You can recover it from a backup that you may have created, of your iPhone, before the Safari history was deleted. If you have that older backup file on you computer, then you can restore your iPhone from it. If you do this, then your iPhone will be returned to the state that it was in at the time when the backup was created.

Unfortunately, if there is no backup file(s), then there is no recovery and you will have lost the Safari history information permanently after its deletion.
