Hawaii Pre-Travel Requirements for International Travelers [UPDATED]

Travelers from international destinations outside of the United States will need to follow the CDC requirements for international travel .

International Travel to Hawaii by U.S. Citizens & Permanent Residents

Contact tracing information.

All travelers to the United States will also be required to provide contact information to the airlines before boarding flights to the United States.

Proof Vaccination

Currently proof of vaccination is not a requirement for entry into the United States by U.S Citizens, U.S. Nationals, U.S. Lawful Permanent Residents, and Immigrants.

International Travel to Hawaii by Non-U.S. Citizen & Non-U.S. Immigrants

Covid-19 vaccination.

All non-U.S. citizen, and non-U.S. immigrants traveling to the United States are required to show proof of being fully vaccinated against COVID-19.

You are considered fully vaccinated:

  • 2 weeks (14 days) after your dose of an accepted single-dose vaccine
  • 2 weeks (14 days) after your second dose of an accepted 2-dose series
  • 2 weeks (14 days) after you received the full series of an accepted COVID-19 vaccine (not placebo) in a clinical trial
  • 2 weeks (14 days) after you received 2 doses of any “mix-and-match” combination of accepted COVID-19 vaccines administered at least 17 days apart

If you do not meet these requirements, you are NOT considered fully vaccinated.

A booster dose is not needed to meet this requirement.

Additional COVID-19 Testing Requirements

Travelers who are flying from China, Hong Kong, or Macau, or have been in any of these areas in the past 10 days and are flying from Incheon International Airport, Toronto Pearson International Airport, or Vancouver International Airport, are required to show show a negative COVID-19 test result taken no more than 2 days before traveling to the United States. Children under 2 years old are not required to show proof of negative test result.

Hawaii's Entry Requirements Just Changed. Here's What You Need to Know

If you're planning on traveling to Hawaii soon, your pre-departure checklist just got a bit shorter. 

Early last week, the state modified several of the requirements listed in its Safe Travels program —it's no longer requiring travelers to fill out a health questionnaire before departure, and quarantine time for unvaccinated domestic U.S. travelers has been cut to just five days.  

The program was implemented to help limit the spread of COVID-19 from travelers coming into the state via plane or ship. Initially, passengers were required to complete an online health questionnaire which was to be completed 24 hours before their departure. The program originally called for a mandatory 10-day quarantine for all unvaccinated travelers.

However, with new guidelines from the Centers for Disease Control and Prevention coming out, Hawaii is adapting its Safe Travels program accordingly. As of now, passengers will receive a QR code once they finish filling out their trip information through the Safe Travels platform. They will receive that same information again the day before their scheduled departure, making processing time at the airport quicker. Unvaccinated travelers are now only required to quarantine for five days. However, bypassing the mandatory quarantine is as simple as getting yourself a negative COVID test 72 hours before departure. The other guidelines in the program, including temperature screenings upon arrival to all Hawaii airports and vaccination cards required in the program, will remain the same.

At the same time, with news of entry requirements easing, travelers interested in taking a cruise to the island can start to get excited too. Starting Jan. 15, 2022, Hawaii's ports will once again begin accepting cruise ships and passengers onto the islands. This port agreement between Carnival Cruise Line, Norwegian Cruise Lines, and The Hawaii Department of Transportation (HDOT) Harbors Division comes, of course, with a slew of safety protocols.

Each cruise ship must have on-site COVID-19 testing and a dedicated medical staff that, in the possibility of an outbreak, will be well equipped enough to limit the spread and possibly evacuate any passengers or crew who require care. All cruise ship passengers are also required to upload their proof of vaccination or negative COVID test into the Safe Travels platform.

Accepting cruise ships back to the island was an effort of many. "Developing these agreements with the goal of reducing potential negative impacts of cruise travel on our local health resources couldn't have happened without invaluable guidance from the Governor's Office, CDC, the Hawaii Department of Health, the Hawaii Department of Defense, the Office of Enterprise Technology Services, and county agencies," said Hawaii's Department of Transportation director Jade Butay. "We appreciate everyone, including the cruise line representatives, coming together to finalize the required agreements to fulfill the CDC Conditional Sailing Order ."

Regardless of the many precautions taken, there is still a risk of infection, as Hawaii and the rest of the continental U.S. continue to see an uptick in cases. The state of Hawaii's COVID-19 portal warns, "It is important that travelers consider the duration and considerable expense of possible quarantine before embarking." According to the Hawaii Department of Health , there has been a 136 percent increase in cases in the state in the past few weeks.

Looking to travel to Hawaii? Here's what you need to know

The U.S. state of Hawaii will accept all vaccinated international travellers under new federal requirements that are set to come into effect Nov. 8.

A statement Tuesday from Hawaii Gov. David Ige says non-U.S. citizens travelling directly to the state from an international destination must show both a vaccination record and negative COVID-19 test result – either a NAAT (nucleic acid amplification test) or antigen – within three days of boarding a flight.

Airlines will screen passengers prior to their departure. Foreign passengers who fail to meet both requirements will not be allowed to board their flight.

However, the state will not apply any other requirements for passengers flying directly into Hawaii from an international destination.

Similar rules will apply for U.S. citizens flying to Hawaii internationally.

"Thanks to the people of Hawaii for their patience and for taking precautions to keep our communities safe," Ige said in a statement.

"Our state continues to see one of the lowest incidences of COVID-19 and death rates related to the virus. As more and more people are vaccinated, we are moving to ease pandemic mitigation measures – including travel restrictions – in a way that ensures the health and safety of our communities."

Ige had previously asked residents and visitors to restrict travel to Hawaii to essential activities only.

Beginning Nov. 8 , travellers on a direct flight to Hawaii will no longer be required to participate in the state's Safe Travels program , which includes the filling of a travel and health form, as well as a mandatory 10-day quarantine.

Travellers from Canada could previously bypass the mandatory quarantine if they showed proof of a negative COVID-19 test from a lab identified by Air Canada or WestJet prior to leaving. The airlines are included in the state's list of Trusted Testing and Travel Partners.

Tests no longer have to be done with Trusted Travel Partners under the new international federal rules, but are required for unvaccinated domestic travel.

Meanwhile, international travellers entering Hawaii from another state or territory will be treated as domestic travellers – meaning they are required to participate in the Safe Travels program.

Although a mandatory quarantine is required, domestic travellers may bypass it by uploading a vaccination document or a negative NAAT test result taken by a Trusted Travel Partner within 72 hours of departure.

Hawaii will accept vaccines approved or authorized by the U.S. Food and Drug Administration, in keeping with the federal government's requirements, and vaccines listed for emergency use by the World Health Organization.

