Applying for a Second Passport Book

If you have a valid U.S. passport book and you meet several requirements, you may be eligible for a second book. A second passport book is valid for four years or less. The new passport will include the same personal information as your other passport.

Examples of cases when we may issue a second passport book include:

  • A foreign country will deny a visa or entry to you because your passport has stamps showing travel to certain countries. Example: an Israeli visa, or entry or exit stamp in some countries in the Middle East. 
  • You need visas for several countries on an ongoing basis because of frequent international travel. Example: you work for an international airline or a multinational company.
  • You need a U.S. passport for urgent travel, and a foreign country delayed your application for a visa or cannot process it in time for your travel. 
  • A special validation for travel to a restricted country or area.
  • To prevent the cancelation of a valid passport that has a valid visa.
  • To change an endorsement on your passport book in emergency circumstances.
  • More endorsements, but they do not fit on the endorsement page of the passport book.

We only issue second passport books, not second passport cards.

Steps to Apply for a Second Passport Book

1. fill out your form online and print it.

  • You can send us your full-validity, 10 year passport, and
  • You meet the other requirements to renew .
  • Renew your second passport book using Form DS-82 if you can submit it with your application. 
  • Apply in person  at an acceptance facility or passport agency using Form DS-11  if you cannot submit your passport book.

Tips to complete your form:

  • Complete all parts of the form on a desktop or laptop computer.
  • Sign and date Form DS-82. 
  • Do not sign Form DS-11  until asked to do so by a passport acceptance agent or employee. 
  • Print your form on single-sided paper. We do not accept double-sided forms.
  • Check the information you entered if you did not get the form you expected to receive on our form filler. 
  • You may request a larger passport book with more visa pages at no extra cost. Check the 'large book' box at the top of the form.

2. Submit a Signed Statement

Complete a signed and dated statement  explaining why you need a second passport book.

3. Provide a New Passport Photo

You must provide one new photo with your application. Go to our  Passport Photo page  for photo requirements and to see examples of photos.

4. Calculate Fees

We have different fees that depend on your application, and how fast you need your passport. Go to our Passport Fees page for more information. 

5. Submit your Application

  • Form DS-82 : Mail your application and supporting documents to one of the addresses on the form.
  • Form DS-11 : Go to a  passport acceptance facility . Check with the facility to see if you need to make an appointment. 
  • Traveling in less than 3 weeks?   Make an appointment  to apply at a passport agency or center.

6. Track your Status

You can  enroll in email updates  about your application status, and  learn more about each status update .

It may take 2 weeks from the day you apply until your application status is “In Process.”

It depends.

If you are using Forms DS-82 or DS-5504, mail these forms using the U.S. Postal Service. Postal employees should never review these forms before you mail them. 

If you are using Form DS-11, go to an acceptance facility. An agent will review and accept your form and supporting documents. You may need to make an appointment at these locations. 

Will there be any markings on my second passport to show that it is different?

Yes. We will print a special endorsement code in your passport book.

Will I get a new passport number when I get a second passport book?

Yes. When you receive your second passport book, the number on the document will be different.

How to Get a Second Passport and Why You Would Need One

Second passports are issued in special circumstances only

However, there are some exceptions to the rule.

In this guide, we will cover the situations that qualify for a second passport as well as the step-by-step process for applying for one.

Acceptable Reasons for a Second Passport

There are a couple of circumstances in which a second, duplicate passport is issued by the United States Bureau of Consular Affairs:

In certain cases, if you can provide both resonable proof of why you are without your passport and proof of your urgent travel need, you can be issued a duplicate passport.

Note : A second passport is only issued in the cases listed above if you are unable to complete your travel through a change of itinerary or you cannot cancel your current passport in order to obtain a new one.

Uncceptable Reasons for a Second Passport

There are a couple of circumstances where a second passport will not be issued:

It doesn't matter if our passport is locked in a safety deposit box, packed for moving, or simply left in a different city. These are not valid reasons for a duplicate passport to be issued to you.

  • A passport that is issued to replace one that was lost by a foreign embassy or consulate - This can happen when you have to include you passport as part of a visa application or other foreign business. While not your fault, the risk of identity theft from a lost passport is a real concern. As such, if your passport was lost in transit, you have to report your passport as lost and apply for a new one.

