Tourism Assurance Plan

The Tourism Assurance Plan (TAP) was first implemented in 2015 as a voluntary program to elevate the quality of tourism services and attractions in the province. Partners have been working with operators to promote the program and to provide assistance in meeting the program’s five minimum standards. Operators that choose to participate in the program will be eligible for participation in provincial marketing and promotions and/or for membership/partnership opportunities with Hospitality Newfoundland and Labrador (HNL) and/or the provincial Destination Management Organizations (DMOs).

Operators may update their Tourism Operator Profile at anytime by  contacting the Department of Tourism, Culture, Arts and Recreation: Tel: (709) 729-5599;

Backgrounder

The Tourism Assurance Plan (TAP) will ensure that Newfoundland and Labrador’s tourism industry is able to remain competitive with other national and international destinations. TAP involves five common minimum standards that are aimed at promoting tourism organizations that provide quality travel experiences and assist tourism services and attractions improve the way they operate.

  • The ability to communicate and receive messages from customers by telephone, email and an online presence; and at a minimum, accept credit and/or debit card payment and respond to inquiries on a daily basis.
  • Possess and maintain valid licenses, permits and all other regulatory requirements to operate.
  • Maintain current and sufficient levels of liability insurance. Proof of insurance to be provided upon request.
  • Must deliver actual experiences or services being promoted and/or offered to the consumer.
  • Must be in good standing with Tourism Assurance Plan’s complaints procedure.

The Tourism Assurance Plan is a significant step forward for the tourism industry in Newfoundland and Labrador. It will increase consumer/traveller confidence in the services and attractions we offer and contribute to the overall sustainability of our industry. All partners of the NL Tourism Board have endorsed this plan and will collaborate, in the future, to enhance quality assurance standards of the industry.

Tourism, Culture, Arts and Recreation

The Department of Tourism, Culture, Arts and Recreation is the lead for tourism, arts and culture, sport and recreation and Provincial parks. The Department is responsible for supporting economic growth and employment in the tourism industry, cultivating contemporary arts, preserving the Province’s cultural heritage, oversight of Provincial Parks, and for promoting and supporting physical activity for individuals, groups, and communities, by the development of policy and programs in support of provincial recreation and sport. The Department also establishes and operates provincial historic sites, visitor information centres, arts and culture centres, Provincial pools, and Provincial parks. Additionally, the Department provides regulatory protection of archaeological sites, artifacts and historic documents; supports the arts and heritage sectors, and recreation and sport, through programs and services; supports strategic product development in the tourism industry and marketing Newfoundland and Labrador as a destination to visitor markets; and, supports the tourism industry through research, opportunity identification and strategy development.

Provincial and Federal Governments Receive Approval on National War Memorial Centennial Project Including Repatriation of an Unknown First World War Soldier from Northern France

The Government of Newfoundland and Labrador and the Government of Canada have received approval from the Commonwealth War Graves Commission in London on the National War Memorial Centennial Project.

The Government of Newfoundland and Labrador and the Government of Canada have received approval from the Commonwealth War Graves Commission in London on the National War Memorial Centennial Project. A special component of this project is the repatriation of an Unknown First World War Solider from Northern France. This soldier will be re-interred in a specifically designed tomb at the National War Memorial in St. John’s to represent Newfoundlanders and Labradorians who served in all branches of the military.

Annual Inspections

Licensed accommodations are required to be inspected on an annual basis. To book your annual inspection contact Quality Tourism Services (QTS), the non-profit organization contracted by Tourism PEI, to complete the inspection component of licensing. QTS staff also administer the Canada Select ratings program.

The new Operator Self-Serve portal provides small business and tourism operators with information and online services related to licensing and marketing.

Once an account is created, you may apply for and/or renew your short-term rental licence, file occupancy reports, manage listings, order services and pay invoices to Tourism PEI.

The Current Trends, Key Issues Facing Tour Operators

The  United States Tour Operators Association  (USTOA) released the findings of its annual survey focusing on current trends, key issues and factors impacting the tour operator industry.

According to the study released during the  2022 USTOA Annual Conference and Marketplace  in San Diego, 93 percent of respondents anticipate growth in sales in 2022, while another 65 percent are forecasting average growth of between 7-10 percent.

The survey also found that 53 percent of tour operators believe the travel industry will see a full recovery of business by the end of 2023, while 20 percent believe the recovery will come by 2022. Only seven percent of respondents reported recovery by 2025 or beyond.

