Defense Travel System (DTS) Frequently Asked Questions

is travel order

SEPTEMBER 29, 2023 – Air Force Reserve Command continues preparations to fully implement Defense Travel System Oct. 1, 2023 and transition away from legacy programs for its travel management needs.

Once implemented, the initiative is intended to reduce delays in processing since members will no longer have to rely on financial management specialists who are hundreds of miles away to review and approve vouchers for payment.

The following questions and answers are intended to assist Citizen Airmen as the Air Force Reserve Command transitions to increased use of the Defense Travel System effective Oct. 1, 2023.

Q. What is DTS? A: The Defense Travel System (DTS) is a fully integrated, automated, end-to-end travel management system that enables DoD travelers to create authorizations (TDY travel orders), prepare reservations, receive approvals, generate travel vouchers, and receive a split reimbursement between their bank accounts and the Government Travel Charge Card (GTCC).

Q: Why are we moving to DTS when My Travel will be mandatory in 2 years? A: Officials at AFRC are taking steps now to address longstanding Program, Policy and Training issues associated with official travel that are hindering the readiness for Citizen Airmen. Recent guidance was released that we will not be moving to MyTravel. Moving to DTS falls in line with the CAFR’s strategic priorities of “Ready Now” and “Transforming for the Future.” We are seeking to alleviate stressors on our Airmen now, which impacts readiness and retention.

Q: How will this change affect Citizen Airmen? A: AFRC is consolidating to a single platform for most all travel needs. Currently, we use AROWS-R to generate an AF Form 938 which populates with travel information and is our travel document for TDYs Annual Tour, MPA/RPA, etc. Once the change is implemented, the command will shift over entirely to DTS. The AF Form 938 will still be populated to “call Reservists to Active Duty via AROWS-R. However, it will not be used as a travel order as it been previously. The travel order will now be produced on a DD Form 1610 (generated in DTS).

Q. Who can I contact for assistance or questions concerning DTS? A: Every unit has an appointed Lead Defense Travel Administrator (LDTA). They are responsible to assist you in setting up your DTS account and ensuring you are receiving the proper DTS training and support. An Organization Defense Travel Administrator (ODTA) can also assist you to prepare an authorization and voucher.

Q: When can I expect more guidance on the transition to DTS? A: Officials at Air Force Reserve Command are providing guidance to Financial Management sections at units now so they can serve as local subject matter experts. They will also begin training LDTAs and ODTAs on the new functions that will be performed in DTS as part of the transition.

Q: What steps should I be taking today to prepare for the transition? A: Begin using DTS now. Log into DTS now and establish your profile. [Wing FMs} Prepare internal deadlines to and initiate measures to guide Airmen who are accustomed to using RTS on the new process.

Q: How is the command planning on implementing the change to DTS for all travel requirements? A: The goal is to fully transition to DTS by 1 Oct 23 with minor exceptions (i,e. attendance at BMT and PCS travel). Traditional Reservists and IMAs on MPA orders will follow guidance implemented Oct 22. The AF Form 938 will still be generated in AROWS-R and required for activation regardless of funding source (RPA, MPA, etc) after the 1 Oct transition.

Q: How are DTS documents processed? A: Documents are submitted, processed, and approved at the organization responsible for funding the travel. Once approved by the organizational approving official, the payment is electronically sent to the Defense Finance and Accounting Service (DFAS) for payment via electronic funds transfer (EFT) to the traveler’s bank account.

Sustainability Sooner

Q: Will Air Reserve Technicians maintain dual profiles? A: Due to multiple business rule requirements, ARTs will maintain dual profiles.

Commander Support Staff

Q: What does the transition to DTS mean for employees in a unit’s CSS who typically generate orders? Will CSS representatives still produce orders or will the member be responsible for all aspects of the process? A: CSS/Orders writers will continue to generate orders in AROWS-R (AF Form 938) to bring members into a duty status. All travel will be accomplished in DTS (by the member).

Q: Is this statement still required on the AF Form 938? Alternate means such as Secure Video Teleconference (SVTC) or other web-based communications are not sufficient to accomplish travel objectives Development Team meetings of this size because the force development process requires significant, dedicated time for discussion and hands-on record reviews, and placement of students to correct courses. A: Yes

Q: Is UTAPS still required to forecast AT and IDTs or is UTAPS also sunsetting on 1 Oct 23? A: The transition to DTS will not effect UTAPS current requirements or processes.

DTS Use and Functions

Q: We have aircrew members who fly missions as a group. Does DTS allow personnel to submit a group authorization & voucher? A: Group authorization and group voucher training is available on the DTMO site.

Q: Does the AF Form 938 have to be processed and approved prior to initiating a travel authorization in DTS? A: Yes, the AF Form 938 needs to be attached to the DTS authorization for approval/authorization.

Q: DD Form 1610s have historically been created in AROWS-R. Will the DTS authorization replace the 1610 orders request? A: Yes. Members will be able to print their own DD Form 1610 after initiating their authorization in DTS. DD Form 1610s will be generated in DTS with the ability to print from the authorization.

Q: Travel is being turned of in AROWS-R soon. When members build their authorizations, will they have to select a budget label to coincide with their type of duty? A: Yes, the traveler or person creating the DTS authorization will select the Accounting/Budget label for accepted travel expenses.

Q: Will the new DTS transition allow for filing local vouchers within DTS? A: Yes, local vouchers will be filed in DTS.

Q: Will there be another step or review put in place on the authorizations to ensure the proper funding is being used depending on the status of the member as listed on the AF 938. A: Yes, Resource Advisors (RAs) can be added to the routing list if the unit chooses.

Q: Will Traditional Reservists (TRs) be responsible for building their own travel authorizations? A: Yes, end users will be responsible for building their own authorizations in DTS.

Military Discount

Q: Will DTS be updated to include “other mileage” rate? A: Officials at AFRC/FM are working through this process. Contact your local FM representative if you have questions on this issue.

Q: Can you please elaborate on why AROWS-R was not kept “as is” and adjustments made to simply route all applicable RTS orders to DTS? A: The move to take travel out of AROWS-R into DTS was a corporate decision. Separating the process of placing a member in military status (AF Form 938) and the travel process (DD Form 1610) better aligns the Reserve with Active Duty.

Q: Since we are not to use travel days for our AROWS-R requests, do units need to resubmit AROWS requests for FY24 that have already been submitted? For example, I have a member who signed up for school from 27 Nov 23 to 7 Dec 23 with a travel day at the beginning and end of the TDY. Do I need to cancel this order? A: Yes, all orders that were routed and approved without the manual workaround should be cancelled and resubmitted in AROWS-R using the new “Corporate City Limits” process.

Q: Is it possible to MOD those orders that were created previously and labeled as RTS? A: Orders currently routing to RTS should not be curtailed, MOD’d or cancelled. The change is for orders starting on or after 1 Oct 23 unless transitioned earlier.

Q: If an order that includes travel crosses over into FY24, should the unit cancel the order 30 Sep 23 and start a new one in its place? A: Any orders that started in AROWS-R for processing in RTS in FY23 and cross over into the new fiscal year should finish and be filed in RTS.

Budget and Lines of Accounting

Q: What DTS label will MPA mileage only orders use to tale the place of FC30 in PBAS? A: Use the same LOA as the other travel items on the authorization.

Q: Will DTS offer two Lines Of Accounting for centrally funded schools when members are authorized rental cars with a unit funded school LOA? A: Yes, DTS will accommodate multiple LOAs.

Q: If orders are mileage only then the LOA will not import into DTS. I have many active fund cites in AROWS. Will I have to build all those in DTS now? A: There will not be an import. Local vouchers will be processed for mileage only. We are working with the Budgets to see what level the LOAs need to be built at to allow the least amount of lines to be manually created.

