Back to the Basics

Travel Insurance …. Back to the Basics                                          April 8, 2019

During the past year we have taken Watson Travel Insurance into a new geographical market and as a result I am now talking to strangers! … It is truly amazing how confused and misinformed many of these folks are when it comes to the basics of Travel Insurance. Based on the questions I have been asked, the myths I have been forced to debunk and the awkward conversations I have been part of it has become obvious to me that I should attempt to provide some clarity.

I have picked several of the most commonly misunderstood and important aspects of Travel Insurance to focus on in this blog. I have tried my best to be thorough but if after reading my missive you are even slightly confused please don’t hesitate to send a comment and/or question – I promise that I will respond immediately.

But before we go there …. here is a ‘Claims’ story for you!!

Earlier this week (first week of April 2019) I received a phone message from one of my all-time favourite 90+ year old clients who I have personally been serving since the last century (1999). He was calling to tell me that he was forwarding a bill/statement from a Lakeland Florida clinic relating to a (denied) claim he had in March 2016. I have since received the statement which is a standard computer-generated form used by many medical providers simply stating that there is an outstanding amount owing of $xxxxx for services provided by the clinic and several medical consultants between February 23, 2016 and March 04, 2016. There is the standard return envelope for a payment cheque or enclosed credit card authorization form. Based on the billing history specific to this claim it appears as though the computer generates these statements every six months – the amount owing stays the same only the statement date changes.                                                 The underwriter/insurance provider who denied payment of this claim has long ago officially notified the Florida clinic that they aren’t paying the claim and my 90+ year-old client and his family have also decided not to pay for the medical services he received. This situation provides an excellent opportunity to point out several very important Travel Insurance considerations.

  • It is critical that the questions on the medical application/questionnaire are answered accurately and honestly as they relate to the client’s documented medical history The claim, which we unsuccessfully appealed on behalf of our client, was justifiably denied because he had stubbornly refused to answer, or even acknowledge, honestly that he had previously been diagnosed as having a heart condition. In 1993 based on having chest pain he was diagnosed as having ANGINA and prescribed nitroglycerine by an emergency room doctor. My client, believing the pain was actually a result of acid indigestion, disregarded the diagnosis and never used the prescribed nitro he was given (no replacement prescription was ever written). Predictably the hospital report was forwarded to his family doctor and forever officially became a documented part of his medical history. For many years he incorrectly answered NO to the question ‘Have you ever been diagnosed or treated for any heart condition?’ …. It wasn’t until he had a claim that his situation became a problem
  • Understanding the wording of the medical application/questionnaire is critical (each company/plan use different criteria/wording which can make a significant difference)                                                                                                              If my client had shared his ‘ANGINA’ diagnosis with me I would have put him in a plan that addressed that medical issue in a different manner. One plan that comes to mind asks ‘At the time of application are you being treated for any type of heart condition’ – another plan asks ‘In the five years prior to the effective date have you been treated for a heart condition’ …. With either of these two other options the client could have honestly/accurately answered NO.
  • Not all Denied Claims are created or handled in the same manner by the parties involved When it became apparent that our appeal efforts to the Denied Claim were not going to be overturned by revisiting my client’s medical records or by any other strategies we were forced to accept that the Insurance Company/Underwriter involved was not going to pay the claim and that my client was going to be held financially responsible. Update: Three years later my client still goes to Florida (we have his coverage in place with by a plan that does not punish him $$$ or limit his coverage in any way as a result of his emergency room visit – angina diagnosis – in 1993). Three years later my client still receives a statement from the clinic in Lakeland. Three years later my client still owns and enjoys his condo in Florida. During the past three years my client has not received phone calls, threatening letters or legal notifications relating to his unpaid claim.
  • Having a broker involved in the purchase and follow-up aspects of Travel Insurance is a worthwhile consideration                                                                          There are other behind the scenes agreements/understandings that are in place specific to this situation … each Denied Claim situation is completely unique and should be handled as such with the assistance/support of an experienced broker who is putting the best interests of the client at the forefront.

CHANGE – we all must deal with change, sometimes for the better, sometimes for worse .