Note: If you need a passport fast, expediting your application through a registered passport courier service can get a replacement passport delivered to you as quickly as the same day in some cases.

How to Apply for a Second Passport: Step-By-Step

  • Your Social Security Number If you not currently have an SSN then youo should fill in the passport application SSN box #5 with zeros. You MUST also fill out and sign the SSN Declaration and submit it with the passport application. Absence of the form will result in your application being delayed or denied.
  • Second Passport Request Letter Your application request will not even be considered without a second passport request letter . This must also include a statement to the fact that you will immediately report the loss of either passport to Passport Services or the nearest U.S. embassy, consulate or consular agency .
  • Provide a Written Statement from Your Employer ( If applicable ) If your reason for a second passport is related to urgent business, provide a formal written statement from your employer,on company letterhead, justifying the need for a duplicate passport. You will need to formally state the bearer's understanding that any loss or theft of either passport will be reported immediately to the nearest Consulate, Embassy, or passport agency.
  • One recent passport photo .

Following the steps above give you the best chance of getting a duplicate passport.

Second passport processing times are the same as the current routine and expedited processing times for new or renewed passports.

Dual citizenship is as much a tool and resource as a status symbol.

Having a second passport transforms more of the world into a visa-free zone, which by default means fewer government databases into which you need to submit your personal information.

Not to mention enhanced privacy, without needing a visa, you are not informing governments of your travel plans and itinerary. 

Being a dual citizen and traveling with two passports unlocks the world while better securing your privacy as you explore it.

But how exactly does a dual citizen travel and use two passports? The experts at Astons are here to explain.

How dual citizens travel with two passports

Having two passports is one of the most significant benefits and advantages of being a dual citizen.

But the question is often asked: how do you travel using two passports?

It’s a great question, and the answer is actually much more straightforward than many expect.

To best understand how to travel using two passports, it is easiest to divide the travel in the following ways:

  • The stages of traveling – arrival vs departure
  • Where and how you are traveling

When traveling with two passports, the most important thing to remember is which one to use when.

It is easy to confuse departure and arrival elements simply because they intersect at the same point – the departure airport.

However, thinking about these elements individually makes it easier to understand how to apply the appropriate passport to each stage.

To begin with, at the departing airport, there are typically three instances in which you need to present a passport – in order:

  • At check-in
  • At passport control
  • At the boarding gate

Situations 1 and 3 are connected to the airline, and thus, by default, the plane ticket and the arrival destination.

Situation 2 is based solely on how you are in the system – specifically, how you entered the country you are departing. 

When booking your plane ticket, you need to use the passport you intend to enter the next country with – not the passport you need to show to depart the country you are currently in. 

At check-in and the boarding gate, you will show the airline staff the passport you used to book the ticket and intend to use to enter the next country. It is not their business or concern if you have other passports in your possession. 

At the departing passport control, you do not need to show them your airline ticket – so you don’t. It is not their business or concern if you have other passports in your possession. 

You only need to present the passport you used to enter the country with – and that is precisely what you do. 

Once you are finished with departure passport control, you can put that passport away – you will no longer need it.

As a note, some countries require their citizens to depart, enter, or both using that country’s passport if you are a citizen of that country.

For example, all US citizens must use a valid US passport to enter and depart the United States – no exceptions. 

Traveling with two passports – the arrival process

The arrival process is straightforward once you arrive in your new country. 

Everything at this stage only involves one passport – the one you used to book the ticket with.

You simply depart your plane and head to arrival passport control. 

At passport control, present the passport you want to enter the country with – the one that matches the plane ticket – and get entered into the system under that identity.

For the return journey, do the same steps, but the airports are simply reversed. 

That is how dual citizens travel using two passports. 

Does where or how you travel affect using a second passport?

There is an interesting twist when discussing international travel, as not all international travel is the same.

Where you travel can actually make international traveling more like domestic travel. 

For example, once you have entered any EU country that is a member of the Schengen Zone , you can travel internationally to any other EU country of the Schengen Zone without needing a passport or dealing with passport control. This applies to the travel element obviously, to book a plane ticket is the same process and requires the same information. 

