An Emergency Certificate (EC) is a one-way travel document which is issued in following cases:

(a) validity of Indian passport has expired and applicant has no valid and legal visa status to live in USA.

(b) Applicant is under orders of deportation by US authorities and does not have travel document to go back to India.

(c) Passport of the applicant is lost/stolen/damaged/misplaced and not traceable. Also applicant is without valid visa status in USA and has to return to India on emergency grounds.

EC is issued primarily with the objective to ensure applicant’s return to India in an emergency situation. Decision of Consular Officer will be final in connection with issuance of EC.

Documents Required : Applicant must submit following documents along with the application form:

(I) Fill in EC form online ( Click here ) ( Instructions to fill the form Instructions to fill the form --> Click here -->)

(ii) Nationality Verification Form ( Click here )

(iii) Original and one photocopy of the Indian passport (in case passport available).

(iv) Copy of police report in case of lost/stolen/misplaced (The police report must have name of the applicant (s) and a reference of loss of passport)

(v) One self attested copy of the residence proof (Driving License/Utility Bill/Lease Agreement/Mortgage Deed.

(vi) Three recent passport size photographs (one affixed on application and Nationality Verification from and two enclosed with application).

(vii) Copy of Airline Ticket required.

Fee: A non-refundable fee of US$ 17/- (Cash only)

Processing Time : Grant of EC is dependent on confirmation of passport particulars and Indian nationality of the applicant. If both things are confirmed at the level of Consulate, EC would be issued within 1 working days or in case of extreme emergency it can be issued same day. However, in case passport particulars and Indian nationality of the applicant is not confirmed at the level of Consulate, matter would be referred to concerned authorities in India and EC would be issued only after receiving confirmation/clearance from India.

Updated Advisory on Tourist Visas

The Government of India has decided, with immediate effect, to restore valid long duration (10 years) regular (paper) tourist visas for the nationals of USA. Fresh issue of regular (paper) long-duration (10 years) tourist visas has also been restored for nationals of USA.

E-Tourist visas under the three options (one month, one year and five year) which remained suspended since March 2020, shall stand restored for nationals of 156 countries. Applications for fresh e-tourist visas for eligible nationalities can also be made at the Indian E-Visa Portal [ https://indianvisaonline.gov.in/evisa/tvoa.html ]

  • The current scheme of regular tourist visa/e-visa (single entry of 30 days duration) on gratis basis will be discontinued w.e.f. 1 st April 2022.  

Application for fresh tourist visa can be made as per following procedure:

E visa: Eligible foreign nationals can apply for e-tourist visa at https://indianvisaonline.gov.in/evisa/tvoa.html . [The applicant may note that the Embassy does not process e-visas and any enquiries in this regard will need to be made directly on the e-visa portal].

Regular (Paper) Tourist visa: Application for regular (paper) tourist visa from Embassy / Consulate in USA can be submitted by following the link: https://visa.vfsglobal.com/usa/en/ind

Foreign nationals on tourist/e-tourist visas would be permitted to enter India only through designated Sea Immigration Check Posts (ICPs) or Airport ICPs by flights, including those under the Vande Bharat Mission or ‘air bubble’ scheme or by any flights as allowed by Indian Ministry of Civil Aviation. In no case, the foreign nationals will be allowed to enter through land border or riverine routes on Tourist visa/E-Tourist visa.

The current scheme of regular tourist visa/e-visa (one month stay only) on gratis basis will also continue.

15 March, 2022

            The Government of India has decided to issue fresh tourist visas with effect from 15 October, 2021 for group tourism and from 15 November, 2021 for individual travel.  In this context, the following may be noted:

  • All foreign nationals intending to visit India for tourism will be allowed to enter India on e-Tourist Visa/regular paper Tourist Visa through chartered flights (for group tourism only) with effect from 15 October, 2021.
  • All foreign nationals intending to visit India for individual tourism purposes will be permitted to enter India on e-Tourist Visa/regular paper Tourist Visa with effect from 15 November, 2021. Such travel will be allowed through Vande Bharat Mission, Air Bubble Scheme or by any scheduled/non-scheduled commercial flight allowed by the Indian Ministry of Civil Aviation.
  • Foreign nationals will not be allowed to enter India through land routes on e-Tourist Visa/regular paper Tourist Visa.
  • A Single Entry e-Tourist Visa/regular paper Tourist Visa valid for a stay of up to 30 days will be issued, which will have to be utilized within a period of 120 days from the date of issue . This visa will be issued on a gratis basis for a limited time once to each applicant. However, VFS service charge and payments on account of value-added services like courier, etc. will need to be made.
  • It may be noted that existing valid e-Tourist Visa/regular paper Tourist Visa issued before 6 October, 2021 will continue to remain suspended and travel on such visas is not permitted.

Advisory on Tourist Visas

  • A Single Entry e-Tourist Visa/regular paper Tourist Visa valid for a stay of up to 30 days will be issued, which will have to be utilized within a period of 120 days from the date of issue . This visa will be issued on a gratis basis for a limited time once to each applicant.
  • e-Tourist Visa - https://indianvisaonline.gov.in/evisa/tvoa.html . The applicant may note that the Embassy does not process e-visas and any enquiries in this regard will need to be made directly on the e-visa portal.

Applying In Person only (No mail application admitted)

Applicants should bring in their application to the counter on the date of appointment. A limited number of applicants are given appointment on a specific date between 9AM-12PM. Service is on first come first serve basis.

Supporting Documents:  Carry originals of all the supporting documents to be presented to the Consular Officer (photocopies of which are to be attached with the application).  In case you are not able to present the original documents at the counter, bring notarized copy of documents being attached to the application. Ensure that notarized copies are legible, otherwise the Consulate may ask to see original documents.

