Tourism and non-government expeditions

All Antarctic activities must be carefully planned, well-resourced and self-sufficient. Visitors to Antarctica must also be prepared and aware of potential dangers.

Australia supports safe and environmentally responsible Antarctic tourism, with a commitment to ensuring environmental protection and stewardship in tourism operations.

Antarctic tourism is subject to the Antarctic Treaty and the Protocol on Environmental Protection to the Antarctic Treaty.

4-Step Environmental Approval Process

Tourism and non-government expeditions to the Antarctic Treaty Area (south of 60ºS) by Australian citizens or organisations must be granted environmental authorisation before intended departure and must comply with the Antarctic Treaty (Environment Protection) Act 1980 .

Antarctic nations are responsible for authorising activities by their own citizens, organisations and tourism operators. For non-Australian activities, please contact the relevant National Competent Authority .

Australian tourism operators and non-government organisations must follow the following four steps, as part of their environmental approval process.

1. Advance Notice

Due: 1 September (every year of intended expeditions)

An advance notification must be submitted to the AAD before any intended travel to the Antarctic Treaty Area (guidance available in key documents and forms ).

2. Environmental Impact Assessment

Due: At least 3 months before intended departure for Antarctica

Only one EIA application required from each operator per season, unless significant differences between activities each year. EIA must be submitted to the AAD (application form available in key documents and forms ).

The EIA must include comprehensive details about all voyages, locations and proposed activities, which will form the basis of the environmental authorisation (more information available in EIA application form).

The complexity of each environmental assessment and approval process will depend on the potential environmental impacts of proposed activities.

Any proposed Remotely Piloted Aircraft (RPA) activities by crew or passengers must be detailed in EIA application and must comply with:

  • AAD environmental policies
  • Civil Aviation Safety Authority (CASA) requirements
  • International Association of Antarctica Tour Operators (IAATO) requirements

For non-government activities, the EIA application form includes a section about safety and contingency planning, which is non-mandatory but considered best practice, in accordance with Resolution 4 (2004). The AAD published Guidelines for Safety and Contingency Planning to assist Non-Government Operators (available in key documents and forms ).

Note: EIA applications may be submitted at the same time as advance notification.

3. Post Visit Report

Due: After completion of activities (no later than 30 days after expiry date of authorisation)

Post visit report must be submitted to the AAD and IAATO as soon as possible after the visit occurs (template available from ATS website ).

4. Report of Activities

Due: After completion of activities (every Antarctic season)

The Report of Activities must be submitted to the AAD, as required in authorisation conditions (template available in key documents and forms ).

Failure to submit report by the due date will be considered non-compliance and may impact future applications and authorisation conditions.

  • This list is not intended to account for non-specific geographic areas where Zodiac cruising may occur or where other activities such as helicopter flights and ice walks occur. Indicating bodies of water (e.g., Antarctic Sound, Admiralty Sound) does not help to identify frequency of visitation to sites and you should not add them to this list. Please continue to indicate these activities, however, on the Post-Visit report.

Judge skewers Trump defense's 'credibility' in gag order hearing ahead of 'catch and kill' testimony

Prosecutors in Donald Trump's hush money trial asserted Tuesday that the former president has been violating a gag order barring him from attacking witnesses on social media in an attempt to get locked up for political purposes.

Debate over the order, which took place in a hearing before the jury returned to the courtroom, included the judge telling a defense lawyer that he was "losing all credibility" with his argument that Trump was being "very careful to comply" with the gag order. Lawyers with the Manhattan District Attorney's Office argued that Trump should be held in criminal contempt over a series of posts on Truth Social that they say violated Judge Juan Merchan’s gag order .

“The purpose of this hearing is to find out whether the defendant Mr. Trump should be held in contempt for one or all of these violations,” Judge Juan Merchan said as the hearing began.

Prosecutor Chris Conroy said the DA's office was not yet seeking to have Trump jailed over the gag order, while adding that he "seems to be angling for that."

The judge's order prohibits Trump from publicly attacking witnesses and jurors, something prosecutors say he’s done at least 10 times since the order went into effect.

The DA’s office is seeking the maximum $1,000 fine for each of the 10 posts it says violated the order, along with an order that Trump remove the posts from his social media platform. It also wants Merchan to warn Trump any future violations risk not just additional fines but also as long as 30 days in jail.