However, if you travel from an EU country in the Schengen Zone to an EU country outside the Schengen Zone –   Cyprus , Ireland, Bulgaria, and Romania – you do need to pass through passport control.

At these points, you need to use the same passport you used to enter the first EU country.

The Schengen Zone is a group of 27 European countries, mostly EU members, that have eliminated border control for travel between themselves. 

If a dual US/German citizen entered Germany using their German/EU passport,  and during their visit that person decided to travel to Italy, they would not be bothered with passport control.

However, if they were to visit Bulgaria, they would need to deal with border control and show their German passport to enter and leave Bulgaria to return to Germany.

Note – As of 1 April 2024, Bulgaria and Romania officially entered the European Union’s Schengen Zone

Likewise, how you travel can impact using two passports, but only in operation—the arrival and departure elements of which passport to use when remains the same.

For example, if you are traveling across international borders by bus, it is the same procedure as buying an airplane ticket. You must show the same passport for entry and departing the same country.

When crossing borders by bus, the bus ticket is often irrelevant, but to be sure, when travel tickets are involved, always follow the framework outlined in the airport example above.

When crossing by car, no ticket is involved; this is simply a straightforward passport issue. When you reach the departing border, you show the passport you entered that country with.

When you reach the next border, you present the passport with which you want to enter the country.

As a note, vehicle and insurance documentation can complicate this situation – specifically, the vehicle and insurance documents need to match the identity you present at passport control.

To address any discrepancies, you need to speak with the agencies that issued those documents and ask how they address the situation of dual citizens with more than one passport. They may issue duplicate documents with the other identity.

When traveling by ferry or train, implement the airport framework. 

Benefits of traveling with a second passport

There is a litany of benefits and advantages to being a dual citizen, but arguably the biggest is having two passports. 

While citizenship represents rights, passports represent access, and together, they are status.

With two passports, an entrepreneur, investor, and family can unlock destinations they are currently shuttered from due to visa requirements.

For example, US citizens require a visa to enter Russia, China, and Brazil. However, those with Caribbean passports from Dominica or Grenada can enter those countries visa-free.

A dual citizen of the US and Grenada would wield the power of both citizenships and, by default, both passports. 

The Caribbean countries have signed an historic collective agreement to increase investment requirements to at least $200,000 “no later than 30 June 2024”

Also, launching in 2025 is ETIAS, the EU’s eVisa system that will require all third-country nationals – including US, UK, Canadian, and Australian citizens – to apply for approval in order to enter any EU country. All EU citizens and EU residents will have ETIAS exemption.

Likewise, there are situations in which you don’t want some countries to know which places you have visited in the past. By using separate passports, you can shield your travel from unwarranted inspection.

Using two passports can also prevent the country you just left from knowing where you are going.

Five years ago HM Passport Office had a good reputation for swiftly dealing with passport applications. In February 2018 the then-immigration minister, Caroline Nokes , told Parliament: “We currently process 99.9 per cent of straightforward applications within three weeks.

“On average, customers making a non-priority application can expect their passport to be issued seven working days after the application is made.”

Today, HM Passport Office still issues most passports within three weeks – but the number which are not processed in this time has risen 30-fold since 2018; three per cent are not issued within this time.

The authority, part of the Home Office , insists: “Allow up to 10 weeks to receive your passport.”

Yet many people, particularly if they are regular business travellers, will find it difficult to identify a spell of 10 weeks when they can guarantee not to be travelling abroad.

The government says people should use one of the premium services for a renewal in a week or less. But for travellers who qualify, a second British passport could be the answer.

Is it legal to have two passports?

Yes. British travellers who hold a passport issued by a different country, such as Ireland, are in a strong position. They are able to use either document – a substantial advantage when travelling to the European Union or to countries that impose high visa fees for UK passport holders.

But many of us lack the fortune to have Irish ancestors and qualify only for British passport. You can have as many as the authorities deem necessary – though getting three is a stretch, and even for two you will need to provide some proof that you meet the requirements.

What are the conditions?

The official stance is that HM Passport Office does not usually allow more than one passport per person. But if the traveller can prove a genuine need for one then it can be issued fairly routinely.

