We just completed a great trip to Indonesia. We chose Zicasso’s tour company and their travel agent and we’re glad we did. We talked to a number of travel companies and ultimately went with our agent because he was extremely responsive, easy to work with, and very flexible with the travel planning through multiple iterations of our plans. We were celebrating our 40th wedding anniversary, along with my wife’s birthday, and every hotel had special celebrations and surprises for us, all because of our travel agent. Coordinating the trip wasn’t easy as I started out 12 days before my wife to do a scuba dive liveaboard in Raja Ampat in far eastern Indonesia. My wife flew solo and reached Bali one day ahead of me to rest up from the long flights. Our travel agent’s special services during the trip started with him providing airport escort services for all our flights upon arrival, as well as departures. This was tremendously helpful in navigating unfamiliar airports, collecting luggage, and co-ordinating connecting flights, as well as providing lounge services for longer layovers between flights. One escort was incredibly helpful in getting us rebooked on an earlier flight that had been delayed when our flight was also delayed. All the domestic flights were on regional carriers and experienced delays and cancellations multiple times. They handled all the rebooking and more, including checking us in for all the flights and sending us our boarding passes. It was a huge help. I can’t say enough good things about this service throughout our trip and many domestic flights. Thanks. The agent met me on my arrival in Jakarta at 6am and brought some prearranged currency exchange, which was very helpful. He also arranged a day hotel at the airport in Jakarta for my long layover to Sorong, West Papua, in eastern Indonesia. Our agent also met my wife upon her arrival in Bali 12 days later, along with our driver and tour guide in Bali. He provided currency exchange for her as well. Going the extra mile, literally on a different island to meet my wife and escort her to our first hotel, was greatly appreciated. I joined my wife in Bali the next day and was again escorted to the resort an hour away by our agent, the driver, and tour guide. Great service. The first hotel at Keramas Beach was great, five stars, and on a beautiful black-sand beach. After recuperating for a couple of days, we headed to Flores island. I was able to leave my dive bag with our tour guide and driver, which was very helpful. An hour’s fight away was another awesome boutique beach resort. From there we were able to take a private speed boat to some beautiful islands and beaches, and to see the Komodo dragons. After three days on Flores, we headed back to Bali for eight days of sightseeing. We stayed just outside of Ubud at another great hotel with beautiful jungle views. From Ubud, we explored Bali, doing multiple waterfall hikes, sacred temple water cleansing, rice field hikes, local handicrafts, village walks, visiting Ubud, and more. We had a great guide and driver. They knew out-of-the-way places, routes, back roads, unscheduled sights, and short excursions that really enhanced the experience. From Bali, we went to Borneo via Jakarta, where I was again able to drop off my dive bag, which was helpful. In Borneo, we had a private riverboat for two nights, cruising the river and narrow passageways to visit three orangutan feeding sites. Although the feeding is a daily routine, watching the orangutans in the jungle was amazing. The riverboat had a great crew and food, and our guide was wonderful. From Borneo we went to Sumatra to trek in the jungle and see orangutans in their natural habitat. We started out seeing a rehabilitation site for elephants that had caused trouble in the villages. We went trekking in the jungle, followed by tubing down a river, which was fun. After relocating to a national park, we spent three days trekking with our guides. Seeing orangutans in their natural habitat could be the highlight of the trip, although there were many wonderful sights and experiences. Then it was off to Singapore to rest for a couple of days before heading home. A great trip. I can’t overstate what a great job our travel agent and his team did. Every hotel was great, with each providing special anniversary and birthday surprises, including special dinners, flowers on the bed on arrival with messages, massages, great food, great service, etc. The riverboat even had a birthday cake for my wife. All the extra services, including providing currency exchange, personal greetings, airport escorts, being able to drop off my dive bag twice, checking in routinely to make sure everything was good, providing great guides and drivers, private boats for the day trip in Flores, the riverboat in Borneo, and capping off with the jungle treks, really made for a great trip. The trip was an experience of a lifetime, courtesy of our travel agent and his company. I would highly recommend them to anyone thinking about taking a private, personalized, special trip to Indonesia.

