S. Korea extends travel ban on 6 countries, parts of the Philippines

SEOUL, Jan. 19 (Yonhap) -- South Korea extended its travel ban on six Middle East countries, parts of the Philippines and other regions by another six months, citing continuing security risks, the foreign ministry said Tuesday.

The extension applies to Iraq, Syria, Yemen, Libya, Somalia, Afghanistan and also the southern region of the Philippine archipelago -- the Zamboanga Peninsula, Sulu, Basilan and Tawi-Tawi -- the ministry said in a release.

The measure will take effect from Feb. 1 to July 31.

The designated areas are considered to be exposed to constant risks of terrorist attacks and political unrest that will likely continue for a considerable period of time, the ministry said.

Travel to Iraq, Syria, Somalia and Afghanistan has been banned since 2007. Seoul imposed the ban on Yemen in 2011, Libya in 2014 and the islands in the Philippines in 2015.

South Korea Travel and Entry Restrictions 2022: COVID-19 Update

The South Korea entry restrictions determine who can enter the country and under what conditions.

Normally, foreigners must meet the  South Korea visa requirements  for their nationality and obtain the relevant permit before traveling.

Additionally, several South Korea  COVID restrictions   are now in place  to prevent the spread of coronavirus.

As a result, the Republic of Korea has temporarily revised its  visa policy  to suspended visa exemptions for some countries.

Can I Travel to South Korea Visa-Free During Coronavirus?

South Korea has approved  96 countries  to enter the country visa-free during coronavirus.

Under normal circumstances, passport holders from over 100 countries can  stay in South Korea without a visa  for  between 30 and 180 days , depending on their nationality.

Once the coronavirus suspension ends, all visa-exempt travelers will need to  apply for the K-ETA  for South Korea.

Citizens of 96 approved countries can apply.

Temporary Health Measures for South Korea

Anyone wishing to travel to the East Asian nation during the current restrictions needs to be aware of the  health entry requirements for South Korea  now in place.

These temporary measures are designed to protect residents and visitors in South Korea.

Unless exempt, travelers are subject to the following entry rules:

  • PCR test : Travelers aged 6 and older must present a medical certificate showing a negative PCR COVID-19 test result taken within 2 days of departure. The tests accepted are LAMP, NAAT, NEAR, PCR, SDA, or TMA.
  • Health Declaration Form : This contact form must be completed and presented on arrival
  • Self-quarantine safety protection mobile app : All passengers traveling to South Korea must install this on their mobile device.

Health requirements are  subject to change at short notice . Travelers should ensure they have all the latest information before arranging a trip to South Korea.

Do I Need a Coronavirus Vaccine to Travel to South Korea?

At the moment,  a coronavirus vaccine is not required  to travel to South Korea. However, vaccinated passengers are able to travel to South Korea with fewer restrictions.

Travelers should  stay updated with the latest developments  and ensure they have all the  vaccinations needed to travel to South Korea  before departure.

Is It Mandatory to Quarantine on Arrival in South Korea?

From April 1, 2022, vaccinated travelers who register with the Q-code system are eligible for  quarantine exemption .

Most other passengers are subject to  quarantine for 7 days  on arrival. Visitors must take a PCR test on day 7.

Passengers who are required to quarantine must install the “self-quarantine safety protection mobile app” on their device before departure or upon arrival.

Vaccinated Travel Lane With Singapore

Passengers arriving from Singapore under the Vaccinated Travel Lane must present:

  • a COVID-19 vaccination certificate complete with a QR code
  • a confirmation of their arrival COVID-19 test
  • a printed copy of medical insurance with coverage of USD 25,100 for COVID-19 related medical expenses.

Can I Transit through South Korea During COVID-19?

South Korea entry restrictions during the coronavirus pandemic also inlcude some limitations for transit passengers.

Travelers are currently only allowed to transit through South Korea for a  maximum of 24 hours . They must have a confirmed connecting ticket.

Nationals of Egypt, Sudan, Syria, and Yemen are not allowed to transit.

All Passengers in transit must  complete a health questionnaire  on arrival.

Internal and Movement Restrictions within South Korea

Intercity transportation in South Korea is fully operational in most areas.   Use of a facemask is mandatory,  and eating and drinking are not permitted.