Every year virtually every Travel Insurance provider in Canada will make changes to their plans. They might be very small – almost unnoticeable – or in some cases the plan may receive a major change in philosophical direction – there have been many instances over the years where changes to a plan have been so dramatic as to have rendered the plan terminally unusable/unsaleable. Consider the following example: (policy wording) You are not eligible for coverage under this plan if you have been prescribed nitroglycerine in any form as opposed to You are not eligible for coverage under this plan if you have used nitroglycerine in any form …. Thousands of Canadians refill their nitro prescriptions each year and the vast majority will never be required to use it … based on that very common situation one popular Canadian Travel Insurance plan changed their eligibility criteria from how it had been in example 1 to a more forgiving version in example 2 – what they realized was that they were eliminating their access to a tremendous number of potential clients by the restrictive wording they had been previously using in example 1.

STABILITY – the misunderstanding that keeps people at home

A sixty-six year old Snowbird from Calgary who, along with her husband, own a lovely home in a gated community in Palm Desert, California told me that they were not able to escape winter this year until January because her husband had been prescribed a new heart medication in early July and they were required to wait a full six months before he would be covered by his Travel Insurance for a heart related emergency should that happen while he was out of Canada. She went on further to also express her delight that they only had to wait ‘six months’ because (based on her complete misunderstanding of what is available) most plans require a twelve-month STABILITY before any heart related emergency would be covered. When I explained to her that there are now several plans available on the market that would have allowed her husband to ‘buy down’ his heart STABILITY to three-months or down to as few as seven-days she looked at me with disgust in her eyes … “where were you when I needed you last October?”

ELIGIBILITY – the most dangerously misunderstood aspect of Travel Insurance

Industrial Alliance Pacific (IAP) is one of Canada’s largest and most popular Travel Insurance underwriters. In 2018-2019 we used five different plans underwritten by IAP provided to us by several different suppliers. Each plan had its own distinct version of ELIGIBILITY criteria (yes that means that not all plans underwritten by the same underwriter will have the same ELIGIBILTY requirements)                                               Let’s look at how these plans would deal with hospitalization for a heart situation which was the expensive mistake made by our senior and his daughter in the situation above. Starting with  1. TUGO plan – there is no mention of hospitalization in the ELIGIBILITY criteria therefore it is not a restriction/qualifier or consideration                                              Plans:2 & 3. Options Classic and Options Vista plans will not provide/sell coverage (not eligible to buy) to any traveller who has been hospitalized for a heart related situation for at least 24 hours in the six months prior to effective date                                                      Plan: 4 Our Options Traditiona l Plus plan will not provide/sell coverage (not eligible to buy) to any traveller who has been hospitalized for a heart related situation for 72 hours in the twelve months prior to effective date.                                                                                    Plan: 5 Our HMC-Ingle plan will not provide/sell coverage (not eligible to buy) to any traveller who has been hospitalized for any amount of time during the six months prior to the effective date.

Our senior above would have been covered with the TUGO plan and the Traditional Plus plan but not the other three IAP plans. Repeat to yourself three times – ‘there is no such thing as a Canadian Travel Insurance industry standard for ELIGIBILITY

TRAVEL INSURANCE IS A COMMODITY …… Canadians waste millions $$$ each year by not shopping                                                                                                                                  Many of our new clients come to us because they decide that they should be more careful about the buying process. Earlier this spring I was talking to a couple who have been with a supplier for several years and were receiving a 22% loyalty discount … they were confident that they were receiving the best price possible based on their medical situations and travel plans. The husband was sixty-seven, the wife sixty-eight … they both had to answer Yes to a chronic lung condition (COPD) and were away for 106 days. With the coverage they had bought their lung condition qualified them in the Standard Plan. Their rate was $1773 each with a $99 deductible before their 22% loyalty discount brought it down to $1382.94 each. The best option I could offer for the same medical and travel  circumstances was with our very popular MRM Special Risk Management Plan – $1202.71 with a $100 deductible. If they had purchased our MRM Plan they would have saved $360.46                                                                                                                                           In this example the reason for the cost variance is that the couple’s provider is considering COPD as a much higher medical risk than MRM and has set their premium/rate accordingly .