Our trip was great, and we have no complaints about the travel company, which was very supportive and responsive to any requests and last-minute changes of plans.  We normally like to explore off-the-beaten paths when we travel, but instead, we felt like we were following more of the touristy crowd.  As a young couple who enjoy adventure, we would have appreciated the guide helping us explore places that are more for locals.  We noticed that the travel company was not too familiar with the hotels we stayed in and we think it might be important for the agents to see the locations in person to provide better guidance.

The moment I spoke with Jasmine from the travel agency for the first time, I knew that I was going to work with somebody who would understand my interests. Not only were Jasmine and her team accommodating, but they made sure I was able to get some rest in certain aspects of the trips where they could anticipate I would need a break. Very, very organized. They knew how to coordinate the entire trip, especially since I traveled to four islands (Java, Borneo, Bali, Nusa Penida). The whole team was very accommodating, and I do not have enough words to express how great I felt about their service. When I arrived in Jakarta, I was immediately greeted by airport staff who helped me get my luggage and take me to the hotel. I was then met by the team who took time out of their busy schedule and showed me the Jakarta airport and Jakarta. They even took me out for dinner where I had an authentic Indonesian meal for the first time. Afterwards, every day, I was picked up by assigned guides and drivers who I felt safe with and could trust for that day. I learned so much about Indonesia, its history, and its cultures. All the guides were friendly and very informative, making sure I felt comfortable. They even asked me questions about America, my culture, and my philosophy. The team made sure I got to every site and made sure I was safe throughout the trip. Even all the hotels and resort areas I stayed in were amazing, clean, and beautiful. Overall, I highly, highly recommend this travel company to everyone who wants to visit Indonesia. I was heard by them, I felt safe with them, and I was able to trust them. They treated me like a family member and I had a very memorable experience!

Our family of four traveled to Japan, visiting Tokyo, Kyoto, and the Hakone area. The Zicasso travel agency put together great properties. We loved the locations of each and their amenities. We had excellent seats on the bullet train. Our driver and tour guide in Kyoto were outstanding! We felt there was definitely a communication misstep with our plans for Tokyo however. Our driver/guide was very lovely, but not very definitive on what we were doing each day. We felt we had communicated with the driver and the travel company as to what we wanted to do, but for example, when we went to do our food tour of Tokyo, it was paired with a visit to the fish market. We asked if the food tour was after the market, to which our guide said yes. However, about two hours into the fish market we realized that was his idea of the food tour. There was no specific plan of what we were to try and no explanation of the items. Instead, we walked around and bought a few things we wanted to try. We shared everything as we were saving room for the food tour that really never happened. It was frustrating as we felt our guide was more of a driver and less of a guide. Communication was definitely a factor, which is why we hired the travel agency.

How to Plan a Trip to China and Bali 2024/2025

If you are interested in the culture and history of Asian countries while also seeking a leisurely tropical beach vacation, then China and Bali offer an ideal combination. It is also very convenient to travel between these two countries.

How long to spend in china and bali.

A trip combining both China and Bali would typically require 2–3 weeks. Given China's vastness and diverse travel offerings, you could spend 1–2 weeks exploring the highlights of the country.

One week in China gives you time to see the must-see cities of Beijing, Xi'an, and Shanghai and learn about China's traditions and modernity, covering the most renowned Chinese landmarks that you are probably familiar with.

You could spend another week exploring one or two other China destinations according to your interests, such as Chengdu for pandas or Guilin or Zhangjiajie for nature.

Bali, on the other hand, generally takes about 1 week to take in its key attractions and enjoy some relaxing beach time. We recommend including the southern beach area and the central region, which boasts waterfalls, ethnic villages, and the culture-filled town of Ubud. If your goal is simply to have some beach time, a 3–4-day stay would be ample.

We offer two itinerary ideas for you to consider: one is a comprehensive 3-week journey and the other is a more basic 2-week itinerary.

1. 3-Week China and Bali Itinerary

In Beijing, explore the less-crowded Mutianyu section of the Great Wall. If you have something special to celebrate, we would specially prepare a Great Wall picnic for you with wine, cakes, etc.

To help you learn more about the history of the Ming and Qing dynasties (1368–1912) when visiting the Forbidden City, your local guide would take you to some hidden halls to unlock secrets of China's royal family .

In Xi'an, we would arrange a special handicraft experience when visiting the Terracotta Army: you could make your own mini terracotta warrior as a souvenir . During the process, you would learn more about the making and preservation of the Terracotta Warriors.