  • Domestic flights : most routes have resumed with full capacity
  • Trains : operational with some changes to timetables. Hygiene measures in place at stations and onboard
  • Buses : inter-regional bus journeys are now permitted
  • Local transport : taxis, metro, tram, and bus operational

Travelers should check the restrictions in place in the specific area of South Korea that they plan to visit. Visitors cannot board a domestic flight until completing the 7-day quarantine.

Korean Flights Affected by Coronavirus

Some airlines have canceled flights to and from South Korea, largely due to a decline in demand.

International and national routes are affected, although South Korea remains well-served by some services. Passengers with plane tickets in the coming days should  check with the airline  to ensure that the flight is to go ahead as scheduled.

Is It Safe to Travel to South Korea during COVID-19?

Some passengers are questioning whether it is safe to go to South Korea now. Most lockdown measures in South Korea have been lifted.

Most stores, educational facilities, stores, and other  businesses are now open and operating as normal . Provided travelers take the necessary precautions and maintain a social distance, such facilities can be used safely.

There are some  regional differences in the safety measures  being implemented. Travelers should check the specific rules and regulations for their destination.

Health advice for travelers in South Korea

Foreigners currently in South Korea are asked to follow health advice that is being issued internationally.

  • Do not travel if experiencing any symptoms
  • Regularly wash hands with soap and water and use alcohol-based hand sanitizer when soap and water are unavailable.
  • Cover the mouth and nose when coughing and sneezing
  • Stay at least 6 feet away from other people
  • Wear a mask when taking public transportation

Philippines imposes travel ban on South Korean province due to COVID-19

The Philippines on Wednesday imposed travel restrictions on parts of South Korea and barred Filipino tourists from going to the East Asian nation due to rising cases of the deadly novel coronavirus (COVID-19) infections.

Presidential spokesperson Salvador Panelo told reporters that the Inter-Agency Task Force on Emerging Infectious Disease approved the entry ban on travelers coming from the North Gyeongsang province of South Korea effective immediately.

He also said Filipino tourists would not be allowed to travel to the whole of South Korea.

Panelo said exempted from the travel ban are permanent residents, those leaving for study, and overseas Filipino workers provided they sign a declaration signifying their knowledge and understanding of the risks involved prior to their travel.

“With respect to other parts of South Korea, the IATF shall conduct a risk assessment of the situation in the aforesaid country within 48 hours to analyze whether it is necessary to expand the travel ban thereto,” he said.

“In the meantime, strict protocols with respect to travelers entering the country from these areas in South Korea will continue to be observed.”

As of Wednesday, there were 1,146 cases of COVID-19 in South Korea , the Korea Centers for Disease Control & Prevention (KCDC) said.

Of this number, 134 were from Daegu City in North Gyeongsang.

The Philippine Department of Health on Monday said there is no confirmed case of Filipinos infected by COVID-19 in South Korea .

On Sunday, South Korea raised its alert on COVID-19 to the highest level due to the rapid surge in number of cases.

World Health Organization head Tedros Adhanom Ghebreyesus said the jump in new COVID-19 cases in South Korea, Iran and Italy is "deeply concerning ."

The novel coronavirus started from Wuhan, China and spread to many countries. 

The death toll has reached 2,715 in China , its National Health Commission said on Wednesday.

The coronavirus disease outbreak in China had prompted the Philippine government on February 2 to impose a travel ban on mainland China and its special administrative regions Hong Kong and Macau.

Manila later included Taiwan in the travel ban but this was eventually lifted on February 14.

Last week, the Philippines removed the travel ban for Filipino overseas workers, students and permanent residents bound for Hong Kong and Macau.

However, the ban on Filipinos going to the two Chinese territories as tourists is still in place.

“The safety and security of Filipinos here and outside the Philippines remain our primary concern,” Panelo said.

Philippines bars travellers to South Korea as coronavirus spreads

MANILA - The Philippines has barred its citizens from travelling to South Korea as tourists, as an outbreak of a coronavirus that first emerged in China continues to spread there.

"We won't allow tourists heading for South Korea to leave. It's for their own safety," President Rodrigo Duterte's spokesman Salvador Panelo told reporters on Wednesday (Feb 26).