Travelling to Hawaii is tricky for Canadians

The planned opening of the U.S. border to fully vaccinated Canadians may have you thinking more about travelling, but it could still be a bumpy ride.

If you're fully vaccinated, you won't need a negative COVID-19 test to travel by land to the U.S., but if you're travelling by air you will need proof of both.

In addition, it is still unclear whether those who received mixed vaccine doses that included AstraZeneca will be considered fully vaccinated. And, no matter where you are going in the U.S. or elsewhere, the rules can change.

"Biggest frustration is a lack of consistency," said Allison Wallace, Flight Centre Group vice president of corporate communications.

"I was getting misleading answers or no answers," said Mel Kimoto of Parksville.

Kimoto is a former travel agent who was planning to travel to Hawaii in early October to celebrate her husband's 50th birthday, but her plans were grounded when she says she couldn't get clear answers about COVID-19 travel rules in Hawaii.

Safe Travels Hawaii has special requirements for Canadians travelling to the Islands to get tested at labs identified by Air Canada and WestJet. Those negative COVID-19 tests must be the more sensitive and accurate PCR tests, not the antigen test that will get you into the rest of the U.S. 

What Kimoto didn't know is that she can't get a test at one of those labs and use the test result to fly on a different airline into Hawaii.

"Definitely it was not clear when booking our flights. That much I can say," Kimoto said.

The problem? She booked her travel on United Airlines to travel to Hawaii transiting through San Francisco. In order to continue on to Hawaii, Kimoto would have had to have another COVID-19 test through a State of Hawaii approved lab in the U.S., which would have added time on the ground in San Francisco and extra cost.

When CTV News dug a bit further, we discovered Hawaii will only accept negative COVID-19 tests from its Canadian trusted travel partners , WestJet and Air Canada. 

It doesn't matter if you have a copy of your test from one of their approved labs, it will only be accepted if delivered by one of the trusted travel partners. And for Canadians there are only two: Air Canada and WestJet.

"Everybody was just vague and tried to push me off here or there and the wording was all very vague, which is just a red flag for me," Kimoto explained.

She gave up and cancelled the trip.

"It wasn't worth the risk of having 10 days in a hotel out of our 14-day holiday," she said.

Some Canadians are also confused about the recent emergency order issued in O'ahu, which would require proof of full vaccination in order to get into restaurants and other public places. CTV News has confirmed with island officials that the AstraZeneca and other WHO-approved vaccines will be accepted.

If you're looking for an easier travel destination, you might want to consider the Dominican Republic or Mexico. Neither of those two countries require a negative COVID-19 test. However, unless you're fully vaccinated, you could be pulled aside for random health screening in the Dominican Republic. Mexico will have you fill out a health questionnaire. And, you'll still need to find a lab to get a PCR test in order to return to Canada.

Here's your COVID-19 travel checklist:

  • Have a paper copy of your vaccination record
  • Take a paper copy of your negative test
  • Register and upload the required documents to the airline or destination country
  • Make sure you have the online links for health questionnaires
  • Download the proper apps, like ArriveCan
  • Ensure your smartphone is charged and has access to Wi-Fi
  • Check with travel insurance to make sure you're covered

Last updated:  march 26, 2022, 'safe travels' has concluded as of march 26th for domestic u.s. travelers .

According to Governor Ige, the state of Hawaii will drop the current 'Safe Travels' program for domestic U.S. travelers at midnight on  March 25, 2022 .

That now means  as of March 26th , domestic travelers to Hawaii will no longer need to fill out online forms via Safe Travels, no longer have to worry about QR codes, no longer have to provide proof of vaccination, and ultimately, there won't be any additional requirements or restrictions to fly to Hawaii on a domestic flight.

Information regarding the COVID-19 Vaccine exemption requirements for Hawaii Travelers

We continue to receive numerous inquiries about Hawaii's policy regarding travelers who have been vaccinated, and who now potentially have received a 'booster' shot as well. What are the current rules and requirements? What will the rules be regarding 'boosters' in Hawaii? When do these new rules for vaccinated travelers take effect? We are continuing to monitor this topic closely, and we have included everything we currently know below.

'Boosters' will NOT be required for Vaccine exemption

Governor ige has now officially decided not to implement the policy.

On February 8, 2022 , Governor David Ige announced that Hawaii's current Safe Travels program will continue unchanged at this time , that domestic travelers will not be required to include proof of COVID-19 booster shots. Individuals who received their primary COVID-19 vaccination series 14 days prior to arrival, or those who provide an acceptable negative pre-travel test, will continue to be exempt from the mandatory five-day quarantine.

"Today's decision by Governor Ige strikes a good balance between protecting public health and safety and continuing the recovery of our economy which supports so many of our kamaaina families. While booster shots are not required to travel, we encourage visitors to stay up-to-date on their COVID-19 vaccines, wear their masks, and travel responsibly throughout our islands," said John De Fries, HTA president, and CEO. "Many of Hawaii's businesses and visitor industry partners continue to work diligently to get their employees vaccinated and boosted to ensure that we can continue to keep Hawaii safe and to be effective hosts to our visitors. We appreciate everyone taking personal responsibility to mālama (care for) ourselves and one another."

Hawaii's local vaccination + 'booster' rate

As of March 8, 2022 , Hawaii had a statewide vaccination rate of 76.6% , with 37.7% 'boosted,' according to local  state data  from the Hawaii Department of Health.

Oahu & Maui end their 'Vaccine Pass' programs

Oahu ended 'vaccine pass' requirement on march 6, 2022.

Honolulu’s Mayor has now announced that the program requiring vaccination or testing for access to dining, bars, and gyms has  ended, effective March 6, 2022 . This brings Oahu  in line with Maui, which dropped its vaccine policy on Feb. 21st. The ‘ Safe Access Oahu ’ program, which went into effect in the fall of 2021, as Covid cases were on the rise, will now officially conclude. Beginning March 6th, it will be up to each individual business as to whether or not they will ask for proof of vaccination or testing.

Maui has ended its 'Vaccine Pass' requirement

Maui  has now officially eliminated its vaccine or test requirements for customers of restaurants, bars and gyms as of on Monday (February 21, 2022). Patrons to these Maui county establishments will no longer have to provide proof of vaccination or a negative Covid test for indoor service.

Maui has dropped the 'booster' requirement for establishments

As of  February 7, 2022 , Maui County has now ended its requirement that customers at bars, restaurants, and gyms show proof of receiving a 'booster' shot to be considered fully vaccinated. Maui Mayor Mike Victorino has previously said had made the change because COVID infections have been on the decline. Previously, Maui county had implemented the new rule effective on January 24, 2022.

