The snow is coming down in Western New York today and it was coming down fast earlier this morning. A lot of towns and villages have issued travel advisories and bans in order to get out the plows and services to make sure that the roads are safe to travel on.

This morning, traffic was, as you can imagine EXTREMELY light. There were very few cars out on the road for most of the morning. Where are the travel bans and advisories in Western New York? What is the difference between a travel ban and a travel advisory?

TRAVEL BANS:

  • Niagara Falls
  • North Tonawanda

When there is a travel ban, that means absolutely no unnecessary travel until further notice. North Tonawanda's travel ban will last through 6 pm today.

TRAVEL ADVISORY: 

  • All of Niagara County

Travel advisory means that you should not travel unless you have to. Residents are encouraged to restrict non-essential travel for the duration of today's snow event.

The wind is really going to become an issue later on today as well. Wind gusts are expected to reach close to 30 in the City of Buffalo and between 30 and 40 miles per hour for the rest of Western New York. As of this morning, the Buffalo had over 15 inches of snowfall so far. More snow is expected later today. So, when the wind really gets going, visibility is going to get very bad later this afternoon.

At one point last night, you could look outside and see no snow at all, but then just a couple of hours later see nearly a foot. For a couple of hours, the snow was falling at approximately 4 inches per hour.

Travel ban lifted in Erie County as road conditions improve, warmer weather settles in

A travel ban has been lifted in New York’s Erie County, days after it was put into place as a deadly blizzard swept across the region, at times reducing visibility to zero.

The ban, which was implemented Friday, expired at 12:01 a.m. Thursday, officials said.

Buffalo Mayor Byron Brown told reporters Wednesday night that the roads were in good enough condition to lift the ban.

“It has been 6 days,” Brown said. “Some people have not been able to restock groceries, to restock medications, to get to medical appointments, and being able to lift the travel ban safely now will allow people to do those important things.”

Most streets in the city are passable, Brown said, and he expected crews to have made a pass down the center of every residential street by the end of the night.

Though the ban has been lifted, a travel advisory was in place for Erie County as cleanup continues and a county-wide state of emergency remained. Brown asked people to be cautious and avoid driving unless necessary.

More than 450 pieces of equipment were on Buffalo streets plowing and hauling snow, and many traffic signals were still not working, he said.

The storm dumped upwards of 20 inches of snow in parts of New York — including nearly 52 inches at Buffalo Niagara International Airport, according to the National Weather Service.

The powerful storm plunged much of the United States into a deep freeze, creating life-threatening conditions as more than 1 million homes and businesses were left in the dark, and wreaking havoc on flight schedules during the busy holiday travel week.

At least 76 people died in the storm, according to an NBC News tally. Erie County accounted for 37 of the deaths, 29 of which were in Buffalo.

Weather-related deaths were also reported in Colorado, Kansas, Kentucky, Ohio, Nebraska, Missouri, Oklahoma, Michigan, South Carolina, Tennessee, Wisconsin, Illinois and Vermont.

In Buffalo, officials said it was possible the number could rise.

Buffalo Police Commissioner Joseph Gramaglia said Wednesday night that police have cleared the backlog of calls relating to welfare checks, stranded motorists and reports of bodies.

The monster storm that killed dozens in the US over the Christmas weekend continued to inflict misery on New York state and air travellers nationwide, as stories emerged of families trapped for days during the "blizzard of the century."

Search and rescue teams were returning Thursday to check locations where bodies had been reported but could not be confirmed — either because of the amount of snow or the vagueness of location, Gramaglia said.

"We believe there were some credible 911 calls that contained more information ... low single digit numbers, that's again why we're going to concentrate our efforts on hitting those areas," he told reporters.

In Erie County, 17 of the people who died in the blizzard were found outside and four were in a vehicle , according to County Executive Mark Poloncarz.

Several people died because of a delay receiving emergency services or from cardiac events related to shoveling or blowing snow. Of the deaths, nine were people who died because they had no heat in their homes, he said.