In Bali, to experience the essence of the local culture, visit Uluwatu Temple and witness a traditional Kecak dance there. To learn about Balinese rural life, go to a traditional farming village, where you could also try some local farming activities .

For nature lovers, Alas Kedaton Monkey Forest is a must with giant nutmeg trees and hundreds of macaque monkeys. Beach time is definitely a must on Bali. Seminyak and Nusa Dua are two recommended beach areas . Both have excellent resort choices. If you want to enjoy a quieter vibe, choose Seminyak Beach. If you're looking for various water activities, Nusa Dua is more suitable.

2. 2 Weeks in China and Bali

This itinerary focuses on the essence of each country.

In China, have a relaxing walk along the Great Wall and see the other highlights. For a more local experience, we could arrange a visit to a hutong family , where you could get a deeper understanding of the lives of the local Beijingers.

In Shanghai, embark on a deeply insightful cultural walk along the Bund. Step inside the old colonial architecture, and feel the charm of Shanghai's tradition and modernity as you witness the contrast between its modern skyline and old buildings along the Bund.

If you want to enjoy a more leisurely time in Bali, you could mainly focus on its beaches. Go on a sunset cruise at Jimbaran Beach and enjoy some quiet time at a high-end resort .

A China and Bali private tour costs about US$200–250 per day per person, including airfares between China and Bali, domestic transfers, 4- or 5-star hotels, lunches, attractions, and guides .

Therefore, a 2-week couple's trip may cost about US$5,500 to 7,000. A family trip with two adults and two kids would cost about US$10,000 to 12,000. (Kids under 10 get 30 to 50 percent off.) International airfares are not included.

The price gap between the low and high seasons isn't very wide. However, it's important to note that during certain major holidays, such as Christmas, hotel rates may surge by 50% to 100%.

Best Times to Visit China and Bali

The best times to visit China are from March to May and from September to November. The best time to visit Bali is from May to October.

If you can't go during the best times for both of these countries (May, September, and October), we recommend making Bali a priority as the weather has a greater impact on beach activities . The weather has less of an impact when visiting China, especially in cities dominated by cultural attractions.

Bali's rainy season is from November to April. Some water activities might be affected, but many resorts have good discounted rates.

How to Travel Between China and Bali

Taking a flight is the most convenient and popular way to travel between China and Bali. Cities like Shanghai, Hong Kong, and Xiamen in China have direct flights to Bali, with a flight duration of approximately 5 to 6 hours .

For the most relaxing tour plan, we recommend starting your journey in China and then heading to Bali to experience cultural exploration first and then enjoy some beach time to end your vacation.

For Bali : Bali is visa-free to 169 countries, including the United States, the United Kingdom, and Australia.

I loved my wanderlands tour, it gave me so many amazing experiences and helped me connect with myself in a deeper way. I was in a spot in life where I needed something to change. I’m so lucky to have had my group leader as Stacia. She was so welcoming and since she’s a local, it gave a more authentic feel to Bali and the culture around it. I loved learning from her and having her guide me through this tour! She made me feel comfortable, safe and excited for our next day! I really appreciated how organized and on time she kept our group. The itinerary kept me busy and happy! I loved the events like snorkelling and hikes. I was also able to connect with myself on a more spiritual level too, Bali is the place for that. ❤️ One of my best friends came on the tour before me and told me it was a MUST and that booking my tour with Stacia, was also a MUST. He was definitely right and I agree with him completely! The group members are also amazing, being with like minded people and people who are close to my age. The hostels were all great and the food hasn’t let me down!
Die Tour war ein unvergessbares Erlebnis. Der Tourguide Zio war sehr lustig drauf auf zur gleichen Zeit sehr professionell. Meine Highlightes waren die beiden Schnorchel Touren und die gemeinsamen Abende mit der gesamten Gruppe. Teilweise war der Zeitplan sehr eng und stark strukturiert. Besonders der Tag der Kaffe Tour war zu eng und stressig. Jedoch hat mir die Auswahl der Hotels unglaublich gefallen. Es war ein unglaubliches Erlebnis!