Q: If non-corporate limits orders are cut as corporate (mileage only) will the travel obligate when the authorization is approved in DTS or when the DTS voucher is filed? I’m concerned with following the money on my SOF. A: Corporate Limits does not create any travel expense entitlement. This is the workaround to remove travel from AROWS-R without extensive programming. Additionally, for mileage only, the obligation will occur when the member submits a local voucher in DTS.

Q: Will Special Partial Payments be an option (to alleviate the member from having to file every 30 days)? A: Yes. DTS has an option in the authorization (for 46+ day orders) to schedule partial payments. As long as a voucher is not initiated, members can go into DTS and adjust their partial payments, as needed. Training available in Defense Travel System (DTS) Guide 2: Authorizations (pg. 80)

Q: From what we understand currently, any order that is under 45 days will not have the option in DTS to make partial payments. So, if a member is on a long tour order over 31 days but less than 45 and goes TDY multiple times while on that order, he/she will not be able to get paid for any of those trips until after the order is over and voucher submitted. A: If each TDY is a separate trip and return to PDS or Home Of Record between trips, the members should create a DTS authorization for the intent of the trave required – voucher will be created after trip competition.

Q: Officials at AFRC are going to turn travel off in AROWS-R effective 1 Oct 2023. When members build their authorizations, will they have to select a budget label to coincide with their type of duty? A: Yes, the traveler or person creating the DTS Authorization will select the Accounting/Budget Label for associated travel expenses

Q: Since mileage will not be paid through MILPAY anymore, will the mileage cost be obligated through DEAMS and if the member doesn’t want to complete a voucher for the mileage only will that cost show up on the UOO report? A: Mileage only will be a local voucher. Local vouchers will straight pay from the LOA in DEAMS, no UOO will be established. Additionally, Mileage Only is on the “Processes under Review” list – more to follow.

Q; If non-corporate limits orders are cut as corporate (mileage only) will the travel obligate when the authorization is approved in DTS or when the DTS voucher is filed? I’m concerned with following the money on my Status of Funds (SOF). A: Corporate Limits does not create any travel expense entitlement. This is the workaround to remove travel from AROWS-R without extensive programming. Additionally, for mileage only, the obligation will occur when the member submits a local voucher in DTS.

Q: If orders previously created are labeled as RTS during this transition, as you stated orders won’t stop, but is there a way to mod the original order to state DTS instead? A: Orders currently routing to RTS now should not be curtailed, mod’d, or cancelled. This change is for orders starting on or after 1 Oct 2023 unless transitioned earlier

Q: Are MOB/ACT orders going to be done the same way or will the FGC be loading the Auth in DTS since they do the 938? A: There will be no change to this process

Q: Regarding long tour orders: if duty crosses over into FY24, should the orders end in AROWS on 9/30 then pick it up in DTS starting 10/1? A: If a tour starts in AROWS you will continue the order in AROWS. (Note: Depending on the tour length, it may be deemed a Permanent Change of Station and PCS orders will not be processed in DTS).

Q: Who is copying/loading the budget in September/October? Are units responsible for this? A: Yes, units are responsible. FM shops are responsible for loading and maintaining budgets in DTS.

Authorizations

Q: How do I check the status of my authorization? A: Check document status by logging in to DTS. Go to “Official Travel” vouchers or authorization, and then look in the “Sort by Status” column. Or, go to the digital signature page within the document. If you can’t access to DTS, contact your Defense Travel Administrator (DTA) to check the status of your document. Find out from your supervisor who the DTA is for your organization.

Q: Why isn’t the Authorization built automatically in DTS like before (from AROWS-R)? A: AROWS-R will no longer “flow” into DTS and create an authorization. AROWS-R will be creating the “Call to Duty” AF938. This will be used to put a TR/IR in “active” status, and establish Military Pay. The AF938 will no longer serve as a travel authorization, so the “flow” to DTS will no longer exist. The 1610 (Travel Authorization document) will be generated in DTS when the authorization is built by the member (or the ODTA).

Q: What if: Member travels on a Sunday and performs Annual Tour Duty on Monday thru Thursday. On Friday, the member does an RMP and Saturday and Sunday are UTA days. The next Monday and Tuesday are back on Annual Tour. Wednesday is a AFTP day and member then departs the base on Wednesday and returns home. A: The orders specialist needs to zero out per diem and lodging for the days not on AT. The travel and “in-place” can be placed on one authorization. As with any authorization and voucher, be sure to add comments before signing so the reviewer and approver have an understanding of your specific situation. Lodging will not be included in the authorization since UTA lodging is a direct bill (Sunday night lodging can be manually adjusted if needed). The rest of the travel per diem can be established as usual. The zeroed out days will be achieved by selecting “Duty Days (no per diem). See link for quick instructional video

Q: What’s the process or workaround if we have members who don’t have CAC enabled computers at home? Several members don’t necessarily have the funds to purchase personal computers to ensure they can stay connected with the Reserve’s administrative processes. A: This will be a local decision for Wing CCs and likely to vary but can be completed by an NDEA. Defense Travel System regulations state NDEAs are authorized to input and digitally sign DTS vouchers for travelers who do not reasonably have access to computers.

Q: Who is considered FM for FM review where IDT travel reimbursement is concerned? Does this refer to those physically in the FM office or those who are FM coded? A: For the FM review, the person must actually be in the FM office.

Q: How will we track IDT trips in DTS per member to ensure they do not exceed 12? A: The process of tracking the number of IDT-Rs paid out to each member can be tracked by local policy/procedure.

Q: Will the LOA name for the IDT-R be up to the organization? If so, is it safe to assume the name could be different from other organizations? A: IDT-R Lines Of Accounting and routing lists will be established locally (not by AFRC).

Q: Is there a permission group that can be added to DTS for Read-Only visibility of unit members and where the vouchers are currently to verify if the vouchers moved as opposed to permission 5 that allows edits to the vouchers? A: No, Wing DTS Points Of Contact have access to reports to monitor document status. Members have the ability to view where their voucher is at any time. To do so, members simply need to open the voucher in DTS , click “View” on the applicable voucher and select “Sign and Submit” to get to the screen that shows the routing list and where the voucher is currently.

Q: Will there be another step or review put in place on the authorizations to ensure the proper funding is being utilized depending on the status the member is on as reflected on the AF Form 938 or ART/AGR status? A: Resource Advisors can be added to the routing list is the unit so chooses.

Inactive Duty Travel Reimbursement

Q: When it comes to meal expenses on IDT-R travel days, do we select the “Create Your Own Expense” line item or is there something more specific to this circumstance coming later? A: Until further notice, IDT-R meal expenses will be entered as a “Create Your Own Expense” line item.

Q: For IDTs, are members going to be charged CTO fees to book flights? The $500 usually doesn’t cover my providers flight and parking fee, so that would be an additional expense they would have to pay out of pocket.

Q: Reservists assigned to the Development & Training Flight are authorized IDT travel when attending UTAs prior to departing for Basic Military Training. Their Common Access Card will not allow them to access to complete required tasks. The ODTA could build their authorization but will not be able to sign the voucher. How will these individuals be able to finalize their vouchers to receive payments? A: IDT travel reimbursement for D&TF trainees will remain as it is currently which is within RTS.

Q: It appears IDT travel outside of normal commute will transition to DTS. Does this mean the Form 1164 is going away or will members still use it to request lodging reimbursement when not on the critical AFSC listing? A: Yes, the Form 1164 is going away. Additional guidance is provided in the updated IDT-R Guide (located on the AFRC/FM SharePoint site). Members will use a local voucher in DTS in lieu of a paper Form 1164. If a member is not on the approved IDT-R list, they will follow the normal process for securing lodging based on local policies/procedures. This process will not change.

Local Defense Travel Administrator/Organizational Defense Travel Administrator Functions Q: Every Air Force Reserve organization is authorized a position for a LDTA. Does that include tenant units (such as a unit that is being hosted by another AFRC unit)? A: As of 10 Aug 23, GSU/tenant locations who work under separate OBANs will be given the FDTA role to manage their funding in DTS.