Hawaii travel requirements 2024: What travelers need to know

We aim to keep this post updated about Hawaii travel in 2024 with official Hawaii travel restrictions, requirements, and health and safety guidance. Our goal is to help you make informed decisions so you can travel confidently, safely, and responsibly in this new post-pandemic world of ours.

At the end of the post, we share on-the-ground perspectives from local residents and travelers to Hawaii so you can get a sense of what it’s really like.

Hawaii is close to our hearts, as Jedd grew up there and many of our family live on the islands. We have visited Hawaii multiple times since the pandemic, once it was deemed safe.

Is Hawaii open for travel? Can I travel to Hawaii right now?

Travelers to Hawaii can enter without restrictions. A pre-travel test or proof of vaccination are no longer required for domestic  travel to Hawaii.

There are no restrictions for inter-island Hawaii travel .

In accordance with U.S. international arrival rules, travelers arriving from foreign countries no longer need a negative pre-travel test, regardless of vaccination status, as of June 2022.

Foreign visitors (non-US citizens) arriving by air internationally no longer need to show proof of full vaccination as of May 2023.

Maui Wildfire Update

In August 2023, Maui suffered a deadly fire that wiped out the town of Lahaina and prompted evacuation of tourists.

Lahaina remains closed off until further notice while recovery operations are still underway. T he post-wildfire restoration might take a decade.

Lesser affected areas of the West Maui coast reopened November 2023. The rest of Maui is open and welcoming tourists as well.

Chair of the House Committee on Tourism said: “I know that it is a very difficult path that we are trying to navigate in bringing the tourists back to Maui to be at once respectful of this incredible grief, while also understanding that we cannot afford to add an economic disaster on top of the humanitarian one.”

Hawaii requirements to enter indoor businesses

You might be wondering: Do I need a health pass, vaccine certificate, or Covid test to enter restaurants, attractions, and other businesses in Hawaii?

Proof of vaccination or negative Covid-19 test are no longer mandated anywhere in Hawaii. Some individual businesses may still set their own requirements for entry.

What are the quarantine rules in Hawaii?

Individuals who test positive for Covid are generally asked to isolate for at least 5 days and at least 24 hours after any fever has resolved. After quarantine, masks should be worn for 5 more days.

Hawaii is no longer enforcing quarantine for travel since the entry requirements have been lifted.

Can I travel to Hawaii in April or June 2024? Can I travel to Hawaii this Spring?

What is it like to fly to Hawaii right now? HNL Honolulu International Airport? It is no longer necessary for travelers to Hawaii to complete the Safe Travels procedure before flying.

Hawaii airports are generally busy and crowds may be difficult to avoid.

Check with your airline about current mask requirements.

Do I have to quarantine when traveling to Hawaii? The Hawaii quarantine requirement for travelers ended March 2022. Those who contract Covid should self-isolate.

Does Hawaii require a negative Covid 19 test for travelers? Travelers no longer need a pre-travel test for Hawaii.

Does Hawaii check COVID-19 symptoms of incoming travelers? No, we have not seen temperature checks for incoming passengers at the airport anymore. 

Does Hawaii require a proof of Coronavirus vaccine for travelers? Proof of vaccination is no longer required for traveling to Hawaii.

Do I need to provide a negative Covid test if I have been vaccinated? There are no test requirements for travel to Hawaii.

Is a booster shot required for travel to Hawaii? At this time, booster shots are not required to visit Hawaii. There is currently no expiration period set for the validity of vaccinations in Hawaii.

When will I be able to visit Hawaii without getting a pre-travel test? As of June 2022, test and vaccination requirements have been lifted for all travel.

What healthcare options are available to travelers in Hawaii who get the virus? Hawaii hospitals and clinics are fully operational, though hospitals have reached capacity where emergency staff were required during surges in cases.

What service businesses and restaurants are open in Hawaii? Businesses, retail, and attractions have reopened in Hawaii.

Restaurants, bars, gyms and social establishments no longer have mandated capacity limits. Hawaii does have staffing shortages so lines and longer waits may be experienced.

What gatherings are allowed in Hawaii? Maui, Big Island Hawaii, Oahu, and Kauai no longer have capacity limits or gathering limits.

Are face masks required in Hawaii? Hawaii’s indoor mask mandate ended as of March 2022. Masks are highly recommended indoors in areas with a High risk level.

In times of rising hospitalizations from Covid, health officials have asked the public to continue wearing masks to prevent spread beyond the islands’ hospital capacity.

Are buses running in Hawaii? Hawaii public transportation is running on regular schedules. We see some passengers wearing masks, but it’s not required.

What requirements are there for cruise ships in Hawaii? There are no special rules for cruise ship passengers arriving in Hawaii. According to the CDC, cruise ships may have their own COVID-19 requirements for testing, isolation, quarantine, mask wearing, and dining.

Do you need a passport to visit Hawaii? When flying from other U.S. States, travelers only need identification required for domestic travel . International travelers will need a passport to fly to the U.S., including Hawaii.

Will Hawaii impose new Covid restrictions? What’s next is difficult to predict. Historically, Hawaii has been one of the most proactive and “strict” States when it comes to preventive Covid measures. If strains on Hawaii’s health care system might become unsustainable, we may see renewed restrictions.

How has the Coronavirus impacted Hawaii?

Although Hawaii managed to keep their percentage of case numbers lower than most other States, resources and capacity are much more fragile on the islands .

Hawaii saw a rise in new coronavirus infections late in the summer 2020. Hawaii reopened carefully in 2021 with quarantine and testing protocols in place to reduce virus transmission from travel. In summer 2021, tourism numbers returned to normal levels, despite few international visitors.

Oahu’s reopening strategy in 2021 was originally intended to ease restrictions on Oahu once the vaccination rate reached a certain level. However, a significant surge in delta cases and hospitalizations in August and September 2021 prompted the Governor to temporarily discourage any non-essential travel.

The tiered reopening strategy was then replaced by the Safe Oahu Response Plan, which included proof of vaccination or testing to enter restaurants and businesses.

The emergency proclamation in Hawaii ended March 6, 2022. Hawaii was the last U.S. State to end their indoor mask mandate on March 26, 2022.

More than 3/4 of Hawaii residents have been vaccinated.

Economically, one in three Hawaii workers has been unemployed during the pandemic. Tourism, a major industry in Hawaii, has obviously taken a hit. The economic implications may be significant, yet health and safety remain top priorities.