Poloncarz said in a tweet Wednesday night that 500 National Guard members have conducted nearly 850 welfare checks on residents who had longterm power outages.

Power was being restored to New York, and by early Thursday, about 400 customers in the state were without electricity, according to PowerOutage.us .

In Buffalo, where more than 20,000 customers were without power at one point during the storm, only three had no electricity Wednesday night, according to Brown, the mayor.

On Wednesday, city offices, facilities and roadways opened, as temperatures rose into the 40s across parts of New York.

Buffalo Niagara International Airport, which has been closed since Friday , reopened Wednesday.

New York Gov. Kathy Hochul said Wednesday night that all major state highways in western New York, including the Erie County portion of Interstate 190 and several state routes, would reopen at midnight.

“I am extremely grateful to all the highway maintenance workers, first responders and emergency service staff who continue to work tirelessly to help their fellow New Yorkers," Hochul said in a statement .   

The temperature is expected to continue climbing to the low-50s in the Buffalo region by Friday, and will help melt the accumulated snow, according to the National Weather Service .

The winter storm death toll has risen to 39 in the Buffalo, N.Y., area as officials deploy resources to clear snowed-in streets and lift a driving ban.

The dead have been found in homes, cars and the outdoors. The causes ranged from delayed emergency medical response to cardiac arrest from snow shoveling, Erie County Executive Mark Poloncarz said in a midday news conference Thursday.

Officials expect additional deaths to be announced in the coming days as more bodies are discovered.

"There are still cases for the medical examiner's office to review including some absolutely heartbreaking cases," Poloncarz said.

The nearly week-long driving ban in Buffalo, instituted Friday at 9:30 a.m., has been lifted as temperatures rise. All major state highways in western New York have also reopened with the driving ban being lifted.

"Hundreds of very large pieces of equipment will still be out clearing streets from curb-to-curb," Poloncarz tweeted Wednesday night. "Please exercise caution while walking or driving."

A travel advisory will remain in effect in Erie County, which includes Buffalo, until further notice.

The National Weather Service forecasts higher-than-expected temperatures for the eastern U.S. in the next two weeks. Buffalo is expected reach the low 50s by Friday.

Authorities are preparing for flooding as the snow melts, but the NWS predicts the flooding will only be minor "depending on how much rain occurs this weekend."

"As temperatures begin to rise, we are preparing for potential flooding due to melting snow in Western New York," New York Gov. Kathy Hochul said Wednesday evening. "We have nearly 800,000 sandbags & more than 300 pumps & generators ready to deploy."

The National Guard began conducting door-to-door wellness checks Wednesday morning in neighborhoods that lost power, Poloncarz said at a news conference . The checks will continue until at least Friday morning.

"We are fearful that there are individuals who may have perished living alone or two people who are not doing well in an establishment, especially those that still don't have power," Poloncarz said.

A State of Emergency and travel advisory in Erie County continue to be in effect due to a second round of lake effect snow expected to hit the area Wednesday morning.

1-2 feet of lake effect snow is expected to fall in the region. Some localized accumulations could reach 3 feet.

Erie County Executive Mark Poloncarz a driving ban could be issued if conditions worsen.

“It's not just so that we can clear roads, people think we put a driving ban in there just to make their lives miserable, so we can get out there and clear roads, that is not the case,” he said. “A driving ban is put in place because it is too dangerous. And that we do it to protect the safety of the public. And it is not done lightly. I do not want to have to put a driving ban in effect unless I have to. And that's what we're looking at with regards to this upcoming storm, is that it does not appear it will be sufficient enough at least immediately, to issue a driving ban countywide. But it may require it for a particular municipality and then that decision is made in consultation with the municipality. One other thing though, every municipality leader, supervisor for towns and mayors for cities and villages have the power to declare their own state of emergency and put in effect their own driving ban.”

