Best Tea Water Heater: Electric, Stovetop, Plastic Free

There are over 4,000 tea kettles to choose from. I spent many long days (drinking green tea) to find the best tea water heater. Truth be told, there is no one best tea kettle – that’s why there are so many of them!

My primary goal was to find a plastic free water heater that was electric, or for stovetop use. I'm talking about INTERIOR plastic free.  

Some kettles, but not every kettle in this article is totally plastic free. Why? Because not everyone is as picky as I am. However, I will clearly point out the plastic free kettles , and which ones have plastic parts.

Tea time is “me” time – a chance to relax and savor the moment. Nothing else provides the comfort, satisfaction and “recharge” effect of a fresh-brewed tea, even when it’s the only moment you get to yourself during a hectic day. And it’s even better when shared with friends and loved ones.

We all have our favorites. And many tea lovers know that a robust flavor, served at just the right temperature – makes all the difference. But what a lot of people don’t realize is that this perfect cup of tea starts with the tea water kettle you use.

Choices Are Many

The problem comes when you start to search for a new tea kettle. There are dozens – if not hundreds – of available brands, models and types.

If you’re looking for an electric tea water heater, Japanese, stainless, glass, portable, green tea, or any other type of tea water heater – this article is for you. It will save you hours of research and more importantly – save you from buying an inferior tea kettle and wasting your hard-earned money.

Beware of the Dangers of Plastic

The thing to remember is that not all tea water heaters are created equal. Many in fact can be downright dangerous, due primarily to the presence of plastics. We don’t recommend touching those with a ten-foot pole.

Sure, plastics in general have provided a new level of convenience. But there’s a high price to pay for that convenience. Not only are they bad for the environment – they’re bad for your health and well-being.

What we now know about plastics is that we should keep plastics apart from anything that we put into our bodies. And the problem is only exacerbated when what we ingest is heated with plastic components.

Therefore, we strongly recommend only tea water heaters in which the water doesn’t ever come in contact with any plastic component. Many plastics break down over time and leech toxic chemicals into the water. Not only does it affect the taste and smell of the water – and therefore your tea – but it’s just not good for anyone’s health. In our opinion, the best way to avoid these dangers is to steer clear of plastic.

The Best of the Best

We searched far and wide for the best types of tea water heaters we could find – online and off-line. Many didn’t make the cut because they had one or more plastic components that came in contact with the water or steam. In some cases it was the filter or the silicone seal between the glass and stainless components.

If there was even a single screw with a plastic seal around it – the kettle was instantly eliminated from our list. What remained are the best tea water heaters of each type, so you can choose any of our recommendations and not have to worry about those hidden dangers.

By the way, you can use the Hiware teapot on an electric or gas powered stove top and even in the microwave.  The secret is to use a maximum of medium heat to bring your water to brewing – then reduce heat to low to keep your tea nice and hot.

For safe, problem-free operation, it is recommended that you keep the heat to medium-low on the stove and then simmer on low for a few minutes, or until your tea is just right. What we particularly liked about the Hiware glass tea water heater is that you can reheat your tea (any type or flavor) in the microwave, or on the stovetop, simply by placing the teapot on a burner.

Just a word of warning – if you’re placing this in the microwave, remember to always remove the metal infuser first.

You can also keep it warm with an open flame teapot warmer. But use extra caution whenever an open flame is involved. You can also place this glass teapot in the refrigerator – or in direct sunlight – when you’re brewing those cold teas, like those delicious (and expensive) ones Starbucks sells. And the stainless steel mesh infuser is made of rust free material and is capable of steeping any type of loose leaf tea to produce that deep and satisfying flavor. You can use the Hiware glass tea water heater for any kind of tea – bagged or loose-leaf. Flower teas, fruit teas, and savory herbal teas all taste great in this tea kettle.

One of the customers posted a picture showing the inside of the kettle. The picture shows what they called a nub that holds the handle to the kettle, and it is covered with what appears to be silicone. That would be food grade silicone, which I believe to be quite safe. When analysts test electric tea kettles in our Lab, we measure how long it takes for each kettle to come to a boil (filled with water at max and minimum capacity), assess the amount of settings for different types of teas and coffee as well as how well they maintain temperature, size and more. Serious tea drinkers know that different types of teas steep at different temperatures and the folks at Cuisinart know this — their CPK-17 allows you to pick from six pre-programmed temperature settings that are labeled with the recommended tea and coffee options.