What should you pack for safely traveling in Hawaii 2022?

What do Hawaii locals and recent travelers say about visiting Hawaii now?

What is it like to visit Hawaii right now? It’s our goal to provide regular updates here from real people on the ground, to help potential visitors know what to expect. The following are subjective opinions only. Official travel guidance can be found above.

According to a survey in June 2020, a majority of Hawaii residents support Coronavirus restrictions and are willing to repeat stricter lock down measures.

January 2024 – Intentional Travelers:  “We visited family on Oahu over the holidays. Generally, Covid concerns seem lower than they were in 2023 among our Hawaii family and friends.”

September 2023 – Intentional Travelers:  “ Like everywhere in the world, the concern about COVID in Hawaii depends on who you speak with. Some of our Hawaii family members have expressed concern about rising cases and they wear masks in public areas or large family gatherings. Other family members are not concerned at all.

In most public areas like the airport, stores, shopping malls, etc. the majority of people are not wearing masks. Though everywhere you go, you do see at least a couple of people wearing them. On the airplane flying to Honolulu, of the 170+ passengers, maybe 10 or so were wearing masks.

The local news reports on rising cases, concerns etc. One recent article cited concerns that the tragic disaster in Maui will cause an uptick in cases.”

April 2023 –  Intentional Travelers: “The airport is crowded and tourist activities are back in full swing. Most of our family members in Hawaii are back to normal life, though still very wary of Covid because the health care system on the islands is fragile. Some locals still wear masks in crowds and indoors.”

February 2023 – Melodie of TravelMustDos : “We flew to Hawaii and spent 6 nights on Oahu and 4 nights on Maui. Travel is back to usual with the exception that more people are wearing masks. Hawaii has a lot of visitors from Japan and it appeared many of them wore masks in public places. Masks were also encouraged at the Airport Lounges.

We did not run into any COVID related travel restrictions. We only observed that more people than in the past (pre pandemic) were wearing masks maybe 5-10%. Masks were not required on flights or in public areas. The only email I received regarding wearing masks was for the American Airlines Lounge at HNL. And masks were not required just suggested.”

October 2022 – Karen from https://foreverkaren.com/ , Canadian tourist: “I cruised from Vancouver, Canada, to the Hawaiian Islands, and stayed in Maui for 2 days and Oahu for 3 days. Tourism in Hawaii has returned to the times before the pandemic, although some tours still recommend social distancing and do thorough cleaning after each tour.

Most excursions are operating as before and tour operators said they were very busy. A few restaurant staff wore masks, although it was not required. Restaurants were busy in both Oahu and Maui, and we often had to wait 30 mins for a table. Some attractions have gone to online bookings online and contactless payments at the venue.”

September 14, 2022 – Mirna of AspiringCreativeSoul :  “My husband and I visited Kauai for 6 days in September 2022. All activities were accessible. We did not encounter closures of any kind. Masks were optional everywhere we went, except in a small bus we took to tour a Hawaiian Botanical Garden.

We encountered no crowds any where we went, except for the ticketed events that cater to large groups. We had no concerns about being able to access medical services. Food prices were higher than normal, but we did not encounter food shortages.”

June 2022 – Sophie from We Dream of Travel: “We recently visited Maui and later the Big Island. Traveling to Hawaii is simple in terms of covid at this point. However, the islands have seen a large increase in tourism recently, particularly as domestic travelers are opting to travel to Hawaii rather than international travel. On top of this, there are ongoing issues with staff and supply shortages. Due to this, accommodation is limited, tours and restaurants are often fully booked, and prices have sky rocketed. While it is absolutely worth visiting Hawaii, some advanced planning is required to ensure you have a great vacation.”

April 10, 2022 – Steven, visitor: “Honolulu very much feels like COVID is winding down. Most people are unmasked and places are busy again, but some businesses still have shortened hours in place.”

January 4, 2022 – Michelle, Intentional Travelers: “We flew to HNL on Alaska Airlines, following the same Safe Travels protocols in our previous updates.  We noticed a huge line for the free Covid testing outside of the airport arrivals area. The waits for free walk-up or drive-thru testing are reportedly several hours long. At our favorite coffeeshop with outdoor seating and when picking up to go orders, we were not asked for proof of vaccine or test. We did need to show vaccination cards for a private party at a restaurant. People are wearing masks indoors and many keep masks on outside as well. Our local family are still watching the case numbers carefully with concerns that the healthcare system could be overwhelmed again.”

September 5, 2021 – Jedd, Intentional Travelers: “I returned to Honolulu, Oahu a third time this year to help with more family needs. The flight from Portland to HNL was not very full but the return flight was packed with lots of families. The airport was a little less busy than it has been earlier in the summer but lines were still long. Most locals continue to wear masks indoors and outdoors. My Hawaii family members are very concerned about case rates and risks involved with sending kids back to school. There were rumors about a lock down due spiking hospitalizations, but in reality it sounds like a new vaccination requirement for restaurants and venues on Oahu is what’s actually going to happen.”

August 15, 2021 – E.M., Visitor: “I came to Hawaii (Oahu and the Big Island) for 6 weeks to house sit and to visit a friend, respectively. Technically travelers are allowed right now, however in talking with some locals, they are concerned about the volume of travelers and ability for Hawaii’s resources to be able to handle it. The concern is both for resources here and also for flight capacity to get off the islands if the current state of ‘openness’ changes. My visit to my friend’s house was canceled for this reason. The beaches are still open and I have enjoyed beautiful swims and sunrises. I’ve also loved hiking in the mountains. I have found that masks are mandatory inside everywhere and have seen many people wearing them outside as well. Restaurants have been asking for people to fill out forms for contact tracing. I have heard from locals that hospitals are filling up, but I have no direct anecdotal experience about hospitals, medical centers, or testing here on the islands. Local attractions, shops, and restaurants seem to be open and just requiring masks, social spacing, and contact tracing.”

August 1, 2021 – Permanent Resident, Honolulu: “Our COVID positive numbers in the last 3 days have cumulatively gone past 1,300! I am doing a double masking again in more public areas and have noticed that some of the clerks have even chosen to wear shields on top of their masks. I’m needing to prepare for a potential lockdown, we’ll know in a few days. This delta variant needs to be taken seriously. My poor niece begins school here next week with a double mask.”