There are three broad concessions:

  • Frequent travel abroad, usually for work (eg airline staff), business or study.
  • Visa procurement: some nations hang on to a passport for weeks, potentially preventing visits elsewhere while the application is processed.
  • Travelling to incompatible countries – where evidence of a visit to Israel, for example, can prevent you from travelling to a different nation.

How do I prove it?

The frequent travel justification is generally the easiest. You will need supporting documentation, which could be as simple as a letter from your employer explaining (for example) that you are often required to travel abroad at short notice and therefore cannot possibly send off your passport for 10 weeks.

It could include an account of recent or impending journeys for work – and, if it is relevant, any holiday plan you might reasonably have. For example, someone with a holiday booked at the start of July 2023 whose current passport is running out would not be able to plan any overseas trips from mid-April onwards because of the HM Passport Office 10-week stipulation.

To qualify under the visa procurement heading, you would need a similar letter explaining your need to travel to a tricky country – such as to one that does not have a diplomatic presence in the UK and therefore requires the passport to be sent to Paris or Brussels.

For the incompatible countries option, you would need rather different evidence: typically showing evidence of a visit to Israel and a requirement to visit one of these countries: Iran, Iraq, Kuwait, Lebanon, Libya, Pakistan, Saudi Arabia, Sudan, Syria or Yemen.

Note that although Israel does not generally stamp passports, stamps from certain border posts in Egypt and Jordan can provide proof to “hostile” nations that you have been there.

Other possible concerns include evidence of a visit to Kosovo if you are seeking to go to Serbia, and of travel to Libya if you are hoping to go to Saudi Arabia.

How do I apply?

There is no need to apply in person, nor any special form. The easiest way is online, in the normal way for renewing a passport. This costs £82.50.

The point at which your application parts company with the “normal” renewal is after you are asked to send in your passport. Instead, post a covering letter explaining you want an “additional passport” (the term used officially) and attaching the supporting documentation. In addition, send a colour photocopy of the personal details pages in your current passport.

Even when this has arrived, you may still get text messages saying you need to send in your passport. A conversation with the Passport Adviceline (0300 222 0000, 8am-8pm Monday to Friday, 9am-5.30pm at weekends) should get you past this hurdle.

The delivery may take a few extra days because of the need for your case to be considered, but The Independent has evidence of applications being completed in two or three weeks.

If you are in a hurry you could use the one-week Fast Track service or the quicker Online Premium service for your additional passport. Both of these require attendance at an interview at one of the HM Passport Office locations around the UK. In addition to your travel costs, you pay an extra £101 for Online Premium and £62.50 for the one-week Fast Track – showing the value of a second passport. Needless to say you should take all the supporting evidence.

If you have had a passport stolen recently, your situation is likely to come in for close attention – because in the past some travellers have sold their passports and then reported them as lost.

Your supporting evidence might also be regarded as too flimsy, which is why you should provide as much as you can – and provide numbers for HM Passport Office examiners to call for verification.

If my application is rejected, do I get my money back?

No. HM Passport Office makes it clear that the payment is for the application, regardless of the outcome, and no refunds are made.

Can I get a second passport under a different name?

No, unless there are special reasons to do with travel to “incompatible countries”. HM Passport Office says: “We must issue all additional passports in the same name.”

Can I get three British passports?

Yes, if you have a “genuine need”. But it will be a lot more closely examined than a second passport. HM Passport Office says: “If a customer asks for three or more valid passports and has a genuine need for them, a Higher Executive Officer (HEO) or someone senior must authorise it.”

Once I get a second passport, can I renew it routinely?

What HM Passport Office says and what actually happens appear at variance.

The service says: “Customers do not have the right to automatically renew their additional passport. When a customer applies to renew an additional passport, they must tell us why they need it [and] provide us with evidence to show they still need it.

“We will review applications for additional passports on a case by case basis, considering the customer’s need, the amount of validity they need on their additional passport and whether they would benefit from a 50 page frequent traveller passport instead.”

However, anecdotal evidence suggests that second passports can be renewed online without an inquisition.

What is the official line on additional passports?

