.

During her engagements in China, Secretary Yellen will advocate for American workers and businesses to ensure they are treated fairly, including by pressing Chinese counterparts on unfair trade practices and underscoring the global economic consequences of Chinese industrial overcapacity. Secretary Yellen will also work to expand bilateral cooperation on countering illicit finance, which can drive important progress on shared efforts against criminal activity such as drug trafficking and fraud. In China, the Secretary will also engage her counterparts on critical work that benefits both the United States and China, as well as the world, including work to bolster financial stability, address climate change, and resolve debt distress among developing nations.    

Trip Details

On Wednesday, April 3, Secretary Yellen will depart Washington, DC for Guangzhou, the People’s Republic of China. On Thursday, April 4, she will arrive in Guangzhou.

On Friday, April 5, in the morning, Secretary Yellen will hold a roundtable discussion with economic experts to discuss challenges and opportunities in the PRC’s economy. Secretary Yellen will then meet with Guangdong Governor Wang Weizhong. In the afternoon, Secretary Yellen will participate in an event with leading representatives of the American business community in China, hosted by AmCham China, and deliver remarks on the bilateral economic relationship. In the late afternoon, Secretary Yellen will begin extended bilateral meetings with Vice Premier He Lifeng.

On Saturday, April 6, Secretary Yellen will continue and then conclude a series of bilateral meetings with Vice Premier He. In the afternoon, Secretary Yellen will depart Guangzhou for Beijing.

On Sunday, April 7, Secretary Yellen will participate in a bilateral meeting with Premier Li Qiang. Later, Secretary Yellen will meet with Beijing Mayor Yin Yong. In the afternoon, Secretary Yellen will meet with students and professors at Peking University. In the evening, the Secretary will participate in a bilateral meeting with Finance Minister Lan Fo’an. While in Beijing, Secretary Yellen will also meet with leading Chinese economists.

On Monday, April 8, Secretary Yellen will meet with former Vice Premier Liu He of the People’s Republic of China. Later, she will hold a bilateral meeting with People’s Bank of China Governor Pan Gongsheng.

In the afternoon, Secretary Yellen will hold a press conference, during which she will deliver remarks discussing her trip to China. This press conference will be livestreamed here .

On Tuesday, April 9, Secretary Yellen will depart Beijing for Washington, DC. In the evening, she will arrive in Washington, DC.

What’s at stake as Treasury Secretary Janet Yellen visits China

T reasury Secretary Janet Yellen will travel to China for high-stakes meetings this week — her second trip in less than a year amid ongoing tension between the world's two economic powerhouses.

Why it matters: Yellen plans to press an issue that could further intensify China's strained economic relations with the West: what the U.S. sees as China's overproduction of green technology that the nation could dump on the global market, undermining such industries in the rest of the world.

Context: What was once the globe's fastest-growing economy now faces big threats, with huge uncertainty about how China's policymakers will react to that shift.

  • The Biden administration says China's efforts to boost its factory sector have resulted in a surge of subsidized products — solar panels, electric vehicles and more — that it can offer for cheap, undercutting the White House's industrial policy investments.

Driving the news: President Biden spoke with China's Xi Jinping via phone Tuesday, the first one-on-one conversation since the Chinese leader's visit to the U.S. in November, according to media reports.

  • Among the issues the two discussed: China's relationships with Russia and Iran as turmoil continues in Ukraine and the Middle East.

What to watch: The Treasury Department says Yellen will hold "extended" bilateral meetings with Chinese counterparts, including the nation's economic czar, Vice Premier He Lifeng.

  • Yellen will visit Beijing after a stop in Guangzhou, a key trade and exporting hub that's also home to several foreign firms. There, she will participate in a roundtable about China's economic challenges.

Flashback: Yellen's recent speech at a factory previewed the chief concerns that a senior Treasury official said she will raise with top China officials in the coming days.

  • "I am concerned about global spillovers from the excess capacity that we are seeing in China," Yellen said last week. "China's overcapacity distorts global prices and production patterns and hurts American firms and workers, as well as firms and workers around the world."
  • The fear is that the situation parallels one during the Obama administration. Then, China overproduced steel and aluminum products and exported them at depressed prices — warping those industries globally.

The intrigue: Yellen's trip to China is one of the final opportunities for the Biden administration to influence economic relations between the two nations before November's presidential election.

  • Jitters around China's overcapacity issue come as the U.S. cracks down in other areas, including trade, investment and technology. Lawmakers in Washington are pushing efforts to force China-based ByteDance to sell TikTok — or face a ban in the U.S.
  • Still, a senior Treasury official said the U.S.-China relationship is on firmer footing than it was two years ago, largely because of improved communication channels between the two nations.

Why JFK and Goldwater Shared A Doctor

J ohn F. Kennedy and Barry Goldwater didn’t have a lot in common. Political opposites, one tried to revive America’s faith in government while the other sought to limit its role. But the Democratic president and the Republican senator and presidential nominee did share at least one thing: They were both patients of Dr. Janet Travell, an expert in treating muscle cramps, an issue that affected both men.

In fact, when the newly inaugurated President Kennedy appointed Travell his official White House Physician 55 years ago—on Jan. 26, 1961—Goldwater commented that he would have to “work out a back-door arrangement” with the new President so that he could continue to see his doctor.

Among Travell’s other distinctions was being the first woman in American history to hold the position of personal physician to the president—and the first in nearly a century not to come from a career as a military doctor.

The secret to her medical popularity was an innovative treatment technique she developed after noticing that patients treated with Novocain injections experienced relief that lasted longer than the drug should have been effective. By using an acupuncture-like needle application, she was able to stop the cramps JFK experienced after he had a back operation.