“His disobedience of the order is willful, it’s intentional,” Conroy said. “He knows what he’s not allowed to do and he does it anyway.”

Trump attorney Todd Blanche argued “there was absolutely no willful violation” of the April 1 order and said his client was merely responding to a “barrage of political attacks.”

When Merchan pressed Blanche on what specific attacks Trump was responding to when he made the posts, the attorney struggled to answer.

“I keep asking you over and over to give me an example and I’m not getting an answer,” the judge said, appearing frustrated.

Merchan reserved a decision on the issue until a later time, but he made clear that he was not impressed by the arguments from Trump's legal team. Prosecutors, he said, had presented him with relevant case law. "You have presented nothing," the judge told Blanche.

Trump did not seem concerned during Blanche’s exchange with the judge — he sat with his eyes closed for a portion of it. He took to Truth Social immediately after the hearing to vent about the judge and Mark Pomerantz, a former prosecutor in the DA’s office. (The judge is not covered by the order.) The post questioned whether Pomerantz will be “prosecuted.”

The heated back and forth came before the jury was brought into the room to hear testimony from a key witness in case, former National Enquirer publisher David Pecker, who outlined the “catch and kill” scheme between himself, Trump and Michael Cohen that prosecutors say ultimately led Trump to break the law by falsifying business records. Trump has pleaded not guilty.

A 'mutually beneficial' agreement

During his opening statement Monday, prosecutor Matthew Colangelo said Pecker conspired with his longtime friend Trump and Cohen , who was then Trump's lawyer, in an effort to suppress scandalous stories about Trump during the 2016 presidential campaign.

"They agreed that Pecker would help the defendant's campaign by acting as eyes and ears for the campaign," Colangelo said.

It was Pecker who alerted Cohen to the news that adult film star Stormy Daniels was about to come forward with a claim that she had had a sexual encounter with Trump in 2006, when he was married, Colangelo said. Trump has denied her claim.

Cohen ultimately paid Daniels $130,000 to get her to sign a nondisclosure agreement. Prosecutors allege that Trump falsely claimed his reimbursement to Cohen as legal payments. He’s charged with 34 counts of falsifying business records, a low-level felony, and faces up to four years in prison if he’s convicted. He has pleaded not guilty.

Pecker testified Tuesday that he'd known Trump since the late 1980s and had "a great relationship with Mr. Trump over the years." He said that when he purchased the Enquirer in 1999, Trump told him: “Congratulations! You have purchased a great magazine.”

Pecker said Trump later became a source for news on his hit show "The Apprentice." He said they generally spoke every few months, but their contacts became more frequent after Trump declared he was running for president in 2015. Pecker also said he attended Trump's campaign announcement at Trump Tower after Cohen told him he should be there.

"No one deserves to be there more than you," Cohen told him in an email that was shown to the jury.

He then recounted a meeting he had at Trump Tower with Cohen and Trump in August 2015, which is when prosecutors said the election scheme was hatched. Pecker said the pair asked him what he could do to help the campaign.

"I said what I would do is I would run, or publish, positive stories about Mr. Trump, and I would publish negative stories about his opponents," Pecker recounted, adding he also told them he'd be their "eyes and ears" on stories that could be damaging.

He said he "thought that a lot of women would come out to try to sell their stories because Mr. Trump was well known as the most eligible bachelor and dated the most beautiful women. And it was clear that based on my past experience, that when someone was running for public office like this, it is very common for these women to call up magazines like the National Enquirer to try to sell their stories.”

They agreed if that happened, Pecker would notify Cohen, and "he would be able to kill" the stories, Pecker said. He called the agreement "mutually beneficial" because he thought the positive Trump stories — and negative stories about his opponents — would help the paper's newsstand sales.

He said Cohen would call and say "we would like you to run an article" on a specific target, and the Enquirer would "embellish it from there." Asked who the "we" was that Cohen referred to, Pecker said he understood it to mean Cohen and Trump. He said he would send Cohen copies of the stories before they published, and would sometimes make additions requested by Cohen.

The articles included stories about then-Trump rivals — and now allies — Sen. Ted Cruz, R-Texas, Sen. Marco Rubio, R-Fla., and Ben Carson. The headlines included “Boozin Ted Cruz Fixin To Lose” and “Bungling Surgeon Ben Carson Left Sponge in Patient’s Brain!"

