India-UAE Joint Statement during the visit of PM to UAE

facebook

President of the United Arab Emirates His Highness Sheikh Mohamed bin Zayed Al Nahyan and Prime Minister of India Shri Narendra Modi met in Abu Dhabi on 15 July 2023.

Both sides noted that this was the fifth visit of Prime Minister Shri Narendra Modi to the UAE in the last eight years. Prime Minister Modi last visited the UAE in June 2022 when he visited Abu Dhabi to meet HH Sheikh Mohamed bin Zayed Al Nahyan to convey his greetings as His Highness assumed the presidency of the UAE. In 2015, Prime Minister Modi became the first Prime Minister of India to visit the UAE in 34 years. This visit was followed by the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2016, then in 2017, when HH Sheikh Mohamed bin Zayed Al Nahyan was the Chief Guest at India’s Republic Day celebrations. Moreover, the India-UAE relationship was formally elevated to a Comprehensive Strategic Partnership during the visit of HH Sheikh Mohamed bin Zayed Al Nahyan to India in 2017.

The leaders expressed satisfaction that UAE-India relations have witnessed tremendous progress on all fronts. India-UAE trade rose to USD 85 billion in 2022, making the UAE India’s third-largest trading partner for the year 2022-23 and India’s second-largest export destination. India is the UAE’s second largest trading partner. In February 2022, India became the first country with which the UAE signed a Comprehensive Economic Partnership Agreement (CEPA). Bilateral trade has increased by approximately 15% since the entry into force of the CEPA on 1 May 2022.

The leaders noted the significant global roles played by both countries in 2023, with India’s presidency of the G20 and the UAE’s presidency of COP28. The UAE side appreciated the hosting of the Voice of Global South Summit by India in January 2023. The Indian side also commended the UAE for its instrumental role in promoting the Global South’s interests at COP28 and making COP28 a “COP of action.” Both sides also looked forward to further cooperation in plurilateral fora such as I2U2 and the UAE-France-India trilateral cooperation initiative. They noted that such platforms provide greater opportunities for both countries to elevate the partnership to new heights.

Today, in Abu Dhabi, the President of the UAE HH Sheikh Mohamed bin Zayed Al Nahyan and the Hon’ble Prime Minister of India Shri Narendra Modi witnessed the following: I. The signing of a Memorandum of Understanding for the establishment of a framework to promote the use of local currencies (INR-AED) for cross-border transactions by Governors of the respective Central Banks.

II. The signing of a Memorandum of Understanding on interlinking payment and messaging systems by Governors of the respective Central Banks.

III. The signing of a Memorandum of Understanding for planning to establish Indian Institute of Technology – Delhi in Abu Dhabi.

The leaders discussed that developing the Local Currency Settlement System between the two countries to settle bilateral trade is a reflection of mutual confidence. Moreover, it underlines the robustness of the economies in both countries and enhances the economic engagement between the UAE and India. The leaders expressed their interest in strengthening cooperation in the payment systems area by enabling integration between their instant payment systems to process cross-border transactions between the UAE and India more efficiently. Such cooperation will also include the mutual acceptance of domestic card schemes by interlinking national card switches. Integration between these systems will enhance access to payment services for the benefit of the citizens and residents of the two countries.

The leaders reiterated their resolve to further strengthen investment ties between the two countries. In this context, they appreciated the efforts of the bilateral High-Level Joint Task Force of Investments. They acknowledged that the UAE became the fourth largest investor in India in 2022-2023, compared to the seventh in 2021-2022. They appreciated the plan of Abu Dhabi Investment Authority (ADIA) to set up a presence in Gujarat International Finance Tec-City (GIFT City), a financial free zone in Gujarat, in the next few months. This will further facilitate investment opportunities for the UAE in India.