July 11, 2021 – Jedd, Intentional Travelers: “ I returned to Oahu to help out with some family matters. I had no problem entering my vaccine information and uploading a picture of the card (from Kaiser Permanente) to the Hawaii Safe Travels account, just like we did with our pre-travel test on our previous trip. Departing PDX was busy and not everyone wore their masks at the ticket counter despite it being a federal requirement at airports. The flight to Honolulu on Alaska was uneventful. Tourism in Hawaii is as busy as ever. I saw the line outside the car rental place at the airport wrapped around the building – apparently there is a shortage of cars and really high demand so rental car prices have skyrocketed. Masks are still required indoors (due to State rules). In tourist areas outdoors not a lot of people are wearing masks. However, I walked to downtown the other day and lots of folks were wearing masks outdoors there. It’s a contrast between locals and tourists. Also, droughts and brush fires are happening on Oahu, Maui, and the Big Island.”

April 2021 – Aunty, Recent Visitor: “ [When arriving on Hawaiian Airlines,] print 2 copies of the pages with all uploads (QR code, Test result, photo upload). They say that smartphone copies are acceptable, but it was easier for us to show our printed copy. I say print 2 copies, one for yourself and another as a backup in suitcase or with companion. Once you depart that plane in HNL you are instructed to follow the maze which leads you to the checkpoint. This line is as long as the amount of people on your plane. For us we had over 200 people. It took about 45 minutes for us to get to our processor. He took 3 minutes with his scanner, checked our ID’s, and passed us. Then we were in for another surprise ..that there is no wiki wiki bus service to take us to baggage claim. So we had to walk another mile and a half to baggage claim which happened to be the very end of Hawaiian baggage claim terminal. So my last tip is to wear comfortable walking shoes & have water. “

March 2021 – Permanent Resident, Honolulu: “The numbers of visitors to the islands keep growing by the 20,000s+ daily. It’s disappointing to see the pictures of people on Waikiki Beach, in restaurants and in bars; so unfair of how our medical system may be affected again.”

March 2021 – Jenn at Cocktails Away , Visitor:   “I flew to Honolulu, Hawaii to work remotely for 10 days in March 2021. Locals are welcoming travelers but prefer that they be respectful of the COVID-19 restrictions that are in place to protect everyone. It’s definitely less crowded than normal but there are still a good number of people visiting the area. Even with strict testing and quarantine protocols (if you weren’t tested) in place, masks are worn at all times in public by most. Contact tracing is in effect as well. Businesses are still operating under limited capacity and hours, so as tourism rates increase, delays and availability may be impacted. Most businesses that were able to withstand the impact of the pandemic are starting to open. Hotels are hosting testing sites and you pass by them as you walk through the city. Vaccinations are still being administered to those 70+ so the rollout for that has been slower than in some states.”

February 2021 – I’m Jess Traveling , Maui resident: “Visitors are welcomed to Hawaii if everyone complies with the mask wearing rules, not gathering in large groups and stays social distanced. Businesses and residents have taken everything seriously since the beginning of the pandemic. Booking ahead for all excursions, dinner reservations and activities is highly encouraged since space is more limited. All travel restrictions are being followed by locals and visitors alike. Maui only has one hospital but since you must prove a negative test before getting on the plane, Maui has not had huge outbreaks. Most, if not all attractions and activities are opened but with limited hours and smaller capacities than before. Live music is also back in many restaurants which gives it all a sense of normalcy.”

January 2021 – Noel at This Hawaii Life , Hawaii resident: “Yes visitors are welcome to Hawaii, providing that they do a pre-Covid test and on some islands, a secondary test each county provides. Masks and social distancing requirements are in effect so that is also an important note to visiting the islands. Most attractions are open for visitors to enjoy along with dining/shopping venues to visit.”

December 2020 – Michelle J, Visitor to the Big Island: “The island of Hawaii has done a good job of managing the COVID-19 pandemic and they are cautious about making sure it stays that way and locals are kept safe and hospital resources are not overwhelmed. “

November 2020 – Bridget, Criterion Travel , Visitor to the Big Island: “A dear friend of mine decided to take a ‘workation’ and rented a condo in Kona for a few weeks.  After traveling to Hawaii, I recommend keeping your Safe Travels Hawaii account information handy and set up your application form ahead of time or the screening and processing time will be longer. I had a layover in Honolulu. This means two forms that include flight numbers etc., uploading negative test result via pdf, answering survey 24 hours prior to departure. Pro tip: Your QR code is your lifeline! There were lots of people bumbling around and they were clogged up in screening and processing because they did not cover their bases. For pre-travel testing, I went with a test kit via Vault Health. It’s the first FDA EUA authorized saliva test on the market. I preferred taking the COVID test in my home and I have a comfort level with technology. I purchased my test for $150 and created an account online. I received my test the very next day! I was careful to follow the instructions and did not open the test until I was ready to take it. I spit into a beaker while under the supervision of a doctor via zoom. I sent it off via my nearest UPS store. The results were ready in plenty of time and received updates online to put me at ease. Upon arrival, military personnel administer selective temperature checks via an infrared thermometer. You also have to scan your QR code and review your form details with an airline representative. The State is paying for an onsite COVID-19 test and it’s administered prior to being allowed to leave the airport. Yes, another one! The multilayered two test approached is really impressive to see in action. Aloha spirit is alive and well on the islands. I was inspired and impressed by the rapid testing options and the pre-travel approval program implementation by the state of Hawaii. People were masked up at the famers market, restaurants and on the trails. Another pro tip: Buy a mask that you feel comfortable in – the heat is not an excuse. I also suggest you pack sanitation wipes to use in the rental car or as needed.”

May 26, 2020 – Resident, Oahu: “Locals worked hard to flatten the curve, and with so many senior citizens in Hawaii, it is discouraging to see travelers flaunting rules and regulations to do as they please on their vacations. It has gotten to the point where a neighbor reported a visitor who was visiting her son for breaking the 14 days quarantine rule… It has become very divisive in some communities. Hawaii is a small state with limited resources. Tourists who choose to travel without regard to existing rules and regulations (which are often difficult to enforce) appear to be selfish and self-absorbed. First responders have had to rescue hikers, swimmers, etc.”

May 26, 2020 – Resident, Big Island: “I’d highly discourage travel to Hawaii from the mainland and vice versa. Currently Big Island Hospital in Hilo has limited ventilators and PPE everywhere, for every health practitioner, is very limited. If travelers come and create a second wave, which everyone is expecting when tourism restarts, we do not have enough resources available on every level. Many locals are doing their part to practice social distancing and feel that tourist should follow the rules like the 14 day quarantine. Tourism is needed to boost the economy, but I take health over money any day. Especially when my family, parents, in-laws, and relatives have medical problems. This second wave and opening up Hawai’i is getting me a little more anxious.”

