Conflict affecting Lebanon

FCDO  advises against all travel to Lebanon due to risks associated with the conflict between Israel and the Occupied Palestinian Territories. There are ongoing mortar and artillery exchanges and airstrikes in Lebanon, primarily on the boundary with Israel but also elsewhere in the country. Online maps may provide a useful guide to recently affected areas. Tensions are high and events could escalate with little warning, which could affect or limit exit routes out of Lebanon.

There is also a risk of civil unrest. There have been large protests outside embassies, including outside the US and French embassies on 17 October. Further protests are expected. British nationals should exercise caution and avoid areas where demonstrations may be held.

The embassy is continuing with essential work including services to British nationals.

Following the outbreak of war in Israel, anxieties in bordering countries have been rising amid fears the fighting will spread to neighbouring territories.

Lebanon shares a border with Israel to the south, and the historic tensions between the two are threatening to flare up again, with Hezbollah – a Lebanese militant group – an important component in the potential escalation of the conflict .

In recent days, the Israeli military have exchanged fire with Hezbollah along the border, and the Foreign Office withdrew some staff from the British Embassy in Lebanon early on the 6 November, citing the current security situation.

Here is the latest information on whether the country remains safe for foreign travellers.

Where is Lebanon?

Lebanon sits to the north of Israel, bordering Syria to the north and the east. The capital, Beirut, sits along the Mediterranean Sea, and was a target of Israeli bombings during the Lebanon War in 2006.

Skirmishes between Israel and militant groups have so far been limited to areas around the border in the south. Most recently, on 6 November it was reported in Lebanese media that a woman and three children were killed by an Israeli airstrike while travelling between the towns of Ainata and Aitaroun.

What does the Foreign Office say?

The latest update from the Foreign Office (FCDO), dated 6 November, states: “You are advised against all travel to the whole of Lebanon. If you are currently in Lebanon, we encourage you to leave now while commercial options remain available. 

“If you are a British national in Lebanon, please  register your presence , which includes recording your up to date contact information. You should fill in this form for every member of your family or group who is a British national. Your registration will allow us to share any updates.”

The update adds advice for those who cannot leave Lebanon, saying that “you should have a personal emergency plan that does not rely on the UK government and be prepared in case you need to leave quickly. However, if you cannot leave Lebanon, you should shelter in place if you judge it necessary and safe to do so.

“See  safety and security  and  regional risks  for information on known security risks in Lebanon and advice on how to keep yourself safe. You should still register your presence to receive updates and sign up to  get email notifications  when this travel advice is updated.”

As recently as 18 October, the official advice had been to avoid “all but essential travel” to much of the country, but this has changed in the wake of intensifying clashes and unrest. The FCDO states that “events in Lebanon are fast moving. The situation has potential to deteriorate quickly and with no warning.

“Commercial routes out of Lebanon could be severely disrupted or cancelled at short notice and roads across the country could be closed.

“Travel within or out of Lebanon is at your own risk. The FCDO cannot tell you whether it is safe to travel to any departure point within Lebanon. However, see  safety and security  for information on known security risks in Lebanon and advice on how to keep yourself safe.”

Regarding the conflict in Israel specifically, it says: “[The] FCDO advises against all travel to Lebanon due to risks associated with the conflict between Israel and the Occupied Palestinian Territories. There are ongoing mortar, artillery exchanges and airstrikes in South Lebanon, on the border with Israel. Tensions are high and events could escalate with little warning, which could affect or limit exit routes out of Lebanon.

“There is also a risk of civil unrest. There have been large protests outside embassies, including outside the US and French embassies on 17 October. Further protests are expected. British Nationals should exercise caution and avoid areas where demonstrations may be held.

“Due to the security situation, some staff at the British embassy and all family members of staff have been temporarily withdrawn. The embassy continues with essential work including services to British nationals.”