The leaders also discussed the significance of the tripartite MoU between the Ministry of Education of India, Indian Institute of Technology (IIT Delhi) and Abu Dhabi Department of Education & Knowledge (ADEK) for the establishment of IIT Delhi – Abu Dhabi. In February last year, during the Virtual Summit between the two leaders, they agreed to establish the Indian Institute of Technology in the UAE. Both sides have worked tirelessly over the past two years to make this vision a reality. The two leaders expressed their endorsement and approval that IIT Delhi – Abu Dhabi will become operational by January 2024 by offering a Master’s program in Energy Transition and Sustainability. Other Bachelor, Master’s and Ph.D. Level programs are expected to be offered from September 2024, in addition to establishing research centers in the fields of sustainable energy, climate studies, computing, and data sciences.

The leaders resolved to further enhance bilateral partnership in the energy field, both in oil, gas, and renewable energy. Both sides will take forward their cooperation in Green Hydrogen, solar energy and grid connectivity. Both sides also agreed to increase investment across the energy spectrum, including in India’s Strategic Petroleum Reserve Programme.

The leaders acknowledged the joint work on issues of climate change, particularly during India’s presidency of the G20 and the UAE’s presidency of COP28. They resolved to work together to make COP28 a success for all.

Recognizing the importance of food security, the leaders reiterated their resolve to promote the reliability and resilience of food supply chains and expand food and agriculture trade, including through food corridors projects in India. The UAE side will complete its consultations with various Indian stakeholders swiftly for the early realization of projects in this area.

The leaders highlighted the importance of the health sector and scope of cooperation bilaterally and in third countries by energizing ongoing health cooperation and further diversifying it. The potential of both countries to become a reliable alternative in global health supply chains of vaccines and medicines was highlighted. Opportunities for collaboration in the growing health infrastructure in the UAE and India were also discussed.

The leaders noted that people-to-people contacts, which date back centuries, are one of the strongest and most important pillars of the historic India-UAE ties. The UAE expressed appreciation that the large Indian diaspora continues to play a significant role in the society and economy of the UAE and further reinforces bilateral relations.

The leaders agreed to further strengthen bilateral collaboration to strengthen maritime security and connectivity in the region to promote prosperity in India, the UAE, and the shared neighborhood. They also agreed to enhance defense exchanges, sharing of experiences, training, and capacity building.

The leaders reaffirmed their joint commitment to the fight against extremism and terrorism, including cross-border terrorism, in all forms, at both the regional and international levels. They agreed to further deepen their bilateral cooperation in the fight against terrorism, terrorist financing, and extremism. In this context, they emphasized the importance of promoting the values of peace, moderation, coexistence, and tolerance among peoples and stressed the need for all forms of extremism, hate speech, discrimination, and incitement to be renounced.

Both leaders emphasized the importance of multilateralism and called for collective action to promote a just, rules-based global order. The two leaders also expressed satisfaction on the coordination between the two sides on UN Security Council matters, especially in 2022, when both countries served as non-permanent members of the UNSC. Prime Minister Modi commended the UAE’s achievements during the UAE’s term as an elected member of the Security Council. The UAE reiterated its endorsement of India’s bid for permanent membership of the reformed UNSC.

Prime Minister Modi thanked HH Sheikh Mohamed bin Zayed Al Nahyan for his warm hospitality to his delegation. Prime Minister Modi is looking forward to the participation of HH Sheikh Mohamed bin Zayed Al Nahyan in the G20 Leaders’ Summit on 9-10 September 2023 in New Delhi.

India’s Modi arrives in the UAE on his seventh trip to a nation that is home to millions of Indians

DUBAI, United Arab Emirates (AP) — Indian Prime Minister Narendra Modi arrived Tuesday in the United Arab Emirates on his seventh trip to the nation, feted by tens of thousands of his countrymen ahead of elections back home in the coming months.

Modi was met on landing in Abu Dhabi by Emirati President Sheikh Mohammed bin Zayed Al Nahyan, a man he repeatedly has called his brother while working to bolster ties between the Arabian Peninsula nation that is home to millions of Indians. The two leaders walked past an honor guard before sitting down for their meeting, which saw bilateral agreements signed between the nations.

Modi lauded “our closeness and how we have moved forward in every field.”

He added: “Brother, it is also a matter of happiness that we are going to do (a) bilateral investment treaty. This is also going to have a long lasting impact.”