Just want to confirm that Hawaii is now allowing unvaccinated international travellers. If so, when where the restrictions lifted?

Apologies for the confusion, Alana. I was thinking of testing rather than vaccination with your question. To clarify: Hawaii has the same rules as the rest of the United States, which no longer requires a pre-travel test but does require full vaccination for non-US citizens who are arriving internationally.

I’m surprised the article left out the 3rd option for exemption from quarantine. That’s if you’ve had a recent Covid infection. You can show proof of the positive test and a doctors note indicating you’ve recovered. I’m going that route and was approved for my travel without quarantine for my Feb. 2022 trip.

If you have received both vaccine shots do you still need to get a negative covid 19 test result prior to travel to Hawaii?

That is a good question and I think many are wondering the same thing about other destinations as well. At this time, there is no special allowance for vaccinated travelers, and we can’t predict what Hawaii might decide to require in terms of vaccines in the future. From what I’ve read, I would guess that most destinations will continue to require a Covid test regardless of the vaccine since the timeline for immunity after vaccination is still uncertain. We’ll be sure to update our post as soon as we know more.

Need to know if CPL Clinical Pathology Labs are approved for Covid testing to Hawaii?

Hi Michelle! This is good information for anyone who is even thinking about running away to Hawaii to sit this all out. Actually, that’s about all they CAN DO if they go, right? Just sit. And why go to Hawaii for that? But it will be interesting to see what happens in October. I think we are all just waiting until that safe and effective vaccine comes out. ~Kathy

Thanks, Kathy. Yes, right now it seems best to refrain from visiting, especially since the timeline for reopening keeps getting pushed back. Hopefully there will be a clear safe, and sustainable way to move forward soon so that Hawaii’s tourism economy can recover while keeping locals healthy.

Why bother going? I can far more easily and far less expensively sit at home, order food for delivery and watch reruns of Magnum P.I.

Hawaii is known for its macadamia nuts. Lawmakers want to keep it that way

HONOLULU (AP) — For decades, tourists to Hawaii have brought home gift boxes of the islands’ famous chocolate-covered macadamia nuts for friends and family, but these days many of the kernels in the package might not be Hawaii-grown.

This little-known fact is surfacing at the state Legislature as lawmakers wrestle over legislation that would force macadamia-nut processors of iconic brands like Mauna Loa to disclose whether their products contain nuts from outside the islands.

Growers want the measure to protect their crops and farms, while commercial nut brands say what Hawaii needs is more capacity to process mac nuts locally.

It's the latest tussle over labels for agricultural products from a specific geographic area, a topic familiar to Hawaii due to long-running disputes over Kona coffee. It echoes similar challenges faced by maple syrup producers in Vermont and distilleries in Champagne, which have had to fend off sparkling wine producers from other places trying to appropriate the French region's name.

Foreign nuts are being “marketed cleverly as Hawaiian,” said Jeffrey Clark, chief operating officer of a trust that owns Hamakua Macadamia Nut Company.

“It’s not clear to consumers what is Hawaii grown and what is foreign grown," Clark told state lawmakers during a recent committee hearing. "It creates a problem for the farmers here in Hawaii.”

The stakes are high for Hawaii’s 600-plus macadamia nut farmers, many of whom have small operations. Combined, they produced $62.7 million in nuts in 2021, just ahead of coffee in value and second only to seed farms that research genetically engineered corn.

Growers say they can’t find buyers for their kernel and unharvested nuts are falling from their trees. Some farmers are giving up and trying to sell their equipment.

In response, state lawmakers are due to vote on legislation Wednesday that would require consumer packages to disclose when they contain macadamia nuts grown outside of Hawaii. The measure would take effect on Jan. 1, 2026, if it becomes law. The governor has not indicated whether he will sign it.

Macadamia nut trees are native to Australia and were introduced to Hawaii in 1881 by a Scotsman who managed a Big Island sugar mill. The first major attempt at commercial planting dates to 1948. Chocolate-covered macadamia nuts took off the following decade. In the 1970s and '80s, Hawaii harvested more than 10 times the amount of the next four major producers combined.

But today, Australia, South Africa, China and Kenya all grow more than Hawaii. In 2022, the state's production plummeted 29% from the year before, according to industry data.

Hawaiian Host Group sells macadamia nuts under some of the state's most venerable brands. Their rectangular boxes of Hawaiian Host chocolate-covered macadamia nuts are favorites of tourists and locals alike. Their blue-colored Mauna Loa cans and bags are among the most recognizable macadamia products on store shelves.

The company's chief administrative officer told lawmakers in a Senate committee hearing that the amount of foreign macadamia nuts the company buys varies depending on the Hawaii crop.

“We try to purchase as much local macadamias as the growers will sell to us,” Michelle Leon-Guerrero said.

CEO Ed Schultz told lawmakers his company buys one-third of the mac nuts grown in Hawaii. It's been doing so at a 35% premium to Australian prices in 2023 and that Hawaii's nuts need to be competitive with those from Down Under, he said.

He said what the industry needs is more processing capacity. Toward this end, Hawaiian Host wants the industry to form a co-op to run a new processing facility on the Big Island. Many growers are reluctant to join such a project without a labeling requirement that will differentiate their nuts from others around the world.

Nathan Trump, the president of the Hawaii Macadamia Nut Association, said Hawaii macadamia nuts have strong brand recognition. But he said the status quo turns the nuts into a commodity.

“When you look at things like Vermont maple syrup, New Zealand beef — different country of origin matters because quality matters to consumers,” he said. “If they understand the country of origin, I think they’ll be able to make the decision if they want to pay a higher price."

Vermont law says no maple product may be labeled as being from Vermont, or labeled in a way that implies it was, unless it was 100% produced in Vermont in compliance with state standards.

In Europe, Champagne makers came together in the 19th century to prevent sparkling wine makers operating elsewhere from using the French region’s name for their beverage. Today, European Union rules allow products to obtain a geographical designation if they have a specific link to where the product is made.

State Rep. Kristin Kahaloa's Big Island district sits on the western slopes of Mauna Loa, the volcano that is the namesake of the popular nut brand. She said smaller farmers and producers want both labeling requirements and more processing capacity, and she agrees.

“Mauna Loa is the name of our mountain,” Kahaloa said. “It’s about keeping a special agricultural product that is part of the fabric of our community on our island."

What to Know Before Booking a National Park Trip This Summer

Additional routes in popular parks now require reservations, the annual pass gets a big change, Juneteenth is now a new free entrance day and more changes for 2024.

In 2023, the seashores, lakeshores, battlefields, historic sites, monuments and more that make up the National Park Service had 325.5 million visits , an increase of 4 percent from the year before.