Additional security risks are present in Lebanon due to the threat of terrorism and kidnapping, with groups mainly operating in Tripoli, areas close to the Syrian border (such as around Hermel and Aarsal), Palestinian refugee camps and the southern suburbs of Beirut. The FCDO states that “terrorists are very likely to try to carry out attacks in Lebanon,” adding that violence may occur between security forces, protesters and supporters of political groups.

What about flights to and from Lebanon?

Flights from the UK to Lebanon are currently operating with a reduced schedule.

Will my insurance be invalid if I travel to Lebanon?

Anyone who chooses to travel to Lebanon will immediately have their travel insurance invalidated unless they have a specialist policy, as the FCDO advises against all travel to the country.

The conditions for cancelling your trip will be dependent on your provider, though if you have a trip already booked to Lebanon, you should be able to cancel and make an insurance claim as the Foreign Office is now advising against all travel there.

UK removes travel warnings for much of Lebanon

The UK has updated its travel advice to Lebanon , removing advice "against all but essential travel” for much of the country.

The recommendation has changed to “see our travel advice before travelling”.

Whereas earlier the country map on the UK Foreign Office website was coloured entirely yellow or red, much of Lebanon is now shaded in green.

In November 2021, the UK had advised against all but essential travel to Lebanon — except for those areas to which the Foreign Office advises against all travel — due to continuing instability.

Lebanon is engulfed in an economic crisis that has been described by the World Bank as one of the worst in modern history and without a president or fully empowered government.

Much of the population has been plunged into poverty since the financial collapse first became apparent in 2019 and there are widespread shortages of basic amenities, including clean water, electricity and medicines.

The Covid-19 pandemic and the deadly 2020 Beirut port blast that destroyed parts of the city have only exacerbated the crisis.

In its updated advice, the UK government still advises against all travel to Palestinian refugee camps, within 5km of the border with Syria and the Hermel region in north-east Lebanon.

It also advises against all but essential travel to Beirut’s southern suburbs — areas controlled by the Iran-backed armed group and political party Hezbollah — Lebanon’s second city of Tripoli, parts of the Bekaa Valley, the deep south of Lebanon near Israel , and a handful of other areas.

“Violence between the security forces and protesters, between supporters of political groups and over scarce or subsidised resources is highly likely to occur, often without warning, in particular at existing flashpoints. These confrontations have previously resulted in large numbers of casualties,” it says.

“Weapons are common in Lebanon and groups such as Hezbollah retain arms that are beyond state control,” it says, adding that a deterioration of the security situation could mean there are limits to the support the British embassy in Beirut can provide.

“As well as internal Lebanese issues, regional and international developments can have an impact on the local security situation. This includes tensions with Israel, which could escalate with little warning. Events in Syria and Iraq may also impact Lebanon.”

Flight was late, boarding totally chaotic, seat uncomfortable, food good, attendants and pilots good.

aegean took off late, which made it impossible for us to make the next flight on air canada, we all ran to the terminal, the plane was still there but the air canada folks wouldn't let us board because they said the door was already closed. they told us we had to go all the way back to aegean desk to arrange another flight.

On top of the two hours delay in the airport, we needed to go by the bus to the terminal in Athens, Aegean is the aviation of Greece and they whole flight is 50 minutes.

The food sandwich was OKAY for such a short flight. Crew were very caring. They helped my wife who has walking issues. They carried her bag and held her arm to help prevent tripping. Even though my seat is a paid seat, I was told to give up my seat to a passenger. I tried to ask the CA to negotiate, and when I spoke in Japanese, the CA fled. I had to find a Japanese CA and ask them to deal with it. . After takeoff, I spilled my coffee, and when I asked the flight attendant for a towel, she told me to wipe it off with a wet tissue. My clothes got wet, so I asked CA for an extra blanket, but I had to wait for an hour.