Q: Tenants don’t have FDTAs – who will be responsible for loading the travel lines and funding? A: Wing LDTA/FMA offices will be loading LOAs and funding in DTS.

Q: Will AFRC FM train participation specialists on how to cut orders, FM Final Certifiers to review/approve orders, RPA and O&M Budget Analysts on when/how funds will be committed/obligated/move through the various accounting stages in DEAMS? A: AFRC FM will train the LDTAs on loading budgets in DTS. FM will be responsible for training their Wing establishing local policy and training their Wing on the process.

Q: Will the FMA side become FDTAs and have the responsibility of managing that function, or will we have the LDTA manage the LOA and budget label maintenance? A: It has been identified that the best practice is to have LDTAs/FMAs build LOAs in DTS and load funding for their Wing.

Orders/AF Form 938s Q: If orders previously created are labeled as RTS during this transition and will still be in effect, is there a way to MOD the initial order to route to DTS instead? A: Orders currently routing to RTS now should not be curtailed, modified or cancelled. This change is for orders starting on or after Oct. 1, 2023 unless transitioned earlier.

Q: Are MOB/ACT orders going to be generated the same way or will the Force Generation Center load the authorization in DTS since they produce the AF 938 for deployers? A: There will be no change to this process.

Q: If duty crosses over into FY24 on long tour orders, should the orders end in AROWS-R on Sept. 30, 2023 and then pick up in DTS on Oct. 1, 2023? A: If a tour starts in AROWS-R, it should be continued in AROWS-R (Depending on the tour length, it may be a PCS and PCS orders are not processed in DTS).

Q: What is the approximate amount of time it will take for a voucher to be paid after a member submits in DTS (Note: question is specifically asking the amount of time it will take from when the voucher is submitted by the member and not when it is AO approved until payment is received)? A: After a voucher is approved, members can expect payment within 3-5 business days. The amount of time it takes routing to Reviewer and Approver will vary by unit.

Special Circumstances (Deployments, Basic Military Training, etc.)

Q: What is the reason that deployment orders will not be moving to DTS? Is there an identified reason that is not allowing for it? AD creates the CED authorization directly in DTS; shouldn’t we as well? A: Deployments are on the “Processes under Review” list – more to come.

Q: When “review” for IDT reimbursement was mentioned, does that require utilization of the “process name” routing the way the Travel Agency book/submit steps are constructed or will units have to make an IDT routing list that includes FM review? A: AFRC/FM is still working through this process (suggesting the possibility of each unit creating IDT routing lists).

Q: For any member whose AFSC qualifies for the IDT reimbursement (up to $500) for residing outside the commuting distance for UTAs, will their reimbursement request be processed through the DTS “Local Voucher?” A: Yes, this will be processed in DTS. Officials from AFRC/FM are still working this issue.

Masked travelers head through the main terminal of Denver International Airport on Dec. 31. Starting Feb. 1, travelers will be required to wear face masks on nearly all forms of public transportation.

Starting early next week, travelers and commuters will be required to wear face masks on nearly all forms of public transportation as part of a sweeping new order from the Centers for Disease Control and Prevention aimed at slowing the spread of the coronavirus.

The order, issued late Friday, will require masks to be worn by "all passengers on public conveyances" traveling into or within the United States, including airplanes, ships, ferries, trains, subways, buses, taxis and ride-shares. Coverings will also be required at transportation hubs like airports, bus terminals, and train or subway stations. The new guidelines take effect at 11:59 p.m. ET on Feb. 1.

No Mask, No Fly: Biden Signs Order Requiring Face Coverings On Planes

No Mask, No Fly: Biden Signs Order Requiring Face Coverings On Planes

"Requiring masks on our transportation systems will protect Americans and provide confidence that we can once again travel safely even during this pandemic," said the 11-page order signed by Dr. Martin Cetron, director of the CDC's Division of Global Migration and Quarantine. "Therefore, requiring masks will help us control this pandemic and aid in reopening America's economy."

The new order arrives at a pivotal moment in the pandemic. One year to the day since the World Health Organization declared the coronavirus a global health emergency, the U.S. has seen nearly 26 million cases and more than 436,000 deaths. And while two vaccines have already begun rolling out, troubling new variants from South Africa and the United Kingdom are raising growing alarm about whether health officials can prevent the virus from spiraling even further out of control.

Friday's order helps underscore the importance the new administration is placing on masks as part of that effort. Under President Donald Trump, the CDC was blocked from requiring masks on public transportation, but on his first full day in office President Biden signed an executive order requiring passengers to wear face coverings during interstate travel.

"The experts say by wearing a mask from now until April, we'd save more than 50,000 lives going forward," Biden said.

The CDC order adds several layers of new detail on top of Biden's executive action, listing as one of its four main objectives "the preservation of human life."

The guidelines allow for a handful of exceptions. Children under the age of two won't be required to wear coverings, and neither will anyone with a disability who cannot safely wear a mask. Otherwise, the order says passengers and operators are required to wear their masks at all times except "for brief periods," such as to eat, drink or take medications.

The agency said that airlines and other operators must "at the earliest opportunity" remove any passenger who refuses to comply with the mask order. Anyone violating the order could face potential criminal penalties, but the CDC suggested that civil penalties would be more likely.

New York Approves Eviction Moratorium Until May

New York Approves Eviction Moratorium Until May

Separately on Friday, the CDC announced that it would formally extend a federal moratorium on evictions through March 31. The moratorium, which was designed to help residents who have been economically battered by the pandemic, had been scheduled to expire on Sunday, but was ordered to be renewed by Biden as one of his first acts in office.

"Despite extensive mitigation efforts, COVID-19 continues to spread in America at a concerning pace," said CDC Director Dr. Rochelle Walensky in a statement announcing the extension. "The pandemic has also exacerbated underlying issues of housing insecurity for many Americans. Keeping people in their homes and out of congregate settings — like shelters — is a key step in helping to stop the spread of COVID-19."

Fact Sheet: Biden Administration Releases Additional Detail for Implementing a Safer, More Stringent International Air Travel   System

As we continue to work to protect people from COVID-19, today, the Biden Administration is releasing additional detail around implementation of the new international air travel policy requiring foreign national travelers to the United States to be fully vaccinated. This updated policy puts in place an international travel system that is stringent, consistent across the globe, and guided by public health. Starting on November 8, non-citizen, non-immigrant air travelers to the United States will be required to be fully vaccinated and to provide proof of COVID-19 vaccination status prior to boarding an airplane to fly to the U.S., with only limited exceptions. The updated travel guidelines also include new protocols around testing. To further strengthen protections, unvaccinated travelers – whether U.S. Citizens, lawful permanent residents (LPRs), or the small number of excepted unvaccinated foreign nationals – will now need to test within one day of departure. Today, the Administration is releasing the following documents to implement these requirements: 1) a Presidential Proclamation to Advance the Safe Resumption of Global Travel During the COVID-19 Pandemic; 2) three Centers for Disease Control and  Prevention (CDC) Orders on vaccination, testing, and contact tracing; and 3) technical instructions to provide implementation details to the airlines and their passengers.  With science and public health as our guide, the United States has developed a new international air travel system that both enhances the safety of Americans here at home and enhances the safety of international air travel. The additional detail released today provides airlines and international air travelers with time to prepare for this new policy ahead of the November 8 implementation date. As previously announced, fully vaccinated foreign nationals will also be able to travel across the Northern and Southwest land borders for non-essential reasons, such as tourism, starting on November 8. Additional detail on amendments to restrictions with respect to land borders will be available in the coming days. Travelers can find full details about today’s air travel announcement on the CDC and Department of State websites.  A summary is below: Fully Vaccinated Status:

  • Starting on November 8, non-citizen, non-immigrant air travelers to the United States will be required to be fully vaccinated and to provide proof of vaccination status prior to boarding an airplane to fly to the U.S.