Its settings are easy to press and operate with one hand, while the kettle itself is easy to pour with a thick, ergonomic handle. It's also simple to remove from the base for pouring, as well as replace for the keep warm setting (up to 30 minutes) and storage. In our Lab tests, we enjoyed the easy-to-read viewing window that allows you to see how much water is in the kettle without opening the lid; not to mention, the three-year warranty! Keep in mind that we found kettle can get rather heavy when filled up to the max fill line.

One of our favorite parts of this kettle is being able to fill it without removing the lid. All you have to do is run it under the faucet to release the flap. Thanks to all of these great features and a price point under $50 , we cannot recommend this electric tea kettle more. The only thing that we missed on this kettle was that there isn't cord storage included with the base for easier storage.

This electric kettle is perfect for tea and coffee lovers who are short on time. In our Lab testing we found this kettle to reach temperatures faster than any other kettle tested, boiling four cups of water in less than five minutes. The thin gooseneck pouring spout allows for precise pouring with a slow and steady flow, two important attributes when it comes to making pour-over coffee. However in addition to its design, this kettle also controls the temperatures in one-degree increments from 170 to 212°F. The large range makes it ideal for both delicate teas and hot coffees. Its built-in timer also stood out during our Lab test, which helps keep an eye on your pour-over process. Additional features include a keep warm cycle, which automatically shuts off after 30 minutes for safety.

Breville's One-Touch Tea Maker is one of the most unique brewers on the market, perfect for tea aficionados. It comes with a brew basket that you fill with loose tea leaves and automatically lowers into the water when it has reached the perfect temperature. The brew basket is made of a fine mesh with a snap-tight lid to prevent seepage. You can also remove the brew basket if you want to use the kettle for boiling water for soup or a baking recipe.

Choose from five different temperatures for tea, plus a custom setting and three different steep times based on desired strength. In our Lab tests, the buttons were smooth, easy to control and, like most Breville products, very intuitive to use. And it received high scores in speed and temperature accuracy. The electric kettle may be programmed from the night before so you can wake up to the perfect brew. We also found it produced delicious iced tea, if you chill your tea for a few hours after brewing.

While this appliance doesn't look like a kettle, it heats an impressive four liters of water, making it great for parties or large groups. Choose from four temperatures settings and a quick re-boil option if the water has cooled too much. Keep in mind though that it takes about 28 minutes for the model to boil water when filled to max capacity. The boiler/warmer has a vacuum-sealed chamber, which we found in our tests that it maintains the temperature, even when it's not plugged in.

Use the handle to move it from one counter to another, but don't go too far as it will be rather heavy. The outside stays cool to the touch and the large viewing window always lets you know how much is left. This was the only kettle we tested that had a dispense function as well; simply put a cup or teapot underneath and push the dispense button to dispense hot water.

SAKI Baristan Electric Gooseneck Kettle is another 2022 Kitchen Gear Award Winner with precise temperature control and a gooseneck spout. Gooseneck kettles like this one allow you to better control the water stream when making pour-over coffee. This model also lets you digitally program the water temperature to the exact degree for making any varietal of tea you you wish. It keeps track of the current temp, target temp and boasts a timer as well.

We found the handle very comfortable in testing with a silicone grip that sets it apart from others we've tried. We also like the safety features on this kettle, such as the red light indicating when it’s on as well as vents on the side rather than on the lid, which helps prevent accidental steam burns. One thing we do miss with this kettle is that it doesn't have a window where you can check to see the status of boiling water or how much water is currently inside.

In the Good Housekeeping Institute Kitchen Appliances & Innovation Lab we've tested over 21 kettles in the last decade , collecting almost 1,000 datapoints, including hundreds of water temperature readings to determine temperature accuracy and consistency of each kettle.

In Lab testing, we measure how long it takes for kettles to come to 110ºF (for baking), 160ºF (green tea), 175ºF (white tea), 195ºF (oolong tea) and 212ºF (herbal, black tea or coffee) both at max water capacity and minimum. Kettles are ranked high if they boil within 1.5 minutes or less per 8 ounces of water and also how well they maintain temperature in the keep warm phase. Temperatures are also taken at each temperature setting to ensure that kettles are accurately heating to the correct temperature.