Prosecutor Joshua Steinglass also asked Pecker about a notorious headline linking Cruz's father to the John F. Kennedy assassination. Pecker said the story was "created" by mashing together pictures of Cruz's father and Lee Harvey Oswald.

Cruz accused Trump of being behind the Enquirer stories at time, something Trump denied in a March 2016 statement , saying, "I have nothing to do with the National Enquirer and unlike Lyin’ Ted Cruz I do not surround myself with political hacks and henchmen and then pretend total innocence."

Catch and kill

Pecker then described the first of three stories prosecutors said he helped to kill in order to aid Trump. He said that in October of 2015, Enquirer editor Dylan Howard reached out to him — as he'd been instructed to do — with a salacious Trump story. A doorman at one of Trump's New York buildings, Dino Sajudin , was "selling a story that Donald Trump fathered an illegitimate girl with a maid in — at — at Trump Tower, and may have worked in his — in Mr. Trump’s penthouse.”

He said he "immediately" called Cohen, who didn't think the allegation was true but said he would check it out. In the meantime, Howard negotiated to buy the rights to Sajudin's story for $30,000. Pecker said he told Cohen, “I’ll pay for it. This’ll be a very big story. I believe it’s important he should be removed from the market, so we’ll acquire the story.”

The deal included a $1 million penalty if the doorman spoke about it to anyone else.

Cohen told him "the boss" was "very pleased," Pecker said, adding that he didn't discuss the plan directly with Trump — only with Cohen.

"Prior to this arrangement to purchase this story from Dino, had you ever paid a source to kill a story about Donald Trump?” Steinglass asked.

“No,” Pecker answered. He added that it was much more than the tabloid would typically pay for a story — especially since Howard hired investigators who determined the doorman's story was "absolutely 1,000% untrue."

Pecker said he eventually wanted to release the doorman from agreement because he was "difficult," but that Cohen asked him not do so until "after the election." Pecker said he agreed.

The Playboy model

Pecker recounted another tip Howard got in June of 2016 involving Karen McDougal , "a Playboy model who is trying to sell the story about a relationship that she had with Donald Trump for a year.”

Pecker said he again alerted Cohen, who told him he didn't think the claim was true. He told Cohen he'd keep him "apprised" of any developments. He said he then got a call from Trump, who said Cohen "told me about Karen." He said Trump asked him, "What do you think?" Pecker said he suggested to Trump that he buy the story, but Trump demurred and said, “I don't buy any stories." "Anytime you do anything like this, it always gets out,” he quoted Trump as saying.

Pecker said Howard arranged an interview with McDougal, and Cohen called several times while it was happening. "He kept on calling, and each time he called he seemed more anxious," Pecker said, adding that he believed but did not know that Cohen was being pressed for details by Trump.

Trump has denied McDougal's claim of an affair.

Trump's social media posts

The contempt hearing on Tuesday morning focused on prosecutors' allegation in two court filings that Trump "willfully violated" the gag order with repeated posts on Truth Social. The cited posts include one that referred to Cohen and Daniels as "sleaze bags" and others that linked to a New York Post story calling Cohen a "serial perjurer."

The partial gag order Merchan slapped on Trump this month bars him from making “public statements about known or reasonably foreseeable witnesses concerning their potential participation in the investigation or in this criminal proceeding.”

Trump's attorneys have argued that the posts didn't violate the order because he was largely sharing posts from other people and news outlets, and the posts are political speech. Asked by the judge what case law he had to support that position, Blanche said he didn't have any, but "it's just common sense."

Blanche defended one of the posts about Daniels, saying it concerned her credibility, not her anticipated testimony.

“Her credibility doesn’t matter a whole lot if she doesn’t take the stand in this trial,” Merchan said.

Conroy told the judge that Trump's use of his acronym for his campaign slogan "Make America Great Again" in some of the posts doesn't change the nature of their message.

“Throwing a ‘MAGA’ into a post doesn’t make it political. It may make it more ominous,” he said.

Trump's lawyers have also contended that the order allows Trump to defend himself from attacks, so he was within his rights to speak out because Cohen and Daniels have criticized him publicly. Merchan said last week that he doesn't believe his order makes such an exception.