TRAVEL INSURANCE IS FOR SUDDEN AND UNEXPECTED EMERGENCY MEDICAL SITUATIONS ….. when the emergency is over so is the coverage

When a client has a medical emergency there are generally three parties involved in the procedure …. they all have their own/different priorities. 1. The insured client wants/needs medical attention to alleviate his medical emergency 2. The medical provider is a for profit entity who will professionally and effectively resolve the medical emergency with the profit motive very much in play 3. The insurance company wants the client’s medical emergency to be resolved as quickly and cost effectively as possible. In many cases the bone of contention is ‘when has the emergency been satisfactorily resolved’. In each and every policy wording there will be a statement (somewhere) declaring that when the original emergency is over the insurance company is no longer responsible for and will not pay for any additional treatment. Very complicated and sometimes very contentious ….

ELIGIBLE TO BUY BUT NOT TO RECEIVE? …… the importance of reading/understanding the policy including how the ‘Exclusions may override Eligibility’

This example is based on a Claims situation that came up several years ago in Ontario but is well worth revisiting ….                                                                                                             After taking out Travel Insurance for her father a Brampton, Ontario daughter was surprised and distressed when three months later, after her father was hospitalized in Florida with atrial fibrillation, his Claim was denied by the insurance provider. …( this is an example of where an ‘Exclusion overrides Eligibility’) What the daughter and her father had failed to do was thoroughly understand the separate Exclusions section of his policy description which clearly stated                                                                                                      WHAT IS NOT COVERED: Any medical or physical condition, symptom, illness or disease that, in the 12 months prior to the Effective Date of Insurance or Your Trip Start Date, required: a) a total of three (3) or more Emergency Room visits, Hospitalizations, Day Surgeries or any combination of all three; and/or b) a single Hospitalization for more than 48 consecutive hours.                                                                                                                        They had carefully reviewed the ELIGIBILITY requirements and honestly answered all the ELIGIBILITY and medical related questions on the application. They took special notice of how the plan handled STABILITY and based on his personal STABILITY being more than 90 days as it applied to the following criteria (and because he satisfied the stated ELIGIBILITY requirements) they purchased the coverage.                                              Eligibility Requirements: This insurance policy does not provide benefits for any Medical Emergency concerning, relating to, caused by or arising from any of the following:         1. Any Pre-Existing Condition that has not been Stable and Controlled in the 90 days immediately prior to the Effective Date of Insurance or Your Trip Start Date. This includes any reaction that results from a change in medication prescribed for such a condition.

The father was ELIGIBLE to buy coverage as per the stated Terms & Conditions of the policy. He had honestly answered the medical questions on the Application. Unfortunately because he had been hospitalized for 60 hours for a heart related situation nine months prior to the Effective Date he was not covered for a medical emergency relating to his heart – all other medical situations were ELIGIBLE for coverage but his heart was an EXCLUSION ….. He was Eligible to Buy but Not to Receive.

THERE ARE NEW TRAVEL INSURANCE OPTIONS YOU MIGHT NOT BE AWARE OF ….

As an independent broker we have the flexibility and opportunity to work with a number of Travel Insurance providers. We are presently carrying eleven plans – they all have something unique and special that we can provide to our clients when their unique individual situations require something special. No two people’s Travel Insurance needs are exactly the same and no two Travel Insurance plans are the same. Our coverage plans include a wide selection of:

Basic Single Trip Coverage for single trips of up to 364 days

Basic Annual and Multi-Trip Coverage – in trip durations of 4 days up to 62 days per trip (4-8-16-32-35-60-62)

Extensions and Top-Ups to Multi-Trip Coverage provided by other coverage plans including personal Retirement Benefit or Credit Card Coverage

No Pre-Ex Coverage …. These are coverage plans that do not cover the cost of medical emergencies relating to any pre-existing medical conditions – Example: people with controlled lung conditions will sometimes go this direction because the No-Pre-Ex plan will cover any/all medical emergencies with the specific exception/exclusion of a lung related claim. The main benefit of the No-Pre-Ex plan is that it reduces the cost.