Polocarz is also strongly encouraging employers to have their non-essential employees work from home Wednesday and Thursday.

“This reminds me of the old Bethlehem Steel days where they had to have someone there to ensure the basic oxygen furnaces continued because if they shut them down they’d break,” he said. “In a driving ban situation in a snowstorm the tier-one employees so to speak, are the only ones that are really authorized to drive and those are Public Works. That includes sewers and water, as well as the plow drivers and all the emergency services; law enforcement, all those regarding life saving like hospitals and nursing homes where they have to have staff there otherwise people can die.”

And Poloncarz says there is a distinction between essential and non-essential workers.

“Your Tim Hortons is not essential,” he said. “Your Amazon is not essential. Your Joe's Manufacturing site is not essential. If they need to have an engineer or somebody there so that the place doesn't break down. We understand that and that's why they need to reach out to emergency services. We had some requests from employees that worked for Tim Hortons, saying they were told they had to come in because they're essential and Hortons is not essential. I know people want their cup of coffee. But when a driving ban is happening, and snow is falling had three to five inches an hour, people don't need to get to work to work at a Tim Hortons.”

'This is going to be a dangerous storm.' Travel bans issued ahead of winter storm

Due to the weekend storm, Gov. Kathy Hochul has issued a full travel ban across Erie County beginning at 9 p.m. Saturday.

In addition, all commercial traffic will be banned on the New York State Thruway between exit 46 (Henrietta) and the Pennsylvania State Line.

Bot travel bans will be in effect until further notice.

"This is going to be a dangerous storm," Hochul said at a noon press conference on Saturday.

Winter storm warning issued for western New York

A winter storm warning has been issued for parts of western New York, including Erie, Genesee, Wyoming, Niagara, and Orleans counties, from Saturday afternoon through Monday morning.

Heavy lake effect snow, reaching 1 to 3 feet in some areas, along with strong winds up to 65 mph, is expected.

The National Weather Service in Buffalo warns of significant blowing and drifting snow, leading to difficult to impossible travel conditions over the weekend.

A high wind warning is also in effect for Rochester and parts of western and central New York, with gusts up to 50-65 mph expected through Saturday night.

The rates of women seeking abortion services in New Mexico increased by 257% ― that's 15,090 more abortions ― between 2020 and 2023 in the wake of implementation of some of the strictest abortion laws in neighboring Texas.

Texas' Heartbeat Act made it illegal for doctors in the state to perform abortions if a fetal heartbeat is detected; typically around six weeks.

As Arizona wrestles with a recent state Supreme Court ruling which upholds an abortion ban and some of its neighboring states pose the question of bans to voters, the state of New Mexico may find itself the lone protector of reproductive rights in the deep Southwest.

The Arizona Supreme Court on April 2 upheld a 160-year-old law that bans abortions and allows doctors who perform the service to be held accountable. Enforcement was stayed 14 days, and reproductive rights activist said the ruling imperils legal abortions in the state. Planned Parenthood and the American Civil Liberties Union of Arizona said the law cannot be enforced for 45 days after the final mandate is issued - which has not yet occurred.

"Physicians are now on notice that all abortions, except those necessary to save a woman’s life, are illegal ... and that additional criminal and regulatory sanctions may apply to abortions performed after fifteen weeks’ gestation," the ruling reads.

Women seeking abortions travel across state borders in larger numbers

Data showed that in 2023 more than a million abortions occurred in the U.S. healthcare system, the year after the U.S. Supreme Court overturned Roe v. Wade. That is the highest number in more than a decade and a 10% increase since 2020, the report said. And the numbers are likely an undercount because they don't include self-managed abortions that happen outside the health care system.

As the number of women seeking abortion services increases so too did those who seek such services across state borders, most notably in New Mexico, Illinois, Virginia and North Carolina. Data provided to USA TODAY by   Isaac Maddow-Zimet , a data scientist at Guttmacher, showed more than 160,000 people traveled out of state nationwide to have an abortion.