We also consider about 11 other data points like programmable temperatures and settings for different types of teas and coffee , size (some kettles boil up to two cups while one of our picks can heat up to 17), spout type and ease of pouring, plus overall ease of use. We also consider whether or not you can steep tea directly in the kettle with an infuser basket or not.

  • Glass options can get hot to touch, but many people prefer being able to see how much water is in the kettle and when it boils.
  • Stainless steel kettles are typically designed to last and are known to heat well while hiding any stains or imperfections that naturally form on the bottom of the inner heating plate — these stains are normal and form due to a buildup of minerals that occur in water.

✔️ Features : Automatic shut-off is essential in a good electric kettle while a keep warm setting is desirable. Some electric kettles even offer programs with timers and temps for specific teas and drinks. Tea drinkers may opt for kettles with filters that allow you to brew tea directly in the kettle or even ones that are equipped with baskets and automatically steep the tea for you. As for coffee lovers, gooseneck styles offer a long spout convenient for a pour-over.

✔️ Size : The average electric kettle is about 1.7 liters and larger ones can span up to four liters, which comes in handy when serving larger parties. If you take your tea on-the-go or like to sip at your desk, you may opt for a no-frills kettle that pours out just enough at two cups.

Why does temperature control on your electric tea kettle matter?

Not every tea brews best with boiling water. Below you will find a helpful guide to navigating your kettle's temperatures. These are just suggestions though; we recommend looking at your tea's temperature recommendations first.

✔️ 110ºF: This is the standard temperature for "warm" in baking; if you're blooming yeast this is the temperature of water it is recommended you use. ✔️ 160ºF: Green tea is the most delicate of tea leaves and brews best at lower temperatures because if it is brewed at a higher temperature it can be bitter in taste. ✔️ 175ºF: White teas are also delicate in nature and brewing at this temperature will prevent damaging the leaves and the flavor. ✔️ 195ºF: Oolong tea varies based on how oxidized the tea leaf is. To be on the safe side, this temperature ensures you will get a delicious cup of tea if you don't know how oxidized the tea leaf is. ✔️ 212ºF: This is the best temperature for herbal, black teas and coffees. If these are the teas and coffees you drink, you might not even need an electric kettle with temperature control.

Immersion Water Heater?

Has anyone ever taken one of those little "immersion water heater" gadgets to Europe? I'm considering taking one so I can be sure to have coffee in the morning (on the off-chance it's not available at a hotel) and herbal tea at night before bed. Just wondering if anyone has ever tried one (using appropriate electrical adapter) and had any issues?

DON"T DO IT !!!!!! You are asking for trouble if you use a US product designed for 120v. If you want one, buy it in Europe where it is designed for the 220/240V. Sometimes, not always, the hotel room with have an electric pot for boiling water or the front desk might have one.

International immersion heaters have been around since I took mine to Belgium in the 1980s. Any travel store, or AAA will have one with compatible currency. That being said, I sure hope they have improved since the 1980s. Mine took a looong time to heat up. Maybe 20 minutes. Edit. It looks like they have improved. I've been using one for years. Just make sure it's dual voltage. You can find them on Amazon.

You must also know that it must be in water while plugged in. If not, it will short itself out and never work again.

I bought a dual voltage collapsible silicone tea kettle that makes enough hot water for 2-3 cups of coffee. It weighs a pound and cost me about $12 on Temu. I am thinking of taking it, but also thinking of getting one in Europe. I am not sure how easy they are to get your hands on though, so was leaning towards the kettle. Really love having coffee in my jammies in the morning so it is a key consideration for me!!

I thought about getting a collapsible silicone tea kettle but probably won't have the room in my luggage for it.

I'm thinking of getting the heater linked below. The description says it is 120/240v and it's sold with a little EU electrical adapter (though of course I'm bringing my own as well). So it seems like it should work for use in Germany and Austria...

That's the immersion heater I use. Never had a problem. In Europe it boils water in minutes.

I also have a collapsible silicone kettle. For me it was too heavy, too bulky and needed an adapter for a three prong cord.

I would guess that this item is very fast at 240 volts and slow at 120 volts. You just need to be ready to unplug it before too much boils or spatters over. You can't use it in a paper cup at a Hilton.

That will work. Also, I recommend that you get a universal plug adapter.

I wouldn't suggest using the two gizmos you linked to today together.