Filipinos who are permanent residents, or working or studying in Korea will be allowed to leave, but they will have to sign a "declaration" that they are aware of the risks they are taking, he said.

There are about 60,000 Filipinos living in South Korea.

The Philippines is also banning everyone who has been to the North Gyeongsang province , including Daegu, the epicentre of the outbreak in Korea, from entering its borders. Mr Panelo said a task force is studying whether to expand that ban to all of South Korea. Some 1.5 million Koreans visited the Philippines last year, making up the bulk of tourists arrivals.

"The safety and security of Filipinos here and outside the Philippines remain our primary concern," said Mr Panelo.

Meanwhile, coronavirus cases in South Korea jumped again Wednesday. The country's Centres for Disease Control and Prevention said 134 of the 169 new cases were in Daegu, where the government has been mobilising public health tools to contain the spread of the outbreak. Another 19 cases were in neighbouring towns.

South Korea now has 1,261 confirmed infections of the virus and 11 fatalities from the Covid-19 illness it causes.

The number of cases are expected to rise as health workers finish testing hundreds of members of the Daegu branch of a church that has the country's biggest cluster of infections. The Shincheonji Church of Jesus , which mainstream Christian organisations describe as a cult, provided a list of 212,000 members nationwide to government authorities who plan to widen the screening.

The Philippines has confirmed three cases of the coronavirus at home, all Chinese nationals. They include a 44-year-old man who died .

Overnight, 445 Filipinos who were mostly crew members on the Diamond Princess cruise ship in Japan were flown back to the Philippines to begin a 14-day quarantine.

Eighty Filipinos from the ship have the virus and are staying behind in hospitals in Japan.

What does the change mean? Nationals of the Philippines are now allowed to travel to South Korea, with the exception of North Gyeongsang Province, including Daegu City and Cheongdo County. Travelers from these South Korean locations are temporarily banned from entering the Philippines, except for Filipinos and their foreign spouses and children, holders of Philippine permanent resident visas and members of the diplomatic corps.

  • Implementation time frame: Ongoing from March 3.
  • Visas/permits affected:  Any Philippine visa used for travel to South Korea, and visas used to travel from the banned locations.
  • Who is affected:  All travelers from the Philippines to South Korea and travelers from the banned South Korean areas to the Philippines.
  • Business impact: The partial lifting of the travel ban will affect all forms of travel to and from the South Korean target areas, including travel for business.
  • Next steps: Employers should expect that employees who are in the banned areas will not be allowed to enter the Philippines, and that Filipino nationals will not be allowed to visit the banned areas.

Background: Nationals of the Philippines traveling to South Korean locations other than the three banned areas will be given a health declaration form to read and sign to acknowledge they understand the risks of such travel. They will also be given a health advisory pamphlet. For South Korean travelers from locations other than the banned areas visiting the Philippines, strict protocols will be followed. Analysis & Comments: The Philippines Bureau of Immigration implemented the temporary South Korea travel ban on Feb. 28. Partially lifting it will make travel between the countries easier, with the exception of the three banned sites. Travelers planning trips to these sites may wish to reconsider their plans. Entry, Exit and Visa Requirements

  • You must have a valid U.S. passport to enter Korea. From April 1, 2023, to December 31, 2024, the  Korean Electronic Travel Authorization (K-ETA)  is not required for US citizens for stays of 90 days or less that are for tourism or business purposes.
  • Visa required for all other purposes, including employment, teaching English, and for stays longer than 90 days.

Exceeding your authorized stay or not possessing a valid visa may result in detention and fines.

  • In the event of an overstay, apply for a visa extension from the  Korea Immigration Service (KIS)  before attempting to leave the country. Also consult with KIS regarding changes in visa category.

Military Personnel/DOD and their families on orders:

  • Consult  DOD Foreign Clearance Guide , and follow all instructions.
  • Enter Korea with DOD identification and travel orders.
  • Do not transit other countries such as China without a passport and appropriate visas.
  • Family Members/Dependents of Military Personnel/DOD on orders must present upon arrival passports valid for at least six months .

U.S. Government Executive Branch personnel on official business and DOD personnel assigned to the U.S. Embassy  (Including family members/dependents):

  • Employes assigned to Mission Korea should enter Korea with a diplomatic or official passport and a diplomatic or official Korean visa obtained through their sponsoring agency.  Check with your sponsoring agency about other requirements.