Proof of Vaccination:

  • For foreign nationals, proof of vaccination will be required – with very limited exceptions – to board the plane.
  • Match the name and date of birth to confirm the passenger is the same person reflected on the proof of vaccination;
  • Determine that the record was issued by an official source (e.g., public health agency, government agency) in the country where the vaccine was given;
  • Review the essential information for determining if the passenger meets CDC’s definition for fully vaccinated such as vaccine product, number of vaccine doses received, date(s) of administration, site (e.g., vaccination clinic, health care facility) of vaccination.
  • The Biden Administration will work closely with the airlines to ensure that these new requirements are implemented successfully.

Accepted Vaccines:

  • CDC has determined that for purposes of travel to the United States, vaccines accepted will include FDA approved or authorized and World Health Organization (WHO) emergency use listed (EUL) vaccines.
  • Individuals can be considered fully vaccinated ≥2 weeks after receipt of the last dose if they have received any single dose of an FDA approved/authorized or WHO EUL approved single-dose series (i.e., Janssen), or any combination of two doses of an FDA approved/authorized or WHO emergency use listed COVID-19 two-dose series (i.e. mixing and matching).
  • More details are available in the CDC Annex here .

Enhanced Testing:

  • Previously, all travelers were required to produce a negative viral test result within three days of travel to the United States.
  • Both nucleic acid amplification tests (NAATs), such as a PCR test, and antigen tests qualify.
  • As announced in September, the new system tightens those requirements, so that unvaccinated U.S. Citizens and LPRs will need to provide a negative test taken within one day of traveling.
  • That means that all fully vaccinated U.S. Citizens and LPRs traveling to the United States should be prepared to present documentation of their vaccination status alongside their negative test result.
  • For those Americans who can show they are fully vaccinated, the same requirement currently in place will apply – they have to produce a negative test result within three days of travel.
  • For anyone traveling to the United States who cannot demonstrate proof of full vaccination, they will have to produce documentation of a negative test within one day of departure.

Requirements for Children:

  • Children under 18 are excepted from the vaccination requirement for foreign national travelers, given both the ineligibility of some younger children for vaccination, as well as the global variability in access to vaccination for older children who are eligible to be vaccinated.
  • Children between the ages of 2 and 17 are required to take a pre-departure test.
  • If traveling with a fully vaccinated adult, an unvaccinated child can test three days prior to departure (consistent with the timeline for fully vaccinated adults). If an unvaccinated child is traveling alone or with unvaccinated adults, they will have to test within one day of departure.

Limited Exceptions from the Vaccination Requirement:

  • There are a very limited set of exceptions from the vaccination requirement for foreign nationals. These include exceptions for children under 18, certain COVID-19 vaccine clinical trial participants, those with medical contraindications to the vaccines, those who need to travel for emergency or humanitarian reasons (with a US government-issued letter affirming the urgent need to travel), those who are traveling on non-tourist visas from countries with low-vaccine availability (as determined by the CDC), and other very narrow categories.
  • Those who receive an exception will generally be required to attest they will comply with applicable public health requirements, including, with very limited exceptions, a requirement that they be vaccinated in the U.S. if they intend to stay here for more than 60 days.

Contact Tracing:

  • The CDC is also issuing a Contact Tracing Order that requires all airlines flying into the United States to keep on hand – and promptly turn over to the CDC, when needed – contact information that will allow public health officials to follow up with inbound air travelers who are potentially infected or have been exposed to someone who is infected.
  • This is a critical public health measure both to prevent the introduction, transmission, and spread of new variants of COVID-19 as well as to add a critical prevention tool to address other public health threats.

How to get a Travel Order – Form, Letter Philippines

How to get and request Travel Order in the Philippines? All government officials and employees are strictly required to have a Travel Order to authorize them to travel abroad no matter what the purpose or how long the duration of their travel will be. In this post, I’m sharing a travel order letter sample and the procedures and requirements in getting the form. I got the approved travel order in two weeks.

According to the Section 1 of Executive Order No. 459 (by ex-President Gloria Macapagal Arroyo), “the following officials shall seek approval from the Office of the President to travel abroad.”

Members of the Cabinet and officials of equivalent rank; Heads of GOCCs (Government-Owned and Controlled Corporations), GFIs (Government Financing Institutions) under or attached to the Office of the President; and Heads of agencies under or attached to the Office of the President”

Provincial governors and mayors however shall seek approval from the Secretary of the DILG.

Heads of State Colleges and Universities shall get Travel Order approval from the Chairman of CHED while other officials and employees of these state colleges and universities will get their approval from their respective heads.

The same with TESDA heads, they must seek approval from the Chairman of TESDA.

All officials and employees of government agencies must get approval from the head of their agencies.

In this post I’m sharing how I got a Travel Order for my mom who is a teacher. Since public school teachers are under the Department of Education, I got the approval from the Director of DepEd Region. Take note that every district has a liaison officer who will usually do the paper work with this matter. But because we were in a rush, I decided to be the one who would process all stuff.

January 11, 2019

Department of Education Region IX, Division of Santiago District of San Jose St. Peter Elementary School

To: Kellan M. Watts Ed. D. District Supervisor

I am requesting your honorable office for a Travel Order to authorize me to travel in Singapore on February 14 to February 17, 2019. My son has been promoted to an executive position and he will be officially introduced on February 15 on their company’s big celebration. As proud parents, we were invited to witness the special event. I will be forever grateful of your kind authorization with this matter. Thank you very much, Sir.

Very respectfully yours,

Anastasia D. Smith

Procedures in getting a Travel Order for Teachers

The process involves 3 endorsement – first from the district office, second from the division and third (last) from the region office.

1st Endorsement – have your papers signed by the District Supervisor

Submit the letter addressed to the District Supervisor together with your latest payslip and Clearance. The liaison officer then will issue you 1st Endorsement Letter and Clearance after all documents has been signed by the Supervisor. You need to bring these forms at the Division Office for all the authorized heads to sign.

2nd Endorsement – you will need to go to the Human Resource Office (H.R.O.) for your 2nd Endorsement. Have all your papers signed and noted by the department heads. Some of the department heads you will need approval from are:

  • Accounting (Provident Loan)
  • Admin. Officer
  • Supply Officer
  • Schools Division Superintendent

Then you need to go to the Personnel Section for your Form 6 to get verified and signed.

Proceed to the Admin. Officer for your other papers to get signed. Let the Superintendent also sign them.

Go back to the Records Section and submit your Clearance and a copy of signed endorsements.

3rd Endorsement – go to the Deped Region office to have the final approval of your Travel Order. All papers are stamped and singed there so it’s good to have photocopies or self-copies of them as proof or reference.

Wait for your Travel Order to be released.

The original docs will be left in your hand. You’ll need them to show at the immigration officer at the airport upon your flight abroad. Bon Voyage!

Important Notes:

This process was based from my experience getting a Travel Order for my mom who is an Elementary teacher. Some steps and procedure may differ slightly if the applicant has another job or position or is in another department. The Liaison officer in your agency knows the procedure in case you want assistance. Good day!

Hi, you need to change and update the date of your travel to avoid problem sa immigration.

The date of my applied travel order is from june 3 to 10 which is sunday to sunday do i have to strictly follow that date in booking my plane ticket or i can adjust my plane booking to june 2 to 9 anyways the change of date does not affect my applied leave of absence which is june 4 to 8

Maraming Salamat Po!

Hi. Good day, I am teacher of Alternative Learning System – Deped.

For the reference of others, if private teacher po no need na ng travel order. Based on my own experience. Di nga rin po ko nag apply ng leave. XD I traveled last February 2019. First time 🙂

Hello po! I just wanna ask if ever a private school teacher wants to travel abroad during semestral break, is there a need for him/her to ask for a leave permit or an authority to travel letter? first time po kasi magtravel. Thanks in advance.

Hi ask ko lang po what can be done para makaalis for abroad , if yung full name sa passport is my maiden name then ung travel order issued sa akin is my married name? Thank you po?

How about po sa mga job orders/contractual with no leave credits? Di po kasi kami bibigyan ng travel authority. Btw, I work at a local government hosp.