Manhattan District Attorney Alvin Bragg’s office also cited comments Trump made to reporters Monday, when he repeatedly called Cohen a liar. Conroy said he’d be filing another motion on those comments later Tuesday.

Court proceedings for the day ended earlier than normal because of the Passover holiday.

As previously stated by the judge, the court will not be in session on Wednesday. The trial will resume Thursday with further testimony from Pecker.

Report on IAATO Operator Use of Antarctic Peninsula Landing Sites and ATCM Visitor Site Guidelines, 2018-2019 Season

Introduction IAATO remains committed to reporting to the CEP and ATCM information on IAATO Operator Landing Site and ATCM Visitor Site Guidelines use. This information paper presents data collected by IAATO from IAATO Operator Post Visit Report Forms for the 2018-2019 season. No non-IAATO visits are included in this analysis. Additional information on IAATO operator activities can be found in ATCM XLII IP140 IAATO Overview of Antarctic Tourism 2018-19 Season and Preliminary Estimates for 2019-20 and on the IAATO website (www.iaato.org).

Antarctic Peninsula traditional ship-borne tourism Antarctic tourism continues to be primarily focused on traditional commercial ship-borne tourism in the Antarctic Peninsula, which accounts for over 95% of all landed activity. Figure 1 provides a comparison of the factor increase in different aspects of this activity (number of passengers, ships, voyages, landings made and sites used). With the exception of the motor yacht Betanzos, all traditional commercial ship-borne tourism with landings to the Peninsula during the 2018-19 season was conducted by IAATO Operators, it is believed that this information is representative of actual activity levels.

Comparing the 2018-19 season with the previous peak season of 2017-18, the following trends are visible: o The growth and recovery in the number of passengers taking part in traditional ship borne tourism to the Peninsula following the global recession has been steady since 2011-12, with the previous peak season 2007-08 total (31,352) surpassed by the 2016-17 season total (33,580). The 2018-19 total of passengers from ships making landings in the Antarctic Peninsula (44,303) has surpassed the previous 2017-18 season total (41,517). In part this is due to vessels being operated with higher passenger capacity, with all vessels benefiting from the current world economic strength and operating at near-full passenger capacity for the whole season. Additionally, visitor operations continue to expand into the ‘shoulder’ seasons, resulting in an increased number of voyages (see below). o Following the previous decline in IAATO ships operating in the area, from 33 in 2007-08 to 20 in the 2011-12 season, there has been a steady increase, with 32 SOLAS passenger vessels making landings in the Peninsula during the 2018-19 season. One new SOLAS vessels joined the IAATO fleet during the 2018-19 season – a return of the Icebreaker Kapitan Khlebnikov. This vessel Operated as IAATO Category 1 (13-200 passenger). There has been an 10.5% increase in the number of voyages (from 293 during the 2017-18 season, to 324 during the 2018-19 season). This is likely reflective of the popularity of air/cruise tourism which negates the need for four to five days per voyage outside Antarctic Treaty waters and the expansion into the early season with the return of the icebreaker Kapitan Khlebnikov season. o There was a 1.4% increase in the number of actual landings made from last season (2,679 to 2,717). This number is lower than what might be consistent with the increase in voyages. Possible reasons for this is Operators responding to the discussions on managing for growth by moving away from simply making traditional landings but rather focusing on making the voyages a more holsitic Antarctic experience thereby offeringmore non-landed activities like ship cruising, small boat cruising, kayaking, and ship cruising. o There was a 12% increase in the number of landing sites used since last season (166 to 187). This is likely due to favourable ice conditions south of the Lemaire Channel and south of the Antarctic Circle in the later part of the 2018/19 season, as well as Operators seeking less frequented sites for alternative activities such as small boat cruising and kayaking.

Specific Landing Site Use Appendix 1 Table 1 lists the 20 most-visited sites in terms of landings made, for the 2017-18 season. The top five sites (Goudier Island, Cuverville Island , Neko Harbour , Whalers Bay and Halfmoon Island) accounted for 28% of landings made during the season. The top twenty most visited sites accounted for circa 68% of the landings, with the top 25 landing sites accounting for circa 73% of the landings. These percentages illustrate a focus of activity at a small number of sites indicate the trend of landings concentrating at a few popular sites remains consistent. All of the most-visited sites are covered by site specific management plans, either through ATCM Visitor Site Guidelines or National Program management through their proximity to stations. Appendix 2 illustrates the total number of landings made per day at all sites within the Antarctic Peninsula during the 2018-19 season. Landings occurred in the Antarctic Treaty Area from 11 October 2018 – 02 April 2019 (a total of 174 days). This increase in the number of days (up from 151 for the 2017/18 season) was, as noted above, largely due to the operation of the icebreaker Kapitan Khlebnikov making early season visits to the emperor penguin colonies.