Nowhere in the immersion heater advertising or on the manufacturer screenshots does it mention the wattage (or amperage from which that can be calculated), To answer a question one user said 125w. But that is unclear - one other said 600 which is 6 times a normal incandescent bulb.

In any event the second gizmo is only rated to 65 w.

The immersion heater comes with a Euro adapter. That's what I use. Forget the fancy stuff.

....I've already bought this universal adapter by Zendure, so I'm ready to go:.... . NO, NO, NO --Send it back. It will not work safely. It is rated for 65 watts -- most likely your immersion heater is rated in high teens to may be 2200 watts. You will either blow the fuses or start a fire.

PS -- I just did a quick product search on Amazon -- many immersion heats were rated at 1500, 1800, etc. watts. I only found one "camping heater" that was rated at 300 watts --- well in excess of the 65 watt capacity of the Zendure device. Pay attention to the science and the recommendations of those who understand the science!!!!!

Thanks for the continued feedback. I assume I can use the Zendure for the rest of my electronics (iPhone, etc) so there's no need to send it back. For the heater, I will use the adapter that comes with it (if I decide to take the heater at all).

There are two things to be concerned about. Lets be sure we understand the terminology. An adapter, plug adapter is a passive device about the size of a normal plug head. It allows for the two, prong (or three) US plug to plug into a two pin wall plug in Europe and the adapter needed will vary somewhat from country to country. A "converter" is a electronic device that will convert the 220./'240 volts to 120/130 volts for those devices that NEED to be converted. The size of the converter needed is determined by wattage of the device you are using. You have a small one that will handle up to 65 watt. If it is a dual voltage device (iphones, pads, etc.) then you do not use a converter. Doing so will cause problems. I would leave that converter home as it has the potential, if used incorrectly, to cause a lot of problems.

Frank, I don't understand your concern. The Zendure is not a converter.

To quote the FAQ on the Zendure product page: "Passport III IS NOT A VOLTAGE CONVERTER. Please Use this adapter along with devices rated from 110-250V only."

I have the Lewis N Clark portable immersion heater you mentioned and ended up not taking it on a trip to England last spring. It was bigger than I expected and with the Covid test kits needed at the time, I ran out of packing space. Every place we stayed had a small electric kettle. I also brought Via coffee packets that can be mixed in cold water. Worst case, I would have made iced coffee. But do what works for you and will make you comfortable on your trip! Have a great time.

Thanks, Sharon - I discovered today that I don't really have room for the gizmo after all. I didn't anticipate that because usually I do have extra room in my carry-on, but I bought a new, slightly smaller bag for this next trip.

I usually bring Via packets on every trip as well; I got in the habit of doing that back before I started traveling more internationally. Unfortunately, most of the hotels on the recent RS Norway/Sweden/Denmark tour I did did not have kettles. Hopefully the hotels for the upcoming RS Germany / Austria / Switzerland tour will have them -- cross fingers :)

  • Step 1: Preparation

Select the location for installing the dispenser tank and faucet.

Measure your counter thickness. Check to make sure it’s 3-inch thick or less. Note that there must have proper clearance for the faucet handles to operate.

Shut off the supply line of water.

  • Step 2: Installing the faucet

To do this, first unpack the device and other included components.

Straighten the included copper tubing on a flat and firm surface. Do it carefully.

Next, attach the O-ring in the base of the dispenser head. Ensure the O-ring is seated correctly.

Now feed the tubes down through the hole in the countertop or sink. Ensure the base of the faucet rests correctly on the sink or countertop surface.

Attach the hex nut and circular mounting plate on to the threaded stud. You may need an assistant to hold the dispenser.

Secure the faucet by tightening the nut by hand and then use the supplied hex tool to complete tightening.

  • Step 3: Mounting the dispenser tank

Select a place under your sink where you plan to mount the tank vertically within reach of both electrical connections and plumbing.

Mark the screw locations on the side of the cabinet.

Now drill the holes at the marks.

Turn the provided screws into these pre-drilled holes. You need to leave the screws about a quarter-inch exposed. Hang the tank on the screws, then tighten the screws. Avoid overtightening.

  • Step 4: Connecting the faucet to the tank

Connect the blue, white, and clear tubes (some models may come with different color tubes) on to the corresponding fitting on the tank.

Push the blue tube connector down until it clicks into the place.