A HM Passport Office spokesperson told me: “For security reasons the vast majority of people will not be eligible to hold two British passports at any one time.

“If anyone needs their passport back sooner than 10 weeks, they should apply using an urgent passport service.”

Second Passports for business purposes

Many people are not aware but there is a solution for adults travelling to restricted countries or those who have to apply for multiple Visa's for certain travel destinations. The HM Passport Office does offer a service whereby individuals over the age of 16 can obtain a Second Passport (for business travel purposes).

If you wish to apply for one of these additional passports you can do so with the following services: • Standard Postal Service (4-6 week turnaround) • 1 Week Fast-Track Service (7-8 days depending on appointment) If you are thinking of using this service please note there are a few additional requirements when applying for the Second Passport: • You must obtain an application form from your local Post Office, this is to then be filled in assuming it is your First Adult Passport, this must include parents details and must also be countersigned by a non-related individual that you have known for at least 2 years, and that works in a recognised profession (see here for list of counter signatories that are accepted) • You must also present a letter from your employer, this will need to be on letter headed paper and must: • Be from a senior representative at the company i.e. director, manger • Explain the reasons for needing a second passport, this must include destinations of expected travel and/or reasons for example visa applications to multiple embassies or travel during a visa application period. • Be both signed and dated by the representative. • Note: if you are self employed you must provide this on behalf of yourself so that it still meets the criteria above. • You must also provide two additional passport sized photographs when applying. If you require any further assistant on second passport renewals please call the Contact the Passport Office Adviceline .

Wealthy Americans Are Getting Second Passports at Record Rates, According to a New Report New data from law firm Henley & Partners found that Americans outnumber all other countries for having secondary citizenship.

With political and economic tensions rising in the U.S. and volatility continuing around the globe, some of the wealthiest Americans are looking for a backup plan.

But it's not just building bunkers or stocking up on jets — they're doing that too — but the ultra-wealthy are getting a second passport to other countries.

New data from citizenship specialist law firm Henley & Partners found the U.S. now outnumbers all other nationalities for having secondary citizenship.

The law firm refers to these individuals as building "passport portfolios" to multiple countries for a myriad of reasons.

The most popular destinations for U.S. citizens to add citizenship are Portugal, Malta, Greece, and Italy.

"With Malta, you become a European citizen, with complete settlement rights across Europe," Dominic Volek, group head of private clients at Henley & Partners told CNBC . "So you can live in Germany, your kids can go and study in France and you have the right to live, work and study throughout Europe."

Other benefits include less conspicuous travel when going overseas for business (a U.S. passport could potentially make a business leader or high net-worth individual a target) and the ability to establish residency overseas through certain countries that have "golden visa programs" (like Portugal).

"We all live in uncertain times, not just in the U.S., but in all nations globally," Volek said. "Who knows what's going to happen next. It's really about having not only a Plan B but Plan C and D in place as well."

Per Henley & Partners' passport index rankings, the U.S. passport is currently tied for seventh with Canada and Lithuania, with Americans being able to access 188 countries visa-free.

Portugal is one of the top destinations for Americans seeking a second passport, executives from the citizenship brokerage firm Henley & Partners previously told Business Insider .

Americans can become residents after five years through Portugal's golden visa program, according to Henley & Partners .

However, Portuguese authorities know their passports are in high demand. The government recently added restrictions to its Golden Visa Program, removing an allowance that buying property in Portugal could offer a path to citizenship, Reuters reported . Hopeful future residents can still leverage the program by investing in the country in other ways.

Malta is another top choice for wealthy Americans. They can acquire residency through a mixed capital investment (meaning it could be a financial or property investment).

Greece is another top destination for wealthy Americans — as well as another nation that is increasing the price tag on its golden visa.

In February, government officials announced they would raise the investment price to 800,000 euros (about $859,308) for its most popular islands, Reuters reported .

The change came after the nation already raised the property investment requirement from 250,000 euros to 500,000 euros in 2023 for tourist-heavy cities and islands like Athens, Mykonos, and Santorini, Reuters reported.

Some Americans seeking an additional passport have landed on Italy's residency program. The program requires a "significant contribution to the country's economy," according to Henley & Partners .