Road Conditions and Safety:  Roads are well-paved, traffic signals functional, and most drivers comply with basic traffic laws. South Korea has a significantly higher traffic fatality rate than the United States. Causes of accidents include excessive speed, frequent lane changes without signaling, running red lights, aggressive bus drivers, and weaving motorcyclists. It is recommended that you photo document any traffic accidents.

Be aware that motorcyclists may drive on sidewalks, and drivers do not always yield to pedestrians in marked crosswalks.

MANILA, Philippines – The Philippine government will not yet impose a travel ban on South Korea, which has so far recorded the highest number of novel coronavirus (2019-nCoV) cases  outside of mainland China .

On Monday, February 24, Cabinet Secretary Karlo Nograles told Malacañang reporters that the inter-agency task force handling the 2019-nCoV outbreak has yet to talk about possibly restricting travel to and from South Korea.

For now, the Philippine Department of Foreign Affairs has advised Filipinos to  “delay non-essential travel”  to South Korea.

The Philippines is currently imposing a partial travel ban on China and its administrative regions Hong Kong and Macau to help prevent the spread of COVID-19. Philippines Imposes Travel Ban on South Korea due to COVID-19

As a preventive measure against the novel coronavirus or COVID-19 , the Philippines has barred its citizens from traveling to South Korea, especially since the virus is spreading rapidly in the country.

On Wednesday, 26th February 2020, Presidential Spokesman Salvador Panelo declared that the travel ban is “effective immediately” and includes Filipino tourists who are planning to go to Jeju Island.

Filipino Travelers Barred from Heading to South Korea

“The safety and security of Filipinos here and outside the Philippines remain our primary concern,” stated Panelo, as cited by ABS-CBN News . “Our countrymen’s welfare is foremost in our minds as concerned officials discuss updates and recommendations on the management of the coronavirus.”

There are some exemptions, however. Overseas Filipino workers (OFWs), students, and permanent residents are exempted from the ban — provided that they sign a written document confirming their knowledge about the risks of traveling to South Korea.

Meanwhile, Panelo said that travelers coming from the South Korean province of North Gyeongsang are not allowed to enter the Philippines, as decided by the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases.

On the other hand, Filipinos and foreign travelers who are not from North Gyeongsang may enter the Philippines.

With regard to other parts of South Korea, a risk assessment study shall be conducted by the IATF within 48 hours to determine whether the travel ban should be expanded, Panelo added.

“In the meantime, strict protocols with respect to travelers entering the country from these areas in South Korea will continue to be observed,” the Presidential Spokesman said.

South Korea on “Highest” Alert Level

On Sunday, South Korean President Moon Jae-in raised the country’s alert level to “highest,” amid the rapid spread of confirmed COVID-19 cases.

Last week, a cluster of COVID-19 infections emerged from a religious group in the city of Daegu at North Gyeongsang. In less than a week, the number of confirmed vases had risen to more than 700 cases, majority of which were connected to the Shincheonji Church of Jesus.

As of this writing, the number of infections in South Korea has increased dramatically and surpassed the 1,000 mark… there are now 1,146 confirmed COVID-19 cases in the country, according to Channel News Asia .

As a result, the Korean government has extended the schools holidays by one week across the country. It also plans to enforce tighter monitoring measures on arrivals from China.

The sudden rise in COVID-19 cases has also prompted the country’s tech giant, Samsung Electronics, to suspend plant operations in Gumi, which is 200 kilometres from Seoul. This is because one of its employees was infected over the weekend.

Other major events have also been canceled, including K-pop concerts and sports events, like the World Team Table Tennis championships and the start of the K-league football season.

Japan Seeks to Work With South Korea, Philippines to Boost Regional Security

TOKYO (Reuters) -Japanese Prime Minister Fumio Kishida on Friday said he wanted to cooperate with South Korea and the Philippines, allies shared with the U.S., and even engage with North Korea to promote regional security.

"The current security environment is tough and complex, and we are at a turning point in history," Kishida said in a group interview. "Cooperation between Japan and the United States and like-minded countries is a very important issue," he added.

The Japanese leader spoke ahead of a planned summit next week with U.S. President Joe Biden, as the allies look for ways to counter China's growing influence in Asia and deter it from resorting to military action to resolve its disputes in the region.