The two sides also discussed energy issues. India remains a key buyer of Emirati oil and now is looking at the possibility of long-term contracts for liquefied natural gas as well, a statement from the Indian delegation said.

“The UAE and India are united by our shared keenness to develop the bilateral strategic partnership to achieve further progress and build a better future for our peoples,” Sheikh Mohammed said on X, formerly Twitter.

Tuesday night, tens of thousands of Indians crowded into Zayed Sports City Stadium to see Modi. Only Indian nationals were being permitted to attend the event in Abu Dhabi, organizers said.

“You have created a new history in Abu Dhabi,” Modi said. “You have come from all corners of UAE, and different states of India, but the hearts of everyone are connected.”

Modi’s arrival came as Indian police on Tuesday used tear gas and detained some farmers who clashed with them and tried to break barricades, blocking their way to New Delhi to demand guaranteed crop prices . In 2021, farmers camped for months in the Indian capital after Modi withdrew controversial agriculture laws that had triggered the earlier protests .

The protests could pose a significant challenge for Modi and his governing Bharatiya Janata Party ahead of the coming elections in India, the world’s largest democracy. However, Modi is widely expected to win a third term.

Of the over 9 million people living in the UAE, India estimates more than 3.5 million are Indian expatriates, making them the largest national group of people in the country, outnumbering even Emirati citizens. While many are low-paid laborers, there are a growing number of white-collar professionals and multiple generations of Indian families.

Modi’s visit highlights the nations’ long-standing economic and historic ties, from spice selling and gold smuggling in the UAE’s formative years to tens of billions of dollars’ worth of annual bilateral trade today.

The countries signed a free trade deal in 2022 aimed at doubling their bilateral trade to $100 billion. The countries have agreed to allow India to settle some payments in rupees as opposed to dollars, lowering transaction costs.

The relationship also underscores the Emirates’ realpolitik foreign policy. The UAE has embraced Modi as Muslims in India increasingly come under attack by Hindu nationalist groups. Modi received the Emirates’ top civilian honor in 2019 even as he stripped statehood from the disputed Muslim-majority region of Kashmir .

Modi’s original visit to the Emirates in 2015 was the first by an Indian prime minister in 34 years.

Modi also will address the World Governments Summit in Dubai and inaugurate a new stone-carved Hindu temple near Abu Dhabi on Wednesday while in the UAE. He’ll then travel on to Qatar.

Indian Prime Minister Narendra Modi will visit the UAE on July 15 following his state visit to France , which begins today.

Mr Modi will meet senior leaders in Abu Dhabi where they will discuss issues including co-operation on global issues, particularly the UAE’s presidency of Cop28 and India’s G20 presidency, in which the UAE is a Special Invitee.

“I am confident our interactions will add strength to India-UAE friendship and benefit the people of our countries,” he said.

This will be Mr Modi's fifth visit to the nation since he was elected.

“The India-UAE Comprehensive Strategic Partnership has been steadily strengthening and the Prime Minister's visit will be an opportunity to identify ways to take this forward in various domains such as energy, education, health care, food security, fintech, defence and culture,” India's Ministry of External Affairs said.

He will begin his official trip by visiting Paris, at the invitation of French President Emmanuel Macron, where he will be the guest of honour at the Bastille Day Parade on July 14, in which an Indian armed forces contingent will take part.

During the visit, Mr Modi will hold formal talks with President Macron who is expected to host a state banquet as well as a private dinner in honour of the Indian prime minister.

On the 15th, I will be in UAE for an official visit. I shall be holding talks with H.H. Sheikh Mohamed bin Zayed Al Nahyan. I am confident our interactions will add strength to India-UAE friendship and benefit the people of our countries. @MohamedBinZayed — Narendra Modi (@narendramodi) July 13, 2023

Separately, he will meet with the Indian diaspora in France, as well as chief executives of Indian and French companies and prominent French personalities.

This year marks the 25th anniversary of the India-France Strategic Partnership and the visit will provide an opportunity to continue charting the course of the partnership across sectors such as cultural, scientific, academic and economic co-operation.