Finally, check to make sure there are no crimped or pinched tubes

  • Step 5: Connect the water supply line

Install a tee fitting (you may need to buy it separately) on to the existing cold water supply line.

It’s recommended to install a dedicated water control valve with the quarter-inch compression fitting.

Connect the copper inlet tubing to the tee fitting using the compression nut.

Next, turn on the supply line of water.

Finally, open the hot water faucet to fill the tank until water flows through the spout.

Plug the cord into the grounded electrical outlet, which will begin heating the water.

** If you want to add a filter on the system, put it between the cold water supply and the faucet.

My buddy, Fred, was over for a visit and the talk turned to steam. Fred works for Consolidated Edison in New York City. Con Ed provides the electricity and steam for a big part of the Big Apple. “A lot of people say that Con Ed has the largest district heating system in the world,” Fred said, “but I hear there’s a bigger one in Russia."

“I’m pretty sure that’s a district hot water system over there,” I said.

“You sure?”

“One way to find out,” I said and walked into my office here at home. I asked the on the Wall 11:33 AM and got an answer from Jim Sokolovic at 11:37. Jim said that he had co-workers in Russia and that he would ask them. What specifically did I want to know? I told him that I wanted to know if it was steam, hot water or a combination of both. He got back to me at 11:55 with this:

“Dan, The heating plant is a single boiler, usually oil-fired, and they keep it in a garage-type structure. It supplies hot water through a continuous circulation system underground. Cast-iron radiators are in the buildings, which the government owns. There are no thermostats in the buildings, but the rooms never get warm enough, anyway. It’s chilly over there!”

Christian Egli then posted a terrific article that had appeared in the Moscow Times on August 7, 2003. Here’s a bit of that:

“It's summer, and your hot water is turned off again.

“But the shutoff that often bewilders foreigners unfamiliar with the peculiarities of Moscow life might not always be an annual tradition: Engineers say a solution is in sight.

“However, it might take 200 years before your neighborhood has hot water all year round.

“Moscow Heating Network, the subsidiary of Mosenergo in charge of the main pipes that ship steamy-hot water from electric power plants to neighborhood heat-exchange points, sees the city's savior in a new pipe that is resistant to rust -- the main culprit that forces it to turn off hot water for repairs every summer.

“The pipes are protected by a special water- and heat-proof coating that is several centimeters thick and filled with rust-fighting polyurethane foam, said Viktor Tarasov, deputy chief engineer at Moscow Heating Network, or Teploseti. The pipes also are equipped with detectors that alert engineers about the need for small repairs before any major damage occurs.

“All this means that the new pipes can remain in service for 25 to 30 years without any major repairs, thus allowing hot water to be kept on all the time, Tarasov said.

“Just about every neighborhood takes its turn without hot water for three weeks every summer as engineers repair a vast and aging pipeline system that stretches for thousands of kilometers under -- and sometimes over -- the ground.

"The problem is that Moscow's heating and hot-water supply systems have a level of technology dating back to somewhere in the 1930s," Tarasov said in a recent interview.

“In most cases, city dwellers get their heating and hot water through a complicated system in which extra-hot water -- heated up to 130 degrees Celsius in the peak of the winter -- is pumped through the main pipes to the neighborhood heat-exchange points. There, through special heat-exchange equipment, household water is warmed up -- but not mixed with -- the water from the power plants and the cooled-off steam is returned to the plants. Some of the longest main pipes stretch 20 kilometers from the power plants to the neighborhood heat-exchange points, or nearly halfway across the city, Tarasov said.

“This relatively unique heating and hot-water system was adopted primarily due to the city's vast size and the area's cold climate, Tarasov said. "And since electricity is produced anyway, the hot steam is effectively a byproduct that is a free source of heat," he said. "It would have been silly to waste it."

So Fred had his answer, but the “Wallies” weren’t through yet. Cliff Heeney added this:

“Dan, I live in Tallinn, Estonia. Estonia was formerly a part of the USSR, so I believe that the heating systems that we have here are probably basically the same system as in Russia today. We have district heating serving probably half the city, which has 435,000 people. As far as I know the boilers are all fired with oil and only make hot water, which is then piped into the district that that particular plant serves. There is a power-generating plant on the outskirts of the city, which of course utilizes steam to fire the generator. I believe that they then use the steam through a heat exchanger to make hot water for the district heating in that particular area of Tallinn.