The state visit to Washington, the first by a Japanese leader in nine years, is meant to showcase their close security and economic ties, with the two leaders expected to discuss cooperation on defence equipment and a possible upgrade in the U.S. military command structure in Japan.

That meeting will be followed by a trilateral summit with Philippine President Ferdinand Marcos Jr.

"Close cooperation between Japan, the U.S., and the Philippines is crucial for a free and open order based on the rule of law and for economic prosperity in the region," Kishida said.

Japan last year delivered four air defence radars to the Philippines and is negotiating a reciprocal access agreement with Manila that would make it easier for Japanese troops to train there.

A separate trilateral meeting between Kishida, Biden and South Korean President Yoon Suk Yeol in the U.S. last year helped Tokyo mend relations with Seoul and bolster security cooperation.

Kishida has said he is also willing to meet with North Korean leader Kim "without any preconditions" in a bid to improve strained relations with the nuclear-armed regime.

Relations between the countries have been strained over disputes dating back to Japan's occupation in the first half of the 20th century, and by North Korea's past abduction of Japanese citizens.

"Establishing a fruitful relationship will not only benefit Japan and North Korea but will also contribute greatly to peace and stability in the region," Kishida said.

Biden praises Prime Minister Kishida’s leadership and Japan’s growing international clout

President Joe Biden praised Prime Minister Fumio Kishida’s “bold leadership” on a series of global crises as he welcomed the Japanese leader to the White House on Wednesday for wide-ranging talks that touched on the delicate security situation in the Pacific, the war in Ukraine, the Israel-Hamas conflict and more.

Kishida’s official visit, which will include a glitzy state dinner at the White House on Wednesday evening, completes the Democratic administration’s feting of the leaders of the Quad, the informal partnership among the U.S., Japan, Australia and India that the White House has focused on elevating since Biden took office. As administration officials put it, they saved the most pivotal relationship for last.

“The unbreakable alliance between Japan and the United States is the cornerstone of peace, security and prosperity in the Indo-Pacific and around the world,” Biden said as he welcomed Kishida to a pomp-filled arrival ceremony on the White House South Lawn.

Japan slips into a recession and loses its spot as the world’s third-largest economy

Japan’s economy, once the world’s second-largest, is now the fourth-largest after it contracted into recession and fell behind Germany.

The visit also marks the realization of Japan’s transformation from regional player to that of global influencer — with senior Biden administration officials noting appreciatively there is little the U.S. does across the globe that Tokyo doesn’t support. They pointed to Japan’s eagerness to take a leading role in trying to bolster Ukraine against Russia’s invasion and with the flow of humanitarian aid into Gaza.

“The cooperation between our countries bound together by common values and commitment has become a global one with the scope and depth covering outer space and the deep sea,” Kishida said. “Today the world faces more challenges and difficulties than ever before. Japan will join hands with our American friends and together we will lead the way in tackling the challenges of the Indo-Pacific region and the world, while tirelessly developing the relationship.”

Kishida also announced that Japan is giving 250 cherry trees to the U.S. to mark America’s coming 250th birthday in 2026.

Biden and Kishida are both confronting difficult political headwinds on the home front while trying to navigate increasingly complicated problems on the global stage. Like Biden, Kishida has been dogged by low approval ratings for much of his tenure.

Births in Japan fall to a record low as fewer couples marry

The Japanese government says that the number of babies born in the country last year fell for the eighth straight year to a new low.

Biden’s reelection effort has been shadowed by an American electorate anxious about inflation, unease among some Democrats over his handling of the Israel-Hamas war, and concerns about whether at 81 he’s too old to serve another four years. The U.S. economy got another blip of dour data on Wednesday with the government reporting that consumer inflation ticked up last month, boosted by gas, rents, auto insurance and other items.

Kishida, meanwhile, is dealing with a Japanese economy that slipped to the world’s fourth-largest after it contracted in the last quarter of 2023 and fell behind Germany. Polls in Japan show that support for Kishida, who was elected in 2021, has plunged as he deals with a political funds corruption scandal within his ruling Liberal Democratic Party.