The Bali intro tour 12 day experience was my first time solo travelling and doing a tour group. Liam Birtles was there to greet me after my long flight and was easy to talk to and instantly made me feel welcomed. Liam was straight away making sure everyone was okay, felt comfortable and chatting to everyone. Liam was the best leader I could have asked for, with it being my first tour group. Liam was always informing us what to do, when we were leaving, informing us about all the places he would recommend for us to gain the best time from it. Liam was not well for a few days on our tour but that didn’t stop him from joining in with everyone, checking in on those who also felt unwell and still providing assistance. Liam still joined in with activity’s and was a real inspiration and amazing leader for our group. We all loved him. Liam was also able to help us with the departures and has informed us we can contact him reading any future travel questions which has put me and I know others at ease knowing we can get in contact still. Overall my experience was amazing and I couldn’t ask for anything else.

Tour guide was very knowledgeable and happy to answer any questions we had throughout the tour. Felt very safe and guided during our stay in Canggu and Ubud. I do feel that if you are naturally a quieter member of the group, it was sometimes hard to be noticed or your needs met. Encouraged us to partake in activities that he felt as a group we would enjoy, which we all appreciated. However, did feel that the tour guides attitude changed once in Gili T. I understand it is a more relaxed and holiday vibe island.

Gede was an excellent tour guide, his knowledge of all the local sights was brilliant. Things that could be improved on the tour: The accommodation was always located by really busy roads and despite earplugs the noise was disturbing and you didn't get much sleep. When you have early morning checkouts this can be fatiguing. The ferry to Lombok was not the best experience, to have to sit on the floor for 4-5 hrs was not really acceptable. I think G Adventures should charge a bit more and offer the fast boat. Maybe some of the traditional village tours could be swapped for other activities, but I appreciate people that joined for the Lombok tour hadn't seen the Bali villages. Everything else was well organised and ran smoothly.

PMGY is a very trustable company with assistance available at all times. I did two projects in Southeast Asia and had the best time. I started with the medical program in Vietnam; it was nice to experience the way of working in the hospital there, but I think this program would be better for students at the beginning of their study. There is not a lot to do and the doctors do not always have time to explain what is going on with patients or to answer your questions. After this project, I went to Bali to do the English teaching program which was the best thing I have done so far! The people were amazing, the weekend trips well organized but most importantly: the project definitely made a difference for the community. The kids were really happy to see you and they were eager to learn. I am thankful that I got to experience this!

Chinese man expelled from Bali for running covert travel agency

A Chinese tourist has been deported after authorities uncovered his covert travel agency operation. 

During his stint on the Island of the Gods, the 30-year-old tourist, identified only as YZ, was actively soliciting Chinese tourists and engaging in the rental of vehicles.

The Ngurah Rai Bali Immigration Office then expelled YZ from the country for violating residency regulations by engaging in employment at a Bali-based company. The exit happened at I Gusti Ngurah Rai International Airport on Friday evening.

The Ngurah Rai Immigration Office Head Suhendra said in a statement made available publicly last night that YZ had been on Indonesian soil twice. 

“First in 2018 and most recently on August 23, 2023, YZ touched down at I Gusti Ngurah Rai Airport using a B211 Visitor Visa,” he said.

Suhendra underscored that YZ was apprehended by the Immigration Intelligence and Enforcement Team during a routine immigration patrol, where evidence and examinations revealed his misuse of the residence permit.

“YZ was actively involved in sourcing Chinese tourists. During his time in Indonesia, he arranged for transportation by renting vehicles from a local transportation company,” he explained.

The deportation process saw YZ being escorted back to his homeland via Xiamen Air , departing from Denpasar to Xiamen, followed by a connecting flight on China Express Airlines to Wuhu.

“We have taken administrative immigration action against him in the form of deportation, and his name has been blacklisted, Suhendra added.

On a Monday morning last month, tech executives, engineers and sales representatives from Amazon, Google, TikTok and other companies endured a three-hour traffic jam as their cars crawled toward a mammoth conference at an event space in the desert, 50 miles outside Riyadh.

The lure: billions of dollars in Saudi money as the kingdom seeks to build a tech industry to complement its oil dominance.

To bypass the congestion, frustrated eventgoers drove onto the highway shoulder, kicking up plumes of desert sand as they sped past those following traffic rules. A lucky few took advantage of a special freeway exit dedicated to “V.V.I.P.s” — very, very important people.