Bilateral non-oil trade between the U AE and India has reached $50.5 billion, a 5.8 per cent annual increase, in the first 12 months since the signing of the Comprehensive Economic Partnership Agreement .

The UAE signed its first Cepa with India in February last year and it took effect the following May.

The benefits of the Cepa partnership include enhanced market access, lower or eliminated tariff rules, simpler customs procedures, clear and transparent rules, and rule-based competition.

PM Modi UAE visit: 10 pacts signed between India, UAE

PM Modi in UAE: India and the UAE have signed 10 agreements to collaborate in areas such as energy, infrastructure, investments, and archive management, as announced by Foreign Secretary Vinay Kwatra on Wednesday. These agreements were signed during a meeting between Prime Minister Narendra Modi and UAE President Sheikh Mohamed bin Zayed Al Nahyan.

The MoU in the field of electricity interconnection and trade will focus on green hydrogen, energy storage, and cooperation on energy security and trade. The Inter-governmental Framework Agreement concerning Cooperation for the Empowerment and Operation of the India-Middle East-Europe Economic Corridor (IMEC) aims to enhance regional connectivity.

The primary aspects of the recently signed agreement encompass collaboration on logistics platforms and supply chain services for all kinds of general cargo, bulk containers, and liquid. This cooperation is seen as vital to advancing the goals of the specific corridors.

One of the objectives is to expedite the operation of the IMEC and enhance regional connectivity amongst the concerned parties, said the spokesperson. The announcement of the corridor was made in New Delhi during the G20 summit held in September. The IMEC, anticipated as an alternative to China's Belt and Road Initiative (BRI), will link India, the United Arab Emirates, Saudi Arabia, Jordan, Israel, and Europe.

Foreign Secretary Kwatra announced that the Memorandum of Understanding (MoU) on Cooperation in Digital Infrastructure projects will establish a comprehensive cooperation framework. This includes investment cooperation in the digital infrastructure sector and the exchange of technical knowledge and skills. Government and regulatory authorities will form partnerships under this MoU, focusing on high power computing, digital innovation, and data management platforms.

Kwatra also mentioned that the Bilateral Investment Treaty will strengthen a broad-based investment partnership. It will not only protect existing investments but also promote further capital flows between the two economies.

The MoU on the Development of the National Maritime Heritage Complex (NMHC) aims to foster engagement between the two countries to support the Maritime Heritage Complex at Lothal, Gujarat. Both parties will collaborate extensively to develop this project, as stated by the foreign secretary.

The Cooperation Protocol between the National Library and Archives of the UAE and the National Archives of India will establish expansive bilateral cooperation in the field of restoration and preservation of archival material. This protocol will also bolster cooperation in archives management via the exchange of expertise, historical information, research, and studies.

Additionally, the agreement on the interlinking of the instant payment platforms, UPI of India and AANI of UAE, will enable seamless cross-border transactions. An agreement on interlinking domestic debit/credit cards, RuPay of India with JAYWAN of UAE, was highlighted as a significant step in fostering financial sector cooperation, which will boost the universal acceptance of RuPay across the UAE.

Prime Minister Narendra Modi will be travelling to Dubai, United Arab Emirates from November 30 to December 1, to attend the World Climate Action Summit.

During his visit, PM Modi will also hold bilateral meetings with some of the leaders participating in the summit, the Ministry of External Affairs (MEA) said in a press release. PM Modi is visiting UAE at the invitation of President His Highness Sheikh Mohamed bin Zayed Al Nahyan.

The World Climate Action Summit is the High-Level Segment of the 28th Conference of Parties (COP28) to the United Nations Framework Convention on Climate Change (UNFCCC). Notably, COP28 is being held from November 28 - December 12 under the Presidency of the UAE.

In the press release, MEA stated, "The Conference of Parties to the UNFCCC provides a unique opportunity to impart momentum for collective action towards combating the shared challenge of climate change."

During the COP26 in Glasgow, PM Modi announced five specific targets, titled "Panchamrit", as India's unprecedented contribution to climate action. During the Summit, he also announced Mission Lifestyle for Environment (LiFE).