To be certain, there are differences in the U.S.-Japan relationship. The visit comes after Biden announced last month that he opposes the planned sale of Pittsburgh-based U.S. Steel to Nippon Steel of Japan. Biden argued in announcing his opposition that the U.S. needs to “maintain strong American steel companies powered by American steelworkers.”

At their Rose Garden news conference after their private Oval Office talks, Biden and Kishida sidestepped addressing in detail their discussion about the prospective U.S. Steel acquisition. Biden said he stood by his commitment to American workers and fostering the Japanese alliance. Kishida noted the extensive investment both nations have made into each other’s economy and his hope for creating more “win-win” situations.

The leaders announced plans to upgrade U.S.-Japan military relations, with both sides looking to tighten cooperation amid concerns about North Korea’s nuclear program and China’s increasing military assertiveness in the Pacific , according to the White House. The structural updates will focus on improving interoperability and planning between U.S. and Japanese forces as well as exploring bolstering air defense capabilities, including with Australia. The U.S., United Kingdom. and Australia are also considering including Japan in the AUKUS defense partnership, a grouping launched in 2021 that aims to equip Australia with nuclear-powered and conventionally armed submarines.

Kishida and Biden also confirmed Japan’s participation in NASA’s Artemis moon program as well as its contribution of a moon rover developed by Toyota Motor Corp. and the inclusion of two Japanese astronauts in the mission, including one who will land on the moon.

Biden heaped praise on Japan for its significant increase in defense spending and has tightened cooperation on economic and security matters throughout Kishida’s tenure.

Japan was quick to step up in the aftermath of Russia’s invasion of Ukraine and join the U.S. and other Western allies in mounting aggressive sanctions on Moscow. Japanese automakers Mazda, Toyota and Nissan announced their withdrawal from Russia.

Tokyo has been one of the largest donors to Kyiv since Russia’s invasion, and Japan has surged its defense spending amid concern about China’s military assertiveness.

As part of its increased defense, Japan agreed to acquire U.S.-made Tomahawks and other long-range cruise missiles that can hit targets in China or North Korea under a more offensive security strategy. Japan, Britain and Italy also began a collaboration on a next-generation jet fighter project.

“The prime minister is a visionary and courageous leader,” Biden said. “When Russia began its brutal invasion of Ukraine two years ago, he did not hesitate to condemn sanctions and isolate Russia and provide billions [in] assistance to Ukraine.”

Koi emerges as new source of souring relations between Japan and China

The dispute adds to the two countries’ spat over Japan’s release into the sea of treated but radioactive water from the Fukushima nuclear power plant.

Biden also credited Kishida and South Korean President Yoon Suk-yeol for working to repair frosty relations between Tokyo and Seoul. Relations have rapidly thawed over the last two years amid shared concerns about China’s assertiveness in the Pacific and North Korea’s persistent nuclear threats. Biden last year hosted the two leaders at the presidential retreat at Camp David.

The Japan-South Korea relationship is a delicate one because of differing views of World War II history and Japan’s colonial rule over the Korean peninsula.

Biden and Kishida also told reporters they were open to direct talks between Japan and North Korea over the abduction of Japanese citizens during the 1970s and 1980s and other issues. Kishida’s previous calls for talks have been rejected by Pyongyang.

In 2002, Kim Jong Il, the father of Kim Jong Un, told then-Prime Minister Junichiro Koizumi that North Korean agents had kidnapped 13 Japanese citizens and allowed five of them to return to Japan. But Japan believes hundreds may have been taken and some remain alive. Biden called Japan’s attempts to set up a leader-to-leader summit with North Korea a “good thing,” and he reiterated his administration’s willingness for its own talks without preconditions.

Kishida will remain in Washington on Thursday to take part in a U.S.-Japan-Philippines summit, at which China’s increasing aggressive action in the region will loom large over the talks.

Relations between China and the Philippines have been repeatedly tested by skirmishes involving the two nations’ coast guard vessels in the disputed South China Sea. Chinese coast guard ships also regularly approach disputed Japanese-controlled East China Sea islands near Taiwan.

“The main intent of this trilateral agreement is for us to be able to continue to flourish, to be able to help one another, and ... to keep the peace in the South China Sea and the freedom of navigation in the South China Sea,” Philippine President Ferdinand Marcos Jr. told reporters before departing for Washington on Wednesday.