More than 200,000 people converged at the conference, including Adam Selipsky, chief executive of Amazon’s cloud computing division, who announced a $5.3 billion investment in Saudi Arabia for data centers and artificial intelligence technology. Arvind Krishna, the chief executive of IBM, spoke of what a government minister called a “lifetime friendship” with the kingdom. Executives from Huawei and dozens of other firms made speeches. More than $10 billion in deals were done there, according to Saudi Arabia’s state press agency.

“This is a great country,” Shou Chew, TikTok’s chief executive, said during the conference, heralding the video app’s growth in the kingdom. “We expect to invest even more.”

Everybody in tech seems to want to make friends with Saudi Arabia right now as the kingdom has trained its sights on becoming a dominant player in A.I. — and is pumping in eye-popping sums to do so.

Saudi Arabia created a $100 billion fund this year to invest in A.I. and other technology. It is in talks with Andreessen Horowitz, the Silicon Valley venture capital firm, and other investors to put an additional $40 billion into A.I. companies. In March, the government said it would invest $1 billion in a Silicon Valley-inspired start-up accelerator to lure A.I. entrepreneurs to the kingdom. The initiatives easily dwarf those of most major nation-state investments, like Britain’s $100 million pledge for the Alan Turing Institute.

The spending blitz stems from a generational effort outlined in 2016 by Crown Prince Mohammed bin Salman and known as “Vision 2030.” Saudi Arabia is racing to diversify its oil-rich economy in areas like tech, tourism, culture and sports — investing a reported $200 million a year for the soccer superstar Cristiano Ronaldo and planning a 100-mile-long mirrored skyscraper in the desert.

For the tech industry, Saudi Arabia has long been a funding spigot. But the kingdom is now redirecting its oil wealth into building a domestic tech industry, requiring international firms to establish roots there if they want its money.

If Prince Mohammed succeeds, he will place Saudi Arabia in the middle of an escalating global competition among China, the United States and other countries like France that have made breakthroughs in generative A.I. Combined with A.I. efforts by its neighbor, the United Arab Emirates, Saudi Arabia’s plan has the potential to create a new power center in the global tech industry.

“I hereby invite all dreamers, innovators, investors and thinkers to join us, here in the kingdom, to achieve our ambitions together,” Prince Mohammed remarked in a 2020 speech about A.I.

His ambitions are geopolitically delicate as China and the United States seek to carve out spheres of influence over A.I. to shape the future of critical technologies.

In Washington, many worry that the kingdom’s goals and authoritarian leanings could work against U.S. interests — for instance, if Saudi Arabia ends up providing computing power to Chinese researchers and companies. This month, the White House brokered a deal for Microsoft to invest in G42, an A.I. company in the Emirates, which was intended partly to diminish China’s influence.

For China, the Persian Gulf region offers a big market, access to deep-pocketed investors and a chance to wield influence in countries traditionally allied with the United States. China’s form of A.I.-powered surveillance has already been embedded into policing in the region .

Some industry leaders have begun to arrive. Jürgen Schmidhuber, an A.I. pioneer who now heads an A.I. program at Saudi Arabia’s premier research university, King Abdullah University of Science and Technology, recalled the kingdom’s roots centuries ago as a center for science and mathematics.

“It would be lovely to contribute to a new world and resurrect this golden age,” he said. “Yes, it will cost money, but there’s a lot of money in this country.”

The willingness to spend was front and center last month at a gala in Riyadh hosted by the Saudi government, which coincided with the Leap conference. Hollywood klieg lights blazed in the sky above the city as guests arrived in chauffeured Maseratis, Mercedes-Benzes and Porsches. Inside a 300,000-square-foot parking garage that had been converted two years ago into one of the world’s largest start-up spaces, attendees mingled, debated opening offices in Riyadh and sipped pomegranate juice and cardamom-flavored coffee.

“There’s something happening here,” said Hilmar Veigar Petursson, the chief executive of CCP Games, the Icelandic company behind the popular game Eve Online, who was at the gala. “I got a very similar sense when I came back from China in 2005.”

A Sci-Fi Script

Prince Mohammed’s Vision 2030 project, unveiled eight years ago, seems taken from a science-fiction script.

Under the plan, new futuristic cities will be built in the desert along the Red Sea, oriented around tech and digital services. And the kingdom, which has piled billions into tech start-ups like Uber and investment vehicles such as SoftBank’s Vision Fund, would spend more.