In the press release, MEA stated, "Climate change has been an important priority area of India's G20 Presidency, and significant new steps have been captured in the New Delhi Leaders' Declaration and other outcomes during our Presidency. COP-28 will provide an opportunity to take forward these successes."

Earlier in July, PM Modi travelled to UAE for an official visit. Abu Dhabi's Crown Prince, Sheikh Khaled bin Mohamed bin Zayed Al Nahyan received him at the airport.

India and the UAE signed the Comprehensive Economic Partnership Agreement (CEPA) in 2022 and since the signing of that important strategic landmark agreement between the two countries, the trade and economic partnership and engagement has grown significantly between the two countries, Kwatra said.

He noted that "visit this time puts together another pillar of that strategic economic partnership in a couple of important ways". The Foreign Secretary also said that PM Modi's visit will perhaps open up "new pathways for India" to look at structuring similar partnerships with other countries both in the region and beyond.

The significance of PM Modi’s visit to the UAE

Navdeep suri writes: uae is india’s closest partner in the arab world and fortunately, there is enough resilience in bilateral ties to withstand the recent convulsions. but it will take a sustained public diplomacy effort to undo the damage.

pm modi uae visit

Prime Minister Narendra Modi’s visit to the UAE on June 28 was his fourth, having visited the country earlier in August 2015, in February 2018 and again in August 2019. Juxtaposed against the fact that no Indian PM had visited the UAE for 34 years since the visit of Indira Gandhi in 1981, the transformation in India’s engagement with this Gulf state has been quite extraordinary.

The reason for the latest sojourn, ostensibly, is to offer condolences on the demise of Sheikh Khalifa bin Zayed al Nahyan and to congratulate Sheikh Mohamed bin Zayed al Nahyan on his elevation to the position of the ruler of Abu Dhabi and President of the UAE. Viewed from the perspective of traditional diplomatic protocol, the visit was not necessary. Vice President Venkaiah Naidu had gone to Abu Dhabi on May 15 to offer the Government of India’s condolences to the UAE leadership and in an unusual gesture, External Affairs Minister S Jaishankar had visited the UAE embassy in New Delhi to sign the condolence book.

pm modi uae visit

But this is a relationship that has moved well beyond the confines of diplomatic protocols. The warmth and personal chemistry between the Prime Minister and Sheikh Mohamed is genuine and palpable. It has been almost three years since their last meeting in Abu Dhabi when PM Modi was bestowed the Order of Zayed, the UAE’s highest civilian award. He had also planned to visit the Dubai Expo in January but a rise in Covid-19 cases linked to the Omicron variant had come in the way. This stopover on the way back from the G7 summit in Germany was an opportunity to renew that relationship through a one-on-one meeting with Sheikh Mohamed and an engagement with key members of the royal family including the National Security Advisor and foreign minister.

Meanwhile, a lot has happened on the bilateral front, including a fairly substantive virtual summit with Sheikh Mohamed in February 2022 when both sides signed a Comprehensive Economic Partnership Agreement (CEPA). The two leaders also issued an ambitious, forward-looking Joint Vision Statement titled, “Advancing the India and UAE Comprehensive Strategic Partnership: New Frontiers, New Milestones”.

CEPA is a significant milestone that was negotiated and finalised in just 88 days and promises to increase bilateral trade from $60 billion to $ 100 billion in five years. It came into force on May 1 and has already ushered in preferential market access for 97 per cent of tariff lines accounting for 99 per cent of Indian exports to the UAE. It is expected to help Indian exports in areas ranging from gems and jewellery and textiles to footwear and pharmaceuticals, apart from enhanced access for Indian service providers to 11 specific sectors. A high-level business delegation from the UAE led by Minister for Economy Abdulla bin Touq was in India on May 12 to identify trade and investment opportunities, brief Indian business leaders about the key features of the agreement and advise small and medium enterprises on leveraging its provisions. On the sidelines of the visit, the Dubai-based DP World and India’s National Skills Development Council signed an agreement to set up a Skill India Centre in Varanasi to train local youth in logistics, port operations and allied areas so that they can pursue overseas employment.