As in previous seasons, there is variation in levels of activity; for example, in the peak season the highest number of landings made on any one day (02 January) was 41, while the lowest number in the same period was 16 landings (18 January). These peaks and troughs are remarkably similar to last season indicating that the increase in activity has been spread across the season rather than intensifying pressure during the peak season.

Use of ATCM Visitor Site Guidelines An assessment of the use of the sites covered by the ATCM Visitor Site Guidelines was conducted through feedback directly from field staff and an analysis of the Post Visit Report Forms. Appendix 3 illustrates the total number of known landings made at sites covered by ATCM Visitor Site Guidelines, including a listing of the number of occasions the daily visitation limits were met.

Co-ordination between IAATO field staff remains very effective. Analysis of the Post Visit Report Forms indicates that the daily limits set in the site guidelines were honoured during the 2018-19 season.

Conclusion The information extracted from the ATCM Post Visit Reports shows that overall tourism levels have increased from the peak season of 2017-18, as highlighted in ATCM XLII IP140 IAATO Overview of Antarctic Tourism 2018-19 Season and Preliminary Estimates for 2019-20 are likely to exceed these numbers during the 2019-20 season. The increase is not uniform however, with a few sites continuing to receive the majority of the increase, and others seeing a decrease in activity. The pattern of concentrated increase is believed to be explained by the popularity of these sites for their reliable access and ease of visitor management. The other areas where increases have been observed (length of season and increase in number of sites used) are due to seasonal anomalies such as the use of an Icebreaker vessel early season and pack ice extent later in the season allowing visits to other areas. All of the top twenty landing sites on the Peninsula are managed by ACTM Visitor Site Guidelines or through National Program Management guidelines. IAATO will continue to provide information annually to the CEP and ATCM on its Operators’ activities. World Central Kitchen to resume operations in Gaza

The World Central Kitchen, the humanitarian food aid organization, will return to operations in the Gaza Strip on Monday.

The NGO pulled out of Gaza earlier this month after the IDF mistakenly targeted a convoy of seven of its aid workers, killing all of them.

Two projectiles were fired from Lebanon toward the Mount Dov area in northern Israel on Sunday evening, the IDF said.

Earlier that day, IDF soldiers "identified and monitored a Hezbollah terrorist operating in the area of Ayta ash Shab as he entered a military compound belonging to the terrorist organization," the military added

Fighter jets then reportedly struck the compound, destroying it. 

Israel will 'scale up' amount of aid going into Gaza, IDF says

The amount of humanitarian aid going into the Gaza Strip will be ramped up in the coming days, the IDF said on Sunday.

"Over the last few weeks, the amount of humanitarian aid going into Gaza has significantly increased. In the coming days, the amount of aid going into Gaza will continue to scale-up even more," spokesperson Rear Admiral Daniel Hagari said in a statement.

"Food, water, medical supplies, shelter equipment and other aid - more of it is going into Gaza than ever before," Hagari said.

Israel instructed its embassies abroad to prepare for a severe antisemitic backlash should the International Criminal Court issue arrest warrants against top Israeli leaders and army brass over their actions in Gaza, including Prime Minister Benjamin Netanyahu, Defense Minister Yoav Gallant , and IDF Chief of Staff Herzl Halevi.

Foreign Minister Israel Katz (Likud) issued messages on the matter both to Israeli missions abroad and to Jewish organizations, suggesting that the latter work with local authorities to increase security.

He also spoke with Diaspora Affairs Minister Amichai Chikli on the issue. 

The ICC has not issued any formal statement on pending action, since its Chief Prosecutor Karim Khan confirmed in November 2023 that he was investigating the situation in Gaza, the West Bank, and east Jerusalem, including actions relating to the Israel-Hamas war that began on October 7.

Israel has feared that Khan plans to issue arrest warrants in the near future, possibly even this week.