USTOA members reported that 59 percent of existing bookings for 2022 are new and 41 percent are rebooked passengers from canceled trips in 2020/2021. In addition, 75 percent of existing bookings are to international destinations, while 25 percent are to North American destinations.

“As far as booking patterns go, it's really been all over the place for a lot of the tour operators based upon what's happening,” Scott Wiseman of ALG Vacations told TravelPulse. “What's encouraging is that we're seeing more of new bookings versus the rebooking.”

Most tour operator members (91 percent) report being confident that guest bookings will increase in 2022, while 36 percent reported consumers are booking within four to six months of departure.

“While this year’s survey reveals more confidence moving into 2022, our members are not blind to the challenges that lay ahead on the road to recovery,” USTOA President Terry Dale said. “We asked members to name the biggest challenge or obstacle to operating in 2022 and border closing confusion across countries/states topped the list, followed by customer confidence to travel.”

The study also reinforced the significant contribution travel advisors make to the tour operator industry, with 89 percent of members planning to utilize agents to generate sales as they continue to resume business in 2022.

Italy topped the list of top international destinations travelers are booking for 2022, with France and Greece tied for second and Ireland ranked third. As for domestic destinations, National Parks topped the list, while Alaska followed in second and Hawaii finished third.

USTOA members  chose small group tours as the most popular travel product for 2022. FIT ranked second, followed by private groups, classic group tours (25 passengers or more), river cruising and small ship cruising. Ocean cruising (medium-to-large ship) rounded out the list.

Sustainable or responsible travel topped the list of trends that will have the most impact on the industry over the next ten years, with 56 percent already having formal policies, procedures and metrics to measure social and environmental implications of services.

New Accommodation License Application

Initial accommodation license application, register your tourism establishment business.

  • All business, regardless of structure, must be registered with the Province of Prince Edward Island Business/Corporate Registry.
  • To register your business with the Province, or look up a registered business, go to PEI Business / Corporate Registry.

Municipal Approval

  • If your property is located within a municipality; you must obtain written municipal approval from your municipal office prior to applying for a Tourism Establishment License.
  • If you are unsure if your property is located within a municipality, check the Municipal Boundaries Map | Government of Prince Edward Island Municipal Boundaries Map.
  • Quality Tourism Services will inspect your property prior to being issued a license from the Province.
  • Annual Inspections are required to maintain your license.
  • Once you complete your application, Quality Tourism Services will be in contact to schedule an inspection.
  • If your property is on a private well, your water is required to be tested prior to inspection and every three months afterward.
  • Have your water test results ready to present to the inspector.
  • If you are on municipal water, water testing is not required.

Owner (Operator)

  • Owner (Operator) of the tourism establishment must be the person who applies for a license.
  • If the property owner is an incorporated entity; the application for the tourism establishment license must be made a person who has the legal authority to sign on the entity’s behalf.
  • Please see the Tourism Industry Act and tourism Industry Regulations to fully understand your rights and responsibilities as a tourism establishment operator.
  • Tourism Industry Act Regulations | Government of Prince Edward Island Tourism Industry Act Regulations.

Important Definitions for Operators to Know!

You are applying to become a tourism operator "Tourism Operator ” means the registered owner of a tourism establishment. "Tourism Standards Officer ” means a tourism standards officer appointed under subsection 1.4. This refers to our Quality Tourism Services Inspectors. "Tourism Compliance Officer ” means a tourism compliance officer appointed under subsection 1.5. This is in refers to our Provincial Compliance Officers. "Tourism establishment ” means an establishment that provides temporary accommodation for a guest for a continuous period of less than one month, and includes a building, structure or place in which accommodation or lodging, with or without food, is furnished for a price to travellers, such as a cabin, cottage, housekeeping unit, hotel, lodge, motel, inn, hostel, bed and breakfast establishment, resort, travel trailer, travel trailer park, recreational vehicle park, houseboat, camping cabin and campground.

  • Payable only for initial applications at the time of application submission
  • Initial Application Fee is non-refundable

License Fees

  • Payable upon successful completion of initial property inspection, and annually by March 31st upon license renewal
  • 1 to 4 Units - $155
  • 5 Units and Over  $250 + $6.50 per Unit
  • 1 to 100 Sites -  $210
  • 101 to 250 Sites - $300
  • 251 to 500 Sites - $325
  • 501 Sites and Over - $415
  • Camping cabins pay base campground fee only; cabins counted as additional sites.