Fee :    A non-refundable fee of  $ 17.00 ($15 as fee and $2 as a contribution towards Indian Community Welfare Fund).  There is no mail back service available for EC.

Fees should be paid through TWO SEPARATE Money order  or  Cashiers’ cheque of $15 and $2 drawn in favor of the ‘ Consulate General of India, San Francisco’ . Personal Cheques, Credit Cards, Debit Card or other banking instruments are not accepted.

How to Apply:

  • Complete the online application based on your current passport details  (click here) online application  (When you click this link, if your browser says 'There is a problem with the website security certificate',  then   please click the option 'Continue to this website (not recommended) '. This is because the link is an external site but is reliable as it is maintained by Government of India);
  • In the ‘service desired’ box choose option “Re-Issue Passport.
  • Your Current Indian address will be printed in the passport. Mention your  current Indian address in Column 3(a)  and Current US address in column 3(b)  of the form.
  • After you ' Submit ' the application online you will be given an auto-generated Date of appointment.
  • Accept the date of appointment.  Print  the 4 page application.  Fill in by hand the details on page 2 of the form. Sign in the allotted space on page 1, 3 and 4 of the form.
  • You need six (6)  photographs  of 2 inches x 2 inches (51mm x 51mm) photos -  one to be pasted in the box on page 1 (one) and the 2nd photo to be stapled on the blank portion (below ‘for official use only’) on page 4 (four), and 4 photographs on  Personal  Verification Form  .
  • Attach following documents with the printed Application Form:
  • Photocopy of the page containing visa on passport (H1B, H4 etc) and the copy of I-94
  • Clear Photocopy of Green Card
  • Employment Authorization Document (Work Permit)
  • I-797, I-140 or I-20 (If approval copy of these notices are pending, also attach a handwritten note detailing the efforts being taken to regularize status)
  • U.S Driving license.
  • PG&E, Water or landline telephone bill displaying applicant’s address
  • House Lease Agreement
  • State Identification Card

  • If the lost passport had already expired beyond a period of six months, submit the notarized  affidavit
  • Notarized  affidavit  from two Indian passport holders who have valid residential status in the USA (they should not be short-term visitors). Attach photocopy of first two pages and last two pages of passports; and, resident status (Green card/EAD/resident visa) of both the individuals
  • Notarized  affidavit  for applicants who do not have legal status in USA
  • Original Police Report lodged with the Police about loss of passport
  • A letter on a plain paper addressed to the Consulate General of India, San Francisco, explaining the circumstances of the loss of passport and as to the reason why an Emergency Certificate is required
  • In case the Consulate receives applications with incomplete documentation, the same would be sent back unprocessed in the return envelope sent by the applicant.

Processing Time  :

This Consulate's goal is to ensure passport delivery in no more than 7( Seven) weeks from the time of application in most cases. Even with the Passport processing improvements that have been made and continue to be made, it is inevitable that delays will sometime occur. Processing times vary based on individual circumstances of each case. Therefore, before making inquiries about status of your passport, applicants will need to wait at least 60 days from the date of appointment or submission of supplemental documents, whichever is later.

This Consulate's goal is to ensure Emergency Certificate in the minimum time in which personal details can be verified from authorities in India.  If  these details can not be verified quickly, grant of EC can take longer. Processing times vary based on individual circumstances of each case. Therefore, before making inquiries about status of your EC, applicants will need to wait at least 90 days from the date of appointment or submission of supplemental documents, whichever is later.

Union Territory of Jammu and Kashmir – Level 4: Do Not Travel

Terrorist attacks and violent civil unrest are possible in the union territory of Jammu and Kashmir. Avoid all travel to this state (with the exception of visits to the eastern Ladakh region and its capital, Leh). Sporadic violence occurs particularly along the Line of Control (LOC) separating India and Pakistan, and in tourist destinations in the Kashmir Valley: Srinagar, Gulmarg, and Pahalgam. The Indian government prohibits foreign tourists from visiting certain areas along the LOC.

India-Pakistan Border – Level 4: Do Not Travel

India and Pakistan maintain a strong military presence on both sides of the border. The only official India-Pakistan border crossing point for persons who are not citizens of India or Pakistan is in the state of Punjab between Attari, India, and Wagah, Pakistan. The border crossing is usually open but confirm the current status of the border crossing prior to commencing travel. A Pakistani visa is required to enter Pakistan. Only U.S. citizens residing in India may apply for a Pakistani visa in India. Otherwise apply for a Pakistani visa in your country of residence before traveling to India.

Northeastern States – Level 4: Do Not Travel

Incidents of violence by ethnic insurgent groups, including bombings of buses, trains, rail lines, and markets, occur occasionally in the northeast.

U.S. government employees at the U.S. Embassy and Consulates in India are prohibited from traveling to the states of Assam, Arunachal Pradesh, Mizoram, Nagaland, Meghalaya, Tripura, and Manipur without special authorization from the U.S. Consulate General in Kolkata.

Central and East India – Level 4: Do Not Travel

Maoist extremist groups, or “Naxalites,” are active in a large swath of India from eastern Maharashtra and northern Telangana through western West Bengal, particularly in rural parts of Chhattisgarh and Jharkhand and on the borders of Telangana, Andhra Pradesh, Maharashtra, Madhya Pradesh, Uttar Pradesh, Bihar, West Bengal, and Odisha. The Naxalites have conducted frequent terrorist attacks on local police, paramilitary forces, and government officials.

Due to the fluid nature of the threat, all U.S. government travelers to states with Naxalite activity must receive special authorization from the U.S. consulate responsible for the area to be visited. U.S. officials traveling only to the capital cities in these states do not need prior authorization.