Festive offer

On the regional front, the rapid normalisation of ties between the UAE and Israel following the Abraham Accords of August 2020 has also opened new avenues of trilateral and multilateral cooperation. Some Israeli tech companies are already establishing a base in Dubai and seeking to marry niche technologies with Emirati capital and Indian scale. The US has announced that President Joe Biden ’s forthcoming visit to West Asia will see a virtual summit of what it calls the 2I2U, a new grouping that brings together India, Israel, the US and UAE. The foreign ministers of the four countries had held their first virtual meeting in October 2021 during Jaishankar’s visit to Tel Aviv, articulating a focus on joint trade, technology, transport and infrastructure projects.

  • What Iran-Israel conflict means for Middle East and India
  • Writers in an election year: Remember, we are the joke
  • Changes in law will just make medicines more expensive, not better

These positive developments must be seen in the backdrop of the turbulence caused by the comments on Prophet Mohammed by Nupur Sharma and Naveen Kumar Jindal. These comments reveal an utter ignorance of the crucial support that countries like the UAE have given to India in the Islamic world, first by inviting our late External Affairs Minister Sushma Swaraj as a guest of honour at an OIC foreign ministers meeting in Abu Dhabi and later by standing with us on Jammu and Kashmir following the abrogation of Article 370. Nor do they take into account the fact that the Gulf is our third-largest trading partner, our principal source of hydrocarbons, a major source of foreign investment and home to some 8 million Indians who send in over $50 billion annually in remittances.

The UAE today is India’s closest partner in the Arab world and fortunately, there is enough resilience in bilateral ties to withstand the recent convulsions. But India’s image has been dented in the hearts and minds of the average Emiratis and left many Indians living in the Gulf appalled at the wanton injury caused to their interests.

Visuals from the Prime Minister’s visit and his very evident personal rapport with the leadership of UAE have sent out a positive message but it will take a sustained public diplomacy effort to undo the damage. In other countries in the Gulf, the task will be that much more difficult.

Iranian president raisi to arrive in islamabad tomorrow on official visit.

pm modi uae visit

The Foreign Office (FO) said on Sunday that Iranian President Dr Ebrahim Raisi would undertake an official visit to Pakistan from April 22 (Monday) to April 24 (Wednesday).

In a statement , the FO said this would be the first visit by any head of state to Pakistan after the February 8 general elections.

“The Iranian president will be accompanied by his spouse and a high-level delegation comprising the foreign minister and other members of the cabinet, senior officials as well as a large business delegation,” the FO said.

It said that Raisi would meet Prime Minister Shehbaz Sharif, President Asif Ali Zardari, Senate Chairman Yousaf Raza Gillani and National Assembly Speaker Ayaz Sadiq.

“He will also visit Lahore and Karachi and meet with the provincial leadership,” it added.

“The two sides will have a wide-ranging agenda to further strengthen Pakistan-Iran ties and enhance cooperation in diverse fields including trade, connectivity, energy, agriculture, and people-to-people contacts,” the FO said.

“They will also discuss regional and global developments and bilateral cooperation to combat the common threat of terrorism,” it added.

“Pakistan and Iran enjoy strong bilateral ties anchored in history, culture and religion. This visit provides an important opportunity to further strengthen Pakistan-Iran relations,” the FO concluded.

The visit comes months after Iran launched attacks in Pakistan targeting what it described as bases for the militant group Jaish al-Adl in the border town of Panjgur in Balochistan, Iranian state media reported, prompting strong condemnation from Islamabad and downgrading of diplomatic ties.

Less than 48 hours later, Pakistan struck terrorist hideouts in Iran’s Sistan-Baluchestan province. Reacting to the strikes, Iran had stressed that it would not allow its enemies to strain its “amicable and brotherly relations” with Islamabad.

On April 13, President Zardari, in a phone call with Raisi, had underlined the need for enhancing the “exchange of information to overcome the security challenges” being faced by both countries.