The National Park Service director, Charles F. Sams III, praised the surge of interest in “learning our shared American story throughout the hidden gems of the National Parks System.”

Expecting an even greater turnout in 2024, the Park Service and Recreation.gov , the booking platform for federal land reservations, have implemented new measures to streamline the park experience, manage overcrowding and safeguard the environment.

More parks are requiring reservations

To better avoid congested trails, packed parking lots and overflowing trash cans, additional parks are joining Rocky Mountain , Arches and Glacier National Parks this year in requiring day-use permits, timed entries and other reservations for travelers who wish to visit, particularly during peak hours, holidays and the parks’ high seasons. Yosemite National Park is reinstating a timed-entry system it instituted in 2020, but paused in 2022.

Many park enthusiasts expressed mixed feelings about the reservation policies, with some lamenting a lack of first-come, first-served campsites while others find comfort in knowing they have a confirmed booking. As nearly 75 percent of visitors each year descend on national parks from May to October (and often on weekends), park officials stand by the system.

“In some parks, the level of demand is exceeding the capacity for which infrastructure was designed or is outpacing the National Park Service’s ability to sustainably support visitation,” said Kathy Kupper, a public affairs specialist for the service. “This trend is resulting in the need to explore new strategies to protect natural and cultural resources and provide opportunities for safe and meaningful visitor experiences.”

It can be confusing.

New to implementing timed-entry reservations for vehicles is Mount Rainier National Park , in Washington, for its popular Paradise and Sunrise Corridors during certain times in the summer season. Reservations cost $2, are valid for one day and must be purchased along with the park ticket, but do not apply for visitors with wilderness permits or camping or lodge reservations. Similar vehicle reservations are now required for certain periods for viewing the sunrise at Haleakalā National Park in Maui, Hawaii , and driving the Cadillac Summit Road in Maine’s Acadia National Park .

Visitors wishing to hike Old Rag Mountain in Virginia’s Shenandoah National Park must obtain a day-use ticket between March 1 and Nov. 30, and in Zion National Park, in Utah, hikers wishing to visit Angels Landing , the dramatic 1,488-foot-tall rock formation, also need to purchase a permit. Fees range from $1 to $6, in addition to the parks’ entrance fees.

As each destination is managed differently, check the park’s webpage for the type of reservation required. Although most bookings can be made through Recreation.gov, some sites, such as Muir Woods National Monument, use a different system.

New features on Recreation.gov

In 2023, Recreation.gov reported that more than 4 million camping reservations and 2 million timed-entry reservations were booked online, and 1.5 million permits were issued. Some 2.9 million new users signed up for the site. With its expanding user base, the booking platform has added 58 reservable national park locations — including 17 campgrounds — such as Central Avenue Walk-in Sites at Indiana Dunes National Lakeshore and Bluff Hike In Camping in South Carolina’s Congaree National Park.

Recreation.gov has also improved an alerts feature, piloted in July 2023, that can notify users through email or mobile push notifications when a sold-out campsite becomes available. After Recreation.gov notifies you of availability, you must book the campsite yourself online — and quickly, as you’ll be shown how many other people (possibly hundreds) have received the same alert.

While its customer support center and mobile app are still only available in English, Recreation.gov recently introduced a Spanish language translation option. The Park Service partners with Latino Conservation Week , which hosts nationwide hikes and events on environmental education and in-park stewardship, and will celebrate its 10th year in September.

A limit to the annual America the Beautiful pass

The 2024 America the Beautiful pass no longer allows two owners. The annual interagency pass, which costs $80 and covers the entrance fees for more than 2,000 federal recreation sites (of which roughly 100 do not charge for admission year-round), is now marked by a single signature line on the back of the card. The pass owner must show I.D. and be present with any accompanying travelers wishing to access the park with the pass. (Annual passes issued in 2023 will still be valid until their expiration date.) The pass covers all passengers in a vehicle — up to four adults, and children under 16 are admitted free — or up to four cyclists riding together. Active military or veterans and people with permanent disabilities are eligible for a free lifetime pass; 4th grade students may receive a free annual pass; and senior citizens may purchase a $20 annual pass or pay $80 for a lifetime pass.

At the parks, more accessible features, E.V. chargers and new lodging

To better protect against global warming, the Park Service is putting more than $65 million from the Inflation Reduction Act and Great American Outdoors Act into climate mitigation and ecosystem restoration.

Using $15.9 million budgeted for zero-emission vehicle deployment, charging capacity and infrastructure, the Park Service is prioritizing a reduction in carbon emissions, said Mr. Sams, by installing new electric-vehicle charging stations and running electric buses.

An interactive online locator tool created in 2023 shows E.V. charging stations throughout 27 national parks and the type of chargers available. In addition to the tool, every national park page displays alerts on road closures, parking lot capacities, construction work and other incidents.

Mr. Sams also said the Park Service is investing $1.3 billion from the Great American Outdoors Act to improve accessibility features, ranging from a new A.D.A.-compliant visitor center at Morristown National Historic Park in New Jersey to new beach wheelchairs at Sleeping Bear Dunes , Channel Islands and Virgin Islands National Parks . Each destination’s website has an accessibility tab to help visitors plan their trip, and Recreation.gov now has a search filter on its homepage to make it easier to locate accessible accommodations.

New lodging options now available across the country include the Flamingo Lodge , which opened inside Everglades National Park last fall with 24 guest rooms built from repurposed shipping containers. In March, along the southeastern border of Great Smoky Mountains National Park, the Cataloochee Ranch reopened with 11 renovated cabins and a new restaurant. This spring, the Clubhouse Hotel & Suites will welcome its first guests in Rapid City, S.D., the closest major town to Badlands National Park , and opening in May in Idaho is the Yellowstone Peaks Hotel , a 30-minute-drive from Yellowstone National Park. This fall, California-bound travelers planning a visit to General Sherman, the largest known tree on Earth, might book at AutoCamp Sequoia , just outside Sequoia and Kings Canyon National Park .

Also in California: Those who don’t score a highly coveted (and contentious) spot at the newly reopened High Sierra Camps in Yosemite could book Wildhaven Yosemite in Mariposa, which offers more affordable rates, hiking trails and views of the Sierra Nevadas. Reservations for its first season are available beginning May 1.