Those traveling to New Mexico for such service face harsh realities, including the sparse availability of abortion providers in the state, costs of procedures and transportation along with local political backlash.

Cochran County, Texas which borders eastern New Mexico made travel on its local roads to seek abortions illegal. Those seeking abortions who cross into New Mexico are not guaranteed a friendly welcome. Several New Mexico counties passed resolutions declaring themselves sanctuaries for the unborn, marking their unwillingness to see clinics within their county borders offer abortion services.

"In New Mexico, those are not enforceable but that doesn't mean that they still don't have the intended effect of putting another layer of shame and stigma and fear that prevents people from traveling to access the care that they need, and that's deliberate," said Joan Lamunyon Sanford, executive director of Faith Roots Reproductive Action (formerly known as New Mexico Religious Coalition for Reproductive Choice ).

New Mexico clinic still in planning phase

Abortion is legal in New Mexico. The state protects a woman's right to seek an abortion, repealing a pre-Roe v. Wade ban on abortions, and does not require a waiting period.

New Mexico has just seven facilities that offer abortion services . In August 2022, Gov. Michelle Lujan Grisham pledged $10 million to the development of a clinic to provide abortions and other pregnancy needs in Las Cruces. Organizers say the effort to see that clinic constructed and open is still underway.

In 2020, providers performed less than 6,000 abortions in New Mexico, a number that rose sharply in 2023. The Guttmacher Institute's monthly abortion provision study showed a 257% increase of abortions provided in New Mexico in 2023, second only to Wyoming which grew 271%, and just above Kansas, where abortions provided rose by 114% last year.

"Whether it's people coming from Texas, Oklahoma or potentially Arizona, those numbers aren't as high as they should be. There is still significant numbers of people that no matter what the resources provided just still do not have the privilege - they have too many responsibilities in their life - to be able to take the time off from work or family responsibilities and travel for a day or two or four to get healthcare, to get an abortion," Lamunyon Sanford said.

Lamunyon Sanford said her organization continues to prepare to support those who need to travel to access abortions. Faith Roots Reproductive Action, a member of the National Network of Abortion Funds, is an abortion funds provider, providing assistance with travel costs, lodging, meals and other expenses.

She said she was confident support would continue to flow into the organization to allow them to help Arizonans, much as it did post passage of the Heartbeat Act in Texas.

New Mexico may find itself the lone state with abortion protection in the Southwest, as Colorado - which has 17 abortion clinics - is expected to ask voters to consider a ballot measure on the issue. If it does, the next nearest state with abortion service offerings would be Kansas where just 2 clinics exist and abortions are legal up to 20 weeks; or Utah where abortions are only performed up to 18 weeks of pregnancy, require parental involvement for juveniles and a 72-hour waiting period exists.

Colorado, Nevada and Nebraska joins Florida, New York, Maryland in 2024 abortion choice for voters

At the beginning of April, the Florida Supreme Court ruled abortion could appear on the state's ballot asking voters if they wish to hold the six-week ban indefinitely or expand services.

Among other states expected to propose ballot measures related to abortion services are Arkansas, Iowa, Main, Missouri, Montana, Nebraska, Nevada, Pennsylvania and South Dakota, according to Ballotpedia .

Montana already voted down a  legislative referendum  that would have said infants born alive at any stage of development are legal persons and establishing criminal penalties for breaking the law.

Voters have voted in favor of abortion protections in the ballot box

Since June 2022, citizens in  several states have voted in favor of abortion rights :

  • California -  Proposition 1 codifying abortion protections in the state constitution, garnered a yes from voters in November 2022
  • Vermont  - In November 2022, voters opted to enshrine the existing law protecting the right to an abortion in the state constitution.
  • Kentucky -  Voters struck down Amendment 2 in November 2022, which asked voters "To protect human life, nothing in this Constitution shall be construed to secure or protect a right to abortion or require the funding of abortion." However, the state has the "most restrictive" bans in place according to  the Guttmacher Institute .
  • Kansas -  Voters also  struck down a constitutional amendment to bar abortion rights  from the constitution in August 2022.
  • Michigan -  In November 2022, voters approved a measure to provide a state constitutional right to "reproductive freedom." It was the first state to pass a citizen-initiated constitutional amendment on abortion,  according to KFF .
  • Ohio  - In November 2023, the  state passed a citizen-initiated  state constitutional amendment to protect reproductive choices, only allowing the state to regulate abortions after viability.