“A key ingredient in any Travell prescription is her own personality,” TIME noted after her appointment. “Forceful but warm, enthusiastic but eminently sane, she gives her patients some of her own confidence and that intangible touch of magic that is often better than any drug or needle.”

Muscle Pain, Rocking Chairs, and the First Woman Physician to the President

Women have been making strides in medicine much longer than most people probably realize. The oldest medical text to have been written by a woman is On the Diseases and Cures for Women by Greek physician Metrodora (c. 200-400 CE). Since then, hers and other women’s medical writings have informed and helped with the treatment of millions of people. This leads us to someone we want to highlight, who you may not know, but whose impact can still be seen today.

You might be asking yourself, “what do Metrodora, muscle pain, and rocking chairs have to do with anything?” The answer is one Dr. Janet G. Travell, a US physician and researcher who became the first woman to hold the office of Physician to the President.

From Cardiology to Myofascial Pain

Janet Travell was born December 17, 1901 in New York City, and would become another member of a family of doctors. Her father, Dr. Willard Travell, was a general practitioner before he started studying pain relief and X-ray therapy, and her older sister, Dr. Virginia Weeks, was a pediatrician. In 1926, Travel earned her medical degree from Cornell University Medical College. Her relationship with her father was integral to her career, as the two inspired each other and often worked together on research.

Dr. Travell originally planned to be a cardiologist. She was a consulting cardiologist at Sea View Hospital in New York for a time, and would later join the cardiovascular research team at Beth Israel Hospital to study arterial disease . It was during this time that she started to develop an interest in muscular pain. While helping patients with other issues, they would often complain of more intense pain from certain areas of their bodies. Dr. Travell was able to isolate specific hypersensitive trigger points that would cause pain.

Eventually, Dr. Travell made the move to focus on musculoskeletal pain. Through these years she began the work of identifying and researching what would be her career-defining work on myofascial pain syndrome .

Physician to the President

So why talk about Dr. Travell today of all days? Well, it just so happens that she became the first woman to be Physician to the President 60 years ago today on January 26, 1961.

Dr. Travell first met Senator John F. Kennedy in May 1955 when he was referred to her care for his chronic pain. Her medical expertise was so critical to Kennedy’s health that he and many others seriously believed that he never would have become president without her help. Therefore, he refused to change doctors when he was elected president, and Dr. Travell agreed to be the White House Physician in 1961.

The Physician to the President , also known as the White House Physician, was an office officially created by an act of Congress in 1928. (The Museum’s very own building, Broad Street Station, has been around even longer!). The White House Physician is not only responsible for the care and well-being of the president, but oversees care for the president’s family, the vice president and their family, and potentially anybody who sets foot in the White House.

For John F. Kennedy specifically, Dr. Travell was able to alleviate many of his health-related woes. She discovered one of his legs was shorter than the other, and made him get shoe inserts to help. She even prescribed the use of a rocking chair to help with his back pain, something that President Kennedy famously placed in every location he could, and which led to them being popularized with the greater public. After President Kennedy’s assassination in 1963, Dr. Travell stayed as White House Physician under Lyndon B. Johnson until 1965, when she left in good graces to further her research.

Myofascial Pain and the Trigger Point Manual

Myofascial pain syndrome (MPS) or chronic myofascial pain (CMP) is a chronic pain disorder affecting the musculoskeletal system where specific points on a muscle (trigger points) will often create great pain in that area or seemingly unrelated areas of the body. Symptoms can include muscle spasms, tender spots, muscle knots, and chronic fatigue.

Dr. Janet Travell is generally said to be a pioneer in the study of MPS, even creating the concepts of trigger points after observation and study. Through her research she helped discover trigger points in 32 skeletal muscles, as well as more than 200 other possible trigger points. Dr. Travell developed new techniques to treat muscle pain through injections into the muscle, massage, dry needling (similar to acupuncture), and vapocoolant sprays (short-term anesthesia via evaporation-induced skin cooling) that are still used in sports medicine today.

Through her career Dr. Travell published more than 100 scientific papers. Her research culminated in her publishing Myofascial Pain and Dysfunction: The Trigger Point Manual with her colleague Dr. David G. Simons. The two-volume textbook has served as a reference for the treatment of millions ever since. The cause of MPS still isn’t known, and research continues in this field.

Dr. Travell continued working, teaching, and practicing medicine until she passed away on August 1, 1997 . She's quoted as saying, "I have lived in a very special world - a world of love and security; beauty and serenity; opportunity, adventure, and variety; challenge and achievement; and the appreciation of my peers. I have had a sufficiency of everything that I desired and a surfeit of nothing."

P.S. in case you're wondering, Dr. Travell was not the only female Physician to the President. In June 1992, Dr. E. Connie Mariano was appointed , the first military woman in American history to serve as Physician to the President. The current Physician of the President is Dr. Kevin O’Connor , who President Biden appointed on January 25, 2021.

  • My life-long passion for travel was fueled by my way-ahead-of-her-time adventurous mother (and willing father) who bravely took our family of five to Europe in 1969 for the whole summer – following in the footsteps of the movie classic: “If It’s Tuesday, It Must Be Belgium!”   Seeing iconic sights like the Eiffel Tower, Roman Coliseum and Switzerland’s Matterhorn left me wanting more!

  • Freshly armed with a college degree in nursing, I moved to San Diego to begin a great Southern California lifestyle, working as a nurse in the emergency room and women’s health for a total of 15 years.