Celebrating milestones and a new free entrance day

On the 60th anniversary of the Civil Rights Act, visitors can pay tribute to African American heritage at over 100 parks , including the Frederick Douglass National Historic Site in Washington, D.C., Birmingham Civil Rights National Monument , and the Selma to Montgomery National Historic Trail . This year also marks 100 years since Indigenous people were recognized as United States citizens. Although many parks have Indigenous programming , Mr. Sams, who is the first Native American to serve as N.P.S. director , suggested visiting Hopewell Cultural Historical Park in Ohio and Whitman Mission Historic National Historic Site in Washington, where he recently brought his daughter.

“In order to celebrate the diversity that makes our country great, we must share the complete story of America, which includes both the successes and challenges encountered on the way to form a more perfect union,” Mr. Sams said.

Juneteenth National Independence Day is the National Park Service’s newest free entrance day . Visitors can also take advantage of free admission on April 20, the first day of National Park Week; Aug. 4, the four-year anniversary of the Great American Outdoors Act ; Sept. 28 on National Public Lands Day ; and Nov. 11 for Veterans Day .

Bank of Canada plans to re-introduce its securities lending program

The Bank of Canada is planning to restart later this year its securities lending program (SLP) which is designed to support the liquidity of Government of Canada (GoC) securities markets. This market notice is intended to make market participants aware of this upcoming change ahead of time and inform Primary Dealers that the Bank of Canada intends to engage with them on an operational on-boarding process over the course of this summer, to ensure their readiness to participate in the SLP when it commences. The start date of the SLP will, as such, depend on the completion of this operational on-boarding process. When the SLP restarts, the current daily Securities Repo Operations (SRO) will be discontinued.

In July 2020, the Bank of Canada suspended its SLP and  introduced the SRO as a temporary source of GoC nominal bonds and treasury bills to support liquidity in the securities financing market.  Since the Bank was acquiring a large amount of GoC securities under the Government Bond Purchase Program , it was important to support a well-functioning securities financing market by making a portion of these securities available to the market in an expedient manner, and in higher volumes than the SLP was designed for.

Before the SLP is restarted, the Bank will issue a market notice with operational details, the start date and updated terms and conditions.

The Bank has made significant investments in the systems supporting its market operations. Over the course of this summer, the Bank will engage with its Primary Dealer counterparties on technical aspects of these system enhancements to facilitate the Primary Dealers’ operational readiness ahead of restarting the SLP.

Hawaii is known for its macadamia nuts. Lawmakers want to keep it that way

HONOLULU (AP) -- For decades, tourists to Hawaii have brought home gift boxes of the islands' famous chocolate-covered macadamia nuts for friends and family, but these days many of the kernels in the package might not be Hawaii-grown.

This little-known fact is surfacing at the state Legislature as lawmakers wrestle over legislation that would force macadamia-nut processors of iconic brands like Mauna Loa to disclose whether their products contain nuts from outside the islands.

Growers want the measure to protect their crops and farms, while commercial nut brands say what Hawaii needs is more capacity to process mac nuts locally.

It's the latest tussle over labels for agricultural products from a specific geographic area, a topic familiar to Hawaii due to long-running disputes over Kona coffee. It echoes similar challenges faced by maple syrup producers in Vermont and distilleries in Champagne, which have had to fend off sparkling wine producers from other places trying to appropriate the French region's name.

Foreign nuts are being "marketed cleverly as Hawaiian," said Jeffrey Clark, chief operating officer of a trust that owns Hamakua Macadamia Nut Company.

"It's not clear to consumers what is Hawaii grown and what is foreign grown," Clark told state lawmakers during a recent committee hearing. "It creates a problem for the farmers here in Hawaii."

The stakes are high for Hawaii's 600-plus macadamia nut farmers, many of whom have small operations. Combined, they produced $62.7 million in nuts in 2021, just ahead of coffee in value and second only to seed farms that research genetically engineered corn.

Growers say they can't find buyers for their kernel and unharvested nuts are falling from their trees. Some farmers are giving up and trying to sell their equipment.

In response, state lawmakers are due to vote on legislation Wednesday that would require consumer packages to disclose when they contain macadamia nuts grown outside of Hawaii. The measure would take effect on Jan. 1, 2026, if it becomes law. The governor has not indicated whether he will sign it.

Macadamia nut trees are native to Australia and were introduced to Hawaii in 1881 by a Scotsman who managed a Big Island sugar mill. The first major attempt at commercial planting dates to 1948. Chocolate-covered macadamia nuts took off the following decade. In the 1970s and '80s, Hawaii harvested more than 10 times the amount of the next four major producers combined.

But today, Australia, South Africa, China and Kenya all grow more than Hawaii. In 2022, the state's production plummeted 29% from the year before, according to industry data.

Hawaiian Host Group sells macadamia nuts under some of the state's most venerable brands. Their rectangular boxes of Hawaiian Host chocolate-covered macadamia nuts are favorites of tourists and locals alike. Their blue-colored Mauna Loa cans and bags are among the most recognizable macadamia products on store shelves.

The company's chief administrative officer told lawmakers in a Senate committee hearing that the amount of foreign macadamia nuts the company buys varies depending on the Hawaii crop.

"We try to purchase as much local macadamias as the growers will sell to us," Michelle Leon-Guerrero said.

CEO Ed Schultz told lawmakers his company buys one-third of the mac nuts grown in Hawaii. It's been doing so at a 35% premium to Australian prices in 2023 and that Hawaii's nuts need to be competitive with those from Down Under, he said.

He said what the industry needs is more processing capacity. Toward this end, Hawaiian Host wants the industry to form a co-op to run a new processing facility on the Big Island. Many growers are reluctant to join such a project without a labeling requirement that will differentiate their nuts from others around the world.

Nathan Trump, the president of the Hawaii Macadamia Nut Association, said Hawaii macadamia nuts have strong brand recognition. But he said the status quo turns the nuts into a commodity.

"When you look at things like Vermont maple syrup, New Zealand beef -- different country of origin matters because quality matters to consumers," he said. "If they understand the country of origin, I think they'll be able to make the decision if they want to pay a higher price."

Vermont law says no maple product may be labeled as being from Vermont, or labeled in a way that implies it was, unless it was 100% produced in Vermont in compliance with state standards.

In Europe, Champagne makers came together in the 19th century to prevent sparkling wine makers operating elsewhere from using the French region's name for their beverage. Today, European Union rules allow products to obtain a geographical designation if they have a specific link to where the product is made.

State Rep. Kristin Kahaloa's Big Island district sits on the western slopes of Mauna Loa, the volcano that is the namesake of the popular nut brand. She said smaller farmers and producers want both labeling requirements and more processing capacity, and she agrees.

"Mauna Loa is the name of our mountain," Kahaloa said. "It's about keeping a special agricultural product that is part of the fabric of our community on our island."