Solar eclipse maps show 2024 totality path, peak times and how much of the eclipse people could see across the U.S.

A total solar eclipse  crossed North America Monday with parts of 15 U.S. states within the path of totality. Maps show  where and when astronomy fans could see the big event  as skies darkened in the middle of the day Monday, April 8.

The total eclipse first appeared along Mexico's Pacific Coast at around 11:07 a.m. PDT, then traveled across a swath of the U.S., from Texas to Maine, and into Canada.

About 31.6 million people live in the path of totality , the area where the moon fully blocked out the sun , according to NASA. The path ranged between 108 and 122 miles wide. An additional 150 million people live within 200 miles of the path of totality.

The total solar eclipse started over the Pacific Ocean, and the first location in continental North America that experienced totality was Mexico's Pacific Coast, around 11:07 a.m. PDT, according to NASA. From there, the path continued into Texas, crossing more than a dozen states before the eclipse enters Canada in southern Ontario. The eclipse exited continental North America at around 5:16 p.m. NDT from Newfoundland, Canada.

The path of totality included portions of the following states:

  • Pennsylvania
  • New Hampshire

Small parts of Tennessee and Michigan also experienced the total solar eclipse.

Several major cities across the U.S. were included in the eclipse's path of totality, while many others saw a partial eclipse. These were some of the best major cities for eclipse viewing — though the weather was a factor :

  • Indianapolis, Indiana

The eclipse began in the U.S. as a partial eclipse beginning at 12:06 p.m. CDT near Eagle Pass, Texas, before progressing to totality by about 1:27 p.m. CDT and then moving along its path to the northeast over the following few hours.

NASA shared times for several cities in the path of totality across the U.S. People could have also  checked their ZIP code on NASA's map  to see when the eclipse was to reach them if they were on, or near, the path of totality — or if they saw a partial eclipse instead.

How much of the eclipse did people see if they live outside the totality path?

While the April 8 eclipse covered a wide swath of the U.S., outside the path of totality observers may have spotted a partial eclipse, where the moon covers some, but not all, of the sun, according to NASA. The closer they were to the path of totality, the larger the portion of the sun that was hidden.

NASA allowed viewers to input a ZIP code and see how much of the sun was to be covered in their locations.

Could there be cloud cover be during the solar eclipse?

Some areas along the path of totality had a higher likelihood of cloud cover that could interfere with viewing the eclipse. Here is a map showing the historical trends in cloud cover this time of year.

Where did the solar eclipse reach totality for the longest?

Eclipse viewers near Torreón, Mexico, got to experience totality for the longest. Totality there lasted 4 minutes, 28 seconds, according to NASA. 

Most places along the centerline of the path of totality saw a totality duration of between 3.5 and 4 minutes, according to NASA. Some places in the U.S. came close to the maximum; Kerrville, Texas, had a totality duration of 4 minutes, 24 seconds.

What is the path of totality for the 2044 solar eclipse?

The next total solar eclipse that will be visible from the contiguous U.S. will be on Aug. 23, 2044.

Astronomy fans in the U.S. will have far fewer opportunities to see the 2044 eclipse they had on April 8. NASA has not yet made maps available for the 2044 eclipse but, according to The Planetary Society , the path of totality will only touch three states.

The 2024 eclipse will start in Greenland, pass over Canada and end as the sun sets in Montana, North Dakota and South Dakota, according to the Planetary Society.