To obtain the right to live and work in Italy, investors must be ready to pay anywhere from 250,000 to 2 million euros (or up to $2,148,560).

New Zealand

Some of the mega-rich have set their sights on New Zealand , such as tech mogul Peter Thiel, CNBC reported .

While Henley & Partners ranks New Zealand as one of the top 10 most desirable countries for a second passport, that document comes with a steep price tag.

Would-be residents should be prepared to shell out between $5 million and $15 million New Zealand dollars — or between $2,987,275 and $8,961,825.

As international travel grows, so does US use of technology. A look at how it's used at airports

WASHINGTON — The Belgian family of four was on their fourth trip to the United States. They had been dreading the long line at passport control when they entered the country but had heard about a new app they could use to ease their way and decided to give it a shot. Within minutes, they had bypassed the long line at Washington Dulles International Airport and were waiting for their luggage.

“It was always a long row,” said Piet De Staercke of the line to go through passport screening. He, his wife and two sons were visiting Washington and Chicago. “We were a bit scared. But now with the app, it’s amazing.”

As travel continues to boom following coronavirus pandemic-related slumps, U.S. Customs and Border Protection is expanding the use of technology like the Mobile Passport Control app the De Staercke family used in an effort to process the ever-growing number of passengers traveling internationally. And with events like a rare solar eclipse , the Olympics in Paris, and summer holidays still driving international travel, those numbers don’t look set to drop anytime soon.

Customs and Border Protection officials gave The Associated Press a behind-the-scenes look at some of the technologies they’ve been using and what to expect in the months and years ahead.

THE NUMBERS

During fiscal year 2023, the agency processed over 394 million travelers at the ports of entry. That’s a 24% increase over the previous year. When looking at the country’s top 20 airports by passenger volume, officers processed 31% more travelers while average wait times increased 11%. And at some of the busiest airports, the wait times have had negligible increases or even decreased. At JFK Airport in New York, for example, wait times went down — by 0.4 of a second on average — while CBP officers processed 33% more travelers.

Increasingly, people are traveling internationally with their families rather than going abroad alone for business.

Officials are moving more toward app-based technologies to speed passengers' movement through the airport. The Mobile Passport Control app used by the Belgian family is one example. It’s available to U.S. citizens, but also to lawful permanent residents, certain Canadians and travelers from countries who are part of the Visa Waiver Program who’ve already been to the U.S. at least once.

Passengers upload their photos and information to the app. When they enter the screening area, they get routed to a separate line. The officer then just needs to take a photo of one member of the family and it pulls up the entire group’s photos and their information.

CBP launched the app in 2021 but is now trying to get more people to use it, including by working with airlines to allow the app to be downloaded while the plane is in flight and putting up signs at airports to let travelers know about it. Last year, a record 4.1 million people came into the country using the app.

“Any second that we can save through the process, it saves time because it adds up eventually,” said Marc Calixte, the top CBP official at Dulles.

Last September, the agency also created an app specifically for passengers who use Global Entry. That’s one of the “Trusted Traveler” programs CBP runs that allows certain low-risk passengers who make an appointment for an interview and submit to a background check to travel through customs and passport control more quickly when they arrive in the U.S.

IMPROVEMENTS TO GLOBAL ENTRY

Last year saw a record 3.2 million people apply to the Global Entry program, and this year the agency is on track to field about 4 million applications, said Brendan Blackmer, CBP branch chief for the Trusted Traveler Programs. But passengers have complained about how long it can take to get applications processed and their struggles to get appointments. On its website, CBP says it averages four to six months to process applications. In February, 17 members of Congress wrote to CBP demanding information, saying they were fielding complaints from constituents over the wait times.

Blackmer said the agency has pushed to improve the process, including by allowing nearly 100% of people renewing their status to do so without having to come into an enrollment center. That frees up appointments for first-time applicants. And it’s pushing for more people to be able to complete the process while they’re in the airport, either leaving or returning from a trip.

There are also more appointments available, Blackmer said, although some cities like San Francisco are still seeing so much demand that appointments can take more than 90 days to get.

“We’ve done a lot of work the past year and a half, and the agency’s in a better position now and able to meet the demand for the program. And we’re going to continue to work,” Blackmer said.