3 of us were in the business class. All good except the Flight out of Mumbai is too early. It is at 6:30 am. Reporting is at 4 am. We had to get up at 3 am. US connection has 4-5 hours of layover. It would be nicer to start the India flight late (give more time to sleep at home) and have less layover duration in IST.

There was a Turkish Airlines employee sat in 16A in the row in front of us. We understood that she was a Turkish Airlines employee from her interaction with the cabin crew and the fact that she boarded business but was sitting in economy with us. What annoyed us was the extremely loud conversation she had for the majority of the 12 hour flight with two men, one of which was leaning over the chair in front of her. This was annoying as they were so loud that my wife and I could still hear them despite wearing our noise cancelling earphones. No intervention was taken by the cabin crew. Secondly, she ordered some extra meals from the crew, which we believe to have come from business class, for her male friends. Seeing this in economy is very disheartening. Lastly, one of her male friends pulled out an e-cigarette and was only mildly reprimanded by the cabin crew. Overall, we consider this behaviour completely inappropriate of a Turkish Airlines employee. Next time we will book with Emirites, I don’t think that their employees would be allowed to behave in this manner.

There was a Turkish Airlines employee sitting in front of us, we noticed from her conversations we witnessed with the cabin crew and the fact that she boarded business class. She was sat in 16A. Firstly she was talking loudly the majority of the flight with two other men, one of which was leaning over the seat in front of her. This was disturbing as they were talking loudly and we were not able to sleep. The 12 hour long flight turned into a nightmare, even the noise cancellation didn’t work for their chatter. Secondly she requested extra meals from the crew for her male friends. We believe the meals came from business class. They also took their e-cigarettes out and were caught the cabin crew, but no further action was taken. Sitting in economy and seeing this is extremely disheartening. Next time I will book Emirites, I don’t think their staff would be allowed to behave like this.

COmpared to my experience in the business class of other airlines the food variety and offerings were meager. They did not have any cookies or crackers for snacking! They were unable to offer some other items. This has never been my experience in other airlines.

Traveling is Okay, but staying in Istanbul, specially Wi-Fi in airport terrible.

I’m unclear why I had to pay extra for assigned seats as Turkish airlines did not honor the seating. We were placed across the aisle from each other on TK 34, and were seated behind one another on TK 694. Because my name was misspelled on e-ticket (Klawiter, instead of Klawitter) I could not log onto website to get the connection gate number in Istanbul. The monitors in the airport were a jumbled mess 1/2 Arabic and 1/2 English.

On line check in needs a lot of improvement. I tried and gave up.

I ended up buying (for $340) "extra space" seats because I my flying partner was given a STY boarding pass, leading me to conclude that she was on standby and that we had to buy seats on the flight. I later learned that the flight was not sold out and that we could have gotten on as usual. To be honest, I felt swindled.

This flight is always a cramped bus. The gate area was inadequate and announcements were hard to hear. The flight was delayed 45 minutes to an hour by a broken aircraft door, making our total delay from Vilnius 5 hours.

The process overall was pretty seamless, and the crew were very friendly (especially Michael). Considering we booked expecting Lufthansa and the flight was operated by United, it was still a very good service and journey overall. The in-flight entertainment was great, with lots of quality options. One slight negative was that I had selected a vegetarian meal prior to flying, but received a vegan one. I think there should be more dietary options as it meant I missed out on some food that I would have preferred (and it seemed like the standard meals and snacks had a vegetarian option anyway). There was also a group of people who were moving around a lot and being generally disruptive at the quietest part of the flight, when the lights were off and most people were sleeping. I would have appreciated staff stepping in to encourage them to be mindful of others). Towards the end of the flight (which was very early in the morning in both time zones), the lights suddenly came on and breakfast was served. In my opinion, this was too early, and everyone was rudely awoken from sleep. After breakfast was cleared away, the lights went off again for about 45 minutes, allowing people to sleep some more. Then the lights came on again for landing. It seems like if they had served breakfast later, the lights on-lights off-lights on shenanigans could have been avoided, and people could have slept longer (and staff could have rested longer too).