My travel request was disapproved because the reason is not valid according to our SDS. I was so honest in my letter that my daughter is getting married come summer so we need to have a family vacation before her wedding. Sadly, my request was disapproved. We already have our visa and plane tickets pa naman. What will I do.

When do you plan to travel ma’am?

Miss Fehl, thank you so much for the info . So much helpful. .

The effectivity of my resignation is june 5, 2017….my travel is on june7,2017 will i still secure travel clearance from the department? Got clearance from my division, deped ncr and ombudsman. Many thanks and more power

Just declare you resigned. I think your clearance will do

Sino po ba mag sign nang authority to travel form ko?Public teacher po ako.kakapasa lang sa region yung papers for leave of absence without pay .Saan ba ako hihingi ng TO? dapat ba talaga ipakita ko sa immigration yung TO AT leave form ko?

PLS HELP ME?

HI! I am a public school teacher. and I’m going to spend my Christmas vacation in Singapore and Malaysia. Dec 22-26 sa Singapore kami and 26-28 sa Malaysia. Hindi po ako nagfile ng travel order. Dapat po ba hindi ko na lang ideclare na public school teacher ako? Ano po kaya dapat kong gawin? Salamat!

Getting a travel order will take a month to be processed (based on my own experience). Since it’s late for you to file, you can risk not to declare that you’re not a teacher in public school just present other IDs pero if ever magtanong about your employment dapat meron po kayong back up plan for that.

I got the approved travel order for my mom in two weeks. We were in a rush so I did all the process and application personally going to each office

Naka travel po ba kayo without travel order? Ano ginawa nyo po?

Good Afternoon ! I am a public school teacher ( national ). I was invited by my brother to spend the christmas vacation with them in malaysia. This will be on Dec. 16-28 of this year. May I ask if i still need to ask permission / leave of absence from my principal or can i address my letter directly to our division supervisor ( Pasig ). Its my first time to go out of the country.

Hi, you need to follow the steps above and the documents above. Yes, you need to file leave. See the process above to learn more

Hi po my daughter apply for leave last october pa until now wala pa pong reply please help us what to do,sa monday na po flight nya papunta dito sa hongkong to visit me sana

Ask ko lng po,ano pa kya ang pwedeng ipakita sa immigration officer kng wlang permit to travel dhl bwl po magbgay ng permit to travel kpg my pasok po..public teacher po kc ako, balak ko po kcng magtour for 3days lng, thanks po

You need to file a leave. Please read the article above, it has been discussed

It is possible po ba that the Division office /Principal’s Office will not issue a travel permit/order if Im going to travel abroad during school days? Thanks

Good day po. I’m a public school teacher po. Mag ttravel po ako sa HK this June 2016. Since wala pa akong passport at kukuha palang, hahanapan po ba ako ng travel order pag kukuha ng passport? Saan po kayang government agency ako hahanapan ng travel order? Pwede bang malakad ng 1 week ang TO from 1st to 3rd endorsements? So ako po pala ang magdadala ng papers sa Regional Office? At ilang days po kaya ang releasing ng Travel Authority. Thanks po.

Hi po! I will be travelling to Japan this Sunday and I am a public school teacher also. Hindi po kayo hahanapan ng TO pag kukuha pa lang kayo ng passport. Sa immigration na raw sa airport when you travel ipapakita ang TO. Sa amin sa Cebu, kailangan iprocess ang TO one month before your travel date. Kung gusto ninyong mapadali ang proseso, personal ninyong lalakarin yong papers. For my case, ang liaison officer lang yong ng process kasi I had seminars. Mga 3 weeks po lahat ang processing kung hindi nyo personal na lalakarin. hope this helps! 🙂

Hi po Ma’am, I just want to ask about the process in getting TO dito sa Cebu. Public school teacher din po ako at naguguluhan kung ano ang una Kong gagawin. Salamat po

hello po, you mentioned na public school teacher mama nyo. How did she got employment certificate and ITR. Just asking since needed yun for applying for tourist visa. Thanks!

ITR and employment certificate were given by her own school, sa Principal’s office po sya kumuha

Hello po! Newly appointed teacher lang po ako, magsstart po ako this June, gusto ko magtravel sa HK this May, do I still need travel order? diba po sa immigration pinapakita ang travel order? Nagresign na ako sa work ko and wla akong mapapakitang documents stating na employed ako, just my PRC ID. Hope you can accomodate my question. Thanks

If you are not yet a public school teacher in service, then don’t declare you’re a teacher. Di ka nila hahanapan ng TO

Hi maam gudevening i will be out of the country for vacation in singapore this march 26-31 only How many days is the process of travel permit? Thanks in advance.

Please read the article above. I mentioned the time frame there. Thank you.

hi. my mom got her request denied from regional office. she is also a teacher and leaving in 2 weeks for a 40-day vacation in europe. do you know how to get an appeal? thank you. im desperate.

rrgards. frans

Hello francis, same situation with my mom who is also a public school teacher.. The travel order was not signed by their regional office and we dont know what else can we do.. If you have any action or idea you have done.. We would appreciate it so much you share it with us.. Can you send me a private mail?

Bkit po ung permit to travel q principal nlng pumirma kht wla n dw sa district supervisor or sa division?

Hi, if they said so, maybe they allow that now. That’s great news 🙂

Hi Mam, I’m a public teacher. I’m going to travel this April and it’s vacation. Do I still need to show a leave form or not? since it’s vacation.. thanks

You need a travel order if you have declared you’re a public school teacher

Makikita ba nila na public teacher tayo? Or pag nag declare lang na public teacher?

Anything you declare must be true. It’s like under oath. You don’t want to risk having bigger problem in the future or risk your reputation 🙂

Hello. I am an American going through the fiance’ visa process (we’re down to the CFO seminar, the last thing, we thought). My fiance’ is a school teacher in a public school. She is, essnetially, immigrating here to marry and stay permanently. We are having a debate as to whether she should acquire a “Leave of Absence’ (which, I argue, really isn’t the case as she has no intention of returning to teach), OR, whether she should just resign (which, again, I argue that with a resignation I do not see why ANY ‘travel order’ is required). Please help!! I went ahead and booked the flight for 3 weeks from now, and we don’t need anymore surprises or delays. In short, what is the suggested…and required…procedure for my teacher fiance’ to leave her position, which we need to do NOW, roughly a month before the school year officially ends. Many, many thanks.

I think the best option for now since you have minimal time is to to let her file a leave and have a TO. Follow the steps above in getting a travel order. It is much faster to let herself process the papers than letting a liaison officer from her school do it because she will be directly face to face with the authorized signatories, thus much faster to get signatures. Resigning takes a lot of process and papers, I think she might need more than 3 weeks for that

To help you get approved, choose the days na walang occasion or seminar para payagan ka

Pwede po bang mag tour outside the country sa October, semestral break? I want to experience Autumn. I’m a public elementary teacher. Do I neen T.O.? Will it be approved? Please respond. 🙂

I suggest you start it now to avoid delay because schools and division office are very busy during March

Kamusta po mam? Kamusta po ang naging processing niyo po at sa vacation niyo po? Planning dn po aq nxt summer. Hingi po sana aq ng tips. Thanks n Godbls.

Good day po ma’am. Newly hired po aq, plan to visit my sister this summer for 15 days. Pede n po kayang magfile ng leave of absence and travel order ngayong december kahit sa april p yung trip? Thanks po Godbless.

Hello po, ask ko lng po if may idea kayo kung ang Deped mag aaprove ng 30days vacation , summer naman po (april 1-31).going to london sana. Thank u po.