FEE INCREASES

Come Oct. 1, people using some of the Trusted Traveler Programs will see increases to the fees they pay. The cost of NEXUS, a U.S.-Canadian program designed to ease travel between the two countries for pre-approved travelers, will go from $50 to $120. Global Entry will go from $100 to $120. SENTRI, for pre-approved travelers on the southern border with Mexico, will go down, from $122.50 to $120.

But the fees will now cover all kids under 18 regardless of which program you’re in.

What’s unchanged is that approval for the programs will still be good for five years.

WHAT'S NEXT?

Calixte said possibly by the end of summer the airport will be opening so-called E-Gates where passengers using Global Entry can use the app, bypass an officer at a booth, and instead go to a gate where their photo is taken and matched to their passport, and, assuming no red flags arise, the gates open and they pass out of the customs and passport control area and are on their way.

Further on the horizon, Blackmer said the agency is exploring a concept called smart queuing, where the app assigns passengers to certain lines depending on information they have entered into the app, such as whether they have goods to declare.

Passport price to rise for second time in 14 months

The price of a UK passport will rise on Thursday, for the second time in just over 14 months.

The cost of applying online to get a new or renewed adult passport will go up from £82.50 to £88.50 from midnight.

This 7% rise follows a 9% rise in February 2023. Consumer group Which? said travellers due to renew would "likely be shocked" by the hike.

The Home Office said it did not make a profit from passport applications and the fee rise would improve services.

The cost of applying for child's passport online is also going up from £53.50 to £57.50. If you apply by post the price rises from £64 to £69.

A postal application for an adult passport will rise from £93 to £100.

It costs more if you apply from abroad, or if you require a passport urgently. Passports are free for people born on or before 2 September 1929.

Prior to last year's rise, passport fees had not gone up for five years and a standard adult online application cost £75.50.

Guy Hobbs, Which? travel expert, said: "The cost of renewing a passport has jumped significantly in the last few years, with this latest price hike following hot on the heels of a hefty 9% rise just last year."

He added: "While these price rises may well reflect rising production or processing costs, the UK passport is now amongst the priciest in Europe."

The online cost of an £88.50 UK passport is among the most expensive in Europe. The UK comes in behind countries like Switzerland (£122), Denmark (£103) and Italy (£99.50). The cost of a US passport, meanwhile, is £103.

Martyn James, a consumer rights campaigner, said: "Just because a business or organisation can raise prices doesn't mean they should. The starting point with any price increase - and this is 16 percentage points over 14 months - should be what are you doing to make the service better.

"Yet the Passport Office has struggled over the same period with meeting its basic obligations, so many users will question what they are getting for their money."

The Home Office said: "The new fees will help ensure that income from these applications better meets the cost of delivering passport and associated operations, reducing reliance on funding from general taxation.

"The government does not make any profit from the cost of passport applications."

UK passport fees rise today – here’s everything you need to know

Travelling inevitably costs a pretty penny, and no matter how much you plan or budget, there are always niggly hidden costs that you haven’t accounted for. Airlines cover extra baggage costs until right before you pay for your flight, and there are always increased fees in peak travel times; plus, there are certain destinations that charge tourist tax on top of accommodation fees.

This year, the UK government’s Spring Budget introduced even more costs and taxes that have a direct impact on travellers – most significantly, an increase in Air Passenger Duty (APD) tax, meaning that passengers will need to pay more on UK outbound flights. Not to mention the plans for Europe’s tourist visa (Etias) that will be introduced in 2025, meaning non-EU travellers will have to pay a fee before entering.

Now, the cost of UK passports has risen for the second time in 14 months. In February 2023, the government increased the cost of passports by 9 per cent for the first time in five years, bringing the total for a standard adult online application from £75.50 to £82.50.

On Thursday 11 April 2024, the Home Office hiked up the price once again. This time, the fee is increasing by 7 per cent, with different costs for adults versus children, and depending on whether you apply online or by post. That means that adults applying by post will be faced with a £100 fee – more than £15 more than it cost at the beginning of 2023.