“Each building has a meter and pays for the amount of hot water that is used. Some of the apartment buildings that have been renovated have also placed individual meters in each apartment so that the bill can be divided evenly. Without the individual meters, then the apartment owners pay a percentage based upon the size in square meters of their apartment.

“The temperature of the hot water produced by the district heating plants is based upon the outside air temperature. So just imagine a giant sized outdoor reset!

“Sorry that I can't answer your question about Russia right now, though. My wife's favorite aunt lives in Moscow; we'll send her an email tomorrow and see what she can find out for you.”

Isn’t the World Wide Web wonderful? While I waited for Cliff to get back to me, other Wallies chatted away about district heating around the world. Two days later we heard again from Cliff

“My wife, Tuuli, called her favorite aunt, Evi, in Moscow today. Evi and her husband, Sergei, believe that almost all, if not all, of the district heating in Moscow is with water. They have heard of a few older buildings, and some of the new ones being heated with steam, but they don't think that is being done with a district heating system. More than likely the individual building has it's own steam boiler dedicated for the use of that building. They weren't able to verify that though.

“They also believe that most, if not all, district heating in Russia would be with water, not steam. They have traveled somewhat and they have only seen hot water being utilized in district heating set-ups.

“We asked them if they knew of anyone who works in that utility and unfortunately they don't. They are going to ask around, though, and try to find someone who either works in one of the district heating plants, or who has a friend who does. I'll let you know what they find out.

“I was born and raised in Vernal, Utah. I have lived in Estonia for about six years and have been married to my wife, who is an Estonian, for 5-1/2 years. We have two children, our daughter, Nancy, who turned two years old today, and David, who is eight months old.“

Small world isn’t it? Later that day, Eric Petersen wrote, “Central heating is a feature of some housing developments in Finland. A friend of mine bought a new house in the Helsinki area and the whole development is heated by a central system which provides hot water. I remember walking to his house from the bus stop and seeing where they were laying the heating-distribution pipes deep in the ground for a different set of houses. The control mechanism was TRVs but I don't know how they charged for usage. I do know that these types of houses are very well made, insulated, and comfortable all through the winter. Actually winters near Helsinki are not that much colder than Chicago. One other thing, my friend views American housing developments (especially apartment complexes with hot air heating) as somewhat barbaric in that it seems wasteful for everyone have to have a separate heating appliance in their unit. Wasteful and noisy (hot air that is)."

A few hours later, Cliff Heeney was back to say. “Just got off the telephone with our Finnish friends who live in Vantaa, a suburb of Helsinki. Their apartment building is heated by district heating, as most are in Helsinki. They are not charged by how much hot heating water that they use, but rather a flat rate based upon the square meters of their flat. It is built into their monthly maintenance fee. Each apartment or flat is owned by an individual and they all pay a monthly maintenance fee, I think it’s similar to what a condo owner would pay in the USA. No steam is used in their systems."

Every autumn, Russian social media users spontaneously spring into action and everyone, without prior arrangement, starts exchanging photos of cats lying on radiators. The image is so popular that, for example in Perm and Saratov, they’ve even erected monuments to cats on radiators.

In posting such pictures, millions of Russians are trying to summon the heat to their flats. You may wonder why they go to such lengths, instead of simply turning on the heating? Well, in Russia, it’s not that easy! Heating system is handled very differently from what you are probably used to.

Universal warmth for all

In Russian cities, most buildings are centrally heated by hot water flowing through pipes. The water temperature is the responsibility of a local boiler station or heat-and-power plant - one per neighborhood or district. It supplies heat to cast-iron radiators (or increasingly in newly installed modern aluminum radiators) in flats when the average daily temperature outside stays below eight degrees Celsius for five days in a row. 

As a rule, the heating season in the European part of Russia lasts from October until May, but it often happens that cold weather spells arrive sooner, when the heating has not yet been turned on. For instance, the Urals and Volga region already had snow in September 2019.

And in Moscow, the temperature plummeted to +5 in mid-September, and many residents are still waiting for their radiators in their flats to become warm. Yulia Petushkova lives in the Belyayevo district in the west of the city and she also has to patiently wait. "It's cold at work, it's cold outside and it's cold at home. From one cold place, I have to go to another cold place, through another cold place. They turned on the heating on on September 25, but it is still cold at home, although I can now sleep with two duvets rather than three!"