Tp says u need clearance for 30 dsys leave? Is that mean for a week holiday in Singapore hindi na need ng clearance ? Paki clarify po

Hi, can you show to us the exact/final copy of the travel order issued by DEPED? The one that will be presented to the immigration. Another po is, kelangan pa po ba mag-attach ng invitation letter coming from the person who invites you or ok na yung letter of intent? thank you..hope you’ll reply please.. God bless

Hi, unfortunately can’t find a copy anymore. Invitation letter is not required by Deped however it may be required by the Immigration when you leave the country so you better prepare an original copy

Need ko pa po ba ng clearance? Kare rsign ko lng as government employee and ma iimigrate ako abroad

Did they not give you a clearance when you resign?

I am a teacher as well however not under DepEd but im under the Local Government of Makati Should the President of school be the approving body or should the College Dean’s approval is enough? another question Im leaving Dec 29 to Jan 1 do I still have to ask permission ?

Hi, I don’t know about your situation maybe it’s better to ask your Dean first to know. Thank you.

Hi, ask ko Lang po kung mapuputol ba ang sahod namin the moment na mag file kami ng form 6 for a 5 days vacation leave?

Do i need to issue a form 6 in case of leaving on weekend? Thank you

Is travel clearance different from travel order? My fiance is a resigned teacher, does she need a travel clearance?

They both indicate that an individual is allowed to travel. If he’s officially resigned, then he won’t need a travel order anymore

pano po pag taga DOH po, working as IT. ano mga isesecure?

My friend was a retired public school high school teacher, do he still need to secure a travel clearance though he had already secured clearance from DepEd and from Ombudsman?

Salamat po,

He won’t need that anymore since he’s not a government employee anymore

I am a public school teacher. Do I need to request for travel order if I go to Thailand this summer vacation for 5 days only? or the travel order is for those teachers who leave during school days?

Travel Order is for all government employees who travel abroad. Since you are under Deped, you need it even if you travel on weekends or summer vacation coz during those days, you are still in service and getting paid right? Unless of course you have resigned

hello, ask ko lang ilang araw po baggo makuha ang mga papers pag dinala na sa region?

Hi. After 3 days but you can also request earlier than than if you urgently need it. DepEd people are very kind 🙂

Is it necessary for a private school teacher to comply with this requirement?

Travel Order is required for government employees like public school teachers. In your case, you don’t need it

Hi ilang araw mo na process ang travel order?

It took about 4 days coz the officers who needed to sign the papers were not always in the District Office so I had to return another day for the signatures. If all signatories are there, it would only take a day or 2 🙂

Ilalakad ko din po yung travel order ng mother ko na elementary school teacher din. Ung mga resquirements posted above un lang po talaga yung need kong dalhin? Thank you.

Hello po. Ilang photocopies po ng leave form ang needed if 30 days ang planned vacation? thank you po/

We only used 3 copies. I think that’s enough

do i need to acquire travel clearance? i am a resigned government nurse.

If you’re no longer a government employee, you don’t need one anymore

Gud eve, wanna ask bout travel order. Ilang days po ang process? From d district? To d division and regional..??? Hoping for ur response. Thanks

I wish you can help me. I am applying for work in Canada. I am a teacher here for 6 years now. Do you have an idea of what travel documents do I need to present upon exit in the Phils. Thank you so much for your time. God bless.

Clearance is supposedly required only when the leave is more than 30 days.

Need assistant mam.I’m 43 years of age willing and in need a job.I’m singlemom, need your help assistance.+639266093930

Per diem is an allowance for lodging, meals, and incidental expenses. The U.S. General Services Administration (GSA) establishes the per diem reimbursement rates that federal agencies use to reimburse their employees for subsistence expenses incurred while on official travel within the continental U.S. (CONUS), which includes the 48 contiguous states and the District of Columbia. The U.S. Department of Defense (DOD) establishes rates for travel in non-foreign areas outside of CONUS, which includes Alaska, Hawaii, and U.S. territories and possessions. The U.S. Department of State establishes rates for travel in foreign areas. For more information on rates established by DOD and the State Department visit travel.dod.mil and aoprals.state.gov .

Please visit www.gsa.gov/perdiem  to find the rates. Click on a state on the map to view that state's rates or enter the location in the search box. Even though some cities are listed for your lookup convenience, not all cities can or will be listed. To look up the county a destination is located in, visit the Census Geocoder . If neither the city nor county you are looking for is listed on the GSA per diem rate page, then the standard CONUS rate applies.

Non-standard areas (NSAs) are frequently traveled by the federal community and are reviewed on an annual basis. Standard CONUS locations are less frequently traveled by the federal community and are not specifically listed on our website.

Per diem rates are set based upon contractor-provided average daily rate (ADR) data of local lodging properties. The properties must be fire-safe and have a FEMA ID number. The ADR is a travel industry metric that divides room sales rental revenue by the number of rooms sold. All rates are evaluated to ensure that they are fair and equitable in the GSA and Office of Management and Budget approval process. For more detailed information, visit the Factors Influencing Lodging Rates page.

5 U.S.C § 5702 gives the Administrator of the U.S. General Services Administration (GSA) the authority to establish the system of reimbursing Federal employees for the subsistence expenses (lodging, meals, and incidentals) of official travel. The law governs how GSA sets rates today, and allows the GSA Administrator to establish locality-based allowances for these expenses with a reporting requirement back to Congress. The law was established to protect Federal employees by fairly reimbursing them for travel expenses. In addition, if a Federal employee cannot find a room within the established per diem rates, the travel policy allows the agency to reimburse the actual hotel charges up to 300 percent of the established per diem rates.

The per diem program has several standards that it follows in its systematic structured per diem methodology. The first level is having a "standard rate" that applies to approximately 85 percent of counties in the continental United States.

It is GSA's policy that, if and when a Federal agency, on behalf of its employees, requests that the standard rate is not adequate in a specific area to cover costs of travel as intended by the law, GSA will study the locality to determine whether the locality under study should become a "non-standard area." If the study recommends a change, a change will be implemented as deemed appropriate. GSA has implemented a process to review and update both the standard and non-standard areas annually.

The standard "boundary line" for where non-standard areas apply is generally one county. This is the case for approximately 85 percent of the non-standard rates that GSA sets. However, in some cases, agencies have requested that the rate apply to an area larger than one county, such as a metropolitan area. In a very small number of cases, an agency can and has requested that a rate apply to just a city and not the entire county. In some rural areas, a rate sometimes applies to more than one county due to lack of an adequate data sample to set a rate otherwise.

GSA uses the Federal Information Processing Series (FIPS) code standard for its apply areas. While GSA often uses ZIP codes to select hotel data samples, the apply area is coded by a FIPS code, unless a Federal agency only wants the rate to apply to certain ZIP codes. These codes are managed by the American National Standards Institute (ANSI) to ensure uniform identification of geographic entities through all federal government agencies.

In order for GSA to conduct a "special" review of a non-standard area (NSA) during the current fiscal year, a Federal Agency Travel Manager or an equivalent individual in grade or title must submit a signed letter on agency letterhead or stationery stating that the present per diem rate is inadequate. The request should contain the following information:

  • The geographical areas you want us to study, especially ZIP codes.
  • The property names (including addresses, ZIP codes, and rates) where your federal travelers stay while on temporary duty travel and those properties (including addresses, ZIP codes, and rates) that will not honor the federal lodging per diem rate.
  • The number of times actual expenses were used and/or federal travelers had to use another lodging facility to stay within the maximum allowable lodging per diem rate, which resulted in additional transportation expenses (rental car, taxi) being incurred.

All valid requests postmarked no later than 12/31 will be eligible for this review. All valid requests received after 12/31, but before 4/1 will be evaluated during the following fiscal year's annual review cycle. After all the requirements are submitted, GSA will obtain updated data from our contractor to determine whether a per diem rate should be increased, decreased or remain unchanged. We will conduct no more than one "special" review for a particular NSA annually.

Letters should be sent to: General Services Administration, Office of Government-wide Policy, 1800 F St. NW., Washington, DC 20405. For more direct service, please also scan and email your request (a signed letter on agency letterhead must be attached) to [email protected] .

The procedure and the request deadline are the same as FAQ #6. However, requests received after 3/31 will not be included in the following fiscal year's annual review cycle because the annual review will have already begun.