You only get a chocolate square and small bottle of water.!

to be bussed around the airport, then have to sit on the plane for an hour whilst the plane was deiced not once, but twice, then to have to wait for a tug driver is unacceptable. The Captain was very good at communicating.

Huge fire burns for second night as evacuated locals describe ‘war zone’

Residents have been told to stay home and keep their doors and windows shut as firefighters remain at the scene of a recycling centre blaze.

A fire has raged at Fenix Battery Recycling in Kilwinning, Scotland , for more than 24 hours, with hundreds of locals reportedly evacuated.

Police advised residents in the North Ayrshire town to stay indoors as a precaution while emergency services dealt with the incident.

The Pryde of Playz community centre has opened its doors for displaced residents who can do nothing as the thick black smoke bruises the sky.

Reports of a fire at the plant, on Byrehill Place, were received by fire services at 10pm yesterday.

Video footage showed the inferno ripping through the centre’s roof, with witnesses describing hearing ‘explosions’ as batteries inside the plant burst.

One local told STV News the plant was an ‘accident waiting to happen’ and added that the noises from the fire ‘sounded like a terror attack’.

While Bobby Stevely, 71, told The Scottish Sun : ‘It was like Beirut round here last night. The bangs went on for hours. It was like a war zone.’

Charlene McAliece, 44, said she was forced to sleep in her car last night after safely dropping off her children with family.

In a 6.45pm statement, the fire service said firefighters remain at the scene.

No casualties have been reported and the cause of the blaze has yet to be determined.

Area Commander Jim Quinn said: ‘We continue to work with the recycling centre and partner agencies to minimise the disruption to the local community and will continue to provide updates.

‘While smoke continues to be visible, we would ask that residents remain at home, and keep windows and doors closed as a precaution. 

‘If travelling through smoke, motorists should keep windows closed, turn off air conditioning and keep their air vents closed.’

Police said that while there has been no evacuation order enforced, ‘this will be kept under review’.

Health officials have advised people sheltering in place at the nearby West Byrehill estate to stay indoors, close all windows and doors and switch off any mechanical ventilation, such as air conditioning.

‘This situation has the potential to continue for more than 24 hours due to the current smoke levels in the surrounding area,’ they said.

‘Services on-site are continually monitoring the situation and will update as soon as new information becomes available.’

They spoke about me in Turkish thinking I would not understand (I hold a British passport) in front of me. When they eventually handed my passport and boarding pass back to me, I showed them I was born in Istanbul and that I understood everything and said a condescending 'thank you' back to them in Turkish. You should have seen their faces. I said that consumers have rights and it is a shame that Turkish Airlines does not have good customer service to at least acknowledge and apologize for errors committed by the airline. Blaming the me, the client, for such an error and placing unreasonable ultimatums, rudeness and dismissiveness to be rid of me, particularly when I was vulnerable and visibly grieving was really shocking... The airline taints the city of Istanbul and the people of Türkiye. Such a shame.

Overall, this flight team did a fantastic job. They came often with the water, coffee and tea. There was no meal choice in coach, but the lasagna lunch was decent. The sandwich snack just before landing was tasty. The baggage bins were large, so no trouble holding carry on luggage.

The flight was cancelled early on and messed up the whole vacation and hard to get a refund from Kayak as they owned the ticket and of course they did not believe that SAS cancelled the ticket. Lufthansa lost our luggage. After a lot of chasing on our part we got it back. The main problem is that there was no office in Bogota to help us outside of flighttimes. Cyprus calls for EU help to manage record Syrian migration from Lebanon

Interior minister says island’s facilities at breaking point and calls for aid to Lebanon similar to recent Egypt pact

The EU must help Cyprus deal with record numbers of Syrian migrants from Lebanon , the island’s government says.