"Well, what’s the latest, have they turned on the heating yet?"

But Daria Sokolova from Tsaritsyno in southern Moscow was not so fortunate: In her building, the heating was officially turned on on September 24, but not in all flats. "The water has not reached my flat through the distribution pipe, it is very disappointing, since they did promise to turn the heating on," she laments.

But that’s just one side of the story. As you know, the temperature in Russia can change suddenly and yesterday's frost may be followed by a sudden warm spell. But your home will remain HOT, because the authorities have already turned on the heating. The water temperature in the radiators is regulated centrally at boiler plants and you can't turn it up or down independently. 

And when they do start supplying heating to Russian homes, they do it wholeheartedly. In major cities, for example, the water temperature is calculated automatically depending on the weather. And at small boiler plants it is done manually. In any case, during the heating season, according to the state norm, the temperature in an apartment should not fall below 18 degrees Celsius and in the bathroom it should be no less than 25 degrees. For living rooms the upper temperature limit is 24 degrees.

Therefore, many people in Russia during winter wear T-shirts at home and leave the windows open. This, of course, has its advantages, because there will always be fresh frosty air in the flat. Nevertheless, there are buildings in Russia with autonomous heating systems, and not just in the private sector. Some new residential complexes have their own boiler-rooms that provide heating much quicker and where the temperature can be adjusted.

How much do Russians pay for heating?

It would be logical to assume that Russians only pay for their heating in winter, but no.

They usually pay an average price for heating over a year on a monthly basis, otherwise winter payments could and would be in the thousands of rubles. Nevertheless, local authorities often decide themselves if residents should pay for the heating only when its on or spread the payments over the calendar year.  For instance, in winter residents of chilly Kamchatka pay 7,000 rubles ($100) a month for heating their flat but in North Ossetia in the south of the country only 3,000 rubles ($40).

Hot water radiators were first invented in Russia - moreover, back in the mid-19th century. The invention belongs to industrialist with Prussian roots, Franz San Galli. Radiators manufactured at his factory in St. Petersburg were exported around the world.

Although most houses were heated with wood-burning stoves, by 1917, major Russian cities had buildings that used a hot water heating system. Centralized heating and electricity only came to people's homes in the Soviet period, in 1924, and, when Khrushchev-era apartment blocks started being built en masse in residential districts in the 1960s, people in Russia practically forgot what it felt like to be cold in the winter.

By the way, in the 1980s, Soviet engineers thought about heating houses using atomic energy, but in the wake of the Chernobyl disaster such projects were stopped. Nowadays, Russian boiler plants use gas for fuel.

Russians freeze as Putin’s war and aging pipes reveal cracks at home

Two electric radiators were not enough to keep Russian pensioner Elena Grezkaya-Silko from shivering in her one-bedroom apartment.

After two major utility network accidents last month, she struggled to stay warm at home in the Siberian city of Novosibirsk, where temperatures regularly dip below minus 4 degrees Fahrenheit in January.

After the first accident Jan. 11, due to what authorities said was a defect in the main heating network, the heating batteries inside her apartment went cold, with only lukewarm and intermittent heating in her bathroom and kitchen. Then, a hot water pipe burst on the street near her building Jan. 17, sending a geyser of hot water and steam into the air. 

Her bedroom remained “icy cold” after that, she told NBC News in a phone interview last month.

It forced Grezkaya-Silko, 51, to seek warmth in the nearby shopping center during the day and stick close to her home’s heaters in the evening, wrapping both herself and her cat in blankets. “I go there for the whole day — I warm up there, I eat there,” she said of the shopping center. “I come back home, turn the heaters on, we warm up with the cat and then we go to bed.”

The heating had finally come back, she said days later, after frequent calls to local authorities.

But her freezing frustrations are far from unique: Across Russia, creaking infrastructure and a wave of accidents have plunged households into the cold in the depth of winter, fueling rare showings of anger and irritation in a country where public criticism has been increasingly quashed.

Russia Heating System Breakdown

Throughout late December and early January, Russian media was awash with coverage of accidents involving the country’s sprawling utility networks, which consist of heating and hot water mains.

It offered a jolt to the Kremlin ahead of the March presidential election, in which President Vladimir Putin is expected to easily secure another term despite the mounting costs of his war in Ukraine . While the Russian military has sought to target the energy infrastructure of its neighbor to turn up the pressure in the war, the Kremlin has had to contend with energy problems of its own at home.