If a city is not listed, check to ensure that the county within which it is located is also not listed. Visit the Census Geocoder to determine the county a destination is located in. If the city is not listed, but the county is, then the per diem rate is the rate for that entire county. If the city and the county are not listed, then that area receives the standard CONUS location rate.

Hotels are not required to honor the federal per diem rates. It is each property’s business decision whether or not to offer the rate. Hotels also may or may not choose to extend the rate to other individuals, such as government contractors.

Hotels sometimes offer a "GOV" rate, which might be different than the federal per diem rate. If it is higher, you need to receive approval for actual expense prior to travel in order to receive full reimbursement. It is the traveler’s responsibility to know the federal per diem reimbursement rates, and should not assume a GOV rate is the same as the federal per diem rate. See the FTR Chapter 301, Subpart D-Actual Expense and follow your agency's guidelines.

Lodging taxes are not included in the CONUS per diem rate. The Federal Travel Regulation 301-11.27 states that in CONUS, lodging taxes paid by the federal traveler are reimbursable as a miscellaneous travel expense limited to the taxes on reimbursable lodging costs. For foreign areas, lodging taxes have not been removed from the foreign per diem rates established by the Department of State. Separate claims for lodging taxes incurred in foreign areas not allowed. Some states and local governments may exempt federal travelers from the payment of taxes. For more information regarding tax exempt status, travelers should visit the State Tax Forms page.

Yes, the meals and incidental expense (M&IE) rate does include taxes and tips in the rate, so travelers will not be reimbursed separately for those items.

The Federal Travel Regulation Chapter 300, Part 300-3 , under Per Diem Allowance, describes incidental expenses as: Fees and tips given to porters, baggage carriers, hotel staff, and staff on ships.

An M&IE study has traditionally been conducted every three to five years. Based upon the recommendations of the Governmentwide Travel Advisory Committee, GSA began reviewing rates every three years starting with rates for FY 2016.

On the first and last travel day, Federal employees are only eligible for 75 percent of the total M&IE rate for their temporary duty travel location (not the official duty station location). For your convenience, the M&IE breakdown page has a table showing the calculated amount for the "First and Last Day of Travel."

For federal employees, the Federal Travel Regulation (FTR) does not make a provision for "mixing and matching" reimbursement rates. The lodging per diem rates are a maximum amount; the traveler only receives actual lodging costs up to that maximum rate. Therefore, there is no "extra" lodging per diem to add to the M&IE rate. Likewise, the M&IE per diem cannot be given up or transferred to lodging costs. See FTR 301-11.100 and 301-11.101 for more information.

For any official temporary travel destination, you must provide a receipt to substantiate your claimed travel expenses for lodging and receipts for any authorized expenses incurred costing over $75, or a reason acceptable to your agency explaining why you are unable to provide the necessary receipt (see Federal Travel Regulation 301-11.25 ).

You may ask your agency to authorize the actual expense allowance provision. The Federal Travel Regulation (FTR) 301-11.300 through 306 notes that if lodging is not available at your temporary duty location, your agency may authorize or approve the maximum per diem rate of up to 300% of per diem for the location where lodging is obtained. You should also ensure you have checked www.fedrooms.com to confirm there are no rooms available at per diem in the area where you need to travel.

According to the Federal Travel Regulation (FTR), travelers are entitled to 75% of the prescribed meals and incidental expenses for one day travel away from your official station if it is longer than 12 hours. Please see FTR 301-11.101 .

GSA establishes per diem rates and related policies for federal travelers on official travel only, and cannot address specific inquiries concerning the payment of contractors. If the contractor is on a federal contract, check with the contracting officer to see what is stated in their contract. Contractors should also check the travel regulations of their company.

GSA establishes per diem rates, along with its policies for federal employees on official travel only. Truck-related questions should be addressed either to the Department of Transportation ( www.dot.gov ) or the Internal Revenue Service ( www.irs.gov ).

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.

REAL ID requirements are coming next year—here's what U.S. fliers need to know

thumbnail

Domestic fliers have one year left to get REAL ID-compliant documentation before the Department of Homeland Security's new policies go into effect.

Beginning on May 7, 2025, travelers won't be able to board a domestic flight, access certain federal facilities or enter a nuclear power plant unless their driver's license or ID has REAL ID's telltale star marking in the top righthand corner.

The REAL ID Act was introduced in 2005 in an effort to tighten the nation's air travel security in the wake of the September 11 attacks.

The deadline for REAL ID compliance has been repeatedly delayed since its original 2008 deadline. It was most recently pushed back at the end of 2022, with the DHS citing "the lingering effects of the Covid-19 pandemic" as part of the reason for the change.

Once the REAL ID requirement goes into effect, travelers will no longer be able to board domestic flights with an ordinary license.

Travelers who go to the airport after May 7, 2025 without a REAL ID-compliant license will not be able to get past security, the DHS website says. They will, however, be able to board commercial aircraft by showing a valid passport.

Here's what you need to know to be prepared for the switch in 2025.

When do I need my REAL ID?

The DHS deadline is May 7, 2025.

What happens if I don't get REAL ID in time?

Failure to produce a REAL ID-compliant identification at airport security will result in you not being let through to your gate.

If you don't have REAL ID by May 7, 2025 you can still show your U.S. passport or an Enhanced Driver's License issued by Washington, Michigan, Minnesota, New York or Vermont.

For a full list of alternative ID accepted by TSA, visit this link .

How do I sign up for REAL ID?

You can sign up for REAL ID at your local DMV. The DHS includes a helpful map on its website with links to the DMV for every U.S. state and territory where you can set up an appointment.

Each state's driver's licensing agency lists the documentation you will need to bring in order to get a REAL ID. The DHS website states that applicants must bring documentation showing the following:

  • Full legal name
  • Date of birth
  • Two documents bearing your address
  • Lawful status

Do I already have REAL ID? How do I know?

To see if your current ID is REAL ID-compliant, check the top right corner. Depending on which state issues your ID, the REAL ID marking will show up in the form of a yellow or black star in the top right corner on the front of your ID.

You can see example photos on the DHS website.

Can I still drive without a REAL ID?

Yes. The REAL ID requirements will only impact air travel.

Could Trump Go to Prison? If He Does, the Secret Service Goes, Too

Officials have had preliminary discussions about how to protect the former president in the unlikely event that he is jailed for contempt during the trial.

The U.S. Secret Service is in the business of protecting the president, whether he’s inside the Oval Office or visiting a foreign war zone.

But protecting a former president in prison? The prospect is unprecedented. That would be the challenge if Donald J. Trump — whom the agency is required by law to protect around the clock — is convicted at his criminal trial in Manhattan and sentenced to serve time.

Even before the trial’s opening statements, the Secret Service was in some measure planning for the extraordinary possibility of a former president behind bars. Prosecutors had asked the judge in the case to remind Mr. Trump that attacks on witnesses and jurors could land him in jail even before a verdict is rendered.

(The judge, who held a hearing Tuesday morning to determine whether Mr. Trump should be held in contempt for violating a gag order, is far more likely to issue a warning or impose a fine before taking the extreme step of jailing the 77-year-old former president. It was not immediately clear when he would issue his ruling.)

Last week, as a result of the prosecution’s request, officials with federal, state and city agencies had an impromptu meeting about how to handle the situation, according to two people with knowledge of the matter.

That behind-the-scenes conversation — involving officials from the Secret Service and other relevant law enforcement agencies — focused only on how to move and protect Mr. Trump if the judge were to order him briefly jailed for contempt in a courthouse holding cell, the people said.

The far more substantial challenge — how to safely incarcerate a former president if the jury convicts him and the judge sentences him to prison rather than home confinement or probation — has yet to be addressed directly, according to some of a dozen current and former city, state and federal officials interviewed for this article.