Reduced Stability Coverage …. These are coverage plans that allow clients to ‘buydown’ their stability to as little as seven (7) days prior to the departure date of a trip – Example: If you have had a change to your medication last Thursday relating to your pre-existing heart condition you can buy complete coverage for that heart condition and leave this Friday (eight (8) days after the change)

Accident Only Coverage …. An Accident Only plan does not cover medical emergencies relating to illness/sickness

11 Best Travel Insurance Companies in April 2024

Sean Cudahy

Many or all of the products featured here are from our partners who compensate us. This influences which products we write about and where and how the product appears on a page. However, this does not influence our evaluations. Our opinions are our own. Here is a list of our partners and here's how we make money .

If the past few years have shown us anything, it’s that travelers need to be prepared for the unexpected — from a pandemic to flight troubles to the crowded airport terminals so many of us have encountered.

Whether you’re looking for an international travel insurance plan, emergency medical care or a policy that includes extreme sports, these are the best travel insurance providers to get you covered.

How we found the best travel insurance

We looked at quotes from various companies for a 10-day trip to Mexico in September 2024. The traveler was a 55-year-old woman from Florida who spent $3,000 total on the trip, including airfare.

On average, the price of each company’s most basic coverage plan was $126.53. The costs displayed below do not include optional add-ons, such as Cancel For Any Reason coverage or pre-existing medical condition coverage.

Read our full analysis about the average cost of travel insurance so you can budget better for your next trip.

However, depending on the plan, you may be able to customize at an added cost.

As we continue to evaluate more travel insurance companies and receive fresh market data, this collection of best travel insurance companies is likely to change. See our full methodology for more details.

Many travel insurance plans contain exclusions for adventure sports activities. If you plan to ski, bungee jump, windsurf or parasail, this might be a plan to consider.

Note that the Standard plan ($72 for our sample trip), while the most affordable, provides less coverage than other plans. But it can be a good choice for travelers who are satisfied with trip cancellation and interruption coverage of $2,500 or less, do not need rental car damage protection, find the limits to be sufficient and do not need coverage for certain more adventurous activities.

What else makes World Nomads great:

Comprehensive international travel insurance plans.

However, travelers will want to be aware that IMG’s iTravelInsured Travel Lite is expensive. Coming in at $149.85, it’s the costliest plan on our list.

  • Only one plan includes Rental Car Damage coverage available as an add-on.

Tin Leg’s Basic plan came in at $134 for our sample trip, adding about $8 onto the average basic policy cost. Note that you’ll pay a lot more if you shop for the most comprehensive coverage, and there are eight plans to choose from for trips abroad.

The multitude of plans can help you find coverage that fits your needs, but with so many to choose from, deciding can be daunting.

The only real way to figure out your ideal plan is to compare them all, look at the plan details and decide which features and coverage suit you and your travel style best.

As you shop for travel insurance, you’ll find many of the same coverage categories across numerous plans.

Trip cancellation

This covers the prepaid costs you make for your trip in cases when you need to cancel for a covered reason. This coverage helps you recoup upfront costs paid for flights and nonrefundable hotel reservations.

Trip interruption

Trip interruption benefits generally involve disruptions after you depart. It helps reimburse costs incurred for flight delays, cancellations and plenty of other covered disruptions you might encounter during your travels.

This coverage can cover the costs for you to return home or reimburse unexpected expenses like an extra hotel stay, meals and ground transportation.

Trip delay coverage helps cover unexpected costs when your trip is delayed. This is another coverage that helps offset the costs of flight trouble or other travel disruptions.

Note that many policies have a total amount a traveler can claim, with caps on per diem benefits, too.

Cancel For Any Reason

Cancel For Any Reason coverage allows you to recoup some of the upfront costs you paid for a trip even if you’re canceling for a reason not otherwise covered by your standard travel insurance policy.

Typically, adding this protection to your plan costs extra.

Baggage delay

This coverage helps cover the costs of essential items you might need when your luggage is delayed. Think toiletries, clothing and other immediate items you might need if your luggage didn’t make it on your flight.

Many travel insurance plans with baggage delay protection will specify how long (six, 12, 24 hours, etc.) your luggage must be delayed before you can make a claim.

Lost baggage

Used for travelers whose luggage is lost or stolen, this helps recoup the lost value of the items in your bag.

You’ll want to make sure you closely follow the correct procedures for your plan. Many plans include a maximum total amount you can claim under this coverage and a per-item cap.