That drew Silicon Valley’s attention. When Prince Mohammed visited California in 2018, Sergey Brin, Google’s co-founder, escorted him through a tree-lined path at the company’s campus. Tim Cook, Apple’s chief executive, showed him the company’s products. The prince also traveled to Seattle, where he met with Bill Gates of Microsoft; Satya Nadella, the company’s chief executive; and Jeff Bezos of Amazon.

It was a key moment for Saudi Arabia’s tech ambitions as Prince Mohammed presented himself as a youthful, digitally savvy reformer. But enthusiasm dimmed a few months later when Jamal Khashoggi, a Washington Post columnist and critic of the crown prince, was killed at the Saudi Consulate in Istanbul. Prince Mohammed denied involvement, but the C.I.A. concluded that he had approved the killing .

For a brief period, it was seen as untoward to associate with Saudi Arabia. Business executives canceled visits to the kingdom. But the lure of its money was ultimately too strong.

A.I. development depends on two key things that Saudi Arabia has in abundance: money and energy. The kingdom is pouring oil profits into buying semiconductors, building supercomputers, attracting talent and constructing data centers powered by its plentiful electricity. The bet is that Saudi Arabia will eventually export A.I. computing muscle.

Majid Ali AlShehry, the general manager of studies for the Saudi Data and A.I. Authority, a government agency overseeing A.I. initiatives, said 70 percent of the 96 strategic goals outlined in Vision 2030 involved using data and A.I.

“We see A.I. as one of the main enablers of all sectors,” he said in an interview at the agency’s office in Riyadh, where employees nearby worked on an Arabic chatbot called Allam.

Those goals have permeated the kingdom. Posters for Vision 2030 are visible throughout Riyadh. Young Saudis describe the crown prince as running the kingdom as if it were a start-up. Many tech leaders have parroted the sentiment.

“Saudi has a founder,” Ben Horowitz, a founder of Andreessen Horowitz, said last year at a conference in Miami. “You don’t call him a founder. You call him his royal highness.”

Some question whether Saudi Arabia can become a global tech hub. The kingdom has faced scrutiny for its human rights record, intolerance to homosexuality and brutal heat. But for those in the tech world who descended on Riyadh last month, the concerns seemed secondary to the dizzying amount of deal-making underway.

“They are just pouring money into A.I.,” said Peter Lillian, an engineer at Groq, a U.S. maker of semiconductors that power A.I. systems. Groq is working with Neom, a futuristic city that Saudi Arabia is building in the desert, and Aramco, the state oil giant. “We’re doing so many deals,” he said.

Torn Between Superpowers

Situated along the Red Sea’s turquoise waters, King Abdullah University of Science and Technology has become a site of the U.S.-Chinese technological showdown.

The university, known as KAUST, is central to Saudi Arabia’s plans to vault to A.I. leadership. Modeled on universities like Caltech, KAUST has brought in foreign A.I. leaders and provided computing resources to build an epicenter for A.I. research.

To achieve that aim, KAUST has often turned to China to recruit students and professors and to strike research partnerships , alarming American officials. They fear students and professors from Chinese military-linked universities will use KAUST to sidestep U.S. sanctions and boost China in the race for A.I. supremacy , analysts and U.S. officials said.

Of particular concern is the university’s construction of one of the region’s fastest supercomputers, which needs thousands of microchips made by Nvidia, the biggest maker of precious chips that power A.I. systems. The university’s chip order, with an estimated value of more than $100 million, is being held up by a review from the U.S. government, which must provide an export license before the sale can go through.

Both China and the United States want to keep Prince Mohammed close. A.I. ambitions add a new layer of geopolitical significance to a kingdom already key to Middle East policy and global energy supplies. A 2016 visit to Saudi Arabia by Xi Jinping, China’s leader, paved the way for new tech cooperation. Accustomed to top-down industrial policy, Chinese companies have expanded rapidly in the kingdom, forming partnerships with major state-owned companies. The United States has pushed Saudi Arabia to pick a side, but Prince Mohammed seems content to benefit from both nations.

Mr. Schmidhuber, the researcher leading KAUST’s A.I. efforts, has seen the jostling up close. Considered a pioneer of modern A.I. — students in a lab he led included a founder of DeepMind, an innovative A.I. company now owned by Google — he was lured to the desert in 2021.