Guy Hobbs, a travel expert at Which? , told The Guardian that the increases might shock travellers renewing their passports. “While these latest price rises may well reflect rising production or processing costs, the UK passport is now amongst the priciest in Europe – and travellers due to renew will likely be shocked by how much these little blue books now cost,” he says. The cost of a British passport will rise on Thursday, for the second time in 14 months.

The fees will rise by more than 7 per cent tomorrow, following a 9 per cent hike in January 2023, the Home Office has announced.

The new fees include those newly applying or renewing their passport.

What are the changes?

A standard online application made from within the UK will rise from £75.50 to £88.50 for adults

A standard online application made from within the UK will rise from the current £53.50 to £57.50 for children

A standard postal application will increase to £100.00 for adults and £69.00 for children

A standard online application when applying from overseas will rise to £101.00 for adults and £65.50 for children

A standard paper application when applying from overseas will increase to £112.50 for adults and £77.00 for children

In statement at the time the price rises were proposed in March, the Home Office said: "The new fees will help ensure that income from these applications better meets the cost of delivering passport and associated operations, reducing reliance on funding from general taxation. "The government does not make any profit from the cost of passport applications." It continued: "The fees contribute to the cost of processing passport applications, consular support overseas including for lost or stolen passports, and the cost of processing British citizens at UK borders. "The increase will also help enable the government to continue improving its services."

Second drone in as many days shot down near Moscow as Russia and Ukraine exchange attacks on capitals

Russia and Ukraine sent drones targeting each other’s capital cities over the weekend in signs of renewed intensity for their aerial warfare .

Drones were shot down on both Saturday and Sunday in areas around Kyiv and Moscow . Air defence systems for both sides intercepted attacks and no casualties were reported.

Multiple drones that were heading for Moscow and Russia’s border areas on Sunday were downed by Russian air defence systems over the weekend, officials said.

Kyiv has promised to wage a major drone campaign against Russia this winter , as bad weather conditions make it difficult to conduct operations on the ground.

Russian air defence units in Moscow intercepted a drone targeting the Russian capital, mayor Sergei Sobhyanin said on Telegram.

He said defence units in the Elektrostal district in the capital’s east intercepted the drone. Falling debris resulting from the operation had caused no damage or casualties, the mayor said, citing preliminary information.

Russia’s defence ministry confirmed the drone strike on Sunday night, as is typical describing the Ukrainian military operation as a “terrorist attack”.

“On 19 November at 23.20 Moscow time, an attempt by the Kyiv regime to carry out a terrorist attack using an aircraft-type UAV [unmanned aerial vehicle] on targets in Moscow and the Moscow region was stopped,” it said on its official Telegram channel.

“Duty air defence systems intercepted an unmanned aerial vehicle over the territory of the Moscow region.”

A second drone targeting Moscow was also intercepted by Russia’s air defence systems at around 1am.

The UAV was destroyed over the territory of the Bogorodsky district in Moscow, it said.

This comes after Russian authorities on Saturday said they shot down a Ukrainian drone heading for the border region of Bryansk.

The defence ministry said on-duty air defence systems destroyed the drone over Bryansk. It did not mention any casualties or damage from the attack.

Russia has also begun targeting Kyiv again after a 52-day break in air raid sirens for the Ukrainian capital.

On Saturday, Ukrainian officials said all drones heading towards Kyiv were destroyed but some hit infrastructure facilities elsewhere in Ukraine.

A day later, a wave of Iranian-made Shahed drones from Russia targeted Kyiv overnight.

The drones targeted the Ukrainian capital and the Cherkasy and Poltava regions, according to a military statement. Ukrainian anti-aircraft systems shot down 15 of 20 drones targeting the areas.

Serhii Popko, the city’s military administration spokesperson, said the drones attacked Kyiv from different directions in waves that were “constantly changing vectors”.

Ukrainian officials had warned Russia would step up aerial assaults during the winter months.

Meanwhile, the British defence ministry said there were “few immediate prospects” for major change along the Ukrainian frontline as the war enters its second winter.

In a statement, it said intense fighting was concentrated near Kupiansk in the Kharkiv region, Avdiivka in Dontesk and on the left bank of the Dnipro river, where Ukrainian forces have established a bridgehead.