Travel medical insurance

This covers out-of-pocket medical costs when travelers run into an emergency.

Because many travelers’ health insurance plans don’t cover medical care overseas, travel medical insurance can help offset out-of-pocket health care costs.

In addition to emergency medical coverage, many plans have medical evacuation or repatriation coverage for costs incurred when you must be taken to a hospital or return to your home country because of a medical situation.

Most travel insurance plans cover many trip protections that can help you be prepared for unexpected travel disruptions and expenses.

These coverages are generally aimed at protecting the money you put into your trip, expenses you incur because of travel trouble and costs incurred if you have a medical emergency overseas.

On top of core coverages like trip cancellation and interruption and travel medical coverage, some plans offer add-on options like waivers for pre-existing conditions, rental car collision damage waivers or adventure sports riders. These usually cost extra or must be added within a specified timeframe.

Typical travel insurance policies offer coverage for many unforeseen events, but as you research to select a plan, consider your needs. Though every plan differs, there are some commonly excluded coverages.

For instance, you typically can’t get coverage for a named storm if you bought the coverage after the storm was named. In other words, if you have a trip to the Caribbean booked for Sept. 25 and on Sept. 20 a hurricane develops and is named, you generally won’t be able to buy a travel insurance plan Sept. 21 in hopes of getting your money back.

Many plans also don’t cover activities performed under the influence of drugs or alcohol or any extreme sports. If the latter applies to you, you might want to consider a plan with specific coverages for adventure-seekers.

For numerous plans, a few other situations don’t qualify as an acceptable reason to cancel and make a claim, such as fear of travel, medical tourism or pregnancies (unless you booked a trip and bought insurance before you became pregnant or there are complications with the pregnancy). This is where a Cancel For Any Reason add-on to your coverage can be helpful.

You can also run into trouble if you give up on a trip too soon: a minor (or even multihour) flight delay likely isn’t sufficient to cancel your entire trip and get reimbursed through your plan. Be sure to review what requirements your specific plan has when it comes to canceling a trip, claiming trip interruption, etc.

Travel insurance costs vary widely. The final price of your plan will fluctuate based on your age, length of trip and destination.

It will also depend on how much coverage you need, whether you add on specialized policies (like Cancel For Any Reason or pre-existing conditions coverage), whether you plan to participate in extreme sports and other factors.

In our examples above, for instance, the 35-year-old traveler taking a $2,000 trip to Italy would have spent an average $76 for a basic plan to get coverage for things like trip cancellation and interruption, baggage protection, etc. That’s a little less than 4% of the total trip cost — lower than average.

If there were multiple members in a traveling party or if they were going on, say, a rock-climbing or bungee-jumping excursion, the costs would go up.

On average, travel insurance comes to about 5% to 10% of the trip cost. However, considering many of the plans reimburse up to 100% of the trip cost (or more) for disruptions like trip cancellation or interruption, it can be a worthwhile expense if something goes wrong.

It depends. Consider the following factors that might affect your decision: You’re young and healthy, all your bookings are refundable or cancelable without a penalty, your flights are nonstop, you’re not checking bags and a credit card you carry offers some travel protections . In that case, travel insurance might not be necessary.

On the other hand, if you prepaid a large chunk of money for a nonrefundable African safari, you’re going on a Caribbean cruise in the middle of a hurricane season or you’re going somewhere where the cost of health care is high, it’s not a bad idea to buy a travel insurance plan. Here’s how to find the best travel insurance coverage for you.

If you’re thinking of booking a trip and not planning to buy travel insurance, you may want to consider at least booking refundable airfare and not prepaying for hotel, rental car and activity reservations. That way, if something goes wrong, you can cancel without losing any money.

Selecting the best travel insurance policy comes down to your needs, concerns, preferences and budget.

As you book, take a few minutes to consider what most concerns you. Is it getting stranded because of flight trouble? Having the ability to cancel for any reason you see fit without losing money? Getting sick or injured right before departure and needing to postpone the trip? Injuring yourself or falling ill while overseas?

Ultimately, you want a plan that protects you, your money and the large investment in your trip — but doesn’t cost too much, either.