The crisis has renewed a focus on the Soviet-era infrastructure still in use across Russia, which has not been uniformly modernized. And with the economy now firmly directed on the war in Ukraine, funding for such repairs is only scheduled to fall over the next couple of years.

“A considerable part of these networks was built during the Soviet era — the ‘70s and ‘80s,” Russian economist Igor Lipsits told NBC News. “So they are extremely worn out.”

When an accident in a centralized heating system causes heat and hot water to be cut off in extreme cold, the pipes in people’s homes freeze, leading to damage and cracks. When the heat comes back on, apartments and homes can become flooded, with boiling water often spewing out of radiators.

“It’s a pretty clumsy system,” Lipsits said. “There is an understanding that you have to move away from it toward boilers in people’s buildings and apartments. But it’s money, it’s investment, it’s work — so nobody is doing it. They are saving the old system. But it’s worn-out, it’s bursting.”

Russia Heating System Breakdown

Numerous videos shared online in late December and January showed boiling hot water and rolls of steam escaping burst pipes inside people’s homes and apartment buildings. People also shared photos of low thermometer readings inside their homes and even frost build-up on their windows amid heating outages caused by the accidents. Several videos also showed burst mains outside in freezing temperatures, with water sprouting onto the streets, forming thick steam clouds.

Residents of the Moscow region town of Khimki, where there was a main pipeline accident in early January, held up “SOS” banners as they complained about a lack of heat in bitter cold, asking Putin and the regional governor to intervene in a video. “We are freezing,” a woman says in the video.

And in the Moscow region town of Podolsk, 170 apartment buildings were left without heat in minus 6 degree weather in early January after a break in the heating main, Tass reported . Putin reportedly did get involved in this case, ordering the nationalization of the utility plant whose boilers caused havoc there, according to the region’s governor, Andrei Vorobyev.

Several incidents, including the ones in Podolsk and one in Nizhny Novgorod that led to 12 people being burned from a burst pipe, saw criminal proceedings opened.

A bitterly cold December and January is not a novelty in most of Russia, although the Kremlin still tried to blame the crisis on what spokesman Dmitry Peskov called “abnormal frosts” when asked about it last month.

But Peskov admitted that “despite all the titanic efforts to update all housing and communal services systems, a certain part of them remains in a rather dilapidated state,” and it was impossible to update everything in 10 or even 15 years.

According to Russia’s Construction and Communal Services Ministry, there are plans to invest at least 4.5 trillion rubles (more than $49 billion) in modernizing utility infrastructure up to 2030, but the reality on the ground means the number of accidents continues to grow. During a 2022 meeting, it was reported that 31% of heating supply networks, more than 45% of sewage networks and over 43% of water supply networks across Russia needed to be replaced, according to the Kremlin.

At the peak of the crisis, Putin himself said that it was important not to neglect problems with the communal services and to be proactive.

Still, the Kremlin would have preferred to avoid any hints of internal dissent less than two months before the election, especially when it could raise questions about government spending priorities amid the colossal costs of Putin’s war in Ukraine.

“Cities are freezing. Who is to blame?” Boris Nadezhdin, who emerged as a prominent anti-war figure but was barred Thursday from running in the presidential election, said of the crisis last month. “The huge amount of money spent and reserved for the special military operation could have been invested in improving the quality of life of my fellow citizens,” he said in a post on the Telegram messaging app.

Putin’s economy has largely weathered Western sanctions imposed because of the war, but it’s now more military-oriented than ever. More than 10.7 trillion rubles ($118 billion) was allocated to “national defense” this year, according to a report by the Russian finance ministry.

The same report shows that funding for housing and communal services was 881 billion rubles ($9.7 billion) this year, up from 593 billion ($6.5 billion) in 2021, but the budgeted allocation is supposed to go down to 381 billion ($4.2 billion) in 2026.

Lipsits said the reality is that fixing the existing utility networks would take tens of billions of dollars, money that is not there because it’s going to the war in Ukraine.

“It’s a slightly apocalyptic picture, but it reflects that Russia is a complicated country,” Lipsits said of the Soviet-era infrastructure. “A lot of money needed to be invested in it for peaceful purposes — to fix it up and make it suitable for life in the 21st century,” he added. “But instead of this, the money went to the war.”