Before a visit to Beirut to discuss the emergency on Monday, Cyprus’s interior minister appealed for support from Brussels, saying the country’s reception facilities were at breaking point.

“This is a cry for help,” Constantinos Ioannou told the Guardian.

“There has been a very sharp increase [in flows]. We are in crisis mode, reaching our limits.”

Last week 15 boats carrying 800 people made the 10-hour journey from Lebanon, leaving Cyprus in what its president, Nikos Christodoulides, called “a state of serious crisis”.

“Most of those 800 were young males,” said Ioannou. “But they also included nearly 100 unaccompanied children for whom we had to immediately provide guardianship.

“We strongly believe [Lebanon] should be financially assisted by the EU.”

An aid package similar to the €7.4bn (£6.4bn) pact reached between the EU and Egypt last month – also in exchange for stemming flows – should be discussed, he said.

While the idea was “gaining traction” within the 27-member bloc, Ioannou said there was still a way to go.

Christodoulides will press the case when he holds talks with the EU president, Ursula von der Leyen, in Athens on Sunday before flying to Beirut with his interior and foreign ministers.

The EU Commission put its signature to the agreement with Cairo despite facing fierce criticism from human rights groups .

The uptick in arrivals comes amid escalating tensions in the Middle East. Increased hostilities on the Lebanese-Israeli border have shifted the focus of Lebanese authorities away from curbing irregular migration and increased fears of a wider conflagration.

“Lebanon has 2 million Syrian refugees,” Ioannou said. “Authorities there simply don’t have the capacity to manage their borders which is why they need help.”

More than 2,000 people made the 100-mile sea crossing from Syria in the first three months of the year, compared with 78 in the same period last year, according to figures released by the Cypriot interior ministry.

Christodoulides said his government would have to enforce measures that “are not liked” if the influx continued.

For 50 years Cyprus has been divided between a Turkish-occupied statelet in the north and the internationally recognised south, the result of Ankara ordering a full-scale invasion after an attempted coup aimed at union with Greece.

The latest influx follows a dramatic drop in arrivals after Turkish authorities in the north started enforcing stricter visa requirements on students, who regularly crossed illicitly to the south, and the Greek Cypriot government launched a social media campaign to inform would-be asylum seekers about the harsh reality of arriving on an island isolated from the rest of contiguous Europe .

Prior to the decline, Cyprus had exceeded every other EU member state in asylum requests – registering the highest number of claims per capita , which prompted local officials to complain of a disproportionate burden being placed on EU frontline states.

“If you draw a circle around Cyprus you see countries, with the exception of Greece, convulsed by violence, instability and war,” said Hubert Faustmann, professor of history and political science at the University of Nicosia. “The government is very fearful that this influx could turn into a flood given the experience of the past.”

“If the war escalates into Lebanon it will automatically trigger ever bigger refugee flows,” Faustmann added. “It is easy to see how, as an EU Mediterranean border state, Cyprus would push for an agreement with Lebanon much as Greece did with Egypt.”

The Cypriot interior minister said while the island was expanding its capacity to host refugees, with the help of EU funds, it also wanted Brussels to consider declaring parts of war-ravaged Syria safe for repatriation as part of a broader re-evaluation of migration policies.

“We think that 13 years after the [eruption of the] conflict we should re-evaluate Syria, look at safe zones there and legal pathways to relocate citizens to those areas,” he said.

“Refugees, generally, are totally misinformed by smuggler networks about Cyprus. They have no idea Cyprus is out of Schengen [the European area in which border controls are abolished] and think that, once here, they can get a train to Berlin.”

The eastern Mediterranean outpost has long been a haven for people fleeing regional turmoil . Thousands of Israelis flocked to the island within weeks of the 7 October Hamas assault that triggered Israel’s retaliatory attack on Gaza.

Ioannou said with the boat landings showing no signs of waning, the island’s leadership would also discuss offering further technical assistance to combat irregular migrant flows when it visited Lebanon on Monday.