Medical coverage. If your priority is having adequate medical coverage abroad, you might want to look for plans with high limits for medical emergencies and medical evacuation.

Complex travel itinerary. If your itinerary has lots of flight connections, prepaid hotels and deposits for activities you can’t get back, prioritizing a plan with the best coverage for trip cancellations or interruptions may land at the top of your list.

Travel uncertainty. If you’re on the fence about a trip and have nonrefundable reservations, you may want to select a plan with a Cancel For Any Reason coverage option, which can help you recoup about 50% to 75% of the costs. This helps provide peace of mind, placing the decision on whether to travel entirely in your hands.

Car rentals. If you’re renting a car, a collision damage waiver is often worth looking into.

The following destinations are the top insured destinations in 2024, according to Squaremouth (a NerdWallet partner).

Costa Rica.

Antarctica.

We used the following factors to choose insurance providers to highlight:

Breadth of coverage: We looked at how many plans each company offered plus the range of their standard plans.

Depth of coverage: We considered two data points to get a sense of how much each company pays out for common travel issues — the maximum caps for trip cancellation and trip interruption claims.

Cost: By looking at the costs for basic coverage across multiple companies, we determined an average cost for shoppers to benchmark plan prices against.

Customizability: While standard plans can cover a lot of ground, sometimes you need something a little more personal.

Customer satisfaction. Using data from Squaremouth when available, and Google Reviews as a backup, we can give kudos to companies with better track records from their clients.

No, it doesn’t necessarily get more expensive the longer you wait to purchase. However, as you put off buying insurance, you may lose access to potential plans and coverage options.

In general, buying travel insurance within a few days to two weeks of prepaying or making an initial deposit for your trip is your best bet. Assuming you’re not booking last-minute, this will provide you with access to the widest possible range of coverage options. It also helps prevent any medical conditions or storms that pop up between booking and buying a plan from ending up as excluded situations, which won’t be covered by your plan.

But, generally, many plans do allow you to buy coverage quite close to your departure date.

To get the most out of your travel insurance plan, buy it soon after making your initial prepayment or deposit to ensure you have access to the biggest menu of plans possible.

Select a plan that’s comprehensive enough to cover the travel scenarios you’re most concerned about or likely to encounter but not too expensive or laden with protections you’d never likely need.

Whatever your coverage, thoroughly review the plan so you understand what’s covered and what’s not, plus how to adhere to the plan’s rules for making a claim.

Travelers frequently use phrases like “trip insurance” and “travel insurance,” as well as “trip protection,” interchangeably, but they do mean different things, according to Stan Sandberg, founder of insurance comparison site TravelInsurance.com.

Trip insurance, or trip protection, generally refers to predeparture (or preevent) coverage if you need to cancel. You may see these plans sold by airlines, online travel agencies or even ticketed event sellers.

“You could refer to it as the portion that protects the investment in the trip,” Sandberg says.

A travel insurance plan typically includes that — plus more comprehensive benefits to protect you during your trip, from medical coverage to trip delay and lost baggage protections, and many more elements, depending on the plan.

Though travel insurance is typically not required for international trips, your personal circumstances will play a key role in whether it’s a good investment.

For instance, young, healthy travelers with few prepaid trip expenses embarking on a relatively risk-free trip may not see a need to buy a plan.

Older travelers with complicated itineraries who are visiting destinations where they could potentially fall ill or get injured — or who could encounter bad weather or some other disrupting factor along the way — may want to buy coverage.

Consider a few key questions:

How well would your health insurance plan cover you if you needed to visit a hospital overseas?

How much did you prepay for a hotel or rental car?

How much money would you be out if weather or some other flight issue derailed your itinerary?

Could you afford an unexpected night in a city where you have a connecting flight?

Do you already have a credit card that provides some travel protections?

Your answers to these questions can help you decide whether you need travel insurance for your international trip.

In general, buying travel insurance

within a few days to two weeks of prepaying or making an initial deposit

for your trip is your best bet. Assuming you’re not booking last-minute, this will provide you with access to the widest possible range of coverage options. It also helps prevent any medical conditions or storms that pop up between booking and buying a plan from ending up as excluded situations, which won’t be covered by your plan.