A rocket was launched from the northern Gaza Strip towards the area of the Gaza Border Communities of Be'eri and Alumim on Sunday morning, according to Israeli media. 

The rocket reportedly landed in an open area. 

Abbas says only US can halt Israel's attack on Rafah, expected in days

Head of the Palestinian Authority Mahmoud Abbas said at a conference in the Saudi capital Riyadh on Sunday that he expected an IDF operation in Rafah in the next days.

He added that only the United States could stop Israel from attacking Rafah.

"We call on the United States of America to ask Israel to not carry on the Rafah attack. America is the only country able to prevent Israel from committing this crime," Abbas told a special meeting of the World Economic Forum in the Saudi capital Riyadh.

Abbas reiterated that he rejects the displacement of Palestinians into Jordan and Egypt and said he is concerned that once Israel completes its operations in Gaza, it will then attempt to force the Palestinian population out of the West Bank and into Jordan.

Gallant: 'Israel will act as long as it takes to destroy Hamas, bring back hostages'

Defense Minister Yoav Gallant spoke with IDF soldiers at an army base on Sunday and said Israel was obligated to destroy Hamas and bring back the hostages. 

"We are working on these two tasks, and I am determined to do both things," the minister said. "It will take as long as it takes, but we must do this task. I don't think there is any army in the world that is capable of doing what you do, in these scopes and qualities," he added.

Damian Lillard and Giannis Antetokounmpo out for Game 4 as short-handed Bucks visit Pacers

Lillard re-aggravated his achilles in game 3 and antetokounmpo is still out with a calf strain.

The Milwaukee Bucks ' injury woes have worsened during their first-round series with the Indiana Pacers . All-Star point guard Damian Lillard has been diagnosed with a Grade 1 Achilles tendon strain and will miss Game 4 on Sunday, the team announced . 

Giannis Antetokounmpo  has not played since April 9 due to a lingering calf strain.

Late in the fourth quarter of their heartbreaking overtime loss in Game 3, the Bucks were trying to foul to extend the game when Lillard re-aggravated his Achilles. Though it went largely unnoticed in real time, you can see Lillard limping as he goes to pick up Patrick Beverley on the replay. While Lillard remained in the game the rest of the way, he did not take a shot in the extra frame.

"Honestly, Dame was really struggling," Bucks coach Doc Rivers said after Game 3. "In the overtime, he literally said, 'I'll be the decoy. I just can't go as far as explosion.' So I thought Dame just being out there was huge for us."

Lillard said during his post-game press conference that his "plan" was to play in Game 4.

"I think tonight, it was just so fresh, just re-aggravated after having a whole week where you could kind of get it together," Lillard said. "But I just wanted to be on the floor in case some opportunity came up, or however I could help. But obviously, tonight, we're gonna get back and just have to get ahead of it because that's not something you want to play with. 

"It's one of those spots on your body where you literally can't do nothing about it. If you can't move, you can't move. So we got a couple days, tonight, to start to try to get ahead of it and just get it feeling better, try to get ready for Sunday."

The Achilles injury wasn't the only scare during the game for Lillard. Late in the first quarter, he drove to the basket for a tough layup and Pascal Siakam landed on his ankle. Lillard twisted his knee in the process and stayed down on the ground in clear pain before hobbling to the bench and down the tunnel. His stay in the locker room turned out to be brief, however, and he hit some big shots to get the Bucks back in the game. While Lillard said his knee was "a little uncomfortable" the rest of the way, he didn't feel like he was putting himself in "danger."

Lillard sat out of practice for a few days in the lead up to Game 1 of this series in order to address some nagging injuries, including a sore Achilles. Though he admitted he was initially "concerned," the time off helped him get right and he felt like himself to start the series. 

That was evident as he poured in a record-setting 35 points in the first half of Game 1. In the other five halves in this series, though, he has a combined 62 points on 16-of-46 (34.7%) from the field. As a result, the Bucks have dropped Games 2 and 3 and now find themselves down 2-1 in the series. 

A hampered Lillard is the last thing the Bucks need in the circumstances. Khris Middleton sprained his ankle in Game 2 but came back and was able to summon the strength for a throwback performance on Friday. It would be asking a lot for him to do that again in Game 4 on a bum ankle. Antetokounmpo, meanwhile, remains out indefinitely.