He was reluctant to move at first, he said, but university officials, via a headhunter, “tried to make it more attractive and even more attractive and even more attractive for me.”

Now Mr. Schmidhuber is awaiting the completion of the supercomputer, Shaheen 3, which is a chance to attract more top talent to the Persian Gulf and to give researchers access to computing power often reserved for major companies.

“No other university is going to have a similar thing,” he said.

Some in Washington fear the supercomputer may provide researchers from Chinese universities access to cutting-edge computing resources they would not have in China. More than a dozen students and staff members at KAUST are from military-linked Chinese universities known as the Seven Sons of National Defense, according to a review by The New York Times. During the Trump administration, the United States blocked entry to students from those universities over concerns they could take sensitive technologies back to China’s military.

“The United States should quickly move to deny export licenses to any entity if the end user is likely to be a P.R.C. actor affiliated with the People’s Liberation Army,” Representative Mike Gallagher, a Republican from Wisconsin, said in a statement.

A senior White House official, speaking on the condition of anonymity, said that the default U.S. policy was to share technology with Saudi Arabia, a critical ally in the gulf, but that there were national security concerns and risks with A.I.

The Commerce Department declined to comment. In a statement, China’s Ministry of Foreign Affairs said, “We hope that relevant countries will work with China to resist coercion, jointly safeguard a fair and open international economic and trade order, and safeguard their own long-term interests.”

A KAUST spokeswoman said, “We will strictly comply with all U.S. export license terms and conditions for the full life cycle of Shaheen 3.”

Mr. Schmidhuber said the Saudi government was ultimately aligned with the United States. Just as U.S. technology helped create Saudi Arabia’s oil industry, it will play a critical role in A.I. development.

“Nobody wants to jeopardize that,” he said.

The Gold Rush

Aladin Ben, a German Tunisian A.I. entrepreneur, was in Bali last year when he received an email from a Saudi agency working on A.I. issues. The agency knew his software start-up, Memorality, which designs tools to make it easier for businesses to incorporate A.I., and wanted to work together.

Since then, Mr. Ben, 31, has traveled to Saudi Arabia five times. He is now negotiating with the kingdom on an investment and other partnerships. But his company may need to incorporate in Saudi Arabia to get the full benefit of the government’s offer, which includes buying hundreds of annual subscriptions to his software in a contract worth roughly $800,000 a month.

“If you want a serious deal, you need to be here,” Mr. Ben said in an interview in Riyadh.

Saudi Arabia was once viewed as a source of few-strings-attached cash. Now it has added conditions to its deals, requiring many companies to establish roots in the kingdom to partake in the financial windfall.

That was evident at GAIA, an A.I. start-up accelerator, for which Saudi officials announced $1 billion in funding last month.

Each start-up in the program receives a grant worth about $40,000 in exchange for spending at least three months in Riyadh, along with a potential $100,000 investment. Entrepreneurs are required to register their company in the kingdom and spend 50 percent of their investment in Saudi Arabia. They also receive access to computing power purchased from Amazon and Google free of charge.

About 50 start-ups — including from Taiwan, South Korea, Sweden, Poland and the United States — have gone through GAIA’s program since it started last year.

“We want to attract talent, and we want them to stay,” said Mohammed Almazyad, a program manager for GAIA. “We used to rely heavily on oil, and now we want to diversify.”

One of the biggest enticements for A.I. start-ups is the chance to make the deep-pocketed Saudi government a customer. In one recent meeting, Abdullah Alswaha, a senior minister for communications and information technology, asked GAIA’s start-ups to suggest what they could provide for the Saudi government, including for megacity projects like Neom . Afterward, many of the companies received messages introducing them to state-owned businesses, Mr. Almazyad said.

“I would say this process at the first stages is not organic,” he said. “You don’t find this in Silicon Valley. Eventually the process will be organic.”

Deciding to set up in Riyadh comes with challenges. There’s the heat, reaching more than 110 degrees in the summer, as well as the adjustments of moving to a deeply religious Muslim kingdom. While Saudi Arabia has loosened some restrictions in recent years, freedom of speech remains limited and L.G.B.T.Q. people can face criminal penalties.

Mr. Almazyad, who hopes to eventually study in the United States, said cultural differences could make it hard to recruit international A.I. talent. But he cautioned against underestimating Saudi Arabia’s resolve.

“This is just the beginning,” he said.
