Regulations for Importing Pets to the Philippines

Please note : The information below is intended as general guidelines and may not reflect current regulations for bringing pets to the Philippines. We recommend contacting the appropriate authorities in the Philippines for the latest pet import requirements. This ensures you’re prepared for the process and can choose the appropriate pet transport services to the Philippines.

There are some important steps to take before importing pets to the Philippines. Ensuring your pets have the appropriate health certificates and endorsements helps to keep them safe and creates a seamless moving process.

Microchip: Though not required, an ISO-compatible microchip is strongly recommended as it is the only permanent pet identification form.

Rabies and Vaccine Certificate: Each pet must have original rabies and vaccine certificates listing the following vaccines: Rabies, Canine Distemper, Infectious Hepatitis, Leptospirosis, Canine Parvovirus, or Feline Panleukopenia. The certificate should include:

  • Microchip details
  • Pet details (breed, color, markings, DOB, sex, age)
  • Date of inoculation and validity period
  • For Rabies: serial/lot number, product, manufacturer

Vet Health Certificate (APHIS Form 7001): This standard Health Certificate must be filled out by your USDA-accredited veterinarian and issued within 10 days of the flight. It must state that there have been no reported cases of rabies within a 20-kilometer radius of the pet owner’s home in the last six months. Pets should also be treated for internal and external parasites within the 10 days prior to departure.

USDA Endorsements: The following documents must be sent to your local USDA for their stamp of approval:

  • A valid copy of the import permit
  • Original Form 7001 filled out within 10 days before departure
  • Rabies and vaccination certificate (as described above)

PET MICROCHIP IS MANDATORY!

Mandatory Identification and registry of Dogs and Cats (Imported into and Exported from the Philippines) as of Administrative Order No. 24 Series of 2004.

In order to ensure the proper identification of these animals in the country, an identification and registry system is hereby instituted and requires. It shall be registered with the Bureau of Animals Industry (BAI) consistent with animal welfare consideration and registry requirements.

It shall be instituted for all dogs and cats that are intended for import into the country and exported as breeders and pets using microchip technology.

REVISED QUARANTINE REGULATIONS FOR THE LOCAL TRANSPORT OF DOGS AND CATS (LOCAL TRAVEL – PHILIPPINES)

Requirements prior to the issuance of a shipping permit for local transport of dogs and cats:

  • Only animals aged 3 and a half (3 ½) months and above shall be allowed for shipment.
  • A valid rabies vaccination certificate must be presented upon application for a shipping permit.
  • The animal should have been vaccinated against rabies not earlier than 91 days since birth. Likewise, they should have been vaccinated not more than one (1) year but not less than fourteen (14) days at the time of shipment.

Philippine Airlines In-Cabin Pet Policy

Philippine Airlines does not permit pets to travel in the cabin with the exception of medically certified service dogs and emotional support dogs.

Service dogs can fly on all routes. Emotional Support Animals/Dogs are not accepted onboard the cabin in all flights. However, they may be transported in PAL’s cargo hold similarly as with other pets/animals, subject to PAL’s established cargo policies.

Whether you are flying with a service dog, the airline must be notified at least 48 hours in advance of departure.

Reservations

A minimum of 48 hours must be given for pets traveling as checked baggage. All animals must be accompanied by an adult passenger.

Forms Required

Philippines Airline agents will need to see valid vaccination certificates and exit and/or entry permits. Documentation for your pet's destination country will also need to be verified if your pet is flying internationally.

Air cargo service is for very large dogs, unaccompanied pets or animals other than cats and dogs.

Pets Allowed:

Philippine Airlines permits dogs, cats, birds, rabbits, hamsters, monkeys, ferrets, snakes, tropical fish and other animals. Larger animals (cattle, horses, etc.) will be handled by an approved agent.

Weather Restrictions:

Philippine Airlines will reevaluate the carriage of pets from or through any city along the route whose temperature exceeds 85°F or falls under 45°F.

Health Certificate issued by a licensed veterinarian at least 10 days prior to travel will be required. All forms required for your destination country should be attached to the crate. Permit must be obtained for domestic flights.

Crate Requirements:

Crate must be sturdy, clean and escape proof. There must be ample room for your pet to stand up and turn around.

Metal hardware should be used to fasten the top and bottom halves of your pet' crate together. Click here for crate requirements .

  • Keep in mind that the requirements above are the Philippine government’s requirements for the pet to enter the country.
  • Please contact the Japanese quarantine office nearest to your desired international airport (i.e. Narita International Airport, etc.) for the export requirements for your pet to leave Japan. Additionally, please contact your desired choice of airlines for their rules on boarding pets.

  • All Japanese documents (i.e. certificates from vet) need to be translated into English.