That’s at least in part because if Mr. Trump is ultimately convicted, a drawn-out and hard-fought series of appeals, possibly all the way up to the U.S. Supreme Court, is almost a certainty. That would most likely delay any sentence for months if not longer, said several of the people, who noted that a prison sentence was unlikely.

But the daunting challenge remains. And not just for Secret Service and prison officials, who would face the logistical nightmare of safely incarcerating Mr. Trump, who is also the presumptive Republican nominee for President.

“Obviously, it’s uncharted territory,” said Martin F. Horn, who has worked at the highest levels of New York’s and Pennsylvania’s state prison agencies and served as commissioner of New York City’s correction and probation departments. “Certainly no state prison system has had to deal with this before, and no federal prison has had to either.”

Steven Cheung, the communications director for Mr. Trump’s campaign, said the case against the former president was “so spurious and so weak” that other prosecutors had refused to bring it, and called it “an unprecedented partisan witch hunt.”

“That the Democrat fever dream of incarcerating the nominee of the Republican Party has reached this level exposes their Stalinist roots and displays their utter contempt for American democracy,” he said.

Protecting Mr. Trump in a prison environment would involve keeping him separate from other inmates, as well as screening his food and other personal items, officials said. If he were to be imprisoned, a detail of agents would work 24 hours a day, seven days a week, rotating in and out of the facility, several officials said. While firearms are obviously strictly prohibited in prisons, the agents would nonetheless be armed.

Former corrections officials said there were several New York state prisons and city jails that have been closed or partly closed, leaving wings or large sections of their facilities empty and available. One of those buildings could serve to incarcerate the former president and accommodate his Secret Service protective detail

Anthony Guglielmi, the spokesman for the Secret Service in Washington, declined in a statement to discuss specific “protective operations.” But he said that federal law requires Secret Service agents to protect former presidents, adding that they use state-of-the-art technology, intelligence and tactics to do so.

Thomas J. Mailey, a spokesman for New York State’s prison agency, said his department couldn’t speculate about how it would treat someone who has not yet been sentenced, but that it has a system “to assess and provide for individuals’ medical, mental health and security needs.” Frank Dwyer, a spokesman for the New York City jails agency, said only that “the department would find appropriate housing” for the former president.

The trial in Manhattan, one of four criminal cases pending against Mr. Trump and possibly the only one that will go to a jury before the election, centers on accusations he falsified records to cover up a sex scandal involving a porn star. The former president is charged with 34 counts of felony falsifying business records. If convicted, the judge in the case, Juan M. Merchan, could sentence him to punishments ranging from probation to four years in state prison, though for a first-time offender of Mr. Trump’s age, such a term would be extreme.

If Mr. Trump is convicted, but elected president again, he could not pardon himself because the prosecution was brought by New York State.

Under normal circumstances, any sentence of one year or less, colloquially known as “city time,” would generally be served on New York City’s notorious Rikers Island, home to the Department of Correction’s seven jails. (That’s where Mr. Trump’s former chief financial officer, Allen H. Weisselberg, 76, is currently serving his second five-month sentence for crimes related to his work for his former boss.)

Any sentence of more than a year, known as state time, would generally be served in one of the 44 prisons run by New York State’s Department of Corrections and Community Supervision.

The former president could also be sentenced to a term of probation, raising the bizarre possibility of the former commander in chief reporting regularly to a civil servant at the city’s Probation Department.

He would have to follow the probation officer’s instructions and answer questions about his work and personal life until the term of probation ended. He would also be barred from associating with disreputable people, and if he committed any additional crimes, he could be jailed immediately.

Maggie Haberman contributed reporting.

News and Analysis

Donald Trump’s criminal trial in Manhattan is off to an ominous start for the former president, and it might not get any easier  in the days ahead. Here’s why.

The National Enquirer was more than a friendly media outlet  for Trump’s presidential campaign in 2016. It was a powerful, national political weapon that was thrust into the service of a single candidate , in violation of campaign finance law.

As prosecutors argued that Trump had repeatedly broken a gag order , they called one episode “very troubling”  — his sharing of a commentator’s quote disparaging prospective jurors as clandestine operators for the left.

House Responds to Israeli-Iranian Missile Exchange by Taking Rights Away from Americans

A measure passed by the House seeks to block Americans from traveling to Iran on U.S. passports.

Civil liberties groups are raising alarms about a bill making its way through Congress that applies pressure for a ban on travel to Iran for Americans using U.S. passports. The rights groups see the bill as part of a growing attempt to control the travel of American citizens and bar Iranian Americans in particular from maintaining connections with friends and loved ones inside Iran.

“If you’re an American citizen, the government should not be controlling where you can travel.”

“This bill is very concerning because it’s the beginning of a process of criminalizing something that is very normal for many people, which is traveling to Iran,” said Ryan Costello, policy director at the National Iranian American Council. “If you’re an American citizen, the government should not be controlling where you can travel.”

Along with a flurry of other sanctions bills targeting Iran, the bill calling for the travel restrictions passed the U.S. House last week. The bill is now slated to come before the Senate Foreign Relations Committee.

is travel order

Introduced last fall, the No Paydays for Hostage-Takers Act languished until tensions between Iran and Israel escalated into a series of reciprocal attacks earlier this month.

Among other provisions, the bill seeks to bar U.S. passport holders from traveling to Iran by rendering their passports invalid for such travel. Though the prohibition would need to be enacted by the State Department, the legislative proposal effectively encourages the move and, as with other sanctions against Iran, waiving the authority to enact the ban could incur political costs.

If Donald Trump wins a second White House term, a distinct possibility according to polls, the invocation of the travel ban would be likely. In his first term, Trump imposed the so-called Muslim ban on travel to the U.S. for Iranians, among other nationalities, and has promised to reimpose it if elected again .

The idea of banning travel to Iran on American passports was raised last September by former Trump State Department official Elliott Abrams, a right-wing hawk with a controversial history that includes covering up a Central American massacre and involvement in the Iran–Contra scandal.

Trump Revives “Muslim Ban” While GOP Courts Muslim Voters for 2024

In practice, many Iranian Americans tend to travel to Iran on Iranian passports, but Americans of Iranian extraction who do not hold Islamic Republic travel documents would be unable to travel there under the ban. The measure is viewed as a potential signal of deeper isolation for the Iranian people and severing of people-to-people ties between Iran and the U.S.

Iran and North Korea?

The bill, originally proposed last October by Reps. Joe Wilson, R-S.C., and Jared Moskowitz, D-Fla., was promoted as a measure to restrict the Iranian government’s ability to take U.S. citizens hostage as bargaining chips for bilateral negotiations. Some dual-nationals have been arrested in Iran in the past amid tensions between the two countries.

Yet hundreds of thousands of dual-nationals are believed to travel regularly to Iran from across the West. Measures barring their ability to do so would represent an unprecedented step, making it difficult or impossible for people with ties in both countries to visit family or maintain personal and professional connections.

Invalidating U.S. passports for travel to Iran would put it on par with North Korea, which had a similar ban put in place in 2017 — during Trump’s first term — when an American citizen died after 17 months of detention there.

Despite being heavily sanctioned over foreign policy and human rights issues, Iran still has relations with much of the international community and large number of Iranians live throughout the United States, Canada, Europe, and the Middle East.

“North Korea and Iran are very different countries.”

“North Korea is really the model for this policy, as it is the only country where there is such a strict prohibition for travel on the books,” said Costello. “But North Korea and Iran are very different countries. The level of isolation of North Korea is far greater, and it doesn’t have the same diaspora that Iran does.”

This week, a delegation from North Korea traveled to Iran, with reported hopes of breaking North Korea’s total diplomatic isolation as conflicts in the Middle East and Ukraine forge new geopolitics.

Costello said that NIAC is still hoping that the Senate will not approve the bill when it comes to its consideration. Still, the implications of it coming under consideration, alongside Trump’s promises to revive his “Muslim ban” policy, bode poorly for the future of U.S.–Iran relations.

“You are talking,” he said, “about a policy that could affect hundreds of thousands of people.”
